Then on Sunday, May 11th, Mother’s Day honors mothers, motherhood and maternal bonds, and the positive influence of mothers in our society. At the end of the month, on May 30th and 31st, the Church of the Ascension will hold their annual Summer Festival. Finally, please remember to celebrate a holiday veterans hold close to their hearts – Memorial Day – observed on Monday, May 26th.

For too many, Memorial Day now signifies nothing more than the start of summer and is celebrated with holiday sales. Trips to the lake and shopping extravaganzas have replaced memorial visits, remembrance ceremonies or simply put, a day to reflect all the luxuries – like freedom – that we as Americans enjoy daily. All veterans know the true meaning of Memorial Day.

On Memorial Day we honor the fallen of the United States military in the form of remembrance. And with that, comes a deep sense of appreciation for both their selflessness in

protecting the land of the free, and for their sacrifice in ensuring it stays that way.

Each and every American owes a great debt to the courageous men and women who have given their lives to protect our way of life. While giving back to the extent they deserve is impossible, on Memorial Day, we merely attempt our repayment in the form of remembrance. We dedicate this day to them.

As we go about our activities, we should take the opportunity to not only remember the sacrifices of the fallen and mourn their departure, we should also celebrate the spirit with which they served and reflect upon their contributions in making America truly the land of the free.

The City of St. Regis Park gratefully thanks all service members, veterans and their families for their contributions and service to the United States of America.

CITY OF ST. REGIS PARKMINUTES OF THE REGULAR MONTHLY COUNCIL MEETINGTuesday, April 1, 2014

Following are the Minutes of the regular monthly Council Meeting for the City of St. Regis Park, held at 7:30 p.m., Tuesday, April 1, 2014, at 4318 Taylorsville Road, Louisville, Kentucky 40220. ROLL CALL:Present: Council Members Talbott Allen, Greg Dietz, Stephen Hoard, Louie Schweickhardt and Cheryl Willett.Absent: Mayor Brandt Davis, Council Members Bob Graves and Frank Wheatley MAYOR’S REPORT:In Mayor Brandt Davis’ absence, Mr. Greg Dietz made a motion to appoint Mr. Talbott Allen as Mayor Pro-tem. The motion was seconded by Mr. Louie Schweickhardt and passed without dissent. FINANCIAL REPORT:Mr. Charlie Veeneman presented the Financial Report for March 2014. The General Fund revenues for the month were $4,742.51, with year-to-date revenues of $345,394.29. Total expenses for the month were $16,884.86, with year-to-date expenses at $236,610.98, resulting in excess revenue over expenses of $108,783.31.

Total monthly revenues for the Road Fund were $2,597.04, with year-to-date revenues at $26,934.90. Total expenses for the month were $10,050.00, with total year-to-date expenses at $21,300.00, resulting in excess revenue of $5,634.90. Complete financials are posted on the City’s website at www.stregispark.net .

Ms. Cheryl Willett made a motion to accept the March 2014 Financial Report as presented. Mr. Schweickhardt seconded the motion. The motion passed without dissent.

Mr. Dietz discussed investment options for the City and recommended 2013 property tax funds be placed in a money market account at this time. A motion was made by Mr. Dietz to move $250,000 from the property tax account (non-interest bearing) to the money market account. Mr. Stephen Hoard seconded the motion. The motion passed without dissent.

MINUTES OF THE REGULAR COUNCIL MEETING:Mr. Hoard made a motion to approve the Minutes of the regular Council Meeting held March 4, 2014. Mr. Dietz seconded the motion. The motion passed without dissent.

POLICE REPORT:LMPD Officer Cliff Roberts, representing Kentuckiana Law Enforcement (KLE), was present and reviewed the March 2014 Small City Activity Sheet which will be published in the monthly newsletter.

CITY ENGINEER’S REPORT: MEL MILBURN (Not Present)No Report. CITATION OFFICER’S REPORT: DREW AMON Mr. Amon reported 70 miles patrolled in March and 13 Hi-Neighbor notices issued. Mr. Hoard advised he had received some complaints on a residence on Riders Row Court. Mr. Amon will follow-up.

CITY ATTORNEY’S REPORT: JOHN SINGLERMr. Singler presented a proposed financial management plan for the City. A first reading will be held at the May meeting.

The City also had a request from a resident to purchase property tax liens. Mr. Singler stated this would take a statutory process and would not be a financially prudent action for either party. PUBLIC WORKS: LOUIE SCHWEICKHARDTMr. Schweickhardt introduced the following residents who have volunteered to be on the City of St. Regis Park Tree Board:

Mrs. Jane Ecker of Aintree Way was appointed to a one (1) year term, which will expire April 1, 2015.

Mrs. Mary Mattingly of Lincoln Road was appointed to a two (2) year term, which will expire April 1, 2016.

Mr. Joe Hinkle of Hurdle Way was appointed to a three (3) year term, which will expire April 1, 2017.

These appointments were made through individual motions made by Mr. Schweickhardt and seconded by Ms. Willett. Each motion passed without dissent. The newly appointed members will plan a meeting and present their minutes to the City Clerk.

Mr. Schweickhardt also wanted to thank Mr. Bill Holton of Dannywood Road for his donation of trees to the City. The Tree Board will review the next course of action for the donated trees.

Mr. Holton asked if the snow removal expenses were paid out of the road fund account. They are.

OLD BUSINESS: NoneNEW BUSINESS: The first reading of the 2014-2015 Budget will be presented at the May Council Meeting.

The City will seek bids to paint the yellow curbs and house numbers this year.

ADJOURN:There being no further business, Mr. Dietz made a motion to adjourn. The motion was seconded by Mr. Schweickhardt. The motion passed without dissent. The meeting adjourned at 8:30 p.m.

Give A Day! The Love Louisville Trees team is excited to work with your whole family on the 12th. Saturday morning, volunteers should arrive at the Academy @ Shawnee for registration, breakfast, and orientation by 9:00 a.m. Orientation will begin promptly at 9:20. At 9:30 Citizen and Youth Foresters will direct groups of volunteers to pick up tools and head out to their 'zone' to begin planting. At noon, Mayor Fischer will arrive at the Academy @ Shawnee to plant a tree and meet volunteers. Lunch will be ready by 12:30 and will be available at the Academy @ Shawnee as groups of volunteers return to the school to drop off tools and celebrate a successful planting!

VERY, VERY IMPORTANTOn Saturday, March 22, teen mob violence spawned at least 17 assaults and robberies in downtown Louisville. Six people were hospitalized. On March 18, a horde of teens attempted to storm a bus at 34th and Broadway. Two days earlier a teen was stabbed in the heart during a scuffle on a bus. He later died. Louisville officials described these as isolated incidents. In fact, Mayor Greg Fischer said “We will try to reach out to the kids who are lost and encourage them not to fall into this group thing.” What took place should not be minimized. It seems these were not “one-time events.”

There is a difference between teens looking for something to do and criminal behavior. In fact, such activities have reportedly been occurring for the past six months. Until these latest events, officials have seemingly kept knowledge of these acts “under wraps.”

With Derby festivities quickly approaching, all citizens are encouraged to exercise extreme caution when attending any and all events. Always be aware of your surroundings. Avoid questionable areas. Your safety and that of your family is of the utmost importance.

SPRING SAFETY TIPSWith somewhat warmer weather and longer days approaching, residents are focusing on long neglected projects like spring cleaning, home repairs and yard work. Homeowners are ready to clean up items that have accumulated over the winter.

Reduce the amount of clutter inside and outside your home. While clutter does not start fires, it can become fuel for a fire. Household and pool chemicals, paints and poisons should be marked and stored out of children’s reach. Dispose of any that are leaking or expired. Make sure gasoline and cleaning fluids are also marked and stored in a cool dry place away from the house and away from children and pets. Use only approved containers for gasoline storage. Common household chemicals can fuel a fire and can also be hazardous to your health. Maintain only the amounts you need and be sure to use, store and dispose of household hazardous materials in a safe manner as outlined on the product.

Your medicine cabinet is not meant to be a storage area for all of the medicines your child has ever been prescribed. Spring cleaning is a good time to get rid of them and any expired over-the-counter medicines you may have.

Maintain your yard – trim bushes, plants and trees. Removing vegetation clears fuel for any potential fire. Keep gutters and roofs clear of leaves and other buildup. Check the kids’ play area for sharp objects, poisonous plants, and tripping hazards.

Clean up work areas by putting tools and other work items away from children’s reach. Remove all fire hazards, including stacks of rags, newspapers and magazines. Pay attention to spaces around your hot water tanks, fireplaces, space heaters and dryers as well as under stairs.

Check your barbecue grill for leaks and cracks and be sure to store any propane tanks at least 10 feet away from your house and garage. Locate grills a safe distance, also at least 10 feet, from buildings or wooden decks.

Test all your smoke alarms to insure they are working. Change the batteries at least once every year. Most smoke alarms also need “spring cleaning” maintenance – check your manual.

Spring cleaning can improve the safety of your home and your family!

The emotions that are stirred by images of our flag can run from happiness to sadness to even anger and everything in between.

Most of us learned basic flag etiquette when we were young but occasionally, it is a good idea to review the procedures so that we can treat the flag with the respect that it deserves.

* The U.S. flag should not be flown at night unless a light is shown on it. * The U.S. flag should never touch the ground. * The U.S. flag should not be flown upside down except as a distress signal. * A U.S. flag should be displayed at the peak of the staff unless the flag is at half-staff. * When displaying multiple flags of a state, community or society on the same flagpole, the U.S. flag must always be on top. * When flown with flags of states, communities or societies on separate flag poles which are of the same height and in a straight line, the flag of the United States is always placed in the position of honor – to its own right. No flag should be higher or larger than the U.S. flag. The U.S. flag is always the first flag raised and the last to be lowered. * When the U.S. flag is flown with those of other countries, each flag should be the same size and must be on separate poles of the same height. Ideally, the flags should be raised and lowered simultaneously.
