tries such as Germany and France where A&R, marketingand promotional costs have risen to levels which are simi-lar to-if not higher than-those in the UK.

Because even if the situation is not as flourishing as itwas a few years back, the UK still has the ambition-andthe potential-to produce acts of international class for theworld, and therefore can recoup investments from a biggerpool than many other European territories which mostlyproduce for local consumption.

Besides, how can labels justify different pricing struc-tures in all these countries when, through the Internet,you can chose "the right price"?

Now, the only way forward is to understand finally thatthe European market is one single market and that thereshould be, for any given CD, one single wholesale price inEuros for the whole of Europe. Andif this wholesale price could be clos-er to the US's it would be even bet-ter. UK indie Beggars Banquetshowed the way a few months back.It is now the time for all the othercompanies, especially the majors, tostart thinking globally and actingaccordingly.

CD pricing was a debate fromanother century. Time to move on.

So once again CD pricing is under fire in the UK. A recentsurvey undertaken by Nielsen in several European Unionterritories on behalf of the UK Department of Trade &Industry compared prices of dozens of consumer goods,and found out that CDs were over -priced in the UK com-pared to other countries.

The debate is not new, but it's exacerbated by increasingpressure on UK prices from supermarket and hypermarketchain discounters such as Asda and Woolworth.

The UK's industry body the BPI has reacted strongly tothe report, which the local press promptly used to suggestthat consumers were being ripped off by labels. The BPIhas a point when it says all things are not comparable,and that consumer prices don't always reflect the truenature of pricing, which can be affected by different taxrates and cost structures.

However, the BPI crosses a dangerous line when itstates that "UK research and development costs are higherthan in other countries, particularly those in Europe." Thisargument will probably be seriously questioned by coun-

Kavanagh departs Emap Radioby Jon Heasman

LONDON - Another major UK radiogroup has lost its group programmedirector following Paul Kavanagh'sdecision to resign from Emap.

Kavanagh's departure comes lessthan a month after news thatChrysalis Radio programme directorKeith Pringle is moving into theInternet sector with his newventure, Ride the Tiger(M&M, February 19).

However, while Chrysalisis understood to be stillsearching for a new group pro-grammer, it is believed thatEmap is trying to secure theservices of a high -profile exec-utive from the UK's publicradio sector to oversee music policymatters right across its newly -creat-ed Performance division, which incor-porates music -related magazines, TVand on-line interests in addition toradio. Group broadcast director Dave

Lincoln-appointed to that post lastyear-is also likely to inherit some ofKavanagh's previous responsibilities.

Kavanagh is leaving Emap afterfour years as group programmer to setup a consultancy which he promiseswill "add value and strengthen rela-tionships between consumers andmedia." He adds: "I am now ready fora new challenge. There is a lot of

opportunity to get moreinvolved in the music indus-try, Internet, new mediaand investments aswell as European,Irish and UK radio."

Of his time withEmap, Kavanaghsays: "We have builtsome very exciting

brands, won a lot of awardsand developed some of theUK's best [air] talent."

A further Emap move announcedthis week sees another senior UKradio executive moving into the Inter-

net sector. Tom Hunter, currentlymanaging director of Emap's Liver-pool CHR station Radio City, hasbeen appointed managing director ofthe Emap Performance Network'slocal radio -linked Internet brand,Yourscreen.com.

BRUSSELS - The Flemish statebroadcaster's commercial and adver-tising arm Vlaamse AudiovisueleRegie (VAR) has registered a notableachievement in the first month of thenew millennium with five radio -relat-ed albums charted in the officialUltratop Top 20 album chart.

"The result is quite remarkable,"enthuses VAR merchandising manag-er Willy Van Poucke, "and we'redelighted that Flemish music buyersare going for these radio -related com-pilations. It's been our policy to linkCD projects to radio programmes,and the current chart positions provethat it's a successful strategy."

Albums such as Hit Club 1999(EVA Belgium) and Donna's Top 200(Universal), both related to CHR sta-tion Radio Donna, Wie Is Er Bang VanChanson (Universal)and Pure Music 3 (EVA yBelgium), both withVRT Radio 1 branding,and the Studio Brussel backed chartalbum De Afrekening 2000 (Universal)account for a quarter of the titles onthe Ultratop Top 20 and total 160,000units sold this year.

Van Poucke adds that the restric-tion on TV advertising for the VAR -compilations implemented somethree years ago to avoid "screenoverkill" has paid off. "We have con-tinued this policy without any nega-

tive effect [on sales]," he says.The top -selling compilation project

De Prehistoric (EVA Belgium), basedon the popular VRT Radio 2 show and

complemented by a TVseries, has racked upsales of more than twomillion units to date,

and is still steadily selling some100,000 copies a year. Not surprisingly,VAR wants to continue the compilationseries in the future. "In addition to theradio -related albums, we also have anumber of projects linked to TV pro-grammes," says Van Poucke. "Butalthough they are also successful, theyare limited to the 13 weeks the pro-grammes generally run on TV-whichshortens their chart -life."

ON THE BEATMUSIC RADIO TAKES SHAPELONDON - The line-up for the Radio Academy's Music Radio2000 conference in London on April 18 will include keynoteaddresses from BPI and Instant Karma chairman Rob Dickins,and GWR group programme director Steve Orchard, with soap-box sessions from artist Billy Bragg (who has recently been pre-senting shows on BBC Radio 2) and BBC Radio 1 rap guru TimWestwood. Panel debates this year will include sessions on howthe latest Internet and related developments are affectingradio; the challenges of crossing from the music industry to theradio industry (or vice -versa); and the importance of "goodideas and great speech" to music radio.

NETHERLANDS CLASSICAL CLOSUREHILVERSUM - ConcertRadio, the Dutch classical -formatted commercial cableradio station which started life as part of the Radio 10 Group but was takenover by private investors in 1998, will be closed down on April 1 becausefuture revenue projections make it financially unviable. A promo trail run-ning on the frequency will redirect listeners to rival station Classic FM.In other Dutch cable radio news, Dutch dance organisation ID&T willinvest in the dance -formatted commercial station NEW Dance radio tocross -promote their dance magazine Slam!, parties and dance compilationCDs. From April 1, the station will be known as Slam! Radio.

PREMIERE TV UPS MUSIC CHOICESMUNICH - German digital Pay TV company Premiere World is offering anew bouquet of channels-named Gala World-from March 1, including abrand new schlager music TV channel. Gala World is aimed mainly at olderfemales and comprises the all-schlager channel Gold Star TV, a choice ofmovie channels and six digital audio channels featuring schlager, love songs,musicals and easy listening. Viewers pay a monthly fee for the digitaldecoder and an extra fee for receiving the Gala World package. PremiereWorld, which launched on October 1 1999 after the merger of DF1 and Pre-miere, is owned by German media giant Kirch (95%) and CLT-UFA (5%).

ONDA CERO IN ACCORD WITH ILUSIONMADRID - Spain's third largest commercial radio group, Telefonica-ownedCorporacion Onda Cero, is pursuing its growth and development policywith the February 18 signing of an accord with the 11 -station Radio Ilusionin the south-eastern region of Murcia. Radio Ilusion chairwoman MariaEsperanza Zambudio and Onda Cero MD Pedro Diez signed an agreementto unite their radio assets. Radio Ilusion will broadcast Onda Cero pro-grammes, and Murcia's Onda Cero stations will transmit Radio Ilusion'sregional coverage.

DUTCH CHOOSE THEIR EUROVISION SONGROTTERDAM - Linda Wagenmakers' No Goodbyes (ABCD Records/Edel)has won the nod from a professional jury and telephone voters to representthe Netherlands at the Eurovision Song Contest in Stockholm on May 13,having beaten seven other contenders at the National Song Contest stagedin the sold out Rotterdam Ahoy venue. The show was also broadcast live onnational TV2. Wagenmakers established her name in the Netherlandsplaying the leading role in the Dutch version of the "Miss Saigon" musical.

OSLO - For the first time in its 28 -year history, Norwegian music awardsshow Spellemannprisen's pop/rock sec-tion (it acknowledges folk, jazz andclassical talent separately) has trulyreflected the wide internationalappeal of local artists.

Virgin Records -signed Lene Marlin,who has sold one million copies of heralbum Playing My Game in Europeand Japan according to the label, tookhome four awards from the February25 ceremony in the Oslo Spektrumconcert venue, attended by some 2,500consumers and industry executives.The show was aired live on Norway'spublic TV network NRK 1.

Marlin won best artist, song, new-comer and solo pop artist titles to addto her 1998 best song award for thesingle Unforgivable Sinner, and Virgincontinued its awards bonanza bysecuring the best rock award forMadrugada's Industrial Silence(M&M, October 2 & July 17, 1999.)

Besides Marlin and Madrugada,Virgin had nominees in all but two ofthe pop/rock categories, with artistsincluding Morten Abel with Here WeGo Then, You And I (solo pop artist),Mental Overdrive with Ad Absurdum(dance) and Euroboys with Long DaysFlight Till Tomorrow (rock).

A fresh signing at Virgin which isexpected to have a major impact onthe label's forthcoming business yearis dance/R&B combo D'Sound, whohave issued two highly successfulalbums on Universal Music but

recently parted with the label becauseof a contractual dispute.

While acts such as A -ha and JanGarbarek have built a major followingworldwide, they have never beforebeen acknowledged by Spelleman-nprisen since they are signed to labelsabroad. But at this year's show, inter-national signings A -ha (WEA/Ham-burg), M2M (Atlantic/N.Y.) andAl(Columbia/UK)-who have Norwe-gian Christian Ingebrigtsen amongtheir four members-were allowed toperform. A -ha presented SummerMoved On, the band's first singleunder their new contract with WEA,which is reportedly scheduled forMarch 27 release with the album,Minor Earth, Major Sky, to follow onApril 17. Flemish cable in fluxby Marc Maes

BRUSSELS - Radio 538's decision toaxe its cable operations in Flandersfrom March 1 has highlighted thecrisis in the cable radio sector a yearafter its launch.

Despite Belgium having the high-est cable penetration in Europe, andheavy marketing undertaken by thecable stations, the ratings for the newcable services remain marginal.Insiders estimate that only some 15-20% of Flemish households have actu-ally connected their radios to thecable radio signal, despite the factthat all of them have been paying forthe service since dayone.

Admits Peter VanDam, managing direc-tor of both Flemishcable pioneer RadioFlandria and spin-offservice Radio Bob: "Weare having some diffi-culties in keeping thething going. The[advertising] marketisn't quite ready forcable."

Dutch -ownedCHR/dance stationRadio 538 had beenoperating its Flemishcable service from itsHilversum studios, offering specialFlemish programming without com-mitting to too much investment in theterritory. "We were facing a number ofissues in Flanders," says Radio 538MD Erik de Zwart. "Cable radio wasnew here, and the competition of fivepublic channels plus commercial net-works was just too much for the limit-ed advertising market which Flandersis."

Rumours that Radio Flandria andRadio Bob, both owned by Dutchshareholders, are also slimming downtheir operations are addressed byJeroen Soer of 3LP Radio Holdings:"We have no plans as yet," he says,"but the fact is that the Flemishadvertising market is performingbelow all expectations. Things don'tseem too bright from this end."

However, not all cable operatorsare gloomy about the medium'sprospects. S&SI Hitmix is planning tocahnge its CHR programming to anAC/Rock format under the newmoniker of Radio Roxy. Stationfounders Gust De Coster and ChrisBraems have teamed up with TV per-sonalities Luk Alloo and HermanSchueremans to offer what they claimis a real alternative to existing sta-tions on the Flemish dial. "We want tobe a less extreme Studio Brussel,"says De Coster, making comparisonsto public broadcaster VRT's wide-ranging alternative music station."Our core artists will run from Presley

and the Small Facesto Texas and Blood-hound Gang." RadioRoxy hopes to launcharound Easter, andDe Coster is con-vinced that Schuere-mans' name (he isalso the founder anddirector of theThrhout/Werchter fes-tival) will add to theoutlet's credibility.

The station hasalready concluded anagreement with saleshouse IP Radio fornational advertising,and has also applied

for a national terrestrial frequency.Gold -formatted Radio Magdalena

(targetting the 35-40+ age group) hasalso signed a deal with IP Radio, offer-ing the advertising company access toa wide variety of formats in Flandersvia networks such as Radio Contactand Family Radio, as well as two com-plementary stations on the nationalcable network.

"IP Radio's priority is to increaseits market share in Flanders," explainsdirector Steve Van den Audenaerde."By offering two unique formats with-out any competition from the nationalbroadcasters, the operation will bevery positive. The audience has beenmade aware of cable radio for sometime now. A next step will be servingthem with the specific programmingthey want. Diversity is important."

As you accurately stated, fewer artists means ultimately fewer releases,and a decrease in revenues. Try telling the financial analysts other than that,and you are treated to a lecture on costs and investment prudence. Here atCastle Music, one of the largest independent holders of copyrights in theworld, we are delighted now to have the opportunity to bid for some of theartists out of contract due to this current round of roster "rationalisation."

Hopefully, the whole thing eventually gets evened out-especially as newchannels of distributing music come to the fore. But in the meantime, it isundoubtedly sad that major label artist development is somewhat steam-rollered and flattened to the point of near extinction by shareholders and thelike, to whom new releases sometimes seem to be more to do with negativecosts than creative opportunity.

COLOGNE - The Eurovision SongContest has shaken off its staidimage and become a hot topic inGermany, where this year's domes-tic eliminator to represent the coun-try in Stockholm on May 13 attract-ed a near -eight mil-lion TV audience, dou-bled the number ofphone-in votes fromthe public, andwhipped up a storm ofcontroversy.

The German com-petition to pick aEurovision song, heldin Bremen on Febru-ary 18 and televisedlive on public TV net-work ARD, drew aviewing audience of7.87 million, com-pared to 5.63 millionlast year. 1.5 millioncallers voted for theirchoice from the 11 acts competing(681,000 in 1999), with BMGHansa -signed TV presenter, produc-er and comedian Stefan Raab win-ning a comfortable 57.4% of theoverall vote with his jokey WaddeHadde Dudde Da?

Raab has a track record in Euro-vision, having produced GuildoHorn's entry Guildo Hat Euch Liebin 1998. He has also sold a millioncopies of his recent single Maschen-drahtzaun (RARE) in his home terri-tory. But his Eurovision win hasincensed traditionalists, who are notonly upset by Raab's pre -eliminatorpromotion of his song on his own TVshow, "TV Total," aired on commer-cial channel Pro Sieben, but alsoclaim his humerous entry represents"a lowering of standards" from thosepreviously set by German schlager.

There is no doubt in Germanyabout Raab's credentials as an enter-tainer, producer and musician, butwhen it comes to Eurovision entriesthe traditional schlager communityfeels justified in voicing its opinion.

Ralf Siegel, the composer who hascontributed many German entries toEurovision in the past and whose IBelieve In. God by Corinna May lostout to Raab this year, could not hidehis frustration after the show andannounced his withdrawal from anyfuture contests, saying "under these

circumstances itwould be mean-ingless to partici-pate again."Dieter -Thomas Heck,former host ofcult schlagershow "Die ZDFHitparade," hadpreviously saidin an interviewwith newspaperSiiddeutscheZeitung thatGermany'schances in thisyear's final inStockholm would

Radio is supporting Raab's entry.Straight after the February 18 con-test German radio stations, whoseprogramme directors have recog-nised the hit potential of Raab'ssongs, added Wadde Hadde DuddeDa? to their playlists. Public broad-caster NDR 2 (AC) had Raab's songclimbing from 95 to 14 in its firstweek on North Germany's airplaychart. The Season, featuring theHolliday-esque vocal talents of Bajka, is being hammered inthe clubs by Gilles Peterson, King Britt and Phil Asher.Interestingly and somewhat unusually, Compost have madea video which, hopefully, will help this excellent slice of deepsoul funk to get the attention it so richly deserves.

JUMPFresh from providing vocal and keyboard parts forYomanda's Sunshine, Swedish producer Stonebridge hashit paydirt with KWA's Hopscotch (StonebridgeRecordings/Sweden). Based around a child's voice explain-ing how to play the game, Hopscotch is a no nonsensefloorfiller with enough charm to merit a radio edit.Although the track booms along at a house-ish 120 bpmthe syncopated groove is evidence of the producer's hip hoproots. A fresh, lively and highly charming tune.

PARLIAFUNKADELICThe Phunky Data remix of J Dave Davis' Disco Salsa (BigTime International/Belgium) is one of those tracks with"summer tune" writ large across its grooves. In contrast toIbiza's ongoing trance obsession, this track is much bettersuited to Ayia Napa's rather moreurban/eclectic scene. Itslazy house groove, a higher than average funk quotientplus a chant -along vocal and percussive guitar make for apotent mixture.

MINTYThanks to a clutch of intensely riffy piano parts, Afropeans'aptly named Piano Lick (Peppermint Jam/Germany) is acharming instrumental with more than a hint of the DaveBrubeck approach. While the stripped down nature of thistune means that it is not a crossover track, the flip sideDogstar is much more radio friendly. Hints of salsoul discoblend with mountains of percussion and some devilishlyfunky guitar to produce a robust and compulsive feel.

FAST EDDIEHaving kicked off in fine style with a clutch of licensed

tracks including Hani's Baby Wants ToRide and the vocal heavy White Treble,Black Bass by Sgt. Slick, EddieGordon's Neo Records is now poised tobranch out further with its own roster."We're moving up a gear this year,"says label co-ordinator Nikki Wright.Voted Best Label of 1999 by BBM

Magazine while regularly crossing over to regional andnational radio, Neo is now poised to make a further attackon the charts with Neve featuring Angela John's debutSacrifice. "It's a progressive, breakbeat trancer," saysWright. "We've recently serviced the Starecase and Alaskaremixes to DJ tastemakers only. Reactions are veryencouraging." Due for official release on April 3, Sacrificeis something of a split personality track. "The album ver-sion is really different to the remixes-much slower andcertainly more suitable for radio," continues Wright. "Wewill be playing that version to pluggers very soon to see ifthey think it has a real crossover chance."

Will Europe take the rap?by Paul Sexton

"I'd do anything," runs the sample from Oliveron Jay -Z's current Def Jam single Anything,the New York rapper's latest pitch for playlistswith a shotgun marriage of hardcore rap andshow -tune soundbite. But is Europe wooed bysuch tactics, and what are the marketprospects for those rappers who don't makeany concessions to radio?

Some of the biggest US rap stars continueto find the commercial running much harderin Europe, where for all their self-aggrandizing rhymes, many remainlargely unknown and sometimesunreleased. A focus on the bigAmerican rap crossovers of the pasttwo years (see box) suggests that"real" rap, discounting the confec-tions of artists such as Will Smith,is now leaving even less of animprint at European Top 40.

In 1998, two of the top seven hitson M&M's year-end Eurochart Hot 100 Singleswere rap -based, It's Like That by Run DMCvs.Jason Nevins (SmOle/Profile) and PrasMichel's Ghetto Supastar (Interscope). But thehighest-ranking hardcore rapper on the 1999rankings was 2Pac with the posthumous hitChanges (Amaru/Jive), number 22 for the year.

Jay -Z made a European name for himselflast year when the single Hard Knock Life(Ghetto Anthem) rode another improbablesample, from the musical Annie, into thecharts. His new album Vol.3...Life And TimesOf S.Carter sold 463,000 copies inAmerica in its first week, but hasyet to figure on European Top 100Albums.

Nevertheless, Jay -Z is a longway ahead of several of the hard-core rappers liberally pepperedamong last year's top 50 US albumbestsellers who remain specialisttastes here. Juvenile's 400 Degreez(Cash Money/Universal) sold 3.3 millioncopies, America's 12th bestseller of 1999;Dr.Dre's 2001 (Aftermath Interscope) and theRuff Ryders: Ryde Or Die Vol.1 collection (RuffRyders/Interscope) sold 1.9 million each.

But Matt Voss, VP of marketing forUniversal Music International, believes that the .US industry is coming to realise that the marketfor rap in Europe is simply not the same. "Thoseindividuals who take the time to travel toEurope do understand that the ethnic make-upof European countries is very different to that inAmerica," he says. "There are communities thatdefinitely have an affinity to rap, whether it'sAfricans in France, or the Turkish in Germany,but they need to make it their own. Any culture

wants to stamp its own mark on things."Pockets of mainstream support for rap con-

tinue to exist, whether it be Danish nationalCHR DR P3 adding Bone Thugs -N -Harmony'sResurrection or national French CHR/Urbanoutlet Skyrock's support of Dr.Dre's Still Dre.Press acclaim can also be a factor, as last yearin the UK for controversial rap discoveryEminem, who sold well with his Slim ShadyEP and top five singles My Name Is and GuiltyConscience despite the predictable antipathyof most daytime formats.

But the urban sub -formats preva-lent in the US are largely absenthere. "It's so different over therebecause there's so much niche-ing ofradio, still far more than here," saysGordon Crawford, head of music atthe UK's dance -formatted GalaxyNetwork. "We do put some [US raptracks] on, but they still need tosound good on the radio. Puff Daddyis on at the moment [with Satisfy You

on Bad Boy/Arista], that's researching reallywell, but that's him as an artist. Jay -Z doesn'thave such mainstream appeal."

"We have the Cash Money label which isobviously incredibly successful in America,"says Voss. "From a record point of view inEurope it's failed to live up to [those] sales, butI do believe there's a reasonable touring mar-ket, and we're looking to bring some sort ofCash Money roadshow here in 2000.

"What we may do is take one of the tracksand try and put another UK rapper on it, like

Glamma Kid. Artists like Juvenileand Lil' Wayne [platinum in the USon Cash Money with Tha Block IsHot] aren't radio artists at themoment, so you have to Anglicise,Germanise, Europeanise them togive a different angle, and I thinkthat will happen in time."

To compound the challenge tolabels, many US rap stars do not

commit the promotional time to break newmarkets. Voss thinks that may be improving."There's a groWing understanding of the mar-ketplace [by] American executives, and tour-ing can only help that," he says. "If [artists]spend time here they'll understand veryquickly the parts that work and don't work."

What will always work is a catchy tune, asNick Raphael (co-founder of BMG'sNorthwestside label, which formerlyreleased Jay -Z in the UK) said before hisrecent appointment as director of A&R atArista. His advice to US rappers: "Be as goodas the Fugees and have as many pop recordsas the Fugees, be as consistent as them andyou'll be humongous."

ately blast through the speakers.But log onto the Internet, and thus

begins a laborious trek to download aspate of software technology on toyour PC. And, if you're lucky, you justmight be able to pronounce the namesof the unknown dot -corn bands beforethe music begins to play.

As JD Heilprin, executive VP atUS -based RioPort Inc, suc-cinctly stated at a recentLondon conference on digi-tally distributed music:"The consumer experiencetoday stinks. We need tomake the consumer experi-ence exceedingly easy."

Digital growthAs multinational record companiesand leading independents committheir catalogue of hits to on-line dis-tribution, music fans' demand foruser-friendly on-line systems will bekey to their enjoyment of digitally dis-tributed recordings.

Digitally delivered music repre-sents the most radical change in theway people consume music today. Yet,despite being time-consuming andslow, and still only playable on thefixed PC (as opposed to beingportable), it is a rapidly growing sector.

Industry figures indicate morethan 30 million audio and video files(which can be copied) were down-loaded for free in the US alone lastyear. More than 22 million people lis-

tened or watched streamed events on-line (which cannot be copied). Nearly35% of US college students down-loaded music, while 72% play musicon their PC.

The trend has also hit Europe,where between 4% and 13% of con-sumers in the major markets listento Web radio services, and up to 19%of on-line customers in the regiondownload music.

Offering licensed worksThe year 2000 sees more record compa-

nies and technology developerssuch as Microsoft Corp.,RealNetworks Inc and LiquidAudio joining forces to boostthe number of licensed worksfor digital sale. They have beenspurred by the joint -fundedindustry forum Secure DigitalMusic Initiative (SDMI).

"There's still no one piece ofsoftware that can handle every type ofaudio format and digital -rights -man-agement technology. But SDMI has gotall the different companies to agreephilosophically on how to work togeth-er," observes Howie Singer, senior VPof business development at Reciprocal

Music, a US technology specialist indigital music transactions.

The majority of music availablevia the Web comprises unlicensedand unprotected works distributed onthe notorious MP3 formats. The lim-ited number of licensed digitisedrecordings are encrypted in differentsound file formats developed by thetechnology groups.

The music and technology compa-nies know that only die-hard earlyadopters are more than willing toswitch on the PC, go on-line, retrievea Web site and spend hours down-loading the distribution software forplaying music on their PCs.

In some cases, Internet users stillneed to leave the Web site, return tothe PC's desktop area to complete theprocess of storing the software, beforereturning to the same site to down-load the individual tracks.

Even more infuriating is the needto download another digital player ifthey want to listen to more music onother Web sites.

The international ambitions of twoleading music download specialistsare summed up by a simple yet seem-ingly contradictory strategy: in orderto localise, you need to globalise.

US customised CD companyMusicmaker.com hasunveiled plans to expand itsdownloading and CD -burn-ing services internationally.At the same time, CrunchMusic (www.crunch.co.uk), aUK Web portal offeringexclusive music downloadstargeted at a youth audi-ence, is also embarking on asimilar multinational growth over thenext year.

Those moves confirm the view thatbecause the music -download sector isstill so small and generating littlerevenue, expansion of companies' ser-vices outside their respective homemarkets is essential to create busi-ness. Moreover, consumers must startdigging into their pockets and pay for

downloads, instead of just being free-loaders.

Speaking at the Music Online 2000conference in London on February 16-17, Larry Lieberman, Musicmaker'sVP marketing, advertising and on-line development confirmed that"International repertoire is a priority

for us. We have sales initia-tives for other territoriesand plans for local -lan-guage sites."

Musicmaker.com cur-rently offers its site's visi-tors more than' 100,000downloadable tracks usingthe MP3 sound file formatand Microsoft's Windows

Media Audio 4.0. The company is nowworking with shareholder EMIMusic, which has offered the companythe exclusive digital compilationrights to a catalogue of more than 500artists.

Musicmaker.com will work withEMI's local offices worldwide to gainaccess to local repertoire, with Franceand the UK expected to be among the

first localised markets. Illustratingthe point, Lieberman says, "We wantto reach Hungarian Americans withrepertoire from Hungary."

Compared with its digital distribu-tion business, Musicmaker.corn's cus-tom -CD business is profitable interms of margins per sale, Liebermandiscloses. "But we want to move fromcustom CDs to pay downloads," headds. "And I am more than happy tointroduce (music fans] to free down-loads until they're willing to pay."

On the other side of the Atlantic,popular UK Web portal Crunch,describing itself as an "on-line recordlabel," is planning a similar interna-tional strategy. But analysts insist

the site will also need high -profileacts to make the grade globally.Crunch specialises in exclusive digitaldownloads from local independentrecord labels. "But in the next two tothree years, the pressure is on themto attract big name artists," says

Simon Dyson, head of music researchat London -based research groupMarket Tracking International.

With shareholders which includeEmusic.com, the US music downloadspecialist, and AOL Bertelsmann,Crunch plans to localise its music con-tent and format worldwide by the endof 2001. The company currently hasexclusive download distribution dealswith more than 500 artists on UKindependent labels; internationalrepertoire will be supplied byEmusic.com.

Crunch's original UK site alone isto be relaunched in March as part ofa £10 million (euro 16.3 m) revamp,according to CEO David Phillips.Between May and October, Crunchwill also be rolled out in France,Germany, the Benelux countries,Scandinavia, Switzerland, Spainand Italy.

International expansion has beenprompted by the growing number ofoverseas visitors to its UK site. "Oneof the things we're seeing is thatBritish electronic dance music andculture is popular abroad. There's ahuge untapped market for this outsidethe UK," says Phillips. He notes thatthe demand had been created by thelimited range of British dance musictitles at even the biggest music storesin the US. "That's why we're seeing ahuge traffic from outside the UK."

Most downloaded music is free.Sinnreich argues that consumers willonly pay for digital downloads whenaccess is effortless. RioPort's Heilprinagrees: "Downloading needs to be soeasy that consumers need to knownothing about the technology Theyneed a system that plays music on any[technology] format. They shouldn'tneed to download a separate LiquidAudio plug-in or Microsoft plug-in."

To this end, the music industryand digital distribution specialistsare making the different audio for-mats compatible or, using the latestindustry jargon, "interoperable." InJanuary, Microsoft unveiled plans tointegrate its Windows MediaTechnologies format into the systemused by Liquid Audio to encrypt anddistribute more than 50,000 down-loadable songs and one millionmusic samples.

Windows of opportunityThe move means consumers with theWindows Media Technologies alonecan play a wider choice of protecteddigital music, which includes LiquidAudio's catalogue, plus songs fromEMI, Warner Music Group, BMG,

Sony Music and major US indepen-dents that are using Windows MediaTechnologies encryption.

Microsoft has bundled WindowsMedia Technologies on to its newWindows 2000 PC operating soft-ware, which is being sold in morethan 60 countries in more than 16languages. The move looks set tomake Windows Media Technologiesthe most widely used digital -distribu-tion player.

Universal Music Group has linkedup with Microsoft's rival RealNetworksto develop a special plug-in for down-loading and playing UMG music onRealNetworks' RealJukebox digitalplayer. Meanwhile, Sony Corp., ownerof Sony Music Entertainment, is work-ing with RealNetworks to enable con-sumers to download SME recordingson to the new Sony MS Walkmanportable digital players.

"What manufacturers are doing ismaking sure that digital players canaccommodate the different file for-mats," says UK analyst Simon Dysonat Market Tracking International."Unless they are able to play the dif-ferent file formats, these companiesare limiting themselves."

However, Jupiter Communications'Sinnreich notes that, like the currentdownloading experience, the compa-nies face a tough ride. "All the majorrecord labels are [encrypting] in allSDMI-approved sound files. That'sgoing to be a right pain in the arse."

MTV's Sonic boomsMusic fans could soon betuning into a much -boosted European ver-sion of SonicNet.com(www.sonicnet.com), the

US Web music entertainment fanfare.Owned by the MTVi Group, the

interactive subsidiary of the interna-tional youth music TV service MTV,the original SonicNet is a brash andloud good-time site. Packed withnews, information and Web links formore than 50,000 artists, it also fea-tures Radio SonicNet, an on-line

radio station featuring more than 75pre-programmed, genre -based chan-nels. The digital player for listeningto the streamed music is based onSonicNet's proprietary technology.

The cool bit is the opportunity forfans to "pick and mix" from the differ-ent music genres, from pop, hip -hop,country to classical music, to createtheir own radio station. "[SonicNet] isthe ultimate personal music destina-tion," says New York -based TonyElison VP, international, the MTViGroup. Now, he says, MTVi wants toreplicate that experience in other

countries, especially the developedon-line markets in Europe.

The service, funded by advertisingand e -commerce, has already beenlocalised by licensees in Australia,Japan and German-speakingSwitzerland (www.sonicnet.ch). InSwitzerland, the licensee is The BlueWindow, the country's leadingInternet service provider with its ownportal Web site.

Owned by Swisscom, the telecom-munications group, SonicNet.ch pro-vides Blue Window's music -related con-tent. Focusing mainly on music newsand information and offering someMP3 downloads, SonicNet.ch is not ascomprehensive as the US original.

But, according to ChristophBrand, The Blue Window's CEO, theexisting SonicNet.ch could provideone of the platforms for extending thebrand in Europe. "We're planning toexpand all the time, and we're evalu-ating the possibility of SonicNet forall the German-speaking markets,including Germany and Austria."

The revamped and expandedGerman-speaking SonicNet will fea-ture more music, to be sourced fromlocal independent labels and, becauseof the MTV connection, possibly themajors. The industry will be keepinga sharp eye on these developments.

MTVi, which floats on the stockexchange in April, is currently debat-ing with EMI Recorded Music andSony Music in the US about whetherthe TV copyright for MTV Networksalso applies to the Web venture.

When all signs pointed to William Orbit or Air-wave becoming the next European Dance Traxxchart topper, another Brit, trance act Chicanewith a little help from Canadian pal BryanAdams, have ended up in pole position this week.

Their track Don't Give Up (Xtravaganza) hasmoved up to number one from six, beating all theother contenders and debunking Tom Jones Vs.Mousse T's Sex Bomb (Peppermint Jam/Gut) afterthree consecutive weeks at the top. It was a quickrise to the summit for Chicane, taking just threeweeks to get there and is the first chart -topper forthe Xtravaganza label.

Rank l's Airwave (Free-For-All/ID&T), stand-ing at five this week, continues to gain momen-tum, thanks mainly to Belgian club DJs. Anotherinstrumental, Hi -Gate's Pitchin' (Incentive),climbs one notch to six, with Britain, Germanyand Benelux as the track's strongest markets.

Superfunk's Lucky Star (Fiat Lux/Labels)climbs one position to eight and begins to makeinroads into Scandinavia, where it has debuted inDenmark. Italy's The Lawyer's I Wanna Hmmm...(SPY:) has moved from 50 to nine in just fourweeks, and stands a very good chance of makingit all the way to the top of the chart.

A few other continental tracks are also mak-ing impressive moves on the Dance Traxxchart this week. Plug & Play's Prophecy I Body -rock (EDM Hamburg) comes in at 35, and isthe chart's biggest overall gainer. For the mo-ment, its support is limited to the act's home -base of Germany, but it should start crossingborders in a few weeks time. Also benefitingfrom support in Germany is the latest entryfrom Italy, DJ Spiller's Mighty Miami E.P.Originating from Spiller's own Fruit Of TheMoon label and licensed to Joe T. Vanelli'sDreambeat label, the track has jumped fromlast week's 80 to this week's 34, thanks tospins from German DJs.

Other tracks to keep an eye on are Joey Negro(aka Dave Lee) feat. Taka Boom (the sister ofChaka Khan) with Must Be The Music (Incen-tive), which moves up 23 to 23, and Star Party'sI'm In Love (GFI), rocketing to 24 from 87, andbacked by huge success in Britain and Germany.

Not only appropriate but, sixweeks after release, very effective.Comme On A Dit is already platinumin France with sales exceeding the300,000 mark, while in Belgium thealbum has sold more than 30,000copies and, in Switzerland, the tallyis 15,000 to date.

Another unusual aspect of thecampaign is the lack of a video. MarcThornton explains: "This was partlybecause we couldn't find a projectthat everyone liked. But with the sec-ond single La Plume there is onedone already. We hope that by pro-viding another distraction it will helpto stop radio burning the album out."

Burn out or no burn out, networkssuch as NM were quick to jump onTu Dis Rien. "The sense of expecta-tion was immense," says NRJ's pro-gramme director Michael Magnin."And the material is excellent. Likethe first album, some tracks are hardand some are pop, but they're allvery strong songs."

Foster takes on new mediaLONDON - Warner Music Interna-tional (WMI) has made two seniorappointments.

Mark Foster, currently vicepresident marketing at WarnerMusic Europe, has been promotedto senior vice president NewMedia at WMI, effective April 3,2000. In his new position Foster,who reports to Stephen Shrimp -ton, chairman & CEO of WMI,will assume responsibility forWMI's New Media Group, a newdivision created in August 1999to oversee the company's develop-ments in the new media area.Martin Craig, who was appointedvice president New Media lastAugust, will continue to reportdirectly to Foster.

Sony takes Steppes to conquer Russia

the launch of the new company, theSony Music catalogue will now beavailable. CDs will be manufacturedby Sony's DADC Austria plant whilecassettes, which represent the biggermarket, will be manufactured locallyin Russia. Sales and distribution of thenew subsidiary's products will be han-dled by Russian registered companyHunter Music, which previously actedas a non-exclusive distributor for Sony.

Nobody at Sony was available tocomment on the company's plans forRussia, but with Sumin at the wheel,SMER at least will have the benefitof local knowledge in a market whichpresents significant difficulties.

According to the International Fed-eration of the Phonographic Industry(IFPI), Russia's economic problemsand the country's thriving piracyindustry have slammed legitimatemusic sales in the past couple of years.

While Europe's music market as a

whole has grown significantly overthe past 7 years, to euro 13 billion,only 5% can be accounted for in East-ern Europe, including Russia. In fact,IFPI figures indicate a decline inEastern Europe.

In 1998 the Eastern Europeanmusic market was worth just undereuro 0.6 billion, and was dominatedby Russia. Following a low in 1993,the region's market had picked up,but it fell by 12% in value in 1998,suffering the effects of the economiccrisis and rising piracy levels,according to IFPI.

As a whole, Eastern Europe iscassette -driven, with the cassetterepresenting around 80% of the mar-ket. The 1998 level of CD sales inRussia was a mere 7%. Those statis-tics are compounded by IFPI's fig-ures for the first half of 1999, whichrevealed that while world musicsales were flat, sales values in Rus-

Sony's accountants may be prepar-ing quite literally for a trip into thered, but the company remains upbeatabout its foray into the Russianmusic scene.

"Everyone at Sony Music firmlybelieves that establishing a compa-ny in Russia is a long term commit-ment," says Paul Russell, chairmanof Sony Music EntertainmentEurope. "That is why we believethat taking full ownership [ofSMERI is important, and willenable us to contribute and partici-pate there in the development andgrowth of the business."

The winners at San Remo areselected through a combination ofvotes from a demographically repre-sentative public jury and a jury ofexperts. Mike Bongiorno, a veteranpresenter of the San Remo Festivaland this year president of the expertjury, told the Italian press that itdeliberately manipulated its votes tosecure Avion Travel's win. In thepublic voting, second and thirdprizewinners Irene Grandi and Gian-ni Morandi were placed much higherthan Avion Travel.

"I think that too much weight wasgiven to the expert jury and notenough to the public voting," com-ments Gerolamo Caccia Dominioni,president of Warner Music SouthernEurope & Italy and MD of CGD-EastWest Records.

"Avion Travel's victory is very pop-ular with the music critics and it isgood that a quality song won insteadof some of the immediately forgettablesongs which have won in recentyears," adds Caccia Dominioni. "Itremains to be seen who will sell themost records on the back of this year'sfestival and whether San Remo'simpact on record sales improves afterseveral disappointing years."

Riccardo Clary, president of EMIMusic Italy and MD of VirginMusic Italy, who licensed the win-ner of the newcomers section JenniB prior to the festival from Rome -based independent Ftm/Zig ZagRecords, asserts that "the mostimportant thing about the festivalis awareness amongst the publicand not the final result. This year'sSan Remo was a major improve-ment for showcasing exciting Ital-ian artists such as Subsonica(Mescal/Universal) and Irene Gran -di (CGD-East West)."

At time of going to press, the organisers of Frenchmusic awards show Victoires de la Musique werestill unsure whether the show would take place asplanned on March 11. The organisation of the eventsuffered a severe blow on February 29 when theoperators of the 6,000 -seater Zenith concert venueabruptly announced that it would close at leastuntil the month of September for alleged securityreasons. Attempts are being made to get the Zenithto reopen for the Victoires date, but if they fail alack of suitable alternative venues in Paris couldforce the organisers to postpone the show.

Warner Music Spain & Portugal presidentSaul Tagarro has appointed Jose Carlos "Char-lie" Sanchez as deputy MD of DRO East WestSpain. Sanchez will report to Tagarro, who in Jan-uary was appointed acting MD of DRO followingthe departure of Mariano Perez, who was namedMD of Warner Music Spain.

The US music and radio industry is still assess-ing the impact of the February 29 announcement ofthe acquisition of SFX Entertainment by ClearChannel Communications in a deal which willmarry the biggest US radio group with the world'slargest promoter and producer of live events. "Itgives you a lot of leverage with the artists," says aClear Channel radio executive. Clear Channeloperates 867 radio and 19 television stations in theUS, and has interests in over 240 radio stationsoutside the US.

Lou Reed is joining the list of acts who havedecided they'll no longer perform in Austria inprotest against the participation of Jorg Haider'sextreme -right party in the Austrian governmentcoalition. Reed was due to perform in Austria in May.

The German Echo Awards, which take place inHamburg on March 9, are now on-line, through anagreement with Internet pro-viders T -Online. The GermanPhono Academy web -site(www.t-online.de/echo2000) offersupdated information about theevent and the acts performing,and will offer live interviews withartists on the night of the awards.

German Music TV Channel VIVA and Swissmedia partner SWIZZ Music Television officiallyannounced on March 1 their cooperation on theSwiss market. VIVA's managing director DieterGorny said: "The development in Switzerland is animportant step for VIVA's future plans to be pre-sent in all major European countries with nationalprogramming."

In one of her acceptance speeches at the Spelle-mannprisen show, Lene Marlin reminded VirginRecords Norway managing director Per EirikJohansen of his promise to quit smoking if heralbum Playing My Game sold over a million units."The MD of my record company must quit smokingnow," she quipped.
