I would like to start by thanking all the members of MACPP for giving me the opportunity to serve as your president. This has been a great experience for me, and I would like to encourage all members to consider be-ing a part of the Board in the future.

Our primary goal this year was to provide value to our members. I feel that we accomplished this goal and I would like to thank John Mahin, program coordinator, and Phil Sanders, professional development coordinator, for planning our programs.

Here are a few highlights:

• We started the year by appointing our first Chapter Historian, Pat Raney of Johnson County.

• On January 19th, the City of Olathe hosted an NIGP Webinar, “Why, When, and How to Use Price as an

Evaluation Criteria in your RFP”.

• In February, members and their guests enjoyed a Lunch and Learn experience at the new OfficeMax

distribution center in Edwardsville, KS

• During the month of March, members shared how their organization observed Purchasing Month.

• Our spring meeting, “Open Mike Night”, was held at the Argosy. This program provided members an

opportunity to present procurement questions and issues to share with members, as well as get help and

new ideas for their entity.

• In May, Ernie Lee was the instructor of a two-day course, “Analysis Techniques for Buyers”. This course

covered Cost/Benefit Analysis, Price Analysis, Value Analysis, and Life-Cycle Costing. The City of

Olathe provided a proctor for the CPPB exam.

• In June, Tom Conrow with the City of Independence shared a program he developed on freight

management. Also, a number of member participated in the Metropolitan Joint Vehicle Bid.

• Fifteen members attended the NIGP 61st Annual Forum held in Tampa, FL, in August. John Mahin of

Johnson County was this year’s recipient of NIGP’s ethics essay award.

• For our September meeting, Michelle Holland of Johnson County spoke about purchasing card fraud.

Following the program, members voted on recommended revisions to the Constitution and Bylaws.

• On October 17th, the University of Missouri, KC hosted our first Reverse Vendor Fair. The Planning

Committee, chaired by Cathy Barker, did an outstanding job! This event generated approximately

$17,000 in revenue. The Board voted in November to set aside $2,500 for seed money for the 2008

Reverse Vendor Fair, transfer $2,000 to the John Neger Scholarship Fund, and the remaining funds would

be used to subsidize events in 2007/2008. The City of Olathe hosted a Webinar, “How to Prepare for the

CPPO Oral Exam”.

• In November, the City of Olathe provided a proctor for the CPPB and CPPO exams. On November 30th,

Torey Parker will facilitate a Webinar, “Vendor Demonstrations” hosted at the City of Olathe.

Please join us for our annual holiday luncheon on Friday, December 15th, at Strawberry Hill Museum.

These and many other activities are the result of the dedication and commitment of members who have given selflessly of their time and talents to make things happen. I have been fortunate to have a capable and innovative Board upon which I could depend. In closing, I would like to thank all the members of the Board for the successful year, and look forward to our upcoming year with Mary Derrington as our new president.

On October 17, 2006, MACPP held its first ever Reverse Vendor Fair (RVF) at UMKC. What a great success! Cathy Barker from UMKC, and a newer member of MACPP, volunteered to chair the planning committee for the event and did a great job. In approximately four months, the committee planned and executed a metro-wide affair that will continue to produce nothing short of a positive impact on the participating agencies and the vendors who attended.

The RVF was held as a chapter fund raiser for continuing education for MACPP members. The bottom line has not been drawn on the net proceeds as of this writing, but it hovers between $16,000 and $17,000. The money will be expended during 2007 and 2008, for subsidizing or even paying for entire seminars, classes, and other learning events, which will allow more members to receive the purchasing education they need. The MACPP Board approved $2,500 to be set aside as “seed money” for planning the 2008 RVF, which is tentatively planned for October 3, 2008, and another $2,000 to be placed in the John Neger Scholarship Fund. MACPP members may apply for a scholarship at any time by accessing the application form on the chapter web site, www.macpp.org. It is the intent of the MACPP Board to hold future Reverse Vendor Fairs every other year, opposite from the bi-annual KCRPE (Kansas City Regional Purchasing Exposition) event. So, the RVF would be held on the even-numbered years, and KCRPE would continue to be held on the odd-numbered years.

At the RVF, agencies with MACPP members set up and populated booths, offering information about their respective agencies and how to do business with them. Other not for profit organizations such as area Chambers of Commerce, Community Colleges, MARC, KCK/WYCO Convention & Visitors Bureau, and Mid-America Minority Business Development Council also participated. Training seminars, facilitated by purchasing professionals within the organization, were offered to vendors, giving information on subjects like “Doing Busi-ness with Government Agencies” and “Responding to RFP’s.”

Since the Reverse Vendor Fair, most of the participating agencies have had numerous positive communications from the vendors that at-tended. Often time, we purchasing professionals attend vendor shows where we stop at vendor booths and ask the questions we have about their company. The RVF gave vendors the opportunity to switch places with us and a chance to ask us the questions they wanted to ask. An overall outcome was building a business relationship with vendors that can result in better service, better communications, and better prices.

I have been doing this for 15 years and I got a ton of information from that Fair. I

sat through the two meetings and got answers to stuff I have had questions on for

years!

Tom Argubright

Manager Purchasing and Distribution Services

Lee’s Summit R-7 School District Tom’s responsibilities include purchasing furniture and equipment for the schools and other District facilities as well as office and classroom supplies.. Tom is also responsible for the District's Distribution Center.

Prior to working for the Lee's Summit Schools, Tom was employed at Western Auto in a variety of management positions.

Tom has a B.S., Journalism from the University of Kansas with a major in Advertising. Tom, his wife Ginger, and two sons, Andy and Matt live in Olathe.

Richelieu M. Sese

Assistant Procurement Specialist

City of Independence, Missouri My name is Richelieu (Rich) Sese (Sess-E), and I'm happy to be a member of the MACPP. I come to the group with eleven years of Procurement experience. That experience was all in the private sector. I'm an Assistant Procurement Specialist with the City of Independence, Missouri since August 06'. My responsibilities currently are split between Surplus dis-posal/sales and administration of Price Agreements. There will be other responsibilities directly involved in the actual procurement process that will be brought to me as opportunities arise.

One thing I've immediately seen public versus private sector is that funds are extremely limited. The Purchasing Professional has to be much more adept at cost savings.

I look forward to learning more about the responsibilities of Public Purchasing and being involved with the MACPP!

Reneé V. Haskin

Senior Budget Analyst

University of Missouri - Kansas City Renee has a BS in Accounting and a BBA in Finance, both from the University of Arkansas - Monticello, and a MBA from the University of Arkansas - Little Rock. She has completed coursework towards a Doctorate in Higher Education Administration and plans to take the CPPO exam later this year.

Reneé was very active in the Arkansas Chapter of NIGP prior to relocating to Kansas City earlier this year and is the immediate past President of that Chapter. She was on the state conference planning committee for the last three years and served on the National Forum Committee until this past May. Reneé remains very active on the National level and looks forward working with the MACPP Chapter. Since joining the Chapter in August, she has already served on Reverse Vendor Fair sub-committee.

Larry R. Allen

Purchasing Administrator

Johnson County, Kansas Larry R. Allen joined the Purchasing Division staff on July 31, 2006. Shortly hereafter he became a member of NIGP, KAPPP and MACPP.

Larry is a New York State native and received his Bachelor of Science degree in Business Administration from State University of New York, College at Oswego. He also has done graduate level work at Arizona State University in Phoenix.

Larry has an extensive background in purchasing, having previously worked as a Buyer with the Boeing Company in Seattle, Honeywell International in Phoenix and Garmin Interna-tional in Olathe, Kansas. He came to Johnson County most recently from the IRS in Overland Park, Kansas.

Larry and his wife and two children make their home in Olathe, Kansas. He has already proven himself to be an active MACPP member by attending our general meeting in September at the Argosy and by Participating in the recent Reverse Vendor Fair at UMKC.

Please take an opportunity at our next meeting to welcome Larry to MACPP

and to government procurement.

MACPP will be celebrating its 24th anniversary as an NIGP chapter this October. The charter was formally approved by NIGP on January 3, 1983, as Chapter No. 31. At the time of approval there were thirty five charter members. Ten years later in late 1992, the chapter mem-bership had doubled to seventy members.

This should give us pause to be thinking about how we want to celebrate Our Silver anniversary in October 2007, and those members who have paved the way for us.

MACPP did not just happen, it took a lot of hard work from a lot of people. So, on occasion, when you may be tempted to take MACPP for granted, stop to think about these people and the great organization they gave us. We should celebrate their hard work by giv-ing back to the organization they began.

Speaking of hard work for MACPP, as you peruse the list above, take time to compare it to our current roster of membership and you will see the names of a number of our retired members as well as one name on our current roster of active members. Pat Raney, CPPB of John-son County, Kansas was a charter member of MACPP and is currently an active member as well. Pat has served in most of the offices of MACPP including president, and has been active in many ways over the last twenty four years. How appropriate that she has just ac-cepted an appointment by the Board to serve in the newly created role of chapter historian.

Should membership dues be increased? They have not been increased since 1991. The Board unanimously answered ‘No.
