Board members in attendance were Dennis Fouty, John Haas, Barbara McCollum, and Dan Pias. Community Manager Jared Simmons was also present. Business addressed included collections of annual assessments and the new community manager. Meet Jared Simmons The Bay Forest Community Association Board of Directors is pleased to announce that it has hired a part-time manager for our community. Our new manager, Jared Simmons, has been on the job since the first of the year. Some of you may have already met him or visited with him via the phone or email. We welcome this addition to Bay Forest. The part-time hours Jared works in the neighborhood and on BFCA business are more than we got from the staffs of our previous community management companies. In addition, we are working with Jared to assure that he is working on the “right stuff” for us – those things are important to our community and maintain our high standards. Jared comes to us from right down the road in Clear Lake where he has served Clear Lake Presbyterian Church as Facilities Manager for the past six years. He will continue to work there in addition to his work here in Bay Forest. Given his experience and technical capabilities, Jared is an ideal match for our manager position. Meet Jared SimmonsThe Bay Forest Community Association Board of Directors is pleased to announce that it has hired a part-time manager for our community. Our new manager, Jared Simmons, has been on the job since the first of the year. Some of you may have already met him or visited with him via the phone or email.

We welcome this addition to Bay Forest. The part-time hours Jared works in the neighborhood and on BFCA business are more than we got from the staffs of our previous community management companies. In addition, we are working with Jared to assure that he is working on the “right stuff” for us – those things are important to our community and maintain our high standards.

Bay Forest News Readership DataFor many years the Bay Forest News was produced and distributed as a paper copy only.

This past year we gave the residents of Bay Forest the option to receive it either as a paper copy or to receive it direct to their email Inbox, or both!

Dennis Fouty puts our paper online and sends it out to the people in our neighborhood who want to have the paper sent to their email. Dennis is pretty amazing. He is the Assoc VP, IT/Chief Information Officer at the University of Houston. He does incredible things with computers!

When you read what he had to say below, you may be amazed! I am amazed! I know that I love the paper sent to my email with all color pictures and many more pages than the paper copy. I didn't know for sure that other people feel the same. Now I do.

I asked Dennis if he had any data about the readership of the Bay Forest News.

This is what he had to say about the readership of our paper:

1. Going back to 2010 - your readership (read or skimmed) has increased from 76% to 80%. (As indicated by the % of people who gave a grade for the newsletter in the survey).

2. The service provider score has gone from 4.52 in 2010 to 4.6 in 2012. This is on a scale of 5. So the satisfaction score has increased while the readership has increased.

3. In looking at just November. The newsletter has been read on line – 435 times and skimmed (brief read) – 1606 times. The average person spent 2 minutes and 48 seconds reading the newsletter on line.

4. More people are reading it on their mobile device. Upwards of 25%. Also:

CoMMUNitY ALERtSynopsisThere has been a crime reported to the Houston Police Department (HPD) that occured in our community.

During the daylight hours of Thursday, December 20, a home was broken into in the 15400 block of Greenleaf Lane in Bay Forest. The intruders entered the home through a rear window and stole a computer and jewelry among other items. There were no witnesses to the crime and no suspicious vehicles or other activity observed during the period the crime occurred.

Safety tipsHPD offers the following tips to help avert such crimes.• Make your home look occupied and make it difficult to break into.• Lock all outside doors and windows before you leave the house,

even if it is for a short time.• Activate home security alarm systems at all times.• Place valuables out of sight.• Keep your garage door closed and locked.• Leave lights on when you go out; for long trips, set up automatic

timers on lamps to turn them on in the evening and off during the day.

• Prevent daily deliveries of newspapers, flyers, or packages from stacking up while you are away.

• Install deadbolt locks on all your outside doors.

If you or your property are victimized by crime, immediately contact and file a report with HPD at 713-884-3131.

Bay Forest Yard of the Month

Choosing the Yard of the Month is never easy. There are always so many deserving yards in our neighborhood. But choosing a "Holiday House" is even more challenging. Do we pick simple and elegant, or go for fun and flashy? This year the decision was even more difficult than usual with so many beautifully decorated homes to choose from. We wound up with a little of both in our winners this year. The winning homes from each side are both beautiful and elegant. And they each have just enough whimsy to make the kid in all of us smile. Question: How do i report parking violations?Answer: Certainly people make mistakes from time-to-time. And we as members of a community want to work with our neighbors and not be overly critical or punitive. But, there comes a time when you may need to report a parking violation.Also, all of us should recognize that in the grand scheme of crime fighting, parking violations do not rank at the top, so you may not get an immediate response to your report.1. If the parking problem is a violation of the Bay Forest CCR’s you can contact our Community Manager (see contacts section) to report the violation. The Community Manager will send a letter of violation to the offending homeowner. The process for repeat violations will follow our community's escalation policy.2. If the parking problem is a violation of a City Ordinance you can call the Houston Police or, better yet, call the Parking Enforcement Unit supervisor Roland De La Cerda. He addressed the Association of Clear Lake Communities (ACLC) in January of 2010 and stated that citizens could call or email him directly with parking violations, and he would send someone out to issue a ticket. Never Been A Better time to Deep-root FeedYou often hear me talking about deep-root watering and feeding trees. It's all about putting a series of holes in the soil inside and outside a tree's drip line. All the details are in this tip sheet.

On last weekend's radio programs, I noted that this might be a great time to try this as a do-it-yourself project. After two consecutive weeks of persistent rain, the ground may never be easier to work with than right now.

Now, really big trees — such as, for example, a 25-year-old oak — may still be difficult to handle on your own.

Something like that should probably be tackled by a tree company. Professionals can inject food-infused water far more efficiently that we can with something like a Ross Root Feeder.

I'm often asked what the average price might be for a professional deep-root feeding. That's always dependant on how big the tree is, but you can find prices as low as $75 per tree for those younger

than 10 years. Costs can climb to as much as $200 per tree if the canopy is very wide. Having multiple trees done at the same time can usually help you negotiate lower rates per tree. In many cases, professional tree companies will throw in a free deep-root feeding for any mature tree that they prune right now. And, if you need a reminder, we are in the last two months of the prime pruning season for hardwood trees such as oaks.

So, whether you're using an auger bit for a drill, a post hole digger for bigger trees, or just a Ross Root Feeder (right), there's no time like the present. By the way, the Ross Root Feeder is a tool that should be used solely for making holes. Ignore the feeding instructions that come with it, and definitely don't use the "fertilizer" they provide. When you hook a Ross Root Feeder to a hose, you get a concentrated jet of water, which is helpful in getting in some deep holes. But that's it.

Remember that I don't care what food you use as long as it's organic. This isn't an in-your-face attempt to save the planet by getting you to "go organic." It's simply the smartest food choice, not just for the tree root system, but to microbially charge the soil itself.

Bay Forest Mommies’ ClubThe Bay Forest Mommies Club held a holiday party in Willowshore's Park and was surprised by a visitor dressed in red and white from the North Pole! Not only did Santa come, but he also enlisted some local elves to help pass out gifts to good boys and girls. The kids and parents alike enjoyed a variety of tasty treats and visiting with their neighbors. The kids also had fun playing on the new playset in the park.

Bay Forest Gourmet ClubOn December 1, we celebrated the holidays with the Gourmet Club’s first big party, which followed the Olympics theme forthis year, Christmas in London. Beef Wellington with Green Peppercorn Sauce was the highlight of the dinner, with sides of Green Beans with Shallots, Thyme & Shiitakes, Strawberry Blue Cheese Salad, and Roasted Baby Potatoes with Herbs. Three desserts topped off the dinner including Doberge Cake, Apple Upside Down Cake, and Chocolate Cheesecake. Here is the recipe for the Curried Chicken Balls, which was one of the appetizers.

Curried Chicken Balls* This must be made at least 2 days ahead!

6 oz Cream Cheese, softened2 Tablespoon Orange Marmalade2 teaspoon Curry Powder¾ teaspoon Salt¼ teaspoon White Pepper3CupsCookedChicken,finelychopped3 Tablespoon Green Onions, minced3 Tablespoon Celery, minced1CuptoastedMacadamiaNutsorAlmonds,finelychopped

Combine the cream cheese, orange marmalade, curry powder, salt and white pepper in a mixer bowl. Beat at medium speed until smooth. Stir in the chicken, green onions and celery. Shape into 1-inch balls and roll in the nuts. Place in an airtight container. Chill, covered for 2 days, or freeze for up to 1 month.

CCiSD Citizens Committee Releases District Needs for 21st Century Learning$387 Million to Address Safety, Growth, technology and priority projects

League City, texas- They started with a list of $600 million in needs for the Clear Creek Independent School District (CCISD), but after five months, numerous tours and exhaustive document reviews, a special citizens committee ranked $387 million worth of projects as the highest priorities to meet the district’s growth, safety, and technology needs for the next three to five years. The CCISD Citizens Facility Advisory Committee made its preliminary recommendations to the Board of Trustees on Monday, January 14, 2013. “We began this process in September. The committee has reached consensus on all of the recommendations,” said Trent Martin, Committee Chair. “When we asked a question on a particular item, we received a detailed response from the district.”

The last bond approval for the Clear Creek Independent School District was in 2007. The 2007 bond primarily dealt with building new campuses to accommodate growth, leaving very little of that bond for upgrading aging facilities and technology. The Committee recommends the District address worsening conditions of 40 year and older schools such as Clear Lake High School, McWhirter Elementary, Clear Creek High School, Seabrook Intermediate and Clear Lake Intermediate to ensure these schools are safe and effective learning environments for decades to come. The Committee reviewed many options for these aging facilities and in the end determined a rebuild was necessary for Clear Lake High School which already needed $30 million in priority repairs and McWhirter Elementary which required $12 million in priority repairs. “It was a question of whether the District should continue to put a band-aid on a bad situation or invest in more efficient use of these two facilities so that they can last another 40 to 50 years,” said Martin. “Our recommendation is to completely rebuild both schools, with the exception of some areas of Clear Lake High School.”

The recommendation also completes the rebuild of Clear Creek High School where a section of the 1956 building remains untouched. Under this proposal, 38 schools and 8 district support facilities would receive a total of $90 million in priority renewals and replacements from life safety equipment to HVAC and roofs that have reached their lifespan. The Committee’s recommendations also address an ongoing security concern at Clear Brook High School since the campus is the only high school that does not have a secure main entrance. Clear Brook High School also suffered a significant foundation failure which caused the building to separate near the main entrance. The recommendation also addresses replacements for school buses that are 15-20 years old and have more than 200,000 miles.

The Committee also calls for an infusion in technology to ensure CCISD students have access to 21st century tools. The last significant investment in technology was in 2004 where voters

approved $38 million in technology. This proposal asks for $50 million to improve the wireless infrastructure in every school; provide teachers and students in multiple grade levels with tablet computers to access curriculum 24 hours a day; replace aging computer labs and career and technical labs; and increase the availability of interactive whiteboards and projectors. “In CCISD we believe learning occurs any time, in any place, and at any pace. Without this investment, we will not be living up to our promise to our community of providing our students access to 21st century teaching and learning,” said Greg Smith, Superintendent of Schools.

While the committee worked diligently to ensure priority replacements and renewals were addressed, it was also cognizant that the District continues to grow by 400-600 new students per year. The Committee is not recommending any new schools be constructed at this time, but is recommending permanent additions be added to Greene Elementary and Creekside Intermediate to relieve overcrowding. Growth is also the reason why the Committee recommends a second district stadium and the expansion of agriculture support centers. The current stadium was constructed in the 1950s’ to serve Clear Creek High School. Today it serves five comprehensive high schools. “Veterans Memorial Stadium is at capacity all the time,” said Martin. “It is used Thursday through Saturday during football season. That not only impacts Clear Creek High School, which has to deal with all of the extra cars coming in and out, but also the students from other schools who have to come in on a Thursday night, stay late and then have to get up at 5 a.m. to go to school.” The Committee is recommending the lesser of the two stadium options reviewed, $43 million. There are additional projects recommended by the CCISD Facility Advisory Committee. The total recommendation can be viewed at www.ccisd.net/recommendations .

“Thirty-two of our neighbors have met over the last 5 months to investigate CCISD facility and instructional needs and to cull a large list of project proposals into a smaller list of the top priorities. This has been a monumental undertaking, and the committee is to be commended for its time, candid debate and thoughtful recommendations. We now enter a period of public comment on the committee recommendations and fiscal assessment by the Board to determine if adjustments should be made and if further efficiencies can be identified,” said Ken Baliker, School Board President.The Committee’s preliminary recommendation calls for $387 million in improvements, likely sought through a voter-approved bond election. The recommendation equates to a 13 cent increase on the tax rate, a $16.58 per month increase of property taxes on an average home. The current tax rate in CCISD is $1.36 per $100

valuation, significantly lower than in 2005 when it was $1.77 per $100 valuation. Homeowners 65 years and older would not be impacted by a tax rate increase as their property taxes are frozen by law.

The Committee readily admits this is a preliminary recommendation and revisions will likely be made following public input over the next several weeks through a phone survey and public meetings. Based on that input, the Committee may revise its recommendations prior to making a final recommendation to the Board of Trustees on February 11, 2013.

Following the preliminary recommendations, the Committee will host town hall meetings in January to solicit public input. The Committee will then reconvene on February 5, 2013 and make its finalrecommendationtotheBoardonFebruary11,2013. A recent walk-through of Lake's most problematic areas was conductedandavideotapeofthesefindingswaspresentedtotheFAC members. These are the most problematic areas that must be addressed:• Walls cracking in the Rotunda and in the hallways in the 700 wing,

men's and women's restroom, and the original science rooms.• Foundation problems in several rooms of the 700 wing and

• Classrooms used for changing purposes - our Alternate Academics students in Special Education.

Shade Structure NewsAfter several years of planning and saving, FPE PTA has gifted funds to Falcon Pass Elementary to install the first of two outdoor shade structures on campus. A large shade structure over a portion of the hard top area has been ordered and will be installed before March 31. FPE PTA has also purchased safety padding for the posts located in the hardtop play area. In addition to providing shade during recess, this structure will serve as a covered outdoor learning area. PTA also plans to provide a shade structure over a portion of the playground area before the 2013-14 school year begins.

Financing your Small Business or Start-up Workshop @ the Library Clear Lake City Freeman Library and SCORE proudly announce a partnership focusing on assisting entrepreneurs by providing education, counseling and mentoring! SCORE is a nonprofit association dedicated to entrepreneur education and the formation, growth and success of small business nationwide. Their volunteers are real-world professionals with knowledge in such areas as accounting, finance, marketing, management and business plan preparation.

Educational programs on business topics will be offered at the library quarterly and SCORE representatives will be available to local small business entrepreneurs each Wednesday for free one-hour counseling sessions. These sessions will be by appointment only, so call the library for more information.

The official "kick off" to the collaboration of these two entities will be a 90 minute workshop which will focus on how to raise funding for a small business or start-up. Join us on Saturday, February 23rd at 10:00 am to 12:00 pm at the Marge Jacobson Community Room.

Learn about "Access to Capital." If you think you will require money to start or grow your business you will want to know where the sources of funds are in the marketplace. Where is the best place to start and what do lenders look for when reviewing a funding application? What are the key ingredients for success when borrowing money?

Also learn about SBA financing, Community Development Lenders, and a variety of alternative sources like Crowdfunding. The workshop will also cover sources of equity and how to useequity as an alternative to borrowing funds.

2. there are 15-5-10 weed-and-feeds with trimec or atrazine. Which one do you prefer Randy?Answer: I don't recommend weed-and-feeds at all, so why in the world would I recommend a 15-5-10 weed-and-feed? If you follow the schedule long enough, and have a healthy yard, you won't need weed-and-feeds. The 15-5-10 I want you to use is a fast-acting fertilizer only. I suppose the problem is that not everyone sells a fast-acting 15-5-10 — the one I recommend is Nitro-Phos Imperial 15-5-10. But, how bad is your weed problem? If you have lots of broadleaf weeds, you have a very small permission slip to use the Trimec-based Nitro-Phos 15-5-10

weed-and-feed in the aqua-blue bag. Please avoid the dark-blue bag that is atrazine-based.

3. i've been following the schedule, and the results have been great. in fact, my yard is already greener than any other near me. So, do i really need to do the 15-5-10?Answer: If you're a longtime GardenLine listener, email tip subscriber or just successful in all your gardening work, you may already know the answer. The early green up 15-5-10 is totally, completely, undeniably OPTIONAL. If you have success with basic slow-release fertilizers and a winterizer, you do not have to put out the fast-acting 15-5-10 at all. It's only good for 30-45 days anyhow, and if you're green now and you put the April 1 slow-release formula out as scheduled, you are doing just fine. No one is going to force you to do anything else. Nor should they! It's OPTIONAL!!!

Now, are these the only products you can apply? No. There are other 3-1-2 ratios out there, and there are a myriad of organic fertilizers that can also help with an early green-up. These are simply the tried-and-true versions I stand by and can all but guarantee will bring success. By the way, if you'd like to know why atrazine-based weed and feeds should be avoided at all costs, take a moment to learn how environmentally destructive they are. You can do that by simply reading the bag they come in. You will be enlightened! There's also a great web piece on the dangers of atrazine from a few years ago. Read it, and you will understand why I consistently slam its use.

Early Green-Up Even Earlier this YearWith this warmer-than-normal January, is it too early to apply early green-up 15-5-10 fertilizer or the new organic, nitrogen-rich Sweet Green 11-0-4 that I promote in my fertilization schedule? (If you're a seasoned GardenLine listener, you're familiar with the schedule. If you're a new subscriber to these email tips, or are only vaguely familiar with the schedule, here it is.)

By the way, let me first cover my backside by warning that this advice is strictly for the Houston area. The last time I discussed this without announcing the regional specificity, a curmudgeon in Dallas wrote a wicked response, claiming my advice was the worst ever. That may be true for the Dallas area, but my tips are for Gulf Coast gardening.

So, there are two important applications you will do over the next few days. First is the "early green-up" fertilization with either Nitro-Phos Imperial 15-5-10 in the original orange/red bag, or the new Nitro-Phos Sweet Green 11-0-4. The second application is a pre-emergent herbicide. Nitro-Phos has a Barricade-based product I have been recommending for years, but there are other fertilizers and other pre-emergent herbicides that are applicable too.

But based on many Facebook and email questions I've received, there are a few very important issues I need to clear up before we apply the 15-5-10 or 11-0-4.

1. isn't it too early to put down the 15-5-10? the schedule says "end of February, early March."Answer: It's warm enough, and even if we get another cold front, this is all about soil temperatures. They've been on the rise and will go right back up again after any coming cold nights. One night at 39 degrees for an hour or so is not enough to reduce current soil temperatures. You may ask, "But Randy, if the grass greens up and we get a freeze, won't it turn brown?" Probably, but that doesn't mean squat to the soil temperatures. Even if that happens in two or three weeks, the grass will not die. Rather, it will try to go dormant again. But as soon as another week of 70- and 80-degree temperatures come, the grass will green right up again after a mowing. By the way, currently the lowest high temperature projected through Feb. 10 is 69 degrees.
