According to research from Caltech, property owners could save up to $7 for every dollar spent retro-fitting soft first-story structures. This doesn’t, however, take into consideration potential injuries ordeaths, or the costs to replace furniture, appliances, and personal items.

Soft first-story construction can be found in older carports located directlybeneath living areas. The vertical support for the carport may be metalpoles, or (stuccoed) beams of similar size. These structures wereparticularly susceptible to collapse in the Northridge Earthquake.

Two soft first-story carports are shown to the right. The leftcarport section in the bottom image has an orange overlay toindicate where it should be reinforced. The inset photo, high-lighted by the arrow, is of a type of seismic retrofit.

Other Caltech data indicates that these types of seismic upgrades arecost-effective when losses could be reduced by at least 50%; and, retro-fitting will not exceed 10% of the total cost to replace the building.

A more affordable approach to seismic retrofitting is through PACE (Property Assessed Clean Energy).Though seismic upgrades are not considered clean energy, they are eligible projects through PACE.Financing can be 100% up front, and paid off for up to 30 years through property taxes. So...what about delaying, or not implementing seismic upgrades at all? In 2003, a strong earthquake inPaso Robles resulted in the deaths of two employees of a clothing store, who were killed by fallingbricks. The property owner had previously been ordered to seismically retrofit the building, but did notdo so. The owner was found negligent in court, and the judgement was for $2 million.

Are you prepared for more frequent power outages? SoCal Edison has a new program called PublicSafety Power Shutoff (PSPS) to determine when sections of the electric grid will be without power.

Through PSPS, the decision to shut off power will be based on the probability, or potential expansionof a fire. High winds (gusts), low humidity, dry vegetation, and natural or human threats to infrastruc-ture for utilities could all be factors in implementing a PSPS.

Residents with special electric or battery-powered medical equipment need to have backup power,in the event of extended electrical outages.

PSPS does include early warning notifications, situation updates, and safety inspections.

The Springs Book ClubJulie Baker

The Springs Book Club will meet on Wednesday, June 12 at 10:00 am in the card room at the clubhouse. The book we will be discussing is Pachinko by Min Jin Lee. It is a National Book Award Finalist. This book is about a fictional four generation family who are living through a real period in history. It starts when the Japanese have invaded and occupied Korea. One of the main characters, a young Korean girl, finds herself in trouble and her best solution is to marry a Korean missionary and move with him to Japan. Thus starts the story of their children, grandchildren and the rest of their family trying to live a life where the Jap-anese make it as difficult as they can for Koreans to succeed. It is also dangerous and difficult to return to Korea. In one way or another, they do what they can to survive. All are welcome to join us for a discussion on this book and whatever other topics it leads to!

CFO Report (Barry Gilbert)

Barry Gilbert reported that several planned projects are complete. Street signs have been replaced, and the streets have been paved or seal coated. The pending foreclosure has been withdrawn, as the homeowner paid their overdue dues of $5,062.90. Delinquencies overall are low. There is currently $68,343 in our operating account and $111,788 in reserves. This does not include the multiple CD accounts the association has. Recent expenses include the fitness room remodel, landscaping, and the replacement of one of the pool heaters. Barry pointed out that spending money on maintenance and upgrades does not hurt our good position in regard to the reserve’s ratio, as each item addressed becomes an item that does not still have to be addressed. Homeowners’ ForumThe following issues were discussed: legal expenses, welcoming committee, volunteer appreciation, fire hazards and weed abatement, contracts, stainless steel tables, fitness room remodel and equipment, and clubhouse kitchen.

Old Business

1. Fitness Room Remodel: Val Palmer reported that the wallpaper has been removed from the fitness room and card room. New lighting has been installed in the fitness room. She shared a color board with samples of the paint and wallpaper that has been chosen with the help of our interior designer. A proposal for the interlocking gym flooring is expected soon.

2. RV Lot Fence Replacement: This item was tabled. a. Fence Factory - $4,311.00 One-year workmanship warranty, Manufacturers of Chain link products do not offer any sort of warranties. b. Fence Works - $4,511.00 Life span for this chain link fence is approximately 15-20 years, Warranty on Installation and material 1 yearc. Guardian Fence - $4,375.00

3. Tree Trimming: This item was tabled awaiting clarification on tree removal. The Board will then approve the Arboles Care Tree Service in the amount of $5,275.00.

4. BBQ’s and moving of gas line: The BBQ’s are due to be installed on Wednesday, May 15, 2019.

New Business

1. Wallpaper for the Library: This item was addressed in executive session.

2. Proposed Rule Changes: Ron Kester reviewed the following pending rule changes that will be mailed to homeowners for a 30-day comment period. Ron Kester shared that many of the changes are being proposed highlighting risk and liability concerns.

2019 Proposed Rule Changes:1. Prohibit alcoholic beverages and any glass/breakable containers in the pool/spa area. 2. No alcoholic beverages be served as part of an HOA sponsored function. Attendees may bring their own alcoholic beverages to HOA sponsored events, but they cannot be consumed in the pool/spa area; and they do so at their own risk.3. Use of small transport vehicles, i.e. Golf carts, scooters etc are limited to electric power only due to noise issues resulting from gas powered vehicles.4. Pool area hours for ‘family’ (kids) be changed to: Weekdays 11am to 3pm (currently 10 to 2) Weekends/Holidays 11am to 5pm (currently 10 to 3 on Saturday/10 to 5 on Sunday)(Maybe this is for summer only. Memorial to Labor Day; when the days are long, and grandkids are visiting. But it reflects the actual usage of the pool. Residents use the pool early in the day or later. Mid-day is too hot for our older residents. Also, we are getting more new residents that have younger grandchildren).5. Political signs/banners be allowed only for 30 days before a scheduled vote. And taken down the day after the vote. Further, that the signs be under 24’x24’, and only express ‘Vote Yes” or “Vote No”: or ‘Oppose” or “Support” a particular candidate or item. No potentially offensive sentiments (ie.. Dump Trump, Jail Hillary, or XXXX Lies) or divisive slogans.(This is to prevent not only unsightly signs, but a sign war. especially over an extended period. And the 30-day period should be adequate to advocate for their view before a scheduled vote))6. Maximum of 2 cars in a driveway for residents. Allow an additional short-term guest, if adequate space is available.

7. Guest parking pass from the office required for more than 4 consecutive days.8. Resident temporary parking display placard. 9. Residents may not alter any HOA areas, including landscaping, clubhouse areas, parks and/or slopes without express written permission of the Board; or except when done as part of a Board authorized service project.--------3. Pool Furniture: On a motion made by Donna Burger, and seconded by Val Palmer, the Board approved the proposal from AAA Upholstery at a cost not to exceed $2360 to recover all of the pool chairs and lounges. The motion passed 4/0.

4. Life alert for the gym: The Board discussed the purchase of a life alert as well as a defibrillator for the Clubhouse. No action was taken.

5. Committee Updates: Robbie Dornick submitted the following report for CERT.

• Five new members just completed CERT training ~ We’re delighted to have these new members joining our team and they’re in three different sectors.

• CERT article in May Newsletter ~ Team members agreed that we should once again encourage residents to prepare for the upcoming fire season and redistribute the preparations list. This same list has now been posted permanently at camsprings.com

• Plan to sponsor a Falling/Balance program ~ Team members agreed that we should try to sponsor a Falling/Balance program to assist all residents. Several members suggested sources for speakers to conduct such a program.

• Updating CERT Supplies box ~ Two members volunteered to go through the box to determine which supplies with expiration dates need to be replaced. When we went to the pool area to look inside, they also said they would clean up the contents. We also realized that the bushes on either side desperately need to be pruned and kept pruned to make the box more accessible.

Pool Rules Reminder

With summer upon us, this is probably a good time to remind everyone of our Pool Rules currently in effect. These are contained in The Springs Association Rules, Article 5.10, available for your reading pleasure at http://www.camsprings.com.• The use of the swimming pool is at the user’s risk.• Pool hours shall be from 6:00 am to 10:00 pm daily.• Guests using the pool must at all times be accompanied and supervised by a homeowner. Hours for guests

under age 18 are ~ 10:00 am to 2:00 pm, weekdays and July 4th; 10:00 am to 3:00 pm, Saturdays; and 10:00 am to 5:00 pm, Sundays, Memorial Day and Labor Day.• Pool users shall shower and remove hairpins and suntan lotion before entering the pool or the spa.• The spa is open to all homeowners and guests eighteen (18) years of age and older. Guests may use the spa

only when accompanied by a homeowner.

The Springs Social Committee

Our Tour of Homes event on May 4, 2019 was a great success. We had 6 very lovely homes to tour and they were all show stoppers in their own ways; one could not have asked for a better tour. The ideas we all came away with or the “did you see that kitchen” or “that closet” or “ They took out that door” or “Was there a wall here? They took out that wall,” “ Look at that bathroom cabinet or shelf,” or “What model was this?” The landscapes were as pretty as the houses and there again more ideas...Endless. See some of the pictures in this newsletter. We had 81 people for this event and it started with Mimosas on the clubhouse patio where we gathered to get our car riders and schedules for the homes to tour. After touring 3 homes in the morning, everyone returned to the clubhouse for a fabulous lunch from County Harvest and a presentation of the History of our Springs Area over the last 35 years or so. It was a great slide show and history by Mariam Zelinski and Robbie Dornick. After the presentation everyone toured the other 3 homes for the conclusion of the home tours. Twelve attendees won the center pieces of yellow vases with purple and yellow flowers. Our six homeowners who were so gracious to let us all tour their homes were given Orchid Plants as a Thank You from The Social Committee. Those homeowners were: David & Joanne Boykoff on Gitana. John & Lucy Gardner on San Diams. Ron & Cindy Kester on Gitana. Trinette Marko on Irena. John & Jeanne NcNair on Belleza. Craig & Sally Shore on Gitana. A very big thank you to all of our volunteer Social Committee members who worked so hard for this event. This event is not done very often as it is a lot of work and a very special event. We hope you enjoyed it and will support our other events coming up the rest of this year. Our next event will be our July 4th Party on July 4th.

Ticket Sales Policy For Springs Social Events It takes a lot of effort to plan and organize Springs social events during the year and the Social Committee feels that all residents should be informed as to how to attend our events. Events have ticket sales about a week or two before the event as we need to know the number of attendees for ordering or preparing food. We send out a flyer with our newsletter or have a special flyer delivered to each home in our community. This provides the details of the event: Date, time, price, menu and any other details you need to know. Then on the date the tickets go on sale, you come to the clubhouse card room at the time stated on the flyer and we sell tickets for about an hour or so. After that you can purchase your ticket from Malisa at the clubhouse during her regular office hours until the ticket sales close. If you’d like to sit with your friends, we suggest you be at the clubhouse at the date and time stated for tickets to go on sale, as most of our events have assigned seating.

Ticket Sales Policy:• The first day of ticket sales will be exclusively for Springers. On the second day, if we do not have a sell out,

tickets will be available for guests.• During the first day of ticket sales each household may purchase a maximum of 4 tickets, including their own

ticket, for use by Springers only.• An exception is made for one person households. They may purchase one guest ticket during the first day of

ticket sales so that they may have an opportunity to attend an event with a companion. This exception applies to dinner and evening events only.

• All tickets must be paid by check payable to “Springs Social Committee.”• The office cannot accept checks in advance of the sales date, even if post dated.• No Refunds can be made once food is ordered. All cancellations must be referred to the event Chairperson for

resale to those homeowners, if any, who may be on a waiting list. If there is no wait list, you may sell your ticket to anyone whom you choose. Otherwise there will be no refund allowed.
