I hope everyone had an enjoyable and well rested summer. During this time period, the Trustees had our yearly retreat to reevaluate the organization and determine where changes need to be made for the future. We spent many hours going over and changing our Policy and Procedures and By- Laws. This yearly activity must take place, in order for JAG to continue to operate professionally and successfully in the best interests of our members. One main change I would like everyone to be aware of has to do with our address. Starting now, our new address for all correspondence and billing will be (P.O. Box 164, Metuchen, NJ 08840). We will be phasing out our Woodbridge P.O. Box office location by the end of this calendar year. The Executive Board also held a Special Meeting regarding our conference. The Conference Committee brought up a well thought out plan to move the location of our yearly event back to New Brunswick. The committee, along with JAG’s Managing Director Richard Desimone, conducted a great deal of background work and discussions into this matter. After hearing the committees thought into this issue, the Executive Board agreed with this move. On another note, there will be an opening for Chairperson of the Membership Committee beginning January 1st. All those who may be interested in this position please contact me or any member of the executive board. Remember JAG runs on the Volunteerism and determination of its dedicated members! It is this teamwork that makes JAG a vital organization to our individual communities. And it is in the spirit of this teamwork that I would like to ask all of our members to take an active role in the operations of JAG. Committees are in need of our members to step up and bring your strengths and ideas to the table, to make JAG vitality even stronger in the years to come. New Jersey League of Municipalities Conference Support Feature By Rich Desimone, Managing Director, JAG

External Relations Committee

Municipalities Annual Conference.

Rights-of-Way and Federal Action Impacting Local Control

Joint Session with the NJLOM

Tuesday, Nov. 13, 2018 2:00pm―3:40pm Room 301

The explosion of applications to deploy small cells in local rights-of-way has made the enactment of effective local siting

policies a priority for many local governments. Wireless service providers seek to deploy new technology to meet the

growing/changing demand for wireless broadband services and the expected future deployment of what has become known

as “5G” technology. 2018 is seeing dramatic efforts in both the Congress and the FCC which will lead to federal rules

preempting local control of the rights-of-way and possibly other property within municipal jurisdictions. Whether you've

already started down the path of implementing these policies or are still looking for the trailhead, this panel will examine

the current state of the law and provide real world experiences to help your community effectively navigate small cell

deployment and right-of-way management challenges in the 5G era.

Presiding: Brian C. Wahler, Mayor Piscataway Twp.; Past President NJLM

Speakers: Ken Fellman, Esq. Helmer, Conley and Kasselman

Are We "High Tech" Enough to be a Smart City?

JAG Session

Thursday, Nov. 15, 2018 9:00am―10:40am Room 318

What does it mean to be a "smart city"? You can't be a smart community without a robust broadband network, and an

ability to gather the kind of data that will enable the applications that make our communities more livable. So what kind of

infrastructure and what kind of technology do you need to get there, and what can your local government do to facilitate

it? Our experts will advise on how to best lay the technology foundation to be as "smart" as you can be.

COMMITTEES CORNER

EXTERNAL RELATIONS COMMITTEE: Geoffrey Belinfante, Chair

I recently got a chance to moderate a panel at the NATOA convention in Philadelphia. It was my first NATOA convention and I must confess I wasn't sure what to expect. There were far more people there than I expected and I was surprised to see that they had come in from all over the country. It was also nice to see that there is a real ocean to ocean industry based on the existence of PEG channels. Sometimes we live in our own little world and it's nice to see that there are others around the country who have to fight for every penny of funding and then try to make quality television on shoe string budgets. I was asked to host a panel called "Doing More With Less" which, with the permission of the panelist, turned into "life after the Tricaster" It was interesting to see how many people are using cell phones and technology like SlingStudio to produce finished programming. If you're not familiar with SlingStudio, it's inexpensive to purchase, portable, light and easy to use, and can produce a multi camera shoot that looks pretty damn good. In fact, everything you need to do a three camera shoot can fit in a backpack including an IPad that serves as both your switcher and your streaming device. I hope we can explore this exciting new technology at a future meeting. We also spoke about the use of NDI to cut down on the costs of building a studio and the pros and cons of using virtual sets to save time and money. I hope these topics may also become the subjects of one of our monthly presentations. It's clear that we in the PEG industry need to stay informed on new developments in technology so we can take advantage of all the innovative changes that seem to be taking place faster than ever. To join the committee, contact Geoffrey Belinfante at [email protected] .

FINANCE COMMITTEE: Linda Besink, Acting Chair

The JAG Finance Committee invites new members to help oversee best practices. Finance experience and/or background is helpful, but the most important requirements are common sense and dedication. Our meetings are not regularly scheduled, but our work is continuing and important; over the past year we've made some necessary strides. Meetings are conducted as conference calls. Be a part of it! Please email Linda Besink at [email protected] or call 201-650-0116.

If interested, please contact David Garb at: [email protected]. or call 732-376-6030 x23538.

Membership Committee: Stephanie Gibbons & Cindy Hahn, Co-Chairs Members of the committee will be attending the CineTech Show on September 29th at Fairleigh Dickinson University.
