Shahu A Bulletin of the Indian Geotechnical Society Dear distinguished colleagues During the period October to December 2018, many chapters conducted technical programs and communicated the reports to IGS. They include Agartala, Baroda, Bangalore, Kochi, Kolkata, Indore, Goa, Indore, Ludhiana, Tirupati, Guntur and Visakhapatnam. Finally the mega event of IGS, Indian Geotechnical Conference 2018 was conducted in Indian Institute of Science, Bangalore. Thus, many chapters through out the year, have conducted technical programs of high quality and relevance on important themes in Geotechnical engineering for the benefit of professionals, academicians and students. National Accreditation Board for Testing and Calibration Laboratories (NABL) and IGS have signed a Memorandum of Understanding (MoU) and it is agreed that a number of workshops need to be conducted to create awareness about quality in geotechnical investigations in the country. The first workshop was conducted by Bangalore Chapter and many chapters have agreed to host similar workshops in different places. The current process of accreditation is by a few disconnected individual tests and this practice does not give sufficient information for geotechnical design and analysis. However, laboratories claim recognition based on limited tests. IGS members need to highlight that a few standard tests (in situ and laboratory) are required to make proper assessment of soil response to loading and in some special cases, a few additional tests are also required to provide a better understanding of response in expansive soils, liquefiable soils, organic deposits, waste like materials such as municipal solid wastes, sludges etc. The strength parameters need to be based on effective stresses and this is not done in most of the situations as direct shear tests are used for evaluation. As a result, some of the test results report high cohesion and low friction angle for normally consolidated soils which is in complete disagreement with concepts of critical state soil mechanics! This leads to overestimation of safety factors as most of the factor of safety equations demonstrate the overriding influence of cohesion term. It is hoped that the proposed workshops in association with NABL lead to better approaches for design and analysis in geotechnical practice. The Indian Geotechnical Conference held in Bangalore was very successful and the technical content, quality of lectures and the organization of the programs including the pre-conference workshop by the ISSMGE Technical Committee on Soil Structure Interaction and Retaining Walls (TC-207) were excellent. IGS places on record the sincere thanks and appreciations to the organizing Team of Prof. P V Sivapullaiah, Prof. Madhavi Latha, Prof. H N Ramesh, Dr. Parthasarathy, Prof. K.V. Vijayendra and others for the excellent work. The conference also became a fertile ground for announcement and initiation of many technical programs by various Technical Committees of ISSMGE representing IGS. Foremost is the International Symposium of Geotechnical Aspects of Heritage (ISGHS2019) scheduled to be held at IIT Madras during 16-18 September 2019 by IGS-Chennai Chapter and National Centre for Safety of Heritage Structure (NCSHS-IITM) with the support of ISSMGE (TC301). Let us support the conference, understand the latest trends and also pay rich tributes to ancient traditions in geotechnics which gave us the legacy of ancient heritage. I thank Prof. J T Shahu, members of the Executive Committee of IGS and members of different Sub Committees (SCs) during the term 2017-18, IGS office and many other experts for the contributions, cooperation and guidance in the mission of IGS. On behalf of IGS, I welcome the new EC team, sub-committee members and other experts who can contribute to geotechnical engineering through IGS. Wish you all a very and prosperous New Year 2019. During the period October to December 2018, many chapters conducted technical programs and communicated the reports to IGS. National Association of Testing Authorities (NATA), Australia is Australia’s leading autonomous body assessing the competence of organisations, implementing standards across the broad range of social and commercial fields, including mining and construction materials, health and pathology. The assessment by NATA increases confidence and trust in services, mitigates the risk and improves the tendering process. Since 1947, NATA is responsible for the accreditation of laboratories, inspection of bodies, and calibration services. It also provides reference materials and details of testing scheme providers throughout the Australia. Currently, NATA’s mutual recognition arrangements cover more than 60 organisations in Asia, Europe, the Middle East, Africa and the Americas. The list is expanding as the value of accreditation to international trade is recognised and NATA looks to the future and Australia’s place in the global market.

In the field of geotechnical and civil construction materials testing, NATA has provided its application document in ISO/IEC 17025 which recommends to follow the guidelines at each accredited site, including that for sampling and field testing. Any of the following test plans need to be endorsed by the NATA for the compliance with international standards.

In Canada, all geotechnical testing is undertaken by only certified or approved labs, who hire trained technicians. And, these labs go thru an accreditation process once in four years. The technicians working in the labs are qualified individuals (at least undergraduate degree or Master’s degree in Civil Engineering) even only college degree is a minimum qualifications. In some cases they receive additional training in university or research labs such that they are more familiar with ASTM or other regulatory protocols. Some testing is also undertaken by University labs; however, they are typically busy. In many cases, university help with some specialized tests. More specialized test results have to be certified by

NATA can also tailor its services to meet the needs of particular organisations. Indeed, NATA has a strong record of developing specialist accreditation programs for particular industry or professional needs. NATA has also extended its scope for accreditation to the following:

• Testing and Calibration (ISO/IEC 17025)

• Inspection (ISO/IEC 17020)

• Proficiency testing scheme providers (ISO/IEC 17043)

• Reference material procedures (ISO 17034)

• OECD Principles of Good Laboratory Practice

• Research and Development

Considerable information on geotechnical related information can be obtained from the website (https://www.nata.com.au/) by searching using geotechnical keywords.

a Professional Engineer, who is licensed. When licensed engineer signs the test results report, they are accountable.

Also, these technicians have professional licenses (or memberships from professional organizations) to conduct these tests. They are members of professional organizations and they have to renew their membership on a regular basis. Their membership is renewed only if they get their mandatory hours of training or education on an annual basis (it is about 20 to 40 hours training, annually). These technicians go to conferences or workshops or webinars on a regular basis and provide evidence that they are familiar with the state-of-the-art practice of laboratory tests / field tests.

IGS signs MoU with DIPM

DIPM (Defence Infrastructure Planning & Management) Council of India is a registered non-profit educational, literary, Scientific Society working in the field of Infrastructure Technology, Innovations, Sustainable Development, Project Management, Contract Management, Project Delivery, Skilling India etc. in general and Defence sector in particular, in Government/Public/Private sectors. It is an association of engineering officers of GoI working in different areas such as railways, defence etc. IGS and DIPM have signed Memorandum of Understanding (MoU) on 16th November 2018 at IIT Delhi to work together and create a common platform to share knowledge and help their members learn from Industry experts. Some key features of this MoU are given below:

DIPM Council of India & IGS shall exchange information on the latest developments in their respective areas that are of common interest, and jointly work in conducting programs to benefit the members of the infrastructure Industry.

DIPM Council of India will give due publicity to IGC by posting one promotional page on their website. IGS

will reciprocate by promoting DIPM Council of India exhibition and conference.

IGS & DIPM Council of India will consider sending Speakers with domain expertise to one another’s Conferences/Seminars to facilitate cross-flow of knowledge.

DIPM Council of India will authorize IGS to promote DIPM Council of India learning programs by offering these courses to IGS members at concessional rates.

IGS will welcome DIPM Members to attend IGS organised Education & Training Programs.

IGS and DIPM Council of India will make their publications available to the members of the two organizations at concessional prices.

DIPM Council of India would support the development of joint articles on the issues that concern DIPM and Indian Geotechnical Society.

DIPM Council of India & IGS will both encourage Members of their Society to apply for the membership of the other Society.

IGS Agartala ChapterNewly formed IGS Agartala Chapter organized a two-day National Conference during 2-3 Nov., 2018 on Geo-hazards and Future Developments of Civil Engineering and a formal inauguration of IGS Agartala Local Chapter also held on 2-11-2018. The Hon’ble Minister for Education (Higher & School), Law etc. Dept., Govt. of Tripura, Mr. Ratan Lal Nath graced the occasion as Chief Guest. The Hon’ble Director of NIT Agartala Prof. H. K. Shama addressed the gathering. A lecture programme also was organized in a Hotel at Agartala City with high level field engineers/academicians of State & Central Govt. and other organisations. In the Inaugural programme on 02-11-2018 morning in the Auditorium of NIT Agartala, more than 325 (approx.) participants attended. The programme was very much successful in presence of Prof. D. Choudhury of IIT Bombay, Prof.

IGS Baroda ChapterIGS Baroda chapter organised a two day national seminar on Software Applications in G eotechnical Engineering during 6,7 October,2018. The event is inaugurated by Prof Dr Arun Prata, Dean Faculty of Technology & Engineering, M S University of Baroda & presided by Prof Sarad Joshi, ex- Pro-ice Chancellor, M S University. Prof A V Shroff welcomed the dignitaries, experts , & delegates. Er H P Pandya introduced the dignitaries while Prof DL Shah explained the technical contents of the seminar.

G2 & ALP have delivered lectures on numerous applications of software in geo technology and exhibited the same by taking part in Exhibition which was inaugurated by PVC Prof Joshi. Various experts from IITs, consultants and academicians from various Universities presented various case studies utilising these softwares. About 150 delegates attended the seminar and participated in the discussion during seven technical sessions. At the end of first day, banquet was arranged on the eve of grand seminar followed by melodious orchestra musical evening program.

In concluding session, Prof Shroff introduced the dignitaries while Prof D L Shah summarised the proceedings of the seminar held during the two days. Dr R C Chobe, GMD-HR, Gujarat energy Training Institute (GETRI), Govt, of Gujarat gave convocation address & distributed the certificates to the delegates. Mr Santwani extended with vote of thanks to dignitaries, experts, representatives of the soft ware companies, sponsor & delegates.

Symposium on Women in Geotechnics – awardees with chief guests

IGS Goa ChapterGoa Engineering College (GEC) in collaboration with Indian Geotechnical society (IGS), Goa chapter recently organized its annual flagship event, Dr. Victor de Mello Goa lecture which was second in the series and delivered by his own son Dr. Luiz Guilherme de Mello from Sao Paolo, Brazil on 15th October. He delivered the lecture on “Some case studies with lessons to learn from Dam Engineering” which was the topic always at heart of Dr. Victor de Mello, who was Goa-born geotechnical engineer and internationally recognized authority in dams, the only Indian who delivered the prestigious Rankine lecture in UK in 1977. Speaking on the occasion, Dr. Luiz de Mello, Professor at Escola Politécnica Universidade de São Paulo and Director Vecttor Projects, Brazil, recalled his and his father’s memories of Panaji Goa. He presented the detailed and in-depth case studies of two major dams in Amazon basin of Brazil. Earlier, he inaugurated the Lecture series in the presence of Prof. Sivakumar Babu, President of Indian Geotechnical Society and Prof Deepankar Choudhury, Institute chair Professor at IIT Bombay and Executive Committee member IGS. Prin. V N Shet, Prof. K G Guptha, Prof. Purnanand Savoikar and Prof Nisha Naik were also present on the dais. Mrs.

Cecilia de Mello- wife of Luiz de Mello and Mr. Savio de Mello and Mr. Manuel Pereira, Victor’s close relatives were also present.

GEC toppers Ms. Mandira Mhablu Faldesai was presented with IGS Gold Medal for topping in M. E. foundation Engineering Exams of Goa University at the hands of Luiz de Mello and Prof Babu, while Ms. Manasi Sunil Raut was presented with IGS cash award of Rs. 3000/- for topping in Geotechnical Engineering subjects at third year B E. Civil Engineering of Goa University at the hands of Prof. Choudhury and Prof. V N Shet. Prof. Savoikar welcomed the delegates and laid down the purpose of the lecture series. Prof. Guptha, Prof. Shet, Prof Babu and Prof. Choudhury also presented their views. Prof. Savoikar presented the life sketch and notable contributions of Dr. Victor de Mello. Prof Smita Aldonkar compered the entire day’s event while Prof Shwetha Prasanna proposed vote of thanks. This lecture was followed by invited theme lectures on reliability analysis on filtration criteria and stability issues of tailing dam and canal sections in India during earthquakes by Prof. G. L. Sivakumar Babu, and Prof. Deepankar Choudhury. The event was sponsored by Atomic Energy Regulatory Board, Maccaferri, Alcon Industries and Indian Geotechnical Society.

The outstanding and illustrious women in the field of Geotechnical Engineering were honoured in the special symposium on “Women in Geotechnics” which was perhaps first of its kind in the country, to honour women who have phenomenal achievements in this field. Prof. Gali Madhavi Latha, Prof. IISC Bengaluru, Dr. R. Chitra, Joint Director, Central Soils and Materials Research Station, New Delhi, Dr. Neelima Satyam, Prof. IIT Indore and Ms. Minimol Korulla, Vice President, Maccaferri Environmental Solutions Pvt. Ltd. were felicitated at the hands of Prof. Babu and Prof Choudhury. Prof. Madhavi Latha presented talk on the foundations for Chenab bridge which she had designed while Dr. Chitra presented talk on embankment dams and she shared her research and consultancy assignments. Ms. Minimol presented the case studies on the flexible retaining structures she had designed including the prestigious Sikkim airport retaining structure. Prof Neelima presented her research talk on pile soil structure interaction. Prof. Nisha summarized the proceedings while Prof Sumitra compered the valedictory session and proposed vote of thanks. This technical mega event was attended by over 120 engineers and students from Goa, Maharashtra and Karnataka. Faculty and staff of civil engineering department contributed in the making this event a memorable one.

IGS Guntur ChapterThe IGS-Guntur Chapter in association with Dept. of Civil Engineering, Velagapudi Ramakrishna Siddhartha Engineering College, Vijayawada, Andhra Pradesh conducted a Three-day Faculty Development Program (FDP) on “Forensics in Geotechnical Engineering” from 15th to 17th November, 2018 Under

AICTE MARGADARSHAN. There was overwhelming response to this FDP and about 62 participants attended the FDP from various engineering colleges in and around Vijayawada and Guntur.

IGS Indore ChapterIndore Geotechnical Society, Indore Chapter in association with Civil Engineering & Applied Mechanics Department, SGSITS, Indore organised its very popular biannual activity namely National Seminar on Geotechnical Problems – Case Studies (NSGPC-18) on 13th October 2018. This activity

Madan Kumar, Head of Engineering, Keller India, Chennai, discussed on “Significance of Forensic Soil Investigation in Civil Engineering Industry”. Er. T. Rambabu, Superintending Director at UR Ground Engineering, Hyderabad, discussed on

The IGS-Guntur Chapter conducted “Annual General Meeting (AGM)” along with a technical lecture on 30th December, 2018. Total 26 members of IGS Guntur chapter attended the AGM.

There are three speakers for the technical session. Dr. G. Sridevi, Professor, BVRIT- Medak Dist., EC member of IGS national body, discussed on “Recycled Asphalt Pavement design”. Er.Y.Narasimha Rao, EE, O/o PR (PIU) APDRP, Visakhapatnam” discussed on “Automation of Engineering Work Flow”. Prof. M. Rama Rao, Head of Department, RVR and JC College of Engineering, EC member of IGS national body and Secretary of IGS-Guntur chapter discussed on “A Few Case Studies in Geotechnical Engineering Practice”.

L. Subramanyam Deputy Executive Engineer and In-charge of SE of R&B, Govt. of AP, Kakinada, discussed on “Piles/Piers for Bridges at Critical Locations and their Forensics”

Chapter, EC member of IGS national body briefed the programs conducted by the chapter in the year 2018 and discussed on programs planned in the year 2019. Er. Brahmaiya, Chairman of IGS-Guntur chapter, mentioned how IGS-Guntur chapter helped the field engineers in solving the various field geotechnical problems in and around Guntur. Er.

Third day of FDP started with inauguration function of VRSEC IGS Student Chapter and one speaker for the technical session. The Prof. M. Rama Rao, Head of Department, RVR and JC College of Engineering and EC member of IGS national body, gave inaugural lecture on Forensic Case Studies in Geotechnical Engineering. Dr. P. Harikrishna, Associate Professor at NIT Warangal, discussed on “Geotechnical Forensic Aspects of Kakatiya Monuments at Warangal”.

The FDP concluded with a prolific discussion by the participants with the resource persons followed by valedictory certificate distribution and feedback from participants.

K.S.R. Kutumba Rao, Treasurer, IGS-Guntur chapter, discussed about the accounts of the chapter.

The AGM, concluded with a prolific discussion by the members of IGS-Guntur chapter regarding various improvements to be done in IGS-Guntur chapter including chapter website and upcoming events.

The event started with the inaugural programme of the seminar and the Silver Jubilee Celebration of IGS Indore Chapter. Dr. G. L. Sivakumar Babu, the President, IGS was the Chief Guest while Dr. R. IGS Kochi ChapterA Symposium on “Landslides: Analysis, Mitigation and Case Studies “ was jointly organized by Division of Civil Engineering, School of Engineering, Cochin University of Science and Technology and Indian Geotechnical Society Kochi Chapter in association with Maccaferri Environmental Solutions at School of Engineering campus on 1st December, 2018. The objective of the symposium was to improve the awareness on the landslides in the context of severe rainfall and flood happened in Kerala during 2018 and to bring forward innovative approaches to make the slopes safe. As the state of Kerala is having large hilly areas which are prone to landslides causing risk to life and properties in the habituated places, it is the need of the hour to analyse the existing slopes, prepare map of land

risk hazards and implement effective strategies to eliminate the risk. For this purpose eminent speakers with wide industrial and research expertise were invited to deliver lectures on different aspects of landslides and to explain the state of the art methods available for landslide mitigation.

Dr. Glory Joseph, Head Civil Engineering Division welcomed the gathering and the organizing Secretary, Dr. K. S. Beena briefed about the relevance and objectives of the symposium to the audience. Sudhir Mathur, Dr.S.Sreekumar and Dr.Chandan Ghosh. Sri Sudhir Mathur shared his valuable experience about different case studies on vertical slopes and detailed about the use of geotextile in landslide mitigation. Dr. S.Sreekumar explained about the land slide prone areas in Kerala and stressed the importance of anthropogenic causes for soil failures. Dr.Chandan Ghosh presented the topic “Erosion and landslide control measures by Bioengineering”. The bio-remediation method for landslide mitigation using vetriver grass was explained in detail.The afternoon session was chaired by Er. P. IGS Ludhiana ChapterIndian Geotechnical Society, Ludhiana chapter in association of Department of Civil Engineering, Guru Nanak Dev Engineering College, Ludhiana organized a two day National Conference on Sustainable Waste Management through Design from November 2-3, 2018. Prof. G.L. Sivakumar Babu, President, Indian Geotechnical Society was the chief guest and Er M I S Saini Consultant from the New Delhi was the guest of honor during the inauguration. Leadership Award, instituted by Indian Geotechnical Society, Ludhiana chapter, was given to Er Daljeet Singh Sidhu, SDO PWD (Pb) and Prof. Harjinder Singh and Prof B S Walia, faculty of Civil Engineering Department, Guru Nanak Dev Engineering College, Ludhiana for their contribution to the geotechnical practice

in the region. Dr R Calay, eminent academician from Norway, graced the occasion as special guest. Chief Guest, Distinguished guests, Guest of honor and Special guest lighted the lamp and released the conference proceeding. The Springer Nature published the conference proceedings. Dr. Sehajpal Singh, Principal GNDEC Ludhiana honored all the dignitaries sitting on the dais.

Chairman of the conference Dr. K S Gill extended a warm welcome and briefed the audience about the conference and other associated activities. 204 delegates registered for the conference. A total of 8 invited papers were presented during the plenary session and 58 authors presented their research work during the three parallel technical sessions spread over two days; about 150 research papers have been received from various researchers from India and abroad and out of these, 70 papers had been recommended by a panel of reviewers for the presentation during the conference and publication in the conference proceeding. The symposium was well attended by delegates from various academic

institutions, Government departments and Construction industry. A total number of 231 delegates attended the symposium which included Government agencies like Irrigation, PWD, Soil Conservation, LSGD, KSEB, KITCO, CIAL, KMRL, BAI, APS, Cochin Shipyard etc. and a large number from Academia and Students from various engineering institutions. The symposium came to an end at 5.30 pm.

IGS Kolkata ChapterA half-day lecture meeting followed by an interactive session was held on 8th December 2018 at the Seminar Room-II (First Floor) of the Civil Engineering Department, Jadavpur University, Kolkata–700032. The speakers were Dr. Indrajit Chowdhury, Head, Civil Engineering Department, Future Institute of Technology, Kolkata and Dr. Rajib Sarkar, Asst. Professor, Civil Engineering Department, IIT (ISM),

Dhanbad. Dr. Chowdhury delivered lecture on ‘Static and Dynamic Response of Concrete Gravity Dams’. He discussed a simplified model; which may be solved using any spreadsheet program like MS-Excel, that is easier to handle and yet arrive at an acceptable result which is comparable to the existing EFM solutions. Dr. Sarkar discussed on a Topic on ‘Seismic Response of Concrete Gravity Dam considering

Dam-Reservoir-Foundation Interaction: Case Study of Koyna Dam’. To show the combined effect of interaction of the three systems namely dam, reservoir & foundation the case of Koyna Dam was discussed. The lecture session was attended by many practicing engineers from different industries, academicians and members of Kolkata Chapter of Indian Geotechnical Society. A.U. College of Engineering called upon the civil engineers to be good and do good things for quality constructions. Prof. G.V.R. Srinivasa Rao, Head, Department of Civil Engineering, presided over the function and explained the importance of the work shop in light of present urbanization scenario and need for such works to expose the practicing engineers to good practices in execution of projects. Prof. C.N.V. Satyanarayana Reddy, Coordinator of the workshop presented the details of workshop and stressed the need for quality soil investigation and construction of new structures without affecting the stability of neighbouring structures.

ISSMGE TC-207 Workshop on “Recent Advances in Retaining Walls and Soil-Structure Interaction” was organized jointly by ISSMGE, Indian Geotechnical Society and IGS Bangalore Chapter as a pre-conference workshop of IGC-2018 in the B K Ramiah Hall of National Science Complex of Indian Institute of Science on 12th December 2018. About 100 delegates participated in this workshop. The workshop was inaugurated by the ISSMGE Vice-President (Asia), Prof. E.C. Shin, President of IGS, Prof. G. L. Sivakumar Babu, Honorary Secretary of IGS, Prof. J. T. Shahu, Secretary of ISSMGE TC-207, Prof. Deepankar Choudhury, Chairman of IGC-2018, Prof. P. V. Indian Geotechnical Society has been in the forefront of advancing geotechnical engineering practice in the country. It is essential that many professional organizations such as soil investigation agencies, consultants and designers, contractors, manufacturers of various products such as testing equipment, geosynthetics, ground improvement contractors, geo-environmental companies involved in testing of soils for contaminants, dewatering contractors, etc join the Indian Geotechnical Society as associates with the objectives of delivering quality geotechnical services in India and abroad. The following are the criteria for admission and the membership benefits.1. Experience of at least 5 years in geotechnical services/

products.2. Willingness and commitment to participate in IGS activities.

Must participate in IGS activities at least once in three years in the form of attendance at IGS seminars / conferences /stalls and events.

3. Should have minimum 3 qualified personnel with a minimum of 5 years individual relevant experience. Employees or owners must have written at least three technical papers in conferences.

IGC-2018 was held at the National Science Complex of Indian Institute of Science, Bangalore during 13-15 December 2018. The conference was a grand event with about 700 participants. The conference was inaugurated on 13th December in the presence of the President of IGS Prof. G.L. Sivakumar Babu and the Chief Guest, Prof. E C Shin. The IGS annual lecture titled “Novel Techniques to Simulate and Monitor Contaminant-Geomaterial Interactions” was delivered by Prof. D. N. Singh of IIT Bombay. The conference had 13 keynote lectures that were presented by Prof. David J. Frost (Georgia Institute of Technology, USA), Dr. V. R. Raju (Keller, UK), Prof. Gopal S. Madabhushi (University of Cambridge, UK), Prof. Buddhima Indraratna (University of Wollongong, Australia), Prof. B. V. S. Viswanadham (IIT Bombay), Prof. E. C. Shin (Incheon National University, South Korea), Prof. Anand J. Puppala (University of Texas at Arlington, USA), Prof. K. S. Rao (IIT Delhi), Prof. Vikas Thakur (NUST, Norway), Prof. Deepankar Choudhury (IIT Bombay), Prof. R. G. Robinson (IIT Madras), Mr. Ravi Sundaram (Cengrs Geotechnica Pvt. Ltd., Noida) and Prof. S. K. (EI Technologies, Bengaluru), Mr. Anirudhan I.V. (Geotechnical Solutions, Chennai), Prof. S. Sreedeep (IIT Guwahati), Prof. T. V. Bharat (IIT Guwahati) and Prof. Dasaka S. Murty (IIT Bombay). A Springer book volume titled “Frontiers in Geotechnical Engineering” comprising of the keynote and theme lectures of the conference, edited by Prof. G. Madhavi Latha was released during the inaugural session.

About 800 abstracts were submitted to the conference, out of which 313 full-length papers were accepted for inclusion into the proceedings of the conference. These papers under

A BREIF REPORT ON IGC-201812 different themes of the conference were presented during the conference in 19 Oral presentation sessions and 10 digital display sessions. For the first time, IGC had digital displays replacing printed posters, enabling presenters to have several slides of content and to embed videos and animations to have more interactive discussions. On 12th December, ISSMGE TC-207 workshop on “Recent Advances in Retaining Walls and Soil Structure Interaction” was organized as a pre-conference event. Editorial Board Meeting of Indian Geotechnical Journal was held on 13th afternoon. The Annual General Body Meeting of IGS was held on the evening of 13th December. One of the major attractions of IGC-2018 was the “Women in Geotechnical Engineering Session” held on 14th afternoon. In this session, 10 eminent women geotechnical engineers of India have given tech talks. The speakers were Prof. Shobha K. Bhatia (Syracuse University, USA), Dr. Sridevi Jade (C-MMACS, Bangalore), Ms. Minimol Korulla (Maccaferri Environmental Solutions Pvt. Ltd., New Delhi), Prof. Priti Maheshwari (IIT Roorkee), Prof. Prishati Raychowdhury (IIT Kanpur), Ms. Swati Meherishi (Springer, New Delhi), Prof. Neelima Satyam (IIT Indore), Dr. Aruna Kumari Garaga (WorleyParsons, Hyderabad), Dr. Paramita Bhattacharya (IIT Kharagpur) and Dr. Divya P. V. (IIT Palakkad). The objective of this session was to inspire many young girls to take up geotechnical engineering profession. The session was a big hit with its hall-full of audience and energetic speeches.

A well-planned 3-day spouse programme kept the accompanying guests busy and entertained. A grand cultural event followed by conference dinner was arranged on the evening of 14th December. Best presenter prizes sponsored by Springer were given to 20 student presenters. Closing session on 15th was a cheerful event, with lot of positive feedback about the conference.

Monograph on Malpa Landslide DisastersA monograph on Malpa landslide disasters of 18 August 1998 and 14 August 2017 was released by Professor B.L Deekshantulu on 14 December 2018 at the Annual Convention of the Indian National Science Academy of Engineering . It is the product of a Medium Term Research Study coordinated by Dr R.K. Bhandari as the Chairman of the INAE Forum on Disaster Mitigation and reflects on lessons learned based on intensive scientific study of the published and unpublished literature, interactive discussion between the domain experts, interviews with the first responders, survivors and eye-witnesses, and a national level roundtable meeting.

Jointly published by INAE and CSIR-National Institute of Science Communication and Information Resources(NISCAIR), it was formerly presented for dissemination at the inaugural of the 18th Indian Science Communication Congress, dedicated to discuss 200 Years of Science Journalism in India. This event was organised on 20 December 2018 by CSIR-NISCAIR, jointly with the Academic Partners, Indian Science Writers’ Association, Society for Information Science and the Indian Science Communication Society.

The monograph, inter alia, includes an analysis of Malpa landslide by Professor Mahendra Singh, Convener of the Disaster Management Committee of the Indian Geotechnical Society. It is modestly priced ; a copy of which can be obtained from Director, CSIR-NISCAIR, New Delhi.

GUIDELINES FOR THE FORMATION OF STUDENT CHAPTERS OF IGSNeed for formation of student chaptersThe scope of Geotechnical Engineering expanded significantly in the last 30 years whereas the coverage of geotechnical engineering in the curriculum is limited to two/three subjects and a maximum of two electives in some institutions and colleges. The syllabus is restricted and as a result, many students are not exposed to the wide coverage of current trends and exciting professional/teaching/research opportunities in geotechnical engineering. There is a need to motivate students to give exposure to careers and opportunities in this area and also develop leadership skills among students which will help them in their career. Student chapters provide an opportunityfor Bachelor Degree students of 2nd, 3rdand 4th year in Civil Engineering and Master’s Degree students of Geotechnical Engineering program. Activities such as seminars/workshops/lecturesconducted by student chapters under the guidance of faculty coordinators from the Institutions/colleges and the members of local chapters will significantly help the student community.A student chapter may be established at any university/institute with the following qualifications:• University/Institution has a Bachelors’ in Civil Engineering/

Master’s program in Geotechnical Engineering/Soil Mechanics or equivalent.

• University/Institution has one full-time faculty member who isIGS Fellow/ Member/Associate Member and who agrees to serve as a faculty advisor.

• The chapter will have a minimum membership of 12 students and if the college has Master’s program in Geotechnical Engineering or equivalent of Civil Engineering or related engineering or technology, these students can also join in the chapter and advice and motivate the young members from undergraduate program.

When to submit an application for Student Chapter?Stage – I1. The student group shall approach IGS member(s) of the institute

with a proposal and obtain his/their consent to mentor them;2. Obtain endorsement of the proposal by the Head of Civil

Engineering department and the endorsement of the proposal by the IGS local chapter in whose jurisdiction the institute islocated;

3. Student members may join and form a student chapterby paying a nominal amount of INR 250 towards annualmembership to the student chapter. These funds shall be maintained by them for useas a corpus to organize technical events. The college can also support the student chapter financially.The leadership committee formedwithin the students will organize technical events such as guest lectures/seminars/workshops/field visits etc. for the students to undertake and learn from.

The followingofficers are to be appointed with the help of IGS member(faculty):

• A student chapter President • A student chapter Vice-president • A student chapter secretary • A student chapter treasurer These officers need to be nominated/elected from the group

members.Attached is a description of the Student officer functions.The activities that Student Chapter can do are as follows:

• Creation and maintenance of homepage of student chapter

• Host lectures of engineers/professionals in civil/geotechnical engineering

• Invite professional organizations for lectures and also explore possibilities for internships

• Use online materials from ISSMGE/IGS and other related sources for discussion/presentation/knowledge enhancement

• Organise debates/lectures/quiz programs among students • Participation in programs such as Swatch Bharath/Save

planet etc. • Develop oral and written communication skills bypreparing

presentations/ articles for Magazines/Newsletter • Organise/participate in annual programs such as GEOFEST

along with student chapters of other colleges4. The leadership committee shall organize technical events in

the institute with the help of faculty mentor(s) for one year by using the corpus fund/college support, which shall be managed by the faculty mentor and the Student Chapter leadership;

5. Shall participate as volunteers and student delegates invarious technical events organised by the local IGS chapter;

6. Completion of one year of successful operation under the effective guidance of the IGS members/chapter in whose jurisdiction the institution is located;

7. The database of students will be maintained by IGS local chapter and student members will be givenCertificates of participation/awards by the local chapterof IGS.

Stage – II1. On Completion of one year of successful operation under

the effective guidance of the IGS members/chapter a formal application shall be submitted along with the details of all the events organised in one year;

2. The application for the student chapter shall be formallyendorsed by the head of the institution and IGS local chapterto establish an IGS Student Chapter and attain the official recognition of the Committee on Student Activities of IGS NationalExecutive Committee.

3. Once the Chapter is officially recognized, it will be listed inthe IGS homepage and the chapter is expected to continueits activities and promote geotechnical engineering.

4. The student chapter needs to submit annual progress reportto maintain the student chapter status;

5. A student chapter will lose its status and become dormant, if the annual reports are not submitted.

Benefits for students1. Contributes to developing leadership skills and public

relationship skills 2. Creates interest in the subject, motivation and passion in

engineering professional work3. Creates opportunities for internships and jobs4. Improves chances of admission in Masters program abroad

and the work done as student member can be indicated in the Statement of Purpose (SoP)

Institute of Technology, Silchar extend a hearty invitation to

the Young Geotechnical Engineers of age below 35 years in

the country to participate in the Seventh Indian Young

Geotechnical Engineers Conference (7IYGEC-2019) to be

held at NIT Silchar on 15-16th March, 2019

IGS SILCHAR CHAPTER

The Silchar chapter of the Indian Geotechnical Society

(IGS) started its journey as 42nd

chapter of IGS on 14th

May, 2017 with an aim to spread the recent advancement

on geotechnical engineering among academicians, research

scholars and construction engineers in the North Eastern

part of the country. The office of the chapter is housed at

NIT Silchar. The chapter has organized two National

Conferences, one Regional Geotechnical Students meet and

one workshop with field engineers since its inception

NIT SILCHAR

National Institute of Technology Silchar was established in

1967 as a Regional Engineering College in Assam.

However, the first batch was admitted in 1977. It was

upgraded to the status of National Institute of Technology

in 2002 and was declared as an Institute of National

Importance. At present the Institute has eleven departments

covering all the major branches of Engineering and Science

and offering B.Tech, M.Tech, MSc, MBA and PhD

programs.

Local chapters are the vital links between IGS main body and members. Effective functioning of the local chapters makes Indian Geotechncal Society very vibrant and improve the quality of professional services and education in the country. The local chapters are the media which connect professionals and students and energise the whole system. Towards these objectives the following tasks need to be fulfilled by the local chapters.1. Creation and maintenance of the homepage of the chapter.2. Maintenance of local chapter directory updated with

affiliations3. Categorization of members (professionals, academia, students

etc to help in understanding the interests of specific groups)4. Facilitate creation and handholding of student chapters in

organising the activities5. Give representation to students and young members (two

members each) and seek their help in maintenance of homepage, conference organization etc. Student members will not have

TIPS for Effective Performance of Local Chaptersvoting members until they complete the graduation and become members of IGS

6. Facilitate affiliate members of local chapters to life members of IGS within two years of their joining local chapter as affiliate member.

7. Organization of general body meeting, technical programs such as workshops, seminars, expert lectures, field visits, use of ISSMGE webinars and other related technical matters, giving certificates to student chapter members in different colleges under their jurisdiction, newsletter etc.

8. Submission of activity report for newsletter, accounts information as well as activities information by November 15th every year for discussion in chapters meeting during annual conference of IGS.

It is hoped that the local chapters adopt the above to serve geotechnical engineering profession better.

The GDS Resilient Modulus Testing System (RMTS) enables the resilient modulus and permanent deformation of unbound base/sub-base pavement materials to be determined. The system, based around the GDS ELDYN, uses an axially-sti� load frame with a beam mounted electro-mechanical actuator to apply dynamic cyclic axial loads, with a GDS triaxial cell used to con�ne the test specimen. A number of options are also available for measuring axial deformations, ranging from localised LVDTs to external linear potentiometers.
