A lot of discussion has been happening this past year in St. Paul regarding broadband availability in rural Minnesota and the continuation of the Minnesota Border-to-Border (B2B) Broadband Grant Program. 2016 marks the third straight year of B2B grant dollars being made available to Internet providers across the state. Both the Governor and the Legislature proposed varying amounts of money to fund the B2B Broadband Grant Program for another year with the Legislature fi nally settling on $35 million, which the Governor approved.

According to the Minnesota Offi ce of Broadband Development website, “the legislative focus of this grant is to provide state resources that help make the fi nal case for new and existing providers to invest in building infrastructure into unserved and underserved areas of the state. Infrastructure has been its primary focus. The grants can provide up to 50 percent of project development costs, and the maximum grant amount is $5 million.” The grant application process started in July of this year and applications were due to the Offi ce of Broadband by October 3rd.

Your Garden Valley Board of Directors have approved for Garden Valley to apply for a B2B grant for the rural Thief River Falls area. Specifi cally, the portion east of the city extending to the current Garden Valley service territory. This area consists of 355 homes and businesses which do not have access to quality high speed Internet service. Certainly, not speeds that meet the minimum state speed goals of 25 Mbps download and 3 Mbps upload.

The proposed project area is very rural with extremely low population density. Making a business case work to provide services within this area without a grant or other support is nearly impossible. The fi nancial plan proposed by Garden Valley requests a 48% grant from the B2B program.

So, what happens now? Entities wishing to challenge applications received by the Offi ce of Broadband, such as the one submitted by Garden Valley, had until November 7th to do so. Now the Offi ce of Broadband is reviewing the applications and may have an announcement made as to the companies receiving grant awards by the end of the year. Should Garden Valley be successful and awarded a grant, we plan to start construction right away in 2017.

In the previous Voice of The Valley issue Tim Brinkman updated members on how well the construction phase of the fi ber to the home (FTTH) project in the city of Bagley went and that we were able to start construction in the city of Fertile due to being ahead of schedule. Weather conditions have been favorable to staying ahead of schedule and we are grateful for that. I wanted to talk a bit more about Garden Valley’s fi ber to the home project. The importance of your cooperative’s continued investment in fi ber cannot be overstated. That investment began in 2004 with the fi rst subscriber cut into service in 2006. Over 1,200 cutovers will occur in the cities of Bagley, St. Hilaire and Fertile over the next six months. This will be the most cutovers the company has ever done in a “cutover season”. This is quite an impressive undertaking which requires a great deal of planning and coordination throughout departments. Almost every department within your cooperative is involved one way or another in the fi ber to the home project.

Each cutover provides a wonderful opportunity for Garden Valley employees to interact with our valued subscribers. A Garden Valley customer service representative (CSR) will call every subscriber to set a date and time for that person’s fi ber cutover because access to the home (or business) is needed to move existing services from copper plant to the new fi ber optic plant. The CSR will explain how the new fi ber will enhance the Garden Valley services the subscriber already has and/or introduce services that are now available due to the fi ber cutover including synchronous, unlimited data Internet service with speeds up to 1 Gigabit.

You might ask why is this so important? It is important because many businesses can not operate without Internet service. The need for Internet in homes is increasing too and the need for faster speed in the home is growing with it. According to some studies, the average home will have 50 devices connected to the Internet by the year 2020. How many devices does your home have today? You might be surprised. Many modern electronic devices in a home will connect to the Internet such as TV’s, computers and portable devices, such as iPads, appliances, thermostats, security systems and each cellular phone in the home, just to name a few. If your Internet is not as fast as you would like, this could be the reason.

For those subscribers still on Garden Valley’s copper plant, Garden Valley continues to invest in the latest technology to maximize the amount of bandwidth we can bring to your home or business.

Garden Valley has received two national awards this past year that are directly related to the company’s investment in fi ber to the homes and businesses. On page six of this newsletter you can read about the Smart Rural Community Award the company was awarded. This is a very impressive award and we are very proud to be recognized for our advanced technology. Garden Valley has also been recognized by NTCA as “Gig Certifi ed”. This too is a remarkable achievement because to be “Gig Certifi ed” a company has constructed and cut over into service at least 95% of an entire exchange. By the end of this cut over season Garden Valley will be Gig Certifi ed in 15 of the 24 exchanges we serve.In a nutshell, Garden Valley continues to live up to its tagline of being “Your Technology Leader”.

Established in 1994, the Foundation for Rural Service (FRS), in cooperation with NTCA--The Rural Broadband Association, seeks to sustain and enhance the quality of life throughout rural America by advancing an understanding of rural telecommunications issues. In keeping with its mission, furthering the education of rural youth is one of the Foundation’s primary focuses. Garden Valley Telephone Company is a member of NTCA and is proud to support the FRS in this worthy endeavor. Please encourage students to participate in these great opportunities.

Here’s Your Chance to Win a $2,500 College ScholarshipIn 2017, FRS will award a number of scholarships to rural high school seniors. Should a student from the Garden Valley Telephone Company service area be selected to receive one of the scholarships, FRS will award $2,000 and we will contribute an additional $500 to the scholarship, bringing the total one-time scholarship award to $2,500.

In addition, four $5,000 FRS Staurulakis Family Scholarships, two $1,500 TMS Scholarships and one $7,000 Everett Kneece Return to Rural America Scholarship will be awarded. Students who are majoring in math, science, engineering or medicine will be given preference for the Staurulakis Scholarship.

Each applicant must:

• Be a graduating high school senior.

• Be a United States citizen.

• Be sponsored by a current NTCA member. In other words, receive telecommunications service from Garden Valley Telephone Company.

• Be accepted by an accredited 2- or 4-year college, university or vocational/technical school.

• Have at least a C grade point average (GPA).

• Express an interest to return to a rural community following graduation.

Scholarship applications and detailed instructions may be obtained from the school superintendents in our service area, or the FRS website at www.frs.org. Each application requires a 300-word essay on one of three specifi c topics, completion of the Educator’s Statement by a high school teacher or guidance counselor, a letter of recommendation from a local community leader, a recent grade transcript, and Garden Valley certifi cation. Although the form indicates that completed applications should be mailed directly to the FRS, we are asking that all completed applications be returned to Garden Valley by February 10, 2017. We will then see that the applications are forwarded to the FRS. Applications postmarked after February 10 may not meet FRS’s cutoff date and, therefore, will not be accepted.

Youth Tour OpportunityAgain, Garden Valley is happy to sponsor two students to attend the NTCA Foundation for Rural Service (FRS) Youth Tour. Two high school students, age 16 or 17 at the time of the tour, and who receive telephone service from Garden Valley in District 4 (McIntosh or Winger exchange) or District 5 (Fosston or Lengby exchange), may be eligible to win an expenses paid trip to Washington, D.C. for this FRS Youth Tour.

The FRS Youth Tour will be held in Washington, D.C., on June 3 through June 7, 2017, for high school students who are age 16 or 17 at the time of the tour. The Youth Tour introduces the students to the telecommunications industry within a legislative context.

If interested, please submit (before February 3, 2017) an essay-style letter of application explaining why you are interested in attending and why you should be chosen to represent Garden Valley at the Youth Tour. Also, please provide your date of birth, parents’ name, address and telephone number. Direct letters of application to the Personnel & Administrative Manager, Garden Valley Telephone Company, P.O. The two high school students chosen to represent the cooperative will be expected to visit Garden Valley in Erskine prior to their trip, and provide a photo and report following their trip that may be used for our cooperative Voice of the Valley newsletter.

College Scholarship & Youth Tour Opportunities

Scholarships and one $7,000 Everett Kneece Return to Rural America Scholarship will be awarded. Students who are

Garden Valley Named as ‘Smart Rural Community Award Winner’

NTCA–The Rural Broadband Association recognized Garden Valley as one of 12 companies in rural areas of the United States that have earned Smart Rural Community Showcase awards as part of the association’s initiative to highlight eff orts that make rural communities vibrant places in which to live and do business.

The goal of the NTCA Smart Rural Community initiative is to foster the development of smart communities throughout rural America and Canada by encouraging innovative implementation of broadband solutions and access to next-generation applications for distance learning, telehealth services, public safety and security. Smart Rural Community provides educational programming, matching grant resources and an award program to recognize top-performing communities. Last week, NTCA recognized Garden Valley as a service provider that represents Smart Rural Community principles.

Garden Valley was recognized for their advanced technology off ered to businesses, schools, hospitals and the residents they serve. Garden Valleys’ eff orts were judged by a panel of experts from the fi elds of telecommunications, agriculture, technology services and civic engagement and public safety. “Garden Valley is honored to receive this award and understands the impact broadband has on the youth and communities they serve in the rural areas,” said Tim Brinkman, CEO/General Manager.

NTCA Smart Rural Community award recipients were recognized at a gathering of more than 1,100 rural telecom leaders in Indianapolis. In addition to receiving national and local recognition for their extraordinary eff orts, the selected award recipients will join recipients of prior-year awards to formulate best practices and assist other rural communities in the implementation of innovative, broadband-enabled solutions to drive economic and community strength in rural areas throughout the nation.
