Wow, what a crazy winter so far, 45 degrees one day, -20 degrees the next day. It is doing a number on the roads, some of the worst frost heaves and pave-ment damage I can remember. Perhaps the poor condition of the roads will encourage our legislators to finally allocate additional funds for transportation improvements. March is our annual meeting at UNH and one of my top five favorite meetings of the year. This year we are initiating a new format for the March meeting that we hope will be well received and become a tra-dition. In the past we have had student presenta-tions and struggled to find additional topics that
would be interesting to students and professionals alike. The new format will still include student presentations, but will now include member presenta-tions. Members, as selected by the Professional Development Committee based on submitted abstracts, will be allowed to provide 15-20 minute presen-tations on projects they have completed. It is anticipated that this format will allow members to present projects interesting to both students and profes-sionals, sharing of experiences with professionals while show casing interest-ing projects to potential future employees (students). The March meeting was specifically scheduled at UNH to get better student participation so do not hesitate to mingle with the students and discuss engi-neering, golf, or whatever. Thanks again to the UNH Engineering Department who always welcome SENH and are instrumental in providing a great facility for our meeting. Congratulations to Ben Pratt, PE (NH Engineer of the Year) and our very own Josif Bicja, PE (NH Young Engineer of the Year). SENH Member, Josif Bicja, P.E., has been selected by a jury of his peers from New Hampshire’s engineering societies as the 2014 New Hamp-shire Young Engineer of the Year. This distinguished award was pre-sented February 20th at the annual Engineers’ Week banquet in Bed-ford, NH. Structural Engineers of New Hampshire (SENH) nominated Josif based on his record of professional accomplishments, service to his profession, promotion of engineering, activity in the community, and dedication to his family. Josif is a graduate of the University of New Hampshire where he re-ceived both his BS (2003) and MS (2006) in Civil Engineering. He is employed by Hoyle, Tanner & Associates, Inc. and maintains profes-sional licensure in New Hampshire and is active in a number of profes-sional associations including the Structural Engineers of New Hamp-shire, National Society for the Preservation of Covered Bridges and Ver-mont Covered Bridge Society. Josif’s professional experience spans 10 years in the design, rehabilita-tion and inspection of numerous steel and concrete bridges as well as covered bridges. He has served as a structural design engineer, con-struction inspector and construction administrator on bridge projects for NHDOT, MassDOT, VTrans and NYSDOT and has extensive experi-ence and familiarity with the latest load resistance factor design meth-ods. While Josif has extensive experience with all typical bridge types, he has become a leading technical authority on covered bridges having provided inspection, design, analysis or construction inspection for 13
covered bridges. He has shared this knowledge with the engineering community and general public through 5 presenta-tions to date on the subject at local and national conferences. Josif and his wife Poli reside in Manchester, NH with their two daughters Olivia and Elena. He is a devoted father and often spends his evenings ‘engineering’ dollhouses or other toys for his girls .

Engineers Without Borders will present their project in Uganda. In January four stu-dents and their adviser Dr. Tom Ballestero traveled to the village of Lukodi, Uganda to finish the implementation of a clean water project, which involved well head protection and well disinfection. On the trip they also assessed for a new project within the same district. They met and evaluated six schools in the sub-county with projects ranging from latrines to an auditorium. Students Without Borders will present their recent project in Peru. The project consist-ed of a water distribution and filtration system that involves laying new pipelines and implementing two slow sand filters to clean the water. This May a travel team intends to lay the pipeline with the help of an local NGO, GlobalAware, and implement pilot slow sand filters for collecting data for the full scale models.

1. SENH President Josh Lund opened the SENH Business Portion of the meeting. He gave a brief budget update stating that the finances are in good standing. He stated that dues renewals were coming up and asked members to be prompt in renewing. He mentioned that Engineers Week was February 16th through the 22nd and that the traditional banquet would be
held on February 20 in Bedford. He discussed that the Board of Directors and the Professional Development Committee (PDC) is working on having
member presentations in an upcoming meeting. He said that it would likely be during the March meeting at UNH and gave a brief description of the process for selection. He mentioned that the UNH meeting will also include many stu-dent presentations and asked for a good turnout at this meeting.
He turned the meeting over to PDC chairman Josif Bicja to introduce the technical presentation of the evening.
Presentations NHDOT Bridge Program Update - "New Hampshire Bridges - Challenges and Issues" , Presented by Mark Richardson, PE (Administrator of NHDOT Bureau of Bridge Design) Mr. Richardson started with a discussion of the current Preliminary Bridge Data saying that the State's Red List has grown to 148 bridges and the Municipal Red List has grown to 359. In light of this NHDOT has increased their bridge preservation ef-forts to help reduce the rate at which bridges are added. He then presented the revised way NHDOT is estimating Bridge Costs and Needs. As a result of this new approach he stated "The Current funding levels provide only enough to preserve and main-tain the bridges on the Interstate system and most of the bridges on the Primary system." The current funding levels fall short by nearly $750 million annually when they evaluate the next 50 years. He went on to present potential bridge fund allocations based on NHDOTs new Tiered Roadway Classifications. He compared the cost of a $0.04 increase in the gas tax to other monthly utility costs and found that this tax increase would cost the average family only $19.20 a year compared to $ 825, $1,160 or $2,544 for cell phones, electricity, and heating oil respectively. He closed with a brief update of the Sarah Long Bridge Replacement Project, The Sarah Long Bridge Vessel Impact, and the Memorial Bridge Replacement.

Technical Presentation on the "Design Innovations & Fabrication Challenges of the Memorial Bridge" US Route 1 over Pisca-taqua River - Portsmouth, NH, Presented by Jerry Zoller, PE (Project Engineer at NHDOT Bureau of Bridge Design) Mr. Zoller gave an in-depth look at the history of the original Memorial Bridge and the challenges of the new construction. The original bridge was designed by John Alexander Low Waddell and was opened in 1923. The bridge serviced as a primary cross-ing between Portsmouth NH and Kittery ME for 88 years until its closure on July 27, 2011. At the time of its closure it served over 12,000 vehicles and 1,500 pedestrians & cyclists daily. The Design-Build team of HNTB and Archer Western Contractors received the winning bid to provide the new bridge in an aggressive 19 months. The new bridge was designed by Ted Zoli, PE and was intended to visually similar to the original bridge. Mr. Zoller gave description of the following innovations to be included in the new bridge:
Move the control house to a flanking span in order to reduce the truss depth by 13-feet. Stow the lift span machinery below the deck. Two machinery room that are connected by a cross shaft to control skew and speed of the lift span. The use of a ship anchor chain as balancing chain. The use of a lighter "bicycle wheel" sheaves with more spokes to increase strength. Eliminate the use of gusset plate connections and replace with curved flange plates. Move the main trusses outside of the sidewalks and away from roadway salt. The use of 100% zinc metalizing - the longest industrial coating available.
He went on to give presentation of photos showing the fabrication of the truss spans, the sheaves, trunnions, gears, and wire ropes. Then he concluded with a photo documentation of field erection. The bridge was opened to traffic on August 8, 2013 with a ribbon cutting ceremony that was performed by the Eileen Foley. The same woman whom cut the ribbon 90 years ago for the original bridge. Technical Presentation on the "King Road Grade Separation, Burlington, Ontario", Presented by Jonathan Davies, PE, Jeff Long, PE, and Jeb Pittsinger of Hatch Mott MacDonald The trio of presenters discussed the design and construction of the grade separation at King Road. The existing condition in-cluded an at grade road / railway intersection. The intersection carries approximately 200 trains (freight and passenger) and 8,000 vehicles per day in a suburban neighborhood. The challenges of the project included no interruption to freight service and minimal impacts to vehicles and passenger trains. Although several options were evaluated the Accelerated Construction Technique was chosen. This technique included the construction of a cast-in-place concrete box culvert adjacent to the tracks. The box was 26ft tall, 61ft wide, and 65ft long weighing approximately 2500 tons. Mr. Long gave a brief overview of design challenges such as working with multiple governing code authorities and calculating jacking forces for such a large structure. Mr. Pittsinger walked the audience through the construction process which included the 7 weeks to build the cast-in-place box culvert. They completed their presentation with a video showing time lapse video of the 72 hour road/passenger train closure period and box jacking procedure. Upcoming UNH Spring 2014 Career & Internship Fair Tuesday March 4th
The UNH Spring 2014 Career & Internship Fair will be held at the Whittemore Center Arena on Tuesday March 4th from noon to 4 PM. I am once again asking the SENH members to first and foremost consider hiring the UNH Civil Engineering students for internships or full time employment upon graduation. If you know of an open position your firm is looking to fill, let me know ahead of time so I can share that good news with the students. Or if you want your own table, I think there is still time to register your firm for the Spring Fair.
If the need to hire does not come upon you (or your firm) until after the fair, have no fear. I will have collected resumes from the students who are looking for summer gigs and from those hoping for more full time opportunities in structural engineer-ing. Just let me know and I will whisk a subset of those resumes that are best suited for your job opening.
I have asked and encouraged in past years, for this spring fair I IMPLORE at least one of you fine SENH folks to join me for the afternoon. Before each job fair, Dr. Cook reminds these students how important it is network with our organization. The line forms up and never stops. It really is very rewarding to spend time with the students and they very much appreciate the attention given to them.

ZACHARY CHABOT AWARDED THE SENH 2014 SCHOLARSHIP SENH wishes to congratulate the UNH student who was selected to receive the 2014 SENH Scholarship. The committee of SENH members that reviews the applica-tions each year selected this student, because of his aca-demic achievements along with his involvement in the academic community and extracurricular activities. He is a Junior in the UNH Civil Engineering program and has set his sights on a career in structural engineering. His current and planned course work is reflective of that goal.
Zachary Chabot is pursuing a B.S. in Civil Engineer-ing. He intends to work towards his Master’s Degree in Civil Engineering after graduating in 2015. Outside the classroom, Zachary has held internship positions and is a key member of the UNH Track & Field team.
