It’s time to get busy. I hope the new season will be a successful one for all members. Non-members not so much. Many of us are still struggling to keep up with all the new regulations including the federal requirement for Sexual Harassment training. Remember you must have this done by October 9, 2019. It applies to all companies - NO MINIMUM employees. It seems the never-ending stream of regulations never stops. The most important thing is this an annual event. Con Edison has been implementing the requirements for Operator Qualification Covered Task 87. The Yellow Book has been updated and some forms have been changed. There has been some movement on the Con Edison embargo front. National Grid in NYC is attempting to also have a new pipeline brought into their territory. They have imposed an embargo in NYC. Con Edison has publically stated that if the National Grid pipeline is not approved they may extend their embargo southward into NYC. The Westchester County Board of Plumbing examiners has seen a shakeup in its composition. One of our Board members has been removed and replaced by another licensed plumber. We believe we should have at least two seats on the Board. At the last meeting there were some indications that there may be an attempt to enforce the journeyman “rule” again. The last time this was done did not have the desired effect of curbing unlicensed plumbing. It was a major inconvenience for all licensed master plumbers. We also discussed ways the Board could combat the plague that is cover-up plumbing and the use of unlicensed plumbers. Come to the meeting to hear the latest updates and to have your voice heard. The next membership meeting is scheduled for Thursday, September 26 th at The Cabin Restaurant at 6:30pm. IMPORTANT!!!! Meetings have been very well attended so we will now be taking advanced reservations to secure a seat for dinner! Meeting cost including dinner is $40.00 per person. Con Edison Gas Presentation at September Meeting

We are pleased to inform you that Con Edison will be making aspecial presentation at the September 26, 2019 membershipmeeting. The main topic of the meeting will be theenforcement of the new Operator Qualifications requirements.They will also discuss other issues with scheduling and Con Edresponse times for all projects.

DOT OPERATOR QUALIFICATION UPDATES:

OPERATOR QUALIFICATION FOR DOT INTERIOR GAS PIPE

Compliance Required: April 15, 2019

The NGA has set up a website, NYOQPlumbers.com. All persons who aremembers of the Plumbing Foundation GOQ group will be included on thewebsite. The site will be updated frequently.

Con Edison has brought some issues to our attention. They are receivingaffidavits from plumbers for operator qualification work that are not listed onthe case. We responded stating that it should be acceptable for a licensedplumber who does not have an operator qualified technician to hire a licensedplumber who does to do the work.

We have heard that this is not always the case and some persons may be“lending” their qualifications. We had a meeting with the gas working groupand determined that if you try and game the system and are caught you will beremoved from the program. You will not get a warning, a suspension oranything along those lines. You will be out and so will all of the peopleassociated with your company. Participation in this program is a privilege andyou must follow the rules and regulations to participate.

GAS OPERATOR QUALIFICATION UPDATES

Those of you who are not yet qualified should get busy.

Please be advised that we only schedule training and testing when theminimum amount of required candidates are enrolled. You are consideredenrolled when your paperwork is accepted and you have paid in full. The entirequalification can be completed within a 4-6, or fewer, weeks if there is anadequate demand. However, that demand does not exist at this time and wecannot guarantee that you will be able to be qualified ahead of the proposedstart date. Con Edison is aware that we have made this program available andthat every Westchester plumber has had the opportunity to obtain thisqualification. The bottom line is if you are not qualified, you have no one toblame but yourself.

REMINDER - BELOW ARE THE STEPS TO OBTAIN DOT INTERIOR GASOPERATOR QUALIFICATION:

• Obtain required training.• Pass a written (minimum score 80) and practical test

(pass/fail).• Enroll in an approved Drug and Alcohol monitoring program.
