Recycling News
How to Recycle Fluorescent Bulbs
Fluorescent light bulbs use less energy than incandescent bulbs, but contain a small
amount of mercury. The mercury does not escape the bulb unless it is broken. These bulbs may not be placed in the
garbage per Minnesota state law. So, what is the proper way to dispose of fluorescent bulbs? City staff have checked
some local retailers to find where they can be recycled. Here is what we found:
Recycling Required in Commercial Buildings Starting in 2016
Commercial buildings generating four cubic yards or more of trash per week, must be recycling at least three materials. Possible materials include paper, cans, glass, plastic, metal, cardboard or organics. Single-sort recycling with 3 or more materials, meets the requirement.
Businesses can get funds, recycling bins and advice from Hennepin County Environment and Energy. Staff is available to help make business recycling efforts a success. More information can be found at: www.hennepin.us/businessrecycling.

CONSUMER CONFIDENCE DRINKING WATER REPORT
Water suppliers that serve the same people year-round must prepare annual water quality reports (consumer
confidence reports) for their customers. The first reports were due in October 1999, and from now on they come out
in July of each year. The reports tell where drinking water comes from, what's in it, and how you can help protect it.
The 2015 Consumer Confidence Drinking Water Report can be seen in its entirety on the City website at:
http://tinyurl.com/om87l57. You can also go to www.ci.loretto.mn.us, from the “Utility” drop down, click on
“Water” to find CCR’s from 2006 through the current 2015 CCR.
If you would like a hard copy mailed to you, please call Loretto City Hall at 763-479-4305.

Preventing Stormwater Pollution
Illicit Discharge is defined as any direct
or indirect discharge of anything other than
storm/rain water into the storm drains.
This is against city code and should be
reported immediately to: Jeff Leuer at
612-221-4963. See City Code Section 412:30
for details and exemptions.
Spring Tips:
Keep soil in place! Silt from eroding soil fills in wetlands, destroys wildlife habitat and carries phosphorus which turns lakes green with algae. Cover bare areas of soil immediately with mulch and plant a suitable cover. Soil piles can also be covered with a tarp to keep from washing away.
Rake up and sweep up! Grass clippings and tree seeds and leaves are also sources of phosphorus. Mow so that grass clippings are directed back into the lawn and not into the street. Sweep sidewalks, driveways and streets clean of clippings when done.
Create a rain garden! Design a shallow depression to capture and soak up rainwater.
Soak up the rain! Natural landscapes soak up the rain like a sponge. As we create more hard surfaces like roofs, roads, and parking lots, the amount of rainwater runoff increases while the water soaking in decreases. The result is more polluted runoff and flooding. Direct downspouts onto vegetated areas where water can soak in.
Pick up after pets! In addition to containing phosphorus, pet waste contains bacteria which can lead to beach closings. Collect pet waste in plastic bags and place in the trash.
Dump no waste! Never use storm drains for disposing materials such as engine oil, anti-freeze or even soaps and cleaners. Wash your car on the lawn so dirt and soap do not run into the storm drain but are filtered by the grass. Same goes for cleaning lawn tools and equipment.

GOPHER STATE ONE CALL
Go to www.gopherstateonecall.org if you plan any
digging or excavating projects. You can also call 811.
This notification system was established to inform all
Minnesota underground facility operators of intended
excavation. As the communication link between the
excavator and the underground facility operator, it has
increased public safety while decreasing underground
facility damage, monetary loss, and personal injury by
coordinating the locating of underground facilities.
HYDRANT FLUSHING
City water hydrants will be flushed on the second
Wednesday of each month, April through October.
Flushing will begin at 8am and finish by 11:30am.
Low water pressure may be experienced during this
time. The flushing process may loosen rust sediments
in the water lines, so please clear your pipes prior to
doing laundry. The best way to do this is to run your
outside faucet until the water is clear.
CP RAILWAY COMMUNITY CONNECT LINE
The Canadian Pacific Railway has offered Loretto a
Community Connect phone number which residents
may use to report concerns about the railroad cross-
ing. The trains blowing their whistle is mandated by
law and CP Rail does not have control over this issue.
Community Connect - 1-800-766-7912
There is also an e-form that can be submitted:
www.cpr.ca/en/contact-us/community-connect-form.
NIGHT TO UNITE
The Loretto Fire Department will be hosting
Night to Unite on Tuesday, August 2nd from 5-9 pm.

City Council Updates Neighborhood Crime Watch Volunteers Needed!
Loretto is a great place to live! We have great residents
and businesses along with a low crime rate. I would like
to see it stay that way. When I read the local
newspapers, I see stories about crime creeping into the
western suburban and rural areas. I am seeking Loretto
residents who are interested in setting up a
Neighborhood Crime Watch.
Please email me if you think this is a good idea or if you
are interested in attending a future meeting to discuss
starting a Crime Watch in your neighborhood.
Sincerely,
John "Archie" Neumann

Quiet Zone Update
The City Council is pursuing State bonding bill funding
from the legislature. The cities of Loretto, Medina and
Independence have collaborated and requested funding
for supplemental safety improvements, which include
quiet zones, at four rail crossings: 1) Town Line Road;
2) County Road 19; 3) Hwy 55 and County Road 116;
4); Hwy 55 and Arrowhead Drive.
Myself, Lori Cousineau (Medina), and State Representative
Jerry Hertaus all testified at a transportation committee
hearing in St. Paul on April 20th. We are now anxiously
waiting to find out if our request is approved by the
legislature. If this funding does not get approved, there
may be other funding opportunities approved by the State
through MnDot to increase rail safety.

IMPORTANT ELECTION INFORMATION
June 24 is the first day of Absentee Voting for the August 9, 2016 Primary Election. Residents do not need a specific “reason” to absentee vote. Residents can come to City Hall during regular office hours and absentee vote between June 24 and August 8, or vote by mail: http://www.hennepin.us/residents/elections/ absentee-voting.
In 2014, the State Legislature authorized the use of electronic poll books. Loretto will be
using these secure tablet computers that replace the current paper roster check-in process. These “E-poll books” are expected to help election judges through each step of the process. This includes election day registrations, absentee ballot updates and will help speed up lines and improve accuracy. Voters will still receive a paper ballot on which to cast their votes. Opportunities for the public to view and test the E-poll books will be made available as we get closer to the August 9th primary.
FILING FOR LOCAL OFFICE
The City of Loretto’s next municipal election will be held on Tuesday, November 8, 2016. Loretto will have three positions on the ballot during the November General Election: Mayor (two year term) and two City Council positions (four year terms).
Loretto residents interested in running for these offices may file at City Hall. The filing period begins Tuesday, August 2nd and closes at 5:00 p.m. on Tuesday, August 16th. City Hall will be open on August 2nd and August 16th from 1:00 – 5:00 p.m. and during regular office hours during the rest of the candidate filing period.
More information can be found on the city’s website: www.ci.loretto.mn.us under the Government tab – or call City Hall: 763-479-4305.
Go to www.sos.state.mn.us to make sure you are registered before this year’s elections!
