Reform of the State Emergency Serviceon rayon level
Number of units on local level will correspond to the number of new amalgamated communities. Part of the fire depots and fire equipment of the State Emergency Service will be passed to communities to organize their own fire safety system. The other part of the equipment will be used for fire safety on rayon level increasing number of firefighters to the actual necessary number.

Anyone can become volunteer firefighter, without limitations by age or sex, become useful for their communities. However, for the risky work candi-dates must comply with the following criteria:
Experience of ATO veterans, veterans, retired or active Civil Emergency Service staff is especially useful. If volunteer cannot, due to health reasons, directly deal with fire, s/he can work with fire prevention activities, participate in youth or children programs etc.
Age: 18-60
Sex: any
No health limitations

Volunteers go through selection process and receive special training and regularly can improve their skills
Volunteers engaged only in cases when needed and can be occupied with their regular work or duties. Volunteers do not receive salary, however may receive social benefits from state or local government
