Registration RequirementsTo register to vote in the State of Arkansas, you must:

• Be a U.S. citizen.

• Be an Arkansas resident.

• Be age 18 or turn 18 on or before the next election.

• Not be a convicted felon whose sentence has not been discharged or pardoned.

• Not be presently adjudged as mentally incompetent as to your ability to vote by a court of competent jurisdiction.

Registration Deadlines

• Individuals - submit to registration agency or mail in no later than 30 days

prior to an election

• Drive organizers - submit to county clerk or Secretary of State’s office within

21 days, no later than 30 days prior to the next election

• Person has moved to different county in AR – use Voter Registration

Application form to update address with county clerk no later than 4 days

prior to Election Day

• Follow up with county clerk to be sure you are registered if application is

submitted close to an election registration deadline

• If election deadline is very close – apply in person with at county clerk’s office

• If you have not received verification from your county clerk, be sure to confirm

your registration BEFORE Election Day.

How Do I Know I’m Registered? • County clerk will send personalized voter registration card - could

take several weeks.

(Important - Voter registration card sent by mail will not meet the Voter ID requirement!)

• Never assume you are registered until you receive your voter registration card.

• Free to call county clerk about the status of your application.

Verification of Voter Registration (Voter ID)Act 633 – Voters must verify their registration by showing a document or identification card that shows the name and photograph of the person to whom it was issued and is issued by:

• The United States,• The State of Arkansas,• An postsecondary educational institution accredited in the State, or• The county clerk• If the voter ID displays an expiration date, it must either be current or not expired more than four years

before the date of the election in which the person seeks to vote.

Examples of acceptable Voter IV include (but are not limited to);ü An Arkansas driver’s license;ü A concealed carry handgun license;ü A U.S. passport;ü An employee badge or ID Document issued by the State of Arkansas, the federal government or a

postsecondary educational institution located in Arkansas;ü A U.S. military ID document;ü A student ID issued by a postsecondary educational institution;ü A public assistance ID card; orü A voter ID card issued by the county clerk

*EXCEPTION: Voters who live in a long-term or residential care facility licensed by the state may show documentation from the administrator attesting that the voter is a resident of the facility.

Failure to Provide ID-Voter casts a Provisional Ballot

Voter is handed written notice that has the following information:• That the voter will be notified whether their vote was counted & the reason if not

counted by first class mail.

• That a voter who cast a provisional ballot for failure to present ID may present ID to the county clerk or the county board of election commissioners’ office by noon on the first Monday following the election in order for the provisional ballot to be counted,

• The address, phone number, and regular office hours of the county clerk,

• The dates of any meetings of the county board of election commissioners scheduled before noon of the next Monday following the election,

• An explanation of the provisional voting process, and

• The date, time, and address of a hearing for the voter if the provisional ballot is rejected.

Flagged First Time VotersAdditional Requirement for certain First-Time Voters:

Certain first-time voters who register by mail and do not provide the required identification documentation, will be flagged on the voter list for additional identification documentation when voting by absentee ballot, at the polls during early voting or on election day.

A flagged voter who presents a valid ID that is also current (not expired) may vote without presenting an additional ID document.

However, if a flagged voter presents a valid identification that is not current (i.e., is expired) and valid for the purpose for which it was issued, the flagged voter must also show a current and valid photo identification or a copy of a current utility bill, bank statement, government check, paycheck, or other government document that shows the name and address of the voter to vote a Regular Ballot, otherwise the voter can cast a Provisional Ballot.

StudentsStudents may be considered to be residents of the place

where they lived prior to becoming a student. However, a

student may also have the intent to be a resident of the

new place and be registered there. Of course, a student

may not be registered and vote in more than one place.

This also applies to people on temporary job assignments

in other areas of the state. (ACA 7-5-201)

Convicted FelonsA convicted felon desiring to register to vote must provide

the county clerk with proof from the appropriate state or

local agency or office that the felon has been discharged

from probation or parole, has paid all probation or parole

fees, or has satisfied all terms of imprisonment, and paid all

applicable court costs, fines, or restitution.

Military and Overseas CitizensFor voting purposes, military service members, their families and U.S. citizens residing overseas may use the address where they resided before entering service or their legal U.S. residence as the address where they register to vote. Voters can register using the Arkansas Voter Registration Application or a Federal Post Card Application (FPCA). The FPCA simultaneously serves all states and territories as both a registration form and an application for an absentee ballot.

Military personnel may contact their county clerk, the Federal Voting Assistance Program (FVAP) or their Voting Assistance Officer for further information or to obtain a FPCA go to www.fvap.gov.

Voting Options• Vote on Election Day - Vote at any Vote Center on

Election Day, 7:30am to 7:30pm.

• Vote Early – Early voting begins 15 days before a preferential primary or general election and 7 days prior to all other elections.

• Vote by Absentee Ballot – You may vote absentee if: You will be unavoidably absent on Election Day, or you are unable to attend a vote center due to illness or physical disability. To vote absentee, contact your county clerk to request an application that can be mailed, faxed or emailed to you.

Reminders for People Helping with Voter Registration

1. Get familiar with the form. Practice filling it out so that you understand each item.

2. Individuals must use their name and not a married name like Mrs. John Doe

3. Stress to those registering that the form must be filled out neatly, correctly and legibly.

4. You can register people voting in any county since the form is sent to the Secretary of State who then forwards it to the appropriate county.

5. Do not use titles like Dr., Rev., Capt. etc.6. A physical address is needed to identify which district the

voter is in. There must also be a mailing address where mail is received if different from the physical address.

7. Email is optional but should be encouraged in case there is a question about their form.

8. Naming party affiliation is optional. Many people (particularly newcomers to AR) do not know about open primaries and that they do not have to declare a party to participate. When voting in the primary, the voter can ask for either a Republican or Democratic ballot. However, if the primary has a runoff, only those voting in that party’s runoff may participate.

9. Review entire form before the applicant leaves to make sure it is complete and legible. The very first list of items in very small print above no. 1 is frequently missed. Be sure ALL on this list that apply are checked.

10. If errors are made, use a new form and do not submit crossed out sections. The old form should be shredded there or given back to the voter.

11. Inform voter they will be notified and to be sure to keep the card and check on line to verify everything is correct.

12. Always use black or blue ink pens to fill out the form.13. Inform voter the forms of Voter ID that are acceptable at the polls.14. Inform voter that they may vote at any polling location in the county.

Be sure to hand out a copy of our LWV booklet, Make Your Vote Count, since it will answer a lot of questions for first time voters.
