IntroductionThe VT Sports Ground is located on Portsmouth Road in Old Netley, Hampshire, and offers existing recreational facilities including football, cricket and outdoor bowls for all ages.

The club is extremely popular within the local community and it has become a successful and viable sports ground now requiring better facilities and general modernisation.

The site has been carefully appraised to look at the different options for improving the facilities, and it has been decided that replacement pavilion buildings are required to meet the needs and demands of the football and cricket club.

The current clubhouse and ancillary facilities on the site are well used but the building is in a very poor state of repair. The showers and toilets all need significant upgrading and disabled access needs to be improved. There is a lack of catering facilities and the social areas do not easily attract new users to the site or even meet the current users’ requirements.

There is an ideal opportunity to develop the site to provide a multi-use sports and social facility that is utilised weekdays & weekends and by all sectors of the community and therefore becoming a real hub for social and sporting excellence. VT Sports want to ensure that opportunities are provided for local vulnerable groups such as the over 60’s, single parents and those families in local deprived areas as well as providing top quality sporting facilities and developing local talented athletes.

This document shows how the client and agent have worked together to anylise the best possible locations for the proposed pavilion buildings through site analysis, photographic analysis, as well as consultation with the local community, planning authority and club members.

The BriefThe existing site has facilities which are utilised by the cricket and football club, but do not make a positive contribution to the character of the area in this greenbelt location.

The need for additional storage has also become an issue which has led to a number of temporary containers on the site making a negative contribution to the site and greenbelt area, as well as not being architecturally attractive or inspiring.

The football club is also requiring enhanced parking and turning facilities offering more parking spaces and the addition of coach parking and turning. This will also have an effect on the main entrance to the site as well as the redesign of vehicular and pedestrian access in and through the site.

The brief is as follows:

The aims and objectives of VT Sports are: To encourage children and adults of all abilities, including some disabilities, to participate in a variety of sports and activities that are locally provided and easily accessible; To be a high quality multi-use sports facility providing for all sectors of the local and wider community; To develop the club to ensure it remains a commercially viable & long-term sustainable not-for-profit business; To become the venue of choice for local residents for a variety of activities and sports in a quality, fun and safe environment; To offer quality coaching in a variety of sports, including outdoor disability sports and to provide a talent pathway for children and adults to allow them to fulfil their sporting potential and aspire to the highest level of competition.

Planning PolicyTHE COUNTRYSIDE (1CO)

Countryside Objectives The Council is keen to protect and enhance the countryside within the Borough and the policies in this chapter provide the means by which the protection of the countryside can be achieved. In particular the Council aims to:

• protect the countryside from inappropriate development, whilst accommodating genuine development needs • improve opportunities for access to the countryside and other appropriate outdoor recreational facilities, particularly by means other than the car • facilitate more positive management of those areas in which agricultural activity may be in decline

The proposals include the enhancement of the parking and turning areas as well as the provision for coach access, making the facilities more accessible.

Protection of the Countryside

The Council recognises that the countryside is important for many reasons including agricultural production, landscape value, providing a setting for our towns and villages, recreational provision, nature conservation interest and for its own sake. However, the countryside is a diminishing resource and there is a need to be particularly vigilant about its future use.

For the purpose of this Plan all land outside the defined urban edge is classified as countryside.

Planning permission will not be granted for development outside the urban edge unless:

i. it is necessary for agricultural, forestry or horticultural purposes and a countryside location is required; or

ii. it is for an outdoor recreational use or is genuinely required as ancillary to such a use and does not require the provision of buildings, hardstanding or structures which, are of a form, scale or design which would demonstrably harm the character of the locality; or

iii. it is essential for the provision of a public utility service or the appropriate extension of an existing education or health facility and it cannot be located within the urban edge; or

iv. it meets the criteria in the other policies of this Plan.

The extension of private gardens into the countryside will not be permitted.

The proposals have been carefully designed to ensure that they add architectural merit, and improve and enhance this greenbelt location. The existing structures are not sympathetic to this location and currently make a negative contribution to the area.

The proposed hard standing has been designed with integrated landscaping to improve the attractiveness of the scheme and not cause harm to this location.

Planning PolicyNon-Residential Buildings in the Countryside

There are many agricultural, recreational and commercial enterprises located outside the urban edge. Whilst extensions to associated buildings would not normally be allowed because this would result in an intensification of built form in the countryside and may have traffic implications, their replacement may be acceptable. The re-use of buildings in the countryside may be supported (see 15.CO and 16.CO).

The replacement of an existing non-residential building in the countryside which enjoys a lawful use will be permitted provided all the following criteria are met:

(i) the existing building is not the result of a temporary permission; (ii) the proposed building is of an appropriate design and scale and would not have a greater impact physically or visually on the character and appearance of the locality than the existing building; (iii) the replacement building is to be used for the existing lawful use and would not generate significant additional traffic; and (iv) the proposal includes the demolition of the building to be replaced.

The existing buildings and containers will be demolished/ removed once the proposed buildings are completed.

THE COUNTRYSIDE (2CO)

In the areas identified for landscape improvements, as shown on the Proposals Map, proposals which would prejudice such improvements or which in themselves would be detrimental to the quality of the landscape in these areas, will not be permitted. Developers’ willingness to contribute towards landscape improvements will be a material consideration in the assessment of planning applications.

The proposals include the enhancement and improvement of the sites landscaping which is integrated with the overall master plan.

THE COUNTRYSIDE (18CO)

Development which fails to respect, or has an adverse impact on the intrinsic character of the landscape, will be refused.

The proposals allow the existing landscaping to be improved with additional landscaping in areas which currently occupy containers and temporary buildings.

Planning Policy

35.ES

Planning permission will only be granted on land which is known or suspected to be contaminated if the applicant can provide sufficient information to adequately demonstrate that the land can and will be remediated to a standard suitable for the proposed end use and will ensure that the risk of pollution of controlled waters is minimised.

The site is an existing recreational sports ground and does not contain contamination. A sustainability statement is included in this document in connection with the minimisation of future pollution.

36.ES

Permission will be refused for proposals which do not incorporate well designed lighting, where lighting is necessary. Lighting should be concentrated in those areas where it is required and spillage, either horizontally or vertically, should be minimised. The size and design of the lighting columns should not detract from the character of the locality.

The proposed lighting for the 3G football pitch/ redevelopment will be in accordance with FA standards and will be designed to enhance movement and safety around the site.

The proposed coach/ car parking area will be lit using bollards and low level lighting to ensure that the area is safe and useable. Pedestrian crossing areas will be marked to ensure there is a seperation between the two different users.

59.BE

Development proposals which are in accordance with the other policies in this plan will be permitted provided they meet all the following criteria:

i. they take full and proper account of the context of the site including the character and appearance of the locality or neighbourhood and are appropriate in mass, scale, materials, layout, density, design and siting, both in themselves and in relation to adjoining buildings, spaces and views, natural features and trees worthy of retention; ii. they make the most efficient use of the land; iii. they incorporate an appropriate mix of dwelling type and land-use where appropriate; iv. they provide a high standard of landscape design and appropriate planting where required. Development should use native plants in landscape schemes to benefit biodiversity. Development adjacent to or within the urban edge must not have an adverse impact on the setting of the settlement in the surrounding countryside; v. they have a satisfactory means of access and layout for vehicles, cyclists and pedestrians including appropriate links to surrounding footpaths, cycleways and public transport services; vi. include, where appropriate, provision for the secure storage of bicycles; vii. they are an appropriate use for the locality and avoid unduly interfering, disturbing or conflicting with adjoining or nearby uses, especially in terms of noise, fumes, dust, overlooking, loss of daylight, loss of outlook, vibration, or from floodlighting or security lighting; viii. they make adequate provision for the storage and collection of refuse and where appropriate include facilities for the collection of recyclable materials; ix. they include, where appropriate, measures which provide shade and protection from the sun; and x. new development should reduce the potential for criminal activity and anti-social behaviour by the use of appropriate design.

A detailed design process has been carried out by the client, agent and associated consultants to ensure that the scheme is well designed and thought out. This has also included pre-application discussions with the planning officers and other consultees required.

The crime prevention officer was contacted and forwarded submitted drawings & information.

Proposals for car parking associated with new development will only be permitted where they meet all the following criteria:

i. they secure a high quality of planting to screen or soften the view of car parks from adjoining development; ii. they provide planting within car parks to avoid large areas of unrelieved paving or surfacing; iii. they minimise the impact of lighting, especially on adjoining areas at night; iv. they segregate vehicles and pedestrians as far as possible in the interests of safety and pedestrian comfort, creating clearly defined pedestrian routes across the car park; v. they create secure environments which discourage crime, vi. they are surfaced in a material which is appropriate to the locality; and vii. pedestrian links from the car park to main destinations are safe and attractive.

100.T Development which accords with other relevant policies of this Plan will be permitted provided it meets all the following criteria: i. it is, or could be well served by public transport, cycling and walking; ii. it includes measures that minimize its impact on the existing transport network; iii. that where a large number of journeys are likely to be generated, the development is located to minimize travel demand and provide a choice of transport mode; and iv. that where appropriate a Transport Assessment in accordance with the thresholds set out in Table B of the Hampshire Parking Strategy and Standards is included with the proposals.

101.T Development which results in additional traffic on the local road network greater than the levels of growth permitted by the RTRA targets for the Borough of Eastleigh will: i. only be permitted if the Council is satisfied that there is a proven need for the development in the location proposed and; ii. be subject to the provision of contributions towards the implementation of the Local Transport Plan and/or other transport proposals set out in this local plan. Any such contributions will be set at a level appropriate to the scale and impact of the development.

There should not be an increase in traffic to and from the site.

104.T

Planning permission will only be granted for appropriate development which provides adequate off-highway parking up to the maximum standard set out in respect of the accessibility of that development. When considering the level of parking appropriate for a retail or leisure development in or on the edge of a centre, the Council may consider parking provision additional to the relevant maximum standards but only where it can be clearly demonstrated that it will serve the centre as a whole and assist the vitality and economic viability of the centre.

The proposals include 112 parking spaces with 4 designated disabled parking bays located close to the main pavilion entrance. Hampshire County Council Parking Standards have been a fundemental guide to ensure the proposals meet the required standards.

The Borough Council will support proposals to develop new facilities and the enhancement of existing playing field facilities, including the provision of all weather pitches, subject to their scale, siting and design conforming with policies for the protection of the environment.

The proposals are to improve and enhance an existing recreational facility with the inclusion of all weather pitches whilst maintaining the protection of the environment.

157.OS The Borough Council will permit appropriate proposals for, or relating to noisy sporting activities, only if they meet all the following criteria: i. they should not conflict with the protection of the countryside, adversely affect the quality of the landscape or areas of nature conservation value;ii. the amenities of residents in the locality should not be adversely affected by noise, disturbance or other consequences of the proposed activity; iii. the amenity of other users in the countryside, for example on public footpaths or other access points, should not be adversely affected; iv. the site should be large enough to accommodate the activity and the landscaping required to minimise the impact of activity in the countryside; v. the proposal should not result in a volume of traffic which exceeds the capacity of the surrounding road network;

vi. the size, design, function and layout of any building must be appropriate to the proposed activity and must be located to minimise its impact on the countryside; vii. the use of the land can be restricted to a specific outdoor recreational activity and the land can be returned to an appropriate agricultural/forestry use, should the activity cease; and viii. noise and fume emissions can be kept within

The site has an existing use for sporting and recreational activities with an established vehicular and pedestrian access to the site. The proposals are to upgrade and enhance the existing facilites which are not meeting current demands and standards of the club. The site also has a number of temorary containers which will be removed once the proposals are completed. This will improve the appearance of the site in this rural location.

185.IN

The Borough Council will not permit development proposals which would result in the removal or loss of an established community facility unless suitable alternative provision is made which is of an acceptable quality and siting or is more appropriate to the needs of the community, or the existing facility can be shown to be surplus to local needs.

The proposals are for the improvement of an existing established community facility.

191.IN

Appropriate proposals for development will be permitted provided that the developer has made arrangements for the provision of the infrastructure, services, facilities and amenities directly made necessary by the development or has made arrangements to contribute towards the early improvement of existing infrastructure, services, facilities and amenities, the need for which will increase as a direct result of the development proposed.

The proposals are directly linked to the existing recreational uses of the site and are an improvement to enhance and upgrade the current facilities.

Design Evolution

The design has evolved from many negotiations with the club members, local community and Local Authority. There has also been a large influence from the FA regulations and Building Regulations which has determined many of the internal spaces proposed.

The proposed buildings take a modern but simplistic architectural approach to create a building that will be sustainable, attractive and extremely useable.

The commercial factors have also been carefully considered when deciding on proposed building methods, construction phasing and finished materials.

Amount The redevelopment proposal is for the demolition of existing facilities on the site, and the erection of a new football & cricket pavilion with associated parking & turning arrangements. New floodlights are also proposed for the 3G football pitch with amendments also being made to existing fencing and the introduction of new turnstiles.

LayoutThe layout has been carefully designed to maximise the positioning of the proposed pavilions, as well as maintaining the openness of the site. The proposed building layouts have been designed incorporating the detailed brief from the client, as well as FA standards.

ScaleThe building massing and heights have been carefully considered through the design process whilst considering the site constraints and environment that the proposed buildings sit it. The massing has been reduced using a variety of materials and architectural design to articulate the buildings along with the use of mono pitch roof designs to minimise the impact of the proposed buildings.

LandscapingHard landscaped areas have been designed with the integration of soft landscaping to ensure the proposals fit in with the rural location of this site. Existing planting has been reinforced in a number of different areas (see proposed site plan).

Appearance

The proposed materials used for both of the proposed pavilion buildings use a simplistic but effective approach to the architecture being created. The proposals use a mixture of render, aluminium windows and small amounts of brick. The mono pitch roof design uses a standing seam roof which gives the buildings a modern feel whilst creating an attractive and useable internal space.

Current Use of the VT Sports Grounds

FootballThe football club has the largest membership with the strong potential to increase its activities and number of teams. Currently there are twelve teams with over 350 members training and playing at Portsmouth Road in the various U18 and women’s leagues within the FA sanctioned development structure. Training time and facilities are therefore strictly allocated and wet weather soon disrupts the training programmes. The proposed floodlit All Weather Pitch is considered to be essential for maintaining the development of young players which are by far the largest section of the club together with offering opportunities for social football leagues, day-time toddler kick-about sessions and girls football opportunities.

The all weather facility would also be made available for school and college use during term times. In addition, it will be available for hire by holiday scheme and sports clubs running school holiday sports courses.

Currently the site hosts Sholing Football Club (formerly VT FC), an FA Charter Club with 41 members. The first team finished as runners up in the FA Evo Stik Southern League - Division One South & West in 2010/11 and fifth in the 2011/12 season. In the same season, the Reserves again achieved the double honour of winning the Wessex Combined League & Cup having won both in the previous 2010/11 season. The main football pitch meets the required Southern League standards and VT Sports provided new fencing and spectator seating in 2007. However, the present ancillary facilities fall well short of expected requirements.

Statement of Community Involvement

CricketAlso hosted on site is VT Cricket Club who again caters for all age groups from under eights to adults and compete in the Hants Cricket League and South East Hants Colt Cricket Leagues respectively. The well-maintained wicket is also used for Hampshire County Seniors cricket matches. Currently VT Cricket Club has over 60 members and has recently obtained its Clubmark accreditation. The Club participates in the Cricket Foundation’s Chance to Shine programme, coaching and working in local schools in both Eastleigh and Southampton authorities. Due to the development and management of the club and junior sections, the club is set to become a Focus Club for Hampshire Cricket Board in early 2013.

Bowling

VT Bowls Club, established for over 50 years, currently serves the older local community, enabling its 22 members to bowl throughout the summer months. Maintenance of the greens is currently undertaken by members however with an aging membership, long term management, marketing and development of the club needs to be addressed.

Pigeon ClubVT Pigeon Club operates from a container on site where it has been in operation for 17 years. Although having a small membership of 14, it provides a vital social and accessible amenity for the local community. These proposals cater for re-housing the club in the proposed new building.

The applicant and agent has carried out detailed liaison with the Local Authority when considering the submitted proposals. Below is a list of key meetings held with the local planning authority where the various design proposals have been tabled.

The latest meeting was very positive which has lead to the submission of this formal planning application.

Access

The existing vehicular & pedestrian access will be utilised with a number of amendments to improve its layout and safety. The access will be increased in width and amendments made to the entrance of the site. (See proposed site plan)

Vehicle Parking

The site has an existing vehicular and pedestrian access, as well as formal and informal on site parking and turning facilities. (See photographs below)

There are currently 20 parking spaces on the hard standing areas and 35 on grassed area used for overspill. Parking on the grass is sometimes ‘double parked’ increasing that number to 70 and therefore 90 in total.

The proposals include 112 parking spaces with 4 designated disabled parking bays located close to the main pavilion entrance. Hampshire County Council Parking Standards have been a fundemental guide to ensure the proposals meet the required standards.

The parking & turning areas have been carefully designed to include soft landscaping which breaks up the the hard surfaces and creates a more attractive frotage to the site and proposed pavilion buildings.

Cycle Access

The proposals include 6 x secure cycle hoops which is indicated on the submitted site plan.

Public Transport

The site is located in close proximity to main bus connections, with a bus stop adjacent to the site entrance. The proposed coach facilities makes the site more assessable to cricket and football teams, coinciding with the proposed improved facilities.

Conclusion

Projected Use of VT Sports Ground

Clubhouse/Pavilion A new Clubhouse / Pavilion is desperately required, not only to meet current demand but to cater for additional future additional outdoor sports groups. As well as complying with the FA requirements for changing facilities, toilets, showers, first aid and official’s accommodation and to meet the cricket demands, the catering & bar facility would provide income and a safe environment for supporters and players alike.

FootballAlthough well established, the football club has ambitions to offer more opportunities in girls and ladies. Better facilities are also required to allow quality coaching and development of the most talented players to ensure a long-term flow of players into the adult clubs. Facilities for social football, both 5-a-side and 11-a-side is in demand and would be ideally located on site. To cater for all the age-groups and demand an all-weather floodlit, fenced pitch is required together with an additional training area as well as upgraded second pitch. There is not a local all-weather surface available for hire to the community with the nearest being in the centre of Eastleigh and in Southampton.

CricketVT Cricket Club has been fast growing over the past 5 years – the standard of cricket now demands better changing facilities, a clock and scoreboard visible from the pitch and ideally spectator viewing area and catering facilities. Hampshire Cricket Board have expressed interest in utilising the ground for county age-group matches together with County senior and disability cricket if the pavilion/ancillary facilities are upgraded and appropriate.

Bowls Development and sustainability of the bowls area will continue to provide the sport locally. The sport of bowls is increasing not only as a sport of the older generation – local marketing is proposed to introduce a younger membership and therefore increase use and sustainability for the future.

Proposed Redevelopment

During the past two years, VT Sports have been considering the best mix and priority of facilities for the site to ensure long term and sustainable use by the community as well as sustain and continue the development of the current member clubs.
