When did your love affairwith water begin?

Dear Friends,

As I sit at my desk, looking out at the activities takingplace in the harbor today I can't help but be amazed atthe ways people find to be "on the water". There arekids learning to sail, kayaks paddling across to HarborPoint, paddle boarders making their way along theshoreline; a small boat with a couple of guys with fishingpoles either fishing or napping; a couple who are herealmost every weekend tending to their boat at the dock; marina personnelpreparing and delivering boats to lakefront homes in preparation for a summer of fun on the water; owners and their dogs playing fetch; and adults, teenagers and infants playing at the beach, swimming to the raft and perfecting their cannonballs!

Wherever water is in Northern Michigan, you will find the Tip of the Mitt Watershed Council working to protect what you love.

This past year the Watershed Council has been engaged in a number of issues:invasive species, stormwater runoff, the need for stronger regulations regardingthe safety of our water from natural gas and oil development using a very deepdrilling technique known as hydraulic fracturing, or fracking, and protecting ourwaters from the improper disposal of pharmaceuticals. All of which affect boththe water we see in our lakes, rivers and streams, but also the water we don't see,our groundwater supply.

Things like the Prescription and Over-the-Counter Drug (POD) Drop-off Boxesseem simple, but in fact are sometime very difficult to institute. The CharlevoixCounty and Antrim County Local Ordinance Gaps Analysis required an almostunimaginable amount of time, effort and dedication by the Watershed Council'sstaff and yet they are critical in assisting local governments in their planning efforts.

Whatever your water related passion, we can all be better stewards of our naturalresources by continually learning, becoming engaged and maybe even volunteeringour time and talents in an area or activity that interests you.

Tip of the Mitt Watershed Council spent 2011 engaged in a number of issues. The top threats facing our watersheds were invasive species, stormwater runoff and pharmacueticals in ourwaters. We also continued to champion for stronger regulations regarding the safety of our water from a very deep drilling technique used during natural gas and oil development known as hydraulic fracturing, or fracking. These battles are not won single handedlythough. We know that the future of our waters lies collectively in our hands.

Protecting What You Love.

Hydraulic Fracturing Tip of the Mitt Watershed Council has been actively involved with this issue since the gas frenzy in the Collingwood Shale erupted. In 2011, we conducted research, educated landowners and the public, and worked with the State to address many unanswered questions.We battled to stengthen existing rules and regulations to address unansweredquestions and unresolved issues. Thanks to our efforts, the Department of Environmental Quality (DEQ) responded by issuing new permitting instructions and began the posting of MSDS sheets as soon as they are available. This struggle for better protectionof our waters is far from over, but we feel that in 2011 we made strides in the right direction for protecting what you love.

POD Program ExpandedTip of the Mitt Watershed Council worked diligently in 2011 to coordinate a secure, convenient, and environmentally sound option for disposal of unused and unwanted household medications. The Prescription and Over-the-Counter Drug (POD) Drop-off Boxes (shown right) offer a year-round safe method for citizens to dispose of unwanted drugs. The program reduces avoidable poisonings; prevents intentional misuse, and protects our water resources and aquatic life.

Addressing Gaps

in Local Protection

In 2011, the Watershed Council published two significantworks for Charlevoix and Antrim Counties.

The Charlevoix County Local Ordinance Gaps Analysis andthe Antrim County Local Ordinance Gaps Analysis are a review

of all the water-related ordinances for purposes of evaluatingthem against what should be in place to best protect water resources, andoffer recommendations and suggested actions to help local governments strengthen any areas that needimprovement. The publications cover ordinances not onlyat the county level, but also for cities, townships, and villages in each county.

Watershed Management PlansA watershed management plan is a community resource. Each plan identifies the watershed’s water resources, overall health, and the various land uses that are currently, or have the potential to, directly impact water quality. A plan also includes recommendations and actions for local governments, resourceagencies, and organizations to protect or restore water quality.

Here are just a few of the successful actions implemented as part of our ongoingefforts to implement our watershed management plans.

• As part of a grant from the Michigan Department of Environmental Quality (MDEQ) the Watershed Council, along with our project partners, developed and distributed the Charlevoix County Local Ordinance Gaps Analysis.

• We successfully partnered with The Watershed Center of Grand Traverse Bay to coordinate the Elk River Chain of Lakes Watershed Plan Implementation Team (ERCOL-WPIT).

• With the help of a valued volunteer, we conducted a Taking Stock Report on Watershed Implementation Steps to evaluate the accomplishments achieved during the last of five years of implementation of the Little Traverse Bay Watershed Management Plan. We also set priorities for the next five years.

When most people think of Northern Michigan’s waters,theythink of our vibrant lakes, rivers, and streams. However, it’smore than that – it’s ground water, shorelines, and wetlandstoo. Wherever water is in Northern Michigan, you will see Tip ofthe Mitt Watershed Council advocating its health, protecting itfrom harm, and restoring it for future generations to enjoy.


Rain GardensThe Watershed Council is improvingthe water quality of Northern Michiganone rain garden at a time. In 2011,rain gardens were installed at theGreen Docks in Indian River and atthe U of M Biological Station onDouglas Lake. Rain gardens improvewater quality, recharge groundwater, create habitat and addbeauty to the landscape.

Little Traverse Bay Stormwater Management InitiativeIn the fall of 2011, Tip of the Mitt Watershed Council was awarded a $887,723 grant through the Great Lakes Restoration Initiative. This grant addresses nonpoint source pollution through implementation of specificrecommendations from the Little Traverse Bay Watershed Management Plan. The four components of the project include two road/stream crossingimprovements, a stormwater wetland at North Central Michigan College, 25rain gardens within the Bay View Association, and restoration efforts on Lower Tannery Creek. The work will span over the next three years and involvemany community partners.

most stormwater discharges directly into our lakes and rivers

(surface waters) without treatment!

Beetle Collection Day Since 2005, the WatershedCouncil has coordinated aGalerucella Beetle CollectionDay. Beetles are collectedand then transplanted toareas around NorthernMichigan where purpleloosestrife is established.As a biological control method, the beetles help curb thespread of the invasive plantby eating its leaves and buds.

Stormwater Monitoring EquipmentThanks to grants from the Petoskey-Harbor Springs Community Foundationand the Charlevoix County Community Foundation, the Watershed Councilbegan monitoring stormwater in Boyne City, East Jordan, and Petoskey to assess impacts to nearby lakes and streams. Three automated samplers werepurchased with the grant funds and used to monitor stormwater in thesecommunities. Information gathered during this study will provide a foundation for developing comprehensive stormwater management plans for each municipality, which will ultimately reduce stormwater impacts to our surface waters when implemented.

By being good environmental stewards, continually learning, engaging in policyissues, and digging in as a volunteer, YOU play an important role in protectingand restoring our vital water resources. Without YOU, we wouldn’t be able tokeep our finger on the pulse of Nothern Michigan’s water resources.


Monitoring & SurveysMonitoring our waters is a year-long process. Whether we are in the field, in the lab,compiling data, or writing reports, there is always something to do. The following projects were among those performed in 2011:

� The Watershed Council partnered with the Little Traverse Bay Bands of Odawa Indians (LTBB) to survey the entire Bear River and Walloon Lake for erosion, greenbelts, and invasive species.

� In collaboration with the Emmet County Lake Association (ECLA), we developed a more accurate and thorough avian botulism monitoring program. A workshop was held in the fall to train volunteers in monitoring protocols and to assign volunteers, aka “beach ranger,” to monitor specific shoreline areas.

� Since 1980, the Watershed Council has worked with the Walloon Lake Association to protect the shoreline and safeguard water quality. During the winter of 2011, we completed data analyses, maps, and a report for the 10th comprehensive shore survey of Walloon Lake (performed in 2010) and then, we reached out to private property owners to begin the process of addressing problems such as shoreline erosion.

� Our staff wrote nearly 200 individual letters to riparian property owners on Burt and Mullett Lakes who had responded to questionnaires sent out as follow-up to recent shore surveys. In addition, we performed site assessments and septic system evaluations at multiple locations on each lake.

� Due to the Burt Lake Preservation Association’s concern about pollution from upstream sources, particularly sediments, the Watershed Council monitored water quality in all five of the major tributaries flowing into Burt Lake to assess impacts from each river or creek.

� For the 12th year in a row, we collected water quality data throughout the year in both Elk and Skegemog Lakes for the Elk-Skegemog Lake Association. Due to a proliferation of diatom algae in the lakes, monitoring was expanded to include two types of nitrogen.

� Springtime phosphorus monitoring was performed by Watershed Council staff on Walloon Lake for the 15th year on behalf of the Walloon Lake Association.

� The Watershed Council revisited dozens of sites on the Lake Michigan shoreline where invasive Phragmites had been treated to assess effectiveness of control efforts and provide recommendations to private property owners regarding follow-up treatment needs.

Volunteer Stream MonitoringProgram ExpandedSince 2004, over 100 volunteers have helped keep tabs on streams and rivers throughout Northern Michigan, including well known blue-ribbon trout streams like the Jordan and Pigeon Rivers. Thanks to a grant awarded from the Michigan Clean Water Corps in the spring of 2011, the program was expanded to include eight new sites on two new streams: the Maple and Sturgeon Rivers. Along with other volunteers, the local chapter of Trout Unlimited has provided volunteer assistance to help monitor these new sites.

Volunteers in our program are now monitoring 37 sites on 14 rivers and streamsin Northern Michigan, where they collect aquatic macroinvertebrates to assessthe streams. Diversity in the macroinvertebrate community and the presenceof pollution-sensitive groups are metrics used to gauge the health of a stream.The Watershed Council, as well as state agencies and other organizations,use the water quality data collected by volunteers to identify and addressproblems. Results from the stream monitoring program are shared in a report that provides a description for each stream and assigns a water quality grade ranging from “A” to “F”. The report can be found on our website.

Shoreline Restoration VideoThanks to the generous support of the Schoenleber Foundation, the Watershed Council produced a short video featuring a shoreline restoration project on Intermediate Lake. WatershedCouncil staff selected the site out of dozens of potential candidates, designed the bioengineering solution, and worked with the landscape contractor and property owner to install the project-all while the camera was rolling! Volunteer Lake Monitoring Program In 2011, 23 lakes were monitored by 62 volunteers. Volunteers help us evaluate lake ecosystem health, examine trends within or between water bodies, and identify specific problems. “Lake Profile” reports detailing results of the volunteer lake monitoring program can be found on our website at www.watershedcouncil.org/protect.

In 2011, Watershed Council staff presentededucational tours on Walloon Lake, MullettLake, Black Lake, Crooked Lake, and theGrass and Jordan Rivers. A walking tour ofthe Carp Creek Gorge was hosted with theBurt Lake Preservation Association as well.The WatershedCouncil also hosted two LakeMichigan Summits, a Lake Association Summitand an educational speaker series called“Ice Breakers.”Watershed Council staff alsospoke on a wide range of topics for numerouslake associations and service organizations.

Sedimentation Study: The “dirt” on the Rapid and Grass RiversDuring the last few years, the Watershed Council has been actively involved withimplementation of the Grand Traverse Bay Watershed Protection Plan for the ElkRiver Chain of Lakes Watershed. Through a series of committee meetings, partnersfrom the lower watershed banded together to address sedimentation issues in theRapid and Grass Rivers. In the summer of 2011, we assisted with trainings, datacollection, inventories, and hydrologic modeling to assess sediment sources andtransport throughout these river systems. In addition to the Watershed Council,partners in this collaborative project include the Watershed Center Grand TraverseBay, Elk-Skegemog Lake Association, Three Lakes Association, Friends of ClamLake, Friends of the Rapid River, Michigan Department of Natural Resources, Grand

Traverse Bay Bands of Ottawa and Chippewa Indians, and the College at Brockport SUNY.

2011 Financials2011 was another good year for Tip of the Mitt Watershed Council,both financially and operationally. Revenues were close to last yearand expenses were at or close to budget. Our investment portfoliowas up, thanks to our investment manager’s good work. Cash flowwas more than adequate for operations.

There was a decline in total assets and total net assets. The good newshere is we sold the Graham Road property to the Little Traverse Con-servancy to add to their neighboring preserve. The property had beenvirtually unused and had been on the books for many years carried atyesteryear’s donated cost basis. The sale of the property for a “book”loss of nearly $75,000.00 provided a large cash infusion of $85,100.00which initiated our new Asset Repair and Replacement Fund (ARRF).ARRF will provide a nest egg for major repairs and replacements.
