    I don't understand what exactly these people were thinking, but its clear that they weretrespassing on private property. As a neighboor and a citizen, it frustrates me to havesomeone barge into my property and do whatever they like. Im sorry but, I feel verydiscontent because I could not safeguard the sculpture pieces that were left in my care.

    I would like to know if you can help me so this situation does not occur in our neighborhood,nonetheless our city.

Yes, thereare signs, but the lighting is such that thereshould be markings around the base of theisland.6. The street lighting is brighter than anystreet lighting we've seen anywhere in ElPaso. As this is a quiet residential area whodo we need to talk to in order to have thislighting dimmed?7. The lane markings at the intersection ofLove Road and Country Club were removedand never replaced. 8. The contractor has filled the irrigation ditchat Country Club and Love Road with debris. The contractor needs to clean this ditch rightaway as we will soon be using it for irrigation.

  • 9. The art that was installed at the CountryClub Place roundabout is alarming to many. Why do we have such a prominent display ofguns? One last concern. This may not fall to thecontractor but it is still an eyesore. There wasa wreck near 224 Country Club and the glassdebris from the broken lights is still present. The two trees that were destroyed are still inplace. Who should we address to find out howto get this damaged area repaired? These issues were raised at our associationmeeting held last month.     The sculpture design for the Country Club Roundabout is titledUPLIFT. The theme of the workrevolves around the violentrealities existing along the US/Mexico border and focuses on a metaphor symbolizing a transformational change towards a stronger, more unified, community spirit.

    UPLIFTis a sculptural representation ofa flock of birds at the moment at which they begin to take flight. The birds are in an upward motion, experiencing pushing and pulling forces--excitement, aggression, competition and strength--as they so strongly, and even violently, long for flight and thus freedom.

    Papel Picado Tradition

    Papel picado ("perforated paper") is a Mexican decorative craft made out of paper cut into elaborate designs. Aztecs used mulberry and fig tree barks to make a rough paper called "Amatl to make these crafts. When tissue paper became available, artisans usually layer 40 to 50 sheets of tissue and punch designs into them using "fierritos," a type of chisel.As a way of preserving culture and traditions, we will make use of this process, with the community, in the wing design for UPLIFT. In this respect, as we build a sculpture signifying our present and future energies, we will also celebrate a renewal of our cultural heritage.

    Community InvolvementWing Design:

    The project will engage community members from the Upper Valley neighborhood, the El Paso community at large, and individuals from Ciudad Juarez to take part in the creating the wing designs for UPLIFT, using a perforated paper technique. Community members will also help to select the top 30 designs, which will be the master patterns for bird wings.

    The projects workshop productions will provide people a sense of ownership that will allow the creation of an artwork, a newly bonded community, and a more intimate awareness of the challenges faced by our binational community.

    The first community workshop will be at the Mexican Consulate on September 26.

    1. Meet, talk, learn about participants2. Introduce Margaritas work and the history and origins of papel picado design3. Talk about gun violence4. Participants create own design pattern5. Take one of the designs created and place it over ten sheets of colored tissue paper cut to

    the same size. 6. Staple the corners and the center edge of each side so that all the sheets in the stack are

    firmly attached.7. Holding the art knife between thumb and forefinger begin to carefully cut through the

    multiple layers of paper removing the negative space portion of the design. 8. Remove the smallest portions of the design first and work from the center of the design

    outwards. 9. When all of the negative space has been cut from the design, cut the scallops on the

    outside edge and remove the staples which hold the multiple images together10.Then glue them to a piece of string. Lay your cut outs face down on a table. Make certain

    that the "string fold" is facing up. 11.Measure and cut the string so that it is about 4 feet longer than the length the paper

    banners. 12.Take the glue stick and swipe it down both sides of the interior of the "string fold". Holding

    both edges of the "string fold", place the cut paper over the string so that it fits in the crease. Using your thumb and forefinger, run your hand down both sides of the crease so that the paper adheres to itself. Repeat this process with each cutouts leaving a space of about two to three inches between each sheet of paper. Think about color combination and contrast as you hang each sheet.
