Welcome to the new look WA faculty newsletter for 2012! As always the first few months of the new year have been an exciting and busy time at College House. The faculty board met on 15 March at College House for the first Board meeting of 2012. Key discussions at the meeting included:
1. The hospitals’ 4 hour rule – this is a hot topic amongst our hospital accident and emergency colleagues. Although not having an obvious relevance to general practice per se, the Bryant Stokes report again identified the perennial problem of access to quality general practice both within hours and after hours. While Medicare Locals are charged with identifying local needs, especially for after hours, Board members indicated that most practices and GPs already have identified their particular geographical need. A major obstacle to providing after hours care remains the remuneration issue.
2. Workforce issues – although outer urban, major regional, rural and remote needs are well documented, there are certain inner city regions which are poorly serviced and have great difficulty in attracting quality GPs.
3. Our RACGP National Standing Committee Advocacy representative – Colin Hughes initiated a broad debate around safe hours of work policy and quality of life and future funding for general practice. Ideas under discussion included changed the remuneration for time related/complexity for MBS item 23 (item B consult), block funding issues, voluntary registration (a medical home) and changing the structure of managing chronic disease within general practice.
4. Chaperones in general practice – James Quirke from Geraldton indicated his concerns, especially for rural GPs, many from differing cultural backgrounds. Click here to view the RACGP policy document outlining this issue. The last review of this policy was conducted in 2007 and the National Standing Committee for Quality Care will be encouraged to revisit the issue.
Faculty input was constructive – the board has direct input into deliberations at a national level via the chair (as has always been the case) and now also has several National Standing Committee representatives. These are an integral part of the WA faculty board, ensuring direct member input into the issues that concern GPs. This is your College and your board. As usual, I welcome member input and comment on any of these issues.

General practice research grant and award opportunities
The RACGP Foundation supports general practice research through the provision of grants, scholarships, Fellowships and awards each year. The applications for the 2012 grant round are closing on 30 April. This year a total of 26 research grants and awards are being offered by the RACGP Foundation to GPs and general practice registrars who are members of the RACGP. Available grants exceed $500 000. GP Psych Support (GPPS) is available free to GPs Australia wide, 24 hours a day, 7 days a week, every day of the year. Submitting an enquiry and receiving a response is available via your choice of phone, fax or a secure website.

A-Z journal list: for easy access to the library’s journalsThe library has created an A-Z journal list which includes live links to journals available through library’s online resources such as the Ebscohost databases and the OUP medical journals collection, along with entries and links for selected ejournal titles that are freely available from the publishers. The A-Z list also provides holdings information (volumes and years) for the library’s print journal collection.
The aim of the A-Z list is to facilitate access for library users to the growing range of journal titles available by bringing them all together in a single easy to use listing. Specific articles can be requested via the library’s online request form by clicking on the ‘Request an article’ link provided within each entry of the A-Z list.

2012 Healthier WA AwardThe AMA (WA) and Healthway Healthier WA Award 2012 recognises WA organisations that have, through a specific venture, project or program, made an exceptional contribution to the advancement of health and wellbeing outcomes which impact across the WA community. Only Western Australian based organisations can enter their ventures, programs or projects which must have been running for a minimum of 12 months and commenced no more than 5 years prior to nomination. $10 000 will be awarded in 2012 to the winner of this prestigious award.

New resources to support your practice managementThe RACGP understands that GPs are highly skilled and trained in the clinical side of medicine, but aren’t necessarily taught how to manage and run their practice. Following feedback from our members, the RACGP is launching an expanding suite of resources to assist our GP members with their practice management. This is another way the RACGP is further supporting our members and building their RACGP membership value. Next month (May 2012), the following new resources will be released:
Starting a medical practice – GPs need a reliable source of information to refer to when embarking on a venture to set up a medical practice. The RACGP Starting a medical practice workbook includes information on practice location and design, business structures, financial management, staffing arrangements, quality improvement, and risk management systems. Available in May 2012.
Closing a medical practice – If you are considering closing a general practice, there are many important decisions to be made and legal, regulatory and insurance issues to be dealt with before you retire. The RACGP Closing a medical practice workbook covers some of these issues, including medical indemnity, storage of patient information and disposal of medications.

Building the future of rural health conference 20-23 September – call for abstractsConference partners The Rural Clinical School of Western Australia and Rural Health West invite abstract submissions for oral and poster presentations for the 2012 Building the Future of Rural Health – 6th Annual Rural Health Conference.
Papers presenting research on clinical and population health in rural and remote areas; workforce and training; and policy and programs are encouraged. Abstract submissions close on 5 June 2012.

Australia Day Honours 2012The WA faculty congratulates WA GP Dr Kim Tee Ong who was a recipient of the Medal of the Order of Australia (OAM) at this year’s Australia Day Honours. Dr Ong was recognised for service to the rural community of Madurah and to medicine as a GP.

Cognitive behavioural therapy and counselling skills workshop – 4-6 May 2012This workshop, developed by the WA faculty and clinical psychologist Lidia Genovese, has been designed for GPs who wish to develop their skills beyond the basics and take their counselling skills to the next level. Learning objectives include:
• develop an understanding of the range of evidence based focused psychological strategies (FPS)
• develop an understanding of the rationale for the use of FPS in different clinical circumstances
• improve your ability to provide FPS to consumers as part of a GP Mental Health Treatment Plan for common mental disorders.

CPR certification courseThe RACGP cardiopulmonary resuscitation (CPR) courses are nationally accredited and are run in conjunction with Extremem Medical Pty Ltd (a nationally recognised training organisation). The faculty runs weekday evening and Saturday morning sessions throughout the year. Completion of this course will fulfil CPR requirements for the RACGP QI&CPD 2011-2013 triennium.

External eventsThe Monash Certificate in Clinical Occupational Medicine Short CourseThis short course will run in Melbourne from 18-22 June 2012 and is designed for occupational medicine trainees, GPs and other medical practitioners who manage patients with work related injuries. Practitioners will gain the knowledge and skills to:
• diagnose and manage common occupational injuries and diseases
• document and investigate complex and less common problems in occupational medicine
• perform a medical assessment, including history and examination, aimed at pre-placement, medical surveillance or return to work
• write a medicolegal report.
This course is accredited for points in RACGP QI&CPD program for the 2011-2013 triennium.

E-health: What it means for your patients, your practice and your data
The Royal Australian College of General Practitioners’ technology enterprise, RACGP Oxygen, invites GPs and staff to participate in an e-health active learning module (ALM).
The emerging e-health environment provides opportunity to develop practice culture to drive improvements in care. The effective use of information and information systems will be critical as we move into an e-health care delivery model.
The ALM consists of three activities:
• Activity 1: E-health supporting patient care (1 hour online)
• Activity 2: How e-health will work in daily general practice (3 hour face-to-face workshop)
• Activity 3: Improving the quality of your data (2 hours online).
This education covers what e-health is, the Healthcare Identifiers Service, the shared e-health record system, and the importance of data quality. Using e-tools to manage patient health information
and practice business information is demonstrated and discussed at the workshop. In order to complete the ALM, a predisposing and a reinforcing activity are required in addition to completing the online activities and the workshop. After completing these activities, participants will be able to:
• Identify the areas of e-health and their potential impact on your patients, practice and data
• Recognise the importance of accurate identification of patients, their healthcare providers and organisations when transferring shared health information
• Identify a quality improvement process to improve data quality
• Manage patient health information and practice business information using e-tools to improve the delivery of care in your practice
• Recognise the value of a quality and safety team culture.
