'The Avenue of 42 oak trees planted in 1937 by Mrs Guy Trafford at Hill Court to commemorate the Coronation of King George VI ' This year is the Diamond Jubilee of Queen Elizabeth II and the Woodland Trust charity is encouraging communities and individuals to plant trees to commemorate this special occasion. A written record of all the Diamond jubilee projects undertaken is being compiled, in addition the Trust has produced a digitised record from a book, ‘The Royal Record of Tree Planting et al’ which details all the trees planted throughout the UK and the then British Empire overseas to commemorate the coronation of King George VI in 1937. This record can be viewed on-line at www.jubileewoods.org.uk. The e-book is around 700 pages in length and those trees planted in Herefordshire are listed from Page 84.

Chairman’s opening remarks

The work of the Parish Council continues to be demanding as we try to deal with the implications of the Government’s Localism Agenda and the several projects which are under way to try to take the Council forward. In keeping with our appeal to let us have your opinions, you should find, in the pack with this newsletter, a Recreational Field Questionnaire. Please have a careful look at it and submit your responses to us.

As has been well publicised, the concept of recreational facilities has exercised minds in the past few months and has revealed many differing opinions about what Parishioners really want. It is extremely important that we should understand the wishes of Residents as we move forward. This questionnaire has been carefully designed to give us the answers but of course it will be unhelpful if only a few people respond. It is important that this is seen as a survey of all opinions, not just of those with children. Our aim is to make the Parish a better place to live for everybody and we wish to understand the points of view of the widest range of people who live here. WE WILL BE CONSIDERING THE RESPONSES AT OUR MEETING ON 13TH JUNE, PLEASE TRY TO COMPLETE YOUR QUESTIONNAIRE AND RETURN IT TO US BY THE END OF MAY. The biggest thing to happen since the last newsletter has been the decision by the Cabinet of Herefordshire Council to agree changes to a contract that allows the work on the City (Hereford) Centre to begin. This will provide for us all a super new 6 screen digital cinema seating 1100, a three storey Debenhams, a Waitrose, 7 new restaurants, and 20 new shops. This will be joined to the current city centre by a new boulevard with crossing points and new trees. It is all very exciting. John Jarvis - Kerne Bridge Ward Councillor

I kept being told, by sceptics, that it would never happen. Well, on 16th April 2012 work commenced. An assumption is being put about that this scheme will cost all tax payers a lot of money, NOT TRUE, £90million is being invested by private companies. Finally, if you run a business, £43m will be available to local businesses to tender for , so get your pencils sharpened.

Kerne Bridge Ward Councillor’s Report

A vacancy has arisen on the Parish Council, following the disqualification of Councillor George Jones, due to non-attendance for a period of more than 6 months. Although there were people available for co-option onto the Parish Council, The Electoral Services Office have received ten valid signatures to request an election takes place in Walford Parish, following the Notice of Vacancy published on Friday 23rd March 2012. The Notice of Election was published on Wednesday 25th April, and as a result, three candidates have been nominated to stand for the vacant seat: James William Freeman, Martyn John Jenkins and Simon John Kinder Thursday 31st May has been chosen as polling day and the polling station will be Walford Village Hall, where votes can be cast between the hours of 07.00 – 22.00. The count will also take place at Walford Village Hall and is expected to finish no later than midnight. The Parish Council have requested polling cards for this election, which will be sent to everyone on the electoral register in the Parish and all the relevant information will be included on the polling cards. PLEASE TAKE THE TIME TO VOTE ON MAY 31ST AT WALFORD VILLAGE HALL

URGENT: Walford Recreational Field Project

Defibrillation Equipment for the Parish – An Appeal Each year in the UK about 160 000 people die as a result of sudden cardiac arrest SCA. Following SCA there is a window of opportunity of about 8 minutes in which the hearts’ electrical activity can be reversed. This can be extended by effective cardio pulmonary resuscitation. With the best will in the world it is unlikely that the professional ambulance staff will be in a rural Herefordshire village within 8 minutes. Therefore it is in our own best interest to have the ability to attempt to restart the heart. Walford Parish Council have discussed the purchase of what is now known as a Public Access Defibrillator PAD for the Village. This machine is stored in a weather proof cabinet, locked by a code lock and placed in a public location. In the event of a SCA a call is made in the normal way to the ambulance service, they will dispatch a paramedic, but will also refer to a data base of PADs and direct that member of the public to the nearest PAD and giving them the access code. No prior knowledge is required to operate a defibrillator, hence any member of the public can use them. The Parish Council are appealing for sponsorship and/or donations, in order to help them realise this ambition. Please get in touch if you are interested in getting involved.

Land at Forest Green

The application to register the land at Forest Green as a Village Green, has now been submitted and there has been some positive feedback from the planning authorities. No decision has yet been made, but you will be kept informed of further developments. Councillor Cheryl Carpenter – Chair of Forest Green Working Group

At the meeting on Wednesday 9th May, The Parish Council approved a Walford Links request for support letter, which will be sent out to all the relevant Stakeholders in the Parish. There will be a 2 month consultation period, after which the information received will be submitted to Herefordshire Council for consideration in July, when making the decision whether to make the bridleway creation order, or not. A message about Dog Fouling

The issue of continuing dog fouling on some of the Parish Rights of Way and footways was raised by concerned parishioners at the April Annual Council Meeting and further reports have since been made to the Clerk, which include concerns about some dogs not being kept under control by their owners. Whilst it is clear that most dog-owners in the parish are responsible and careful, keeping their animals under control and picking up their dog mess - for which thanks are in order - some are not being responsible in this regard. Please can we appeal to all parish dog-owners to be responsible and make sure that their animals are kept on a lead, when there is any danger of them running out of control and to pick up any dog mess that the animals they are responsible for have left behind. The Parish Council will be looking into the installation of further dog fouling signs to try to reinforce the message and if necessary, the dog warden will be asked to investigate locations where repeated fouling is taking place.

National Grid is continuing its work to replace vital underground electrical equipment between Walford and Brelston Green, and would like to thank local residents for the patience and kindness they have shown us while we undertake this work. We have now completed several key initial stages of the work, which you may have seen taking place in the area. Earlier in the year, we completed our work to drill underneath the River Wye – leaving the river completely undisturbed while this took place. In March, we re-opened the Goodrich road after a short closure to install trenches beneath it. There is still much more to do and our work is on schedule to complete as planned. We will also be attending Parish Council meetings in Walford, Goodrich and Marstow this summer to tell councillors and the public more about our progress, as well as answer any questions they may have. Bob Hughes, the project manager, said: “We’d again like to thank the people of Walford and neighbouring parishes for welcoming us to the area and for their continued patience while we carry out this essential work. We’re doing everything we can to minimise disruption and will of course return the area to its pristine condition once work is complete. “ If anyone would like to talk to us about the project, please call our community relations helpline on 0800 073 1047. The line is open 7am-7pm, 7 days a week.” As well as talking to local parish councils, National Grid has been consulting with Herefordshire County Council, the Environment Agency, Natural England and other statutory consultees throughout the work. The first part of the work to replace electrical equipment should be complete in late 2013. Earlier in the year, we visited Walford Primary school to tell the children more about our work and give a lesson on electricity and protecting the environment. The children were very interested and asked us some challenging questions about how electricity works.

Gadr Farm

• The Wye Valley AONB unit in Monmouth is responsible for the administration of the AONB and has arranged a series of events, courses and walks throughout the year in the AONB area. These are advertised in the latest edition of the quarterly ‘Picturesque’ Newsletter and also on the website • Following all the 40th birthday events of last year, the AONB Officers are already busy on new projects such as the Youth Rangers and the Sustainable Tourism Strategy. One of the final products of the Overlooking the Wye scheme is a series of 4 (free) walking trail guides which are available from various tourism outlets, local shops and downloadable from the website • Volunteers work throughout the year on a wide range of conservation projects such as hedge laying, stonewalling, vegetation management, path reclamation and pond clearance. • The photographs below were taken by Chris Barron at the WVAONB volunteers session at the Plant Life Reserve at Haugh Wood, nr Mordiford and are of : Green Winged Orchid and WVAONB Volunteers constructing tree guards to protect traditional apple varieties in a newly planted orchard .

Walford Pre-School Playgroup

• The new term welcomes new children and a new committee to Walford Pre-School Playgroup, and we are all looking forward to an Olympic 2012. Based at Walford Village Hall during term times, we offer pre-school children an excellent environment to learn through play. • Each day our children are presented with an exciting array of activities from baking, biking, gardening, painting and many more besides. With our highly qualified staff overseeing all aspects of the children’s development. • Following on from our brilliant Christmas play, we are hoping to launch into 2012 with a Spring Open Day (information available soon on our website), May Fayre and annual summer sports day. • Walford Pre-School Playgroup children normally start in the term of their 3rd birthday, so if you have children or grandchildren, who are of pre-school age, please come along and see us for yourselves. In March, Walford Scouts wrapped up warm for their first camp of the year where they were joined at a beautiful site in Pengethley by Scouts from Ross.

In two action-packed days the Scouts built fires on which to cook their own meals and worked as a team to build and cross a rope bridge across a death-defying chasm (otherwise known as a ditch!)

The second camp of the year took place at the Biblins campsite on a soggy Bank Holiday weekend. Luckily, the weather held off long enough for the Scouts to fit in loads of activities such as climbing, caving, a geology hike, ‘chariot’ racing and firing tennis balls from home-made catapults!

‘Wonderful Walford’ Some thoughts from our Community Officer

This title is more likely known by our school children than the adults within our community, as it is displayed on The School’s notice board, and how true it is! Hardly a day goes by without me thinking how blessed we are to be here, in an Area Of Outstanding Natural Beauty, with one of the country’s best known rivers, a caring community, two thriving village halls and wonderful churches with active congregations. I know that it is truly appreciated by all, for why else do we stay here? And how do we sustain it in the manner in which we like to experience it? How does each of us contribute? Do we just pay our dues and expect it all to happen along the lines of ‘What we hope for”? I well remember a comment made by a new vicar, who whilst making his social rounds, to the village hall, WI and Parish Council, exclaimed: “They’re all the same people”! When looked into many people donate their time to community well-being on a voluntary basis, for the joy of socialising. I now arrive at the nub, what do we expect from our community services? How much do we take for granted? Will we get married in The Church, hold a reception in The Village hall, build a house in The Village, serviced by a road structure, refuse collections and the Village School? The Vicar, The Headmistress, the Village Hall, The Footpaths Officer and The Parish Council are there in event of problems arising. As with a musical instrument the notes are all in there somewhere they just need orchestrating and loads of practice. A bit drawn out perhaps, tugging at strings unnecessarily? My role on The Parish Council is that of Community Officer. I saw the need for more interaction between Council and Community and a welcome for all to join in and contribute to the smooth running of your Parish. We are beholden to you. The Parish Plan evolved around your wishes about how our village should be; a blueprint, but something upon which we could build and refer to. With this in mind “Meet you Councillors” was introduced. Initially there was a poor response and almost all participants were Councillors and WI ladies on hand to provide the vitals. Insufficient advertising was the shout, but this has subsequently been increased, notices were displayed along the roadside and a further two functions took place. At both, Councillors outnumbered the public. Not surprisingly The Council have now questioned the logic of continuing with the project. I contacted various enterprises in The Parish and was very well received; They were prepared to provide venues, hospitality and wished to reach out to share the products of their enterprise. For such a small parish it is surprising the industry therein. Originally I forecast four events a year, this now looks to be in jeopardy. Should you wish to respond to the Parish Clerk about whether you consider this project beneficial, or otherwise, please do get in touch. As to joining other community functions - be it short mat bowling, Church attendance, Choir practice, WI, village hall or Parish Council meetings, they are all wonderful opportunities to meet and make friends and we still do have local Pubs. There’s something for all, that’s how a community survives, so do set a little time aside and enjoy that little bit extra.

Charity Commission Reg. No 511867 The Walford Relief in Need Charity was set up in 1984 for the purpose of assisting residents of the parish of Walford who may be in need, hardship or distress whether financial or otherwise. The parish of Walford comprises the settlements of Bishopswood, Coughton, Deep Dean, Hom Green and Walford. The objective is to assist where there are gaps in statutory provision which may be filled by charitable services or facilities or to help where there is need but statutory benefits are not being received. The scheme gives the Trustees a wide choice in the sort of relief the Charity can award providing the need is clear. Walford Primary School Walford Community Celebration To celebrate their topic work on ‘Bears’, Class R at Walford Primary School invited the local playgroup, parents and carers to join them for an exciting Teddy Bear picnic.

The children were also keen to welcome the Mayor of Ross to officially open their newly refurbished outdoor learning area. Representatives of the School Council presented a ‘Book of Thanks’ to Mr George Smith (Walford Timber) who very generously donated two wonderful play houses which enhance the learning opportunities for all pupils in Class R and Class 1.

Gardening at the Village Hall

Community Christmas Lunch

Here's an interesting update in the communications field. We applied for a grant from Herefordshire Council to enable us to purchase some computer gear for the Hall on the basis that we would like to be able to offer facilities for users to access up-to date computer equipment for emails, surfing and presentations and for small business users to get a particular message or sales pitch across. That application has been successful and we will be installing two desk top computers and a projector (we already have a screen) and an iPad as soon as the grant comes through. We are required to add a small proportion of Hall funds to that sum, which we are happy to do. These facilities will be available both to small businesses, individuals and to our various user groups, should they wish to spread their wings a bit more. For my part, I can envisage a use in various categories of questions in our quizzes and pudding evenings. A nice challenge! Bearing in mind the coming summer, the Committee has asked that Dave Berry and myself, as Treasurer and Chairman, maintain momentum in keeping our kiddies' play area project moving forward. To ensure competitive costings, we have had three experienced companies attend the field to discuss the potential and recommend equipment and installation costs to which we will need to add the necessary fencing and relevant safety costs. Finally, we have been most encouraged by the interest and suggestions to help us forward by local businesses who have attended our field meetings. They wish to be kept in touch with our progress. Bishopswood Village Hall

• The community of Bishopswood came together again in February to put on their 2nd panto ‘Puss in Boots’. A lot of hard work went into constructing and painting sets, making costumes - and of course learning lines! With performances over three days, the Village Hall was transformed into a magnificent theatre – a stage was constructed and curtains hung. • The story was set in Amsterdam, ruled by King Bulbo and his Queen Tulip. The audiences booed and hissed at the villains – Dr Frankenstein and his henchman Blackleather; gasped when Puss in Boots was pushed into the well, and cheered when Arthur finally married his Princess Daffodil. There were plenty of songs and a wonderful performance by the 1st Goodrich Brownies who, as rabbits went to live with Princess Daffodil in the Palace.

Bishopswood Women’s Institute

MAY Our monthly meeting will be held on FRIDAY MAY 11th. when we will discuss the resolutions for our National A.G.M. A quiz organised by Mr. & Mrs. Brain will be held following the resolutions vote. THURSDAY MAY 24th. our Summer Lunch will be held at The Royal Forest of Dean College. JUNE FRIDAY JUNE 8th.This month's meeting will be a Jubilee Pimms Evening. WEDNESDAY JUNE 13th. • On Sunday 3rd June Bishopswood will be celebrating the Royal Jubilee with a ‘Big Picnic’. The event will be held in the beautiful grounds of Hazelhurst Nursing Home from 2pm – 6pm. Entry is free and there will be competitions and games to take part in. Soft drinks, tea and coffee will be available to buy along with strawberries and cream. An old fashioned sweet cart, live music and a treasure hunt are just some of the attractions planned. There will also be a fun dog show – is your dog a ‘Canine King’ or ‘Queen of the woofs’? With prizes for the most regal dogs as well as for the dogs that become king or queens of the judges hearts for the day. Bring your picnic and join the fun. • The next Community Lunch at Bishopswood is on Sunday 17th June. Celebrate Fathers Day with a delicious home cooked 2 course Sunday Lunch. Rev Laurence Matthew and his wife Susan were welcomed into the parish on April 1st and are now taking an active part in the joint Ross and Walford benefice. Refreshments were served at the Mothering Sunday and Easter Day services and the children particularly enjoyed the Easter Egg hunt whilst the adults had a chance to meet Laurence and Susan and catch up with friends. The children had helped to construct the Easter Garden and the church was beautifully decorated with spring flowers. The APCM was held on April 30th and the committee remains the same as the previous year. The 5 yearly report on the structure of the church building has highlighted essential maintenance and repairs necessary to keep this historic building standing; this will cost about £6000. So some serious fundraising will be necessary! Various events are in the planning stage for the rest of the year:- On May 27th there will be a BBQ at the vicarage following the 11.15am Family Service; forms and information at the back of the church June 1st is the date for the Annual Produce Stall in Ross Market Place. Come and stock up on delicious locally grown asparagus, blueberries, strawberries, raspberries, preserves and much more! All offers of produce and help gratefully received. Autumn events will include a Talk by Baroness Pickeathley followed by Cheese and wine on October 12th in Hom Church Cheese and wine with a talk or musical theme in Hom Church; A Night at the Movies in St Mary’s Hall; A cultural coach trip to Bath Look out for details of these in the church newsletter, Flier and local press.
