The story so far
NEDF Concept;
2006/07 User/ Stakeholder Meetings;
Audit, Science Case, Business Case, Background Papers;
NEDF Workshop – Canberra, 18 Mar 2008
Workshop Report
By invitation only workshop;
G. Searle, S. Blake & W. Featherstone attended from WA;
Very professionally put together & sponsored by The Australian Academy of Science with senior representation
Workshop Report
Clear user-requirement[s] esp. the + 20 m coastal regions;
No new $$; no articulated priority regions;
Environment for governance & coordination as the main focus of effort
Workshop Report
Attention of key decision makers;
Do need a seamless DEM – nested product;
Future upgrade/ maintenance path required
Workshop Report
900 separate elevation datasets across Govt alone & more in private sector;
Most project driven;
Diverse, no consistency in specification
Workshop Report
ASIBA interest;
Prof Clive Fraser’s talk – excellent technical reference [need to source a copy];
Three scales: sub-metre, 1-2 m & 5-15 m
Workshop Report
DSM – DEM conversion can be costly;
Horizontal Datum – not an issue;
Vertical Datum – “the” issue
Workshop Report
Other main issue: the interface between bathymetry [tidal datum] & land elevation;
LIDAR stats: DSM’s at 10 -30cm res = $150 - $350 km2 [assuming a 1 km swath];
But DSM – DEM costs still high
Workshop Report
LADS: up to 60m water depth but problematic in turbid/ surf zone;
Quickbird satellite: 2-3m DSM’s routine
SPOT 5 HRS: being captured for whole continent [AGO Project]
Workshop Report
Future = High frequency LIDAR – can fly higher – cheaper cost per unit area;
AHD – can be revised now [40 yrs of data that can be applied]
WA tilt = 0.4 m caused by sea surface topography
Workshop Report
Large volumes of data – proprietary storage formats;
LIDAR – largest current investment:- 15 cm highest res- 50 cm lowest res
AHD = OK as base datum
Workshop Report
Importance of “repeatability” around key locations around Australia;
ie. temporal aspect as well as 3-D aspect
Brokering point, LIDAR specifications etc to reduce transaction costs??
Workshop Report - Summary
Good background documents prepared;
Some good technical summary PPT’s;
No agreed way forward – in terms of governance & coordination in short term;
No cashed-up client??
