A severe shortage of rental properties this winter is leaving hopeful renters with few options. The annual problem is even worse than usual this year.

“There are no winter properties on our books” said Margo Goodsell, Housemart Property Manager, “it’s definitely a prob-lem.”

“For each of the properties we had avail-able in autumn we had multiple qualified tenants. They’re good tenants, but there’s just not the housing.”

A member of the community, who wished not to be named, said she knew people who were sleeping rough because of the shortage. “Some of them are staying in backpackers or WWOOF-ing, but I know people who are resorting to

camping grounds or sleeping in their vehicles because they can’t find housing. Nightly back-packer rates are too expensive for permanent

A Wanaka-based business owner is making his mark on a global scale after winning a 2015 Gold Quill Award of Excellence.

Communications advisor Michael Metzger (49) won the prestigious International As-sociation of Business Communicators award, which recognises business communication excellence globally, and was also shortlisted for the Boutique Agency of the Year award, where he competed against agencies from the USA and Canada.

The award ceremony was held on Monday (JUNE 15) in San Francisco and Michael jetted to the States to receive the top honour.

Michael, who has been running his own busi-ness, Metzger Communications Ltd, for the last 15 years, has also won the Gold Quill Award on two previous occasions.

“I was bowled over just to be nominated for it. We’re a small country a long way away from the rest of the world and it’s easy to underestimate how well we do things here. This is a fantastic opportunity to benchmark what I do against the rest of the world. It’s nice for me to have this sort of recognition for beavering away in Wanaka,” said Michael.

After living and working in Wellington for 20 years, Michael moved to Wanaka three years

ago, set up his business from home, and hasn’t looked back.

“I think my clients were a little surprised at first when I left Wellington, but I can work very easily from Wanaka. With phones, skype and email it’s very easy to work from a distance,” explains Michael.

Michael has a broad range of clients and looks after member communications for three of New Zealand’s biggest employer-based superan-nuation schemes. His latest Gold Quill award recognised his pioneering work in revamping communications for the Police Superannuation Scheme

“My role is to understand the needs of each organisation and understand their audience on a deep level and come up with a strategy that matches those things,” said Michael.

Jane Presto, Hostel Assistant at YHA Wanaka, said she thought the problem was severe: “About

50% of people who walk through the door are looking for rental properties and are staying with us in the meantime. There’s a massive, massive shortage this year. It’s out of control.”

Frances Mackenzie, owner and property manag-er of Accommodations and Reservations Wanaka, said that seasonal accommodation was certainly a problem.

“There is a shortage. We still have people coming in daily to ask for properties,” she said.

Frances said she thought a contributing factor could be people building and selling homes, and then renting, meaning fewer properties available for seasonal renters. Margo said it seemed that renters had organised accommodation earlier this year, and that the traditional increase in rentals in October and November had not occurred last year. Wanaka has a very high rate of empty homes so the shortage, which is year-round although more se-vere in peak seasons, should be able to be reduced. Homeowners who can help are encouraged to contact Margo or Frances to list their properties so we can get some of these would-be tenants out of their temporary accommodation.

At least one metre of snow is ex-pected to dump over Wanaka and Queenstown’s mountains this week-end, with severe weather warnings in place.

It couldn’t have come at a better time with Cardrona now open and Treble Cone opening next Thursday.

High winds forced the closure of Cardrona skifield on opening day last Saturday, when it became too dangerous, but it re-opened again on Sunday.

warning saying heavy snow and severe gales are expected widespread across inland Otago.

“Central areas of Otago are likely to be hardest hit, with accumulations reaching 15 to 25cm at 200 metres and a metre or more above about 700 metres.

“ This amount of snow is likely to cause major disruptions to transport through these areas and cause distress to people or stock in exposed outdoor places.”

Hawea Playgroup’s fifth annual garage sale held last Sunday was “a massive team effort,” according to Emily Sancha, Hawea Playgroup secretary.The event made a record $1753, with around $1200 raised from the café and $500 from the stall tables, facepainting, raffles and second-hand goods sold.This year also had a record 33 stalls, a drastic jump from 20 tables for each of the last two years.

The stalls sold a wide variety of goods, from handmade jewellery and kids’ clothing to second-hand adults’ clothes, while many musicians from around town performed.“We’re grateful to everyone that contributed this year, and there were so many,” Emily said.Proceeds from the garage sale will go towards the ongoing costs of the Hawea Playgroup, located in the old post office in Hawea Flat.

Lately I’ve been taking home a lot of home magazines from Waste-busters (I love that we can share recent magazines around the community just by dropping them at Wastebusters). It’s a bit of an addiction to read one with a cup of tea before I start all my home jobs. Somehow it always makes me feel more hopeful about the state of my somewhat unfinished, often messy and definitely uncoordinat-ed house. Surely just a few cleverly unmatched designer cushions scattered around would turn it into a stylish home!

(Yes a few hundred hours of building and painting would also help, but as everyone else who lives with a builder knows, it’s hard to be the top client on the list. As the ski season is nearly here, I live in hope. I mean how many other clients out there will not only give you a powder clause, but will also go skiing with you.)

It’s not the newest, flashest of houses which I aspire to. I love the more lived-in homes with a mix of old and new, retro furniture which has been reupholstered and

collections of china and art. I really admire people who can create a beautiful home and give old things a new life at the same time.

Last week I went to a home just like that for book club. The first thing I saw were two 1960’s chairs I took into Wastebusters when we first moved to Wanaka. I’ve still got the matching couch, and I’d always wondered (a little bit sadly) if the chairs had ended up in the landfill. But no, they had been recovered and put the state of my couch to shame. It was like seeing two old friends again. There were lots of other Wastebusters treasures, which, combined with a few gorgeous new things, made it a home to remember.

Being there has inspired me to actually make some home improvements, instead of just dreaming about them. I found the perfect material at Wastebusters to make my own designer cushions. It shouldn’t take me too many cups of tea – especially since it’s nearly my turn to host book club. There’s nothing like a deadline to turn ideas into action.

Health Minister Jonathan Coleman has dis-missed all members of the Southern District Health Board and replaced it with a Commis-sioner.

“The financial problems at Southern DHB are longstanding. I do not have confidence that the current governance arrangements are suitable for delivering on the changes required in South-ern DHB,” Dr Coleman said in a statement.

“Southern is forecasting a final deficit of $27 million for the current financial year. That figure has effectively doubled in the last six months.

“The DHB has also forecast that its deficit position will further increase in 2015-16 to between $30 million and $42 million – this accounts for over half the combined deficit of all 20 DHBs. This situation of fluctuating forecasts and progressively worsening deficits cannot

continue,” he said.“All DHBs are funded according to the same

population-based funding formula. This formula includes adjustments to recognise rural popula-tions, age and other demographic issues.

“In a tight fiscal environment, all DHB’s need to use available funding effectively. No other DHB has failed to control its finances in the way that Southern has.”

Dunedin-based legal consultant Kathy Grant has been appointed Commissioner.

She intends to appoint Graham Crombie and Richard Thomson as deputies. A third deputy with a strong clinical background will be ap-pointed by the end of the month.

Dr Coleman said his decision was not intended to devalue the board’s efforts and achievements. However, a new approach is now

Southern District Health Board sacked

The Wanaka Community Board agreed yesterday to make a recommendation to the Otago Regional Council (ORC) to grant the proposed new grounds lease for the Wanaka Watersports Facility.

If the ORC grants the lease – on 800sqm of council-owned reserve land – to the Wanaka Wa-tersports Facility Trust (WWFT), the Trust would still be required to apply for resource consent,

which would include public consultation. “It’s important for the public to know the build-

ing does have to go through a resource consent hearing,” chairperson Rachel Brown said.

APL Property Manager Jo Conroy said if consent was denied, “I guess we’d go back to the drawing board”.

Architect Alistair Madill said if the lease was granted “it would be a matter of a week or two” before an application for resource consent was made.

Doctor Dave Allan, general practitioner at Wanaka Medical Centre, is set to retire in three weeks’ time. Dave was the second doctor to join Wanaka Medical Centre (in 1980), when it changed from a special area practice to a private practice.

When Dave and Jan arrived in Wanaka, the population was about 1100 people. At that time things were very different – there was a hospital in Cromwell (now the rest home, Ripponburn) with a maternity ward, ambulances had volunteers but not paramedics on service, and choppers were often used.

“Sir Tim Wallis was always readily available to help with choppers when needed,” said Dave.

Now 35 years on, Dave has strong relation-ships with many of his patients – he’s treated up to five generations of some families and has treated some right from infancy, or even from birth.“I’ll certainly miss the patients,” said Dave.

“It’s been a great pathway for me, and we’ve been spoilt with the Wanaka environment too. “So much has happened. Between the moun-tain work, road accidents, acute medicals and more, it’s been really varied work.”

But one thing that has been consistent, said Dave, is the outstanding support from

the local community. “The load has always put a stretch on everybody,

but the community has always supported us greatly,” he said.

Dave’s wife Jan was very active with Wanaka Preschool, helping with its establishment and then running the office. She’s also been involved in the

community in many ways.Their two daughters are both

adults now. His eldest, Georgina, is completing training as an ultrasonog-

rapher in Dunedin after studying radiology and his younger daughter, Sarah, is a trained pre-school teacher in Wanaka.

Dave’s not sure yet what his plans will be after retiring.

“We came here with no plans and gave it a go,” said Dave, “so we’ll see what happens this time around too.”

I know that for many of us it is easy to postpone having a smear. Don’t let thoughts such as being embarrassed put you off having this simple, life-saving in-vestigation. Our female GPs and nurses have lots of experience and we will try to make your procedure as quick and comfortable as we can.

The aim of the game is early detection of pre-cancerous cells. If present, treatment can be given before they turn into something nasty. The cervical screening programme is available to women between 20 and 70. Sometimes women at the higher end of this age range delay their smears. It is easy to become complacent when you have had years and years of normal smears. Winter is here and there is a crowd in town with the skiing already underway.

Police had several calls for service over the weekend including a handbag stolen from a local backpackers on Sunday, and a domestic incident and a motor vehicle crash at the intersection of Ballantyne and Riverbank Rd on Saturday.

We also went to several *555 calls in the Cardrona Valley over the weekend in relation to driving complaints. The road is busy now with ski traffic and drivers need to slow down, keep their following distances appropriate and adhere to the winter driving conditions.

On Friday police dealt with a trespass matter and a driver also had their licence suspended for three months for excess demerit points.

We received a report of the attempted break-in of a retail premise last Wednesday and another report of a rural burglary from earlier in the week. It’s a good time to remind everyone to make sure we always lock houses and vehicles and remove any valuables, including ski equipment, from vehicles especially.

Also reported over the week were another firewood theft, an assault and a noisy party which just frustrates people living nearby. All in all a classic winter week for police and a little too early to be getting this busy.

The InformantWelcome to The Informant. It has been a number of years since we have run a regular article in The Wanaka Sun. It’s good to be back.This month’s topic looks at some of the issues that people from overseas face becoming NZ tax resi-dents. These issues are somewhat similar to the tax issues also faced by long term New Zealand tax residents with overseas investments.The most important misconception we strike concerning an individuals tax residency is the confusion around how your tax status is tied to your immigration or residency status. Tax status is related solely to two things. Foremost is NZ your permanent home or place of abode? If it is then you are NZ tax resident regardless of how much or little time you physically spend in NZ. Secondly if you are physically present in NZ for 183 days or more in any 12 month period. Meeting either one of these tests will trigger you as a NZ tax resident. Like most things in life, it is harder to undo some-thing than it is to do it in the first place. Hence the Inland Revenue Department (IRD) only allow you

to qualify as a non resident if you give up NZ as your permanent home or leave our shores for 325 days or more in any twelve month period. So as someone who has lived overseas in the past what does it mean to become a NZ tax resident? Fortunately, back in 2006 the tax laws were changed to allow first time residents and ex-pat Kiwis returning to NZ after an absence of 10 years or more, to become what are known as “Transi-tional Tax Residents”. This exemption allows you to get your affairs in order before the full impact of becoming a tax resident of NZ takes effect. During the four year exemption period you can mostly ignore income you have from overseas sources. Obviously there can be benefits in taking advantage of this 4 year exemption period. After the exemption period there is a need to pay tax on all of your worldwide income. This generally includes all pensions, interest, dividends, rental and business income from overseas sources. We quite often find that people with overseas income struggle with the concept of having to include income in their NZ tax return, especially when it is banked in an overseas bank account and remains in that overseas accounts. I understand

their thinking but the IRD doesn’t see it as being outside their grasp. We often find there is low compliance with tax not being paid on overseas pensions.This leads me to the point of what we can help you with if you are one of those many people hav-ing moved to NZ and hold overseas investments. Equally if you are a long term New Zealand citizen with overseas investments, how are you affected? There are certain types of taxes paid overseas that gain recognition within the NZ tax system and others that don’t. Structuring your investments around what is recognised within NZ or taking account of the exemptions surrounding interna-tional tax rules can save you serious money. The IRD are actively looking for parties that don’t comply with overseas taxation rules. The rules tend to be complex in nature. Quite often people fall foul of rules they had no idea existed or ap-plied to their situation. If you need help with any of these matters please feel free to contact us.

Wanaka architect Sarah Ritchie was ‘thrilled’ to receive an award for her work on a local house at the 2015 Southern Architecture Awards.The country’s premier architecture competition recognises outstanding work by New Zealand’s architecture practices. A total of 16 winners, in-cluding four Wanaka homes, were announced last Friday night at the Toituū Otago Settlers Museum in Dunedin.

The awards jury described Warburton House, near Beacon Point Road in Wanaka and designed by Sarah’s company Sarah Ritchie Architect, as especially beguiling with “a series of delightful spaces the jury just didn’t want to leave”. In the house “each expertly scaled space, with its celebration of light, form and personality, has its own surprise”.

Working mum Sarah has lived in Wanaka for 13 years and started her business in 2009.

“I was thrilled to win the award,” she said. “It

was great recognition for the client who com-mitted to such a beautiful project and also great recognition for the whole team and the local builder who worked on it.”

Three other Wanaka homes picked up awards on the night, including Rammed Earth House by Assembly Architects, which comprises three sepa-rate buildings oriented to pick up ridgeline views.

Wanaka House by Lovell and O’Connell Archi-tects was honored for its “unique folded form that breaks away from traditional and contemporary preconceptions of what a house should be”.

And at Bremner Bay a Warren and Mahoney home was recognised for its robust exterior mate-rials and high ceiling supported by exposed trusses that were crafted from recycled timber from an old bridge.

All winners of this year’s Southern Architecture Awards will be considered for 2015 New Zealand Architecture Awards, which will be announced this November.

House scoops top award Wanaka businesses have got behind this year’s Matariki celebrations

by helping fund the fireworks on Saturday.This will be the sixth year the celebrations have been held at the Dinosaur Park, and Light Up Wanaka has rallied around to ensure the fireworks will continue.There will also be kapa haka performances, flax weaving and hula hoop workshops along with wood carving.A traditional Hangi will be served but it’s first come first served, for koha (donation).Other entertainment includes bonfires on the shore with Maori myths and legends, stories and poi performances.The celebrations start at 2:30pm and continue until 6pm.

The Merino Muster Committee and Snow Farm will hold a fundraising dinner on June 25 to promote the cross-country ski race on August 15 and welcome the lucky winner of a competition run in last week’s Wanaka Sun.

Out of 27 entries, Jen Anderson has been cho-sen to receive free training and gear rental from Snow Farm to compete in the Merino Muster.

Jen will be a guest columnist in the Wanaka Sun over the training and competing period. A big thank-you to everyone who entered!

This year will mark the 21st year of the event, named in reference to Snow Farm’s history as a high country sheep station. The race is symbolic of the country tradition of mustering the sheep

from the high mountains to the lower levels at the start of each winter.

The race offers entrants three distances designed to cater to all skill levels: 7km for nov-ices, and 21km or 42km for more experienced cross-country skiers.

Proceeds from the fundraising dinner - held at Lake Bar - will go towards programmes to encourage youth and locals to participate in the race.

The event will include a buffet dinner serving Southern favourites such as ham off the bone and roast beef.

The Merino Muster is an associate member of the prestigious Worldloppet series of interna-tional cross-country ski events.

A word from our winner…Well, what a co-ink-i-dink.I just had a friend ask if I would like to join her in entering this year’s Merino Muster - 21km race category. I of course hesitated for a moment, con-templating what could happen to me (having no experience on cross-country skis at all!) So I said well, I may very well be keen ...where do we start?Then lo and behold I read last week’s Wanaka Sun ... This had my name written all over it.If you want humour with a touch of determination to succeed in your final story, then I’m your girl. Having never been on cross-country skis I certainly tick the box of needing to learn. I have no gear, so love the offer of free gear hire, plus I’ll take your

advice and enter the 7km. The 21km might be a bit ambitious! I have two young children, Lilly (6) and Riley (4) and haven’t done a lot for myself (exercise-wise) in the last while until now, 2015, this is my year!I have started up Cross Fit and although I have a long way to go I have come a long way so far. I now need an activity that will raise my heart rate ... I think it might just happen doing this! And who knows, I may just be New Zealand’s an-swer to Fanny Horn, I just need to get my husband to teach me the shooting part properly.

Another housing rental crisis is upon us, but this winter it’s worse than ever.

Lately we’re hearing stories of people having to sleep in vans, tents, caravans and people’s lounge floors, waiting for a room or a house to become available in Wanaka.

One male backpacker moved to Wanaka hoping to get work, and was thrilled to rent a cheap flat, even though he had to share not only a room, but a bed, with another male.

So what about the hundreds of staff employed this past week on our two skifields –Whose responsibility is it to find them accommodation when they arrive?

And what about all the holiday homes sitting empty while people sit on the internet waiting for somewhere to live?

It’s hardly a match putting backpackers into swanky holiday homes, or even young families with messy children for that mat-ter.

And it’s a known fact that not only do we have a rental shortage, but unaffordable housing, so is it fair to say that if you can’t afford to live here go somewhere else?

But if that was to happen, who would ac-tually be left to look after our tourist town when all the service workers are gone?

And in the case of the two males sharing a bed together – do they top-n-tail?....

The Central Otago Soccer League resumed last Saturday after a short break, and both Wanaka men’s teams were in action at Pembroke.Frankton FC pipped Wanaka AFC to the league title of phase one by a sin-gle point last month, and the yellow and blacks were looking to kickstart phase two with a comprehensive display.

The nine-team league has been split in two based on phase one’s results, with the top five and the bot-tom four playing off in mini leagues for a new trophy.

Wanaka AFC welcomed the Queenstown Falcons to town and the visitors proved a much tougher test than a few weeks previous, where they were dispatched by five goals to nil through in Queenstown.

It was the away team who took the lead midway through the first half when their big striker turned well, and tucked his shot into the corner of the net past an outstretched Aaron Molloy.

It remained 1-0 until early in the second half when Wanaka were awarded a free kick around 30 yards from goal, up stepped Seb Thursby

to drill home in superb fashion, to level the scores and give the big man a well-deserved first goal of the season.

Unfortunately Wanaka couldn’t capitalise on the momentum and fell behind again shortly after.

A neat free kick from the visitors put them into the lead with 20 minutes to play.

Wanaka dug deep and pulled off an excellent come back to salvage a point when Ian Bell headed home from close range after an excellent cross box, headed pass from Timmy Zeestraten five minutes from time.

A draw was probably a fair result but Wanaka will be a little disap-pointed not to have stolen the three points, having been the better team throughout and missing several gilt-edged chances.

A much stronger test awaits next week when the team travels over the hill to meet Frankton FC in a mouthwatering early winter fixture.

In Saturday’s early kick off Wanaka Braves went down 4-1 to Queens-town Rangers.

Mount Aspiring College cross-country athletes are gearing up for the National Cross Country Champs in Dunedin on Saturday.

The team cleaned up at the Otago cross country champs in Mosgiel, Dunedin, last Tuesday, with eight out of nine athletes winning a place on the podium.

They are hoping for a repeat performance at the National Champs as this will be the biggest squad the team has sent out for many years.

At last week’s event first place prizes went to Phoebe Young and Gregor Findlay in the under-15 category and Sammy Burke and Janus Stauffen-berg for the under-16s.

Other podium places went to Fi Murray, Bella Fraser, Julius Stauffenberg and Nick Toepher, while Matthew Prince took fourth place in the very competitive under-5 boys category.

The Mount Aspiring College 1st XV hosted Otago’s biggest boys school, Kings High School, on Saturday.

The game was played in perfect conditions and started in positive fashion for the home team.

The MAC boys played disciplined controlled rugby and put immense pressure on the visi-tors.

A breakout try gave Kings an early lead but a stunning try to Bailey Nolet levelled the scores. Defensive lapses gifted Kings another two tries

to give them a 17-7 halftime lead.Coach Crosbie asked his team for a more

committed second half but the home team fell away to concede several long-range tries to the speedy Kings backs.

Two late tries from Edward Trombik and Cameron Arnerich brought the fulltime score to 53-17.

The player of the day was Blair Underwood who was a constant threat at centre.

The team has another home game this week against Waitaki Boys.

Young athletes put best foot forward

A Wanaka mountain biker has been officially selected to attend the World Junior Mountain Bike Champs with the elite Under 19 New Zealand team.

After competing well in the Oceania-championships and some Junior World Cup races, Paul Wright (17) is now training hard for the Junior World Champs in Andorra in August.

Paul is a member of Wanaka’s Unspoked Bike Club and has worked extremely hard to develop his talent, riding by himself in the wind, snow and cold.

As this will be his first year in the under-19 category, he still has one more year to truly make his mark on the New Zealand mountain bike scene.
