In a statement signed by Transport Cabinet Secre- tary James Macharia and his Tanzanian counter-part En- gineer Isaac Kamwelwe, the two countries agreed that truck drivers from both sides will be tested for COVID-19 before commencement of their journeys at the point of origin. The truck drivers who have been tested will then be issued with a 14-day COVID-19 free certificate by competent authorities, which should be mutually recognized by the two coun- tries. It was agreed that each vehicle will only be allowed to carry up to three crew members and a condu- cive place where the crew can stop for a rest should be identified and equipped with necessary amenities. e two countries will also have designated stop points at which the drivers will undergo random testing and results relayed to the public without mentioning the na- tionality of those found to be positive. The Capital Markets Authority is mandated under the Capital Markets Act to develop all aspects of the capital markets with particular emphasis on the removal of impediments to and the creation of incentives for, longer term investments in productive enterprises.

Tax is one of the key factors that has a major impact on the competitiveness of products and over the years, the Authority has proposed, and the National Treasury has implemented various tax neutrality measures aimed at promoting effective roll out of new capital markets products and services. One of the tax neutrality measures implemented in the recent past relates to the introduction of Real Estate Investment Trusts (REITs).

Section 20 of the Income Tax provides that a real estate investment trust (REIT) alongside unit trusts and collective investment schemes, is exempt from income tax. The Finance Act, 2019 further exempted investment companies wholly owned by a REIT from income tax. In this regard, the Authority has de-veloped draft Regulations to operationalize Section 20 (c) and (d) of the Income Tax Act on exemption of REITs.

The Authority wishes to invite the general public and stakeholders to submit comments on the said Regu-lations which can be accessed on the Capital Markets Authority website:– www.cma.or.ke.

The Communications Authority of Kenya (CA) is the regulatory agency for the local ICT industry with responsibilities in telecommunications, e-commerce, broadcasting, cyber-security and postal/courier ser-vices. The Authority is also responsible for managing the country’s numbering and frequency spectrum resources, administering the Universal Service Fund (USF) as well as safeguarding the interests of ICT consumers.

The advent of digital broadcasting has changed the broadcasting value chain by introducing key inter-mediary players between content production and consumers. As a result, an increasingly large number of consumers in Kenya access premium multi-channel broadcast content delivered through satellite, terrestri-al, Internet and cable networks.

Under the current broadcasting value chain, broadcasters and consumers alike are increasingly expecting the players in the value chain to provide services and networks that meet a given level of performance commensurate with the needs of the broadcasting service consumers.

Accordingly, and in line with Kenya Information and Communications Act, 1998 (as amended) on protection of consumers and promotion of quality of service in the regulated sectors, the Authority has developed a framework for assessment of quality of service (QoS) for broadcasting services and systems.

The Cabinet in line with the recommendation by the 2013 Presidential Taskforce on Parastatal Re-forms approved the merger of Industrial and Commercial Development Corporation (ICDC), IDB Capital Limited and Tourism Finance Corporation (TFC) to form the Kenya Development Bank (KDB) as a single cross-sector Development Finance Institution (DFI) with sufficient scale, scope and re-sources to play a catalytic role in Kenya’s Economic Development by providing long-term financing and financial, investment and business advisory services to meet objectives under vision 2030 and to support implementation of the Big 4 Projects.

The merger of the three DFIs has been identified as one of the critical reforms required to support the Manufacturing deliverable under the Big 4 Agenda, and may be critical post Covid-19 to provide assistance to industries.

A taskforce comprising of senior officers from the National Treasury & Planning, Ministries of Tourism & Wildlife; and Industry, Trade & Enterprise Development, the Attorney General and the three DFIs developed a draft Kenya Development Bank Bill, 2020 to facilitate the merger.

The purpose of this press release is to invite comments on the draft Kenya Development Bank Bill, 2020 in line with the Constitution requirement to seek views of the stakeholders and public. Howev-er, in view of the public health threat of COVID-19, and the Presidential Directive on this matter made on 17th March 2020, no public hearing/oral submissions will be held.

Commodities Fund (ComFund) is a Government Agency under the Ministry of Agriculture, Livestock, Fisheries and Co-operatives, established under Crops Act 2013 to provide easily accessible and affordable credit to crops sector in Kenya.

Truck drivers have previ-ously had to wait for over five days before they are tested and cleared causing conges-tion at the OSBP.

“In the next few days, services will flow with ease because we will no longer require the samples drawn from the truck drivers to be taken to Nairobi, they shall be collected and tested right here and results relayed in 5hours at most hence there will be no congestion at the facility.” he said. On his part, Tanzania Transport Minister Isaac Kamwelwe noted that

NOTICE TO THE PUBLIC TO SUBMIT COMMENTS ON AN ENVIRONMENTAL IMPACT ASSESSMENT STUDY REPORT FOR THE PROPOSED KEBEN DAM AND WATER SUPPLY PROJECT, NANDI COUNTY

Pursuant to Regulation 21 of Environmental Management and Coordination (Impact Assessment and Audit) Regula-tion 2003, the National Environment Management Authority (NEMA) has received Environmental Impact Assessment Report for the above proposed project.

The proponent, Lake Victoria North Water Works Development Agency, is proposing to construct Keben Dam and water supply which will supply water to Lessos, Sochoi, Keben, Kapchorwa, Mogobich, Arwos, Kaptildil, Chepterit, Baraton, Chemundu, Nandi Hills town, Kipngetunyi and Kapsabet town and the surrounding areas until 2045. The project will be located approximately 35 Km East of Kapsabet town, Nandi County.

The following are anticipated impacts and proposed mitigation measures:

Land Acquisition • Kenya Forest Service land to be used for the Dam reservoir, Dam Buffer and Water treat-ment works;

• In extreme case where private land acquisition is unavoidable, it will be compensated under the guidelines presented in the resettlement policy framework;

• Resettlement Action Plan being prepared to guide the process.

Design Consider-ations: Impacts on Ecology, Soil and Land

• Appropriate site selection and design were conducted according to national and the WB guidelines in order to entail no or minimal disturbance to local ecology, soil and land;

• Dam components located in ecologically sensitive areas not approved, in order to avoid impact on flora /fauna;

• Plantation plan / forest / rangeland management consideration during design phase.

Design Consider-ations: Impacts on Surface Water

• Watershed / Scheme Site interventions may affect natural drainage / run-off. This can stress local natural stream flow which may cause surface water quality degradation and contamination of water resources and affect downstream ecology;

• Improper design considerations for suspended silt / maintenance of minimum flows may degrade downstream ecology;

• Excessive diversion/use of surface water resources may lead to depletion of natural surface water resources;

• Fit vehicles with appropriate exhaust systems and emission control devices;• Limit the idling time of vehicles not more than 2 minutes;• Implement ECP 10: Air Quality Management.

Clearing of Vege-tation and Trees

• Vegetation clearance shall be limited to the extent required for execution of works; • Avoid cutting down of tree species of conservation significance and those that are

protected, even those that act as nesting and breeding sites; Tree plantation will be carried out in and other suitable areas near the river training

works at a ratio of 5 new trees per each tree cut.

Clearing of Vegetation and Trees, Terrestrial habitat

• Plant forest woodland buffer around reservoir (156 ha) ;• Reforestation of forest woodland in riparian buffer zone (60 ha);• Plant Riparian grassland around dam shoreline; • Ensure approval for removing protected tree species by KFS;• Maintain environmental flows to minimize impact on downstream riverine habitat

and monitor invasive vegetation species;• Catchment management initiatives to include better management of natural habitat

within the dam catchment, including the Cerengoni Forest Reserve;• Environmental management and awareness as part of training for employees during

construction to be done.

Excavation Works • Avoid construction during the rainy season;• Minimize digging of trenches and vegetation clearance to minimum required levels;• Limit construction to daytime;• Sprinkle water on the excavated sections to abate dust emissions;• Practice soil control measures (terracing) Spoil dumping only in approved locations.

• During construction phase the contractor site camps should be properly managed. Water usage, fuelwood cutting, deforestation, trees injury should be avoided. Commu-nity of the area should not be affected;

• Proper sanitation and construction machinery should be maintained according to environmental standards;

• The Contractor needs to establish main and site camps.

Archaeological and Religious Sites(Historical sites)

• Location of all schemes are at a safe distance from sites of archaeological and reli-gious importance, however if sites of religious significance are encountered during construction activities, the works will be stopped in that area, and the appropriate department will be informed.

Impacts on Ecol-ogy, Wildlife and habitats

• Minimize construction in the critical habitats of birds;• Care should be taken to make sure bird nests are not destroyed. If there is no option

available, rehabilitate them in other neighbouring trees. Also protect and rehabilitate injured or orphaned birds;

• Use of existing access road and limit the width of new access roads;• Implement ECP 13 Protection of Fauna for species with conservation significance

especially endangered and near threatened dam;• Consider acquiring the land directly.

Downstream, Riparian and River rine Forest and Wetlands

• At the feasibility level, Mogobich river and Cheplalbei river flows will not be negatively impacted by the project;

• Assessments show that the minimum environmental flow required for Mogobich river and Cheplalbei river flows and that after Maintain environmental Flows equivalent to 90% percentile compensation flow (Q90), which is the flow that is available 90% of the time;

• Decommission diversion channel at beginning of wet season to minimize time required for dam to reach operational level (2340 masl) and commencement of environmental flow discharges;

• Hydrology report confirms there is enough environmental flow.

Government pumps Sh47 million to assist the vulnerable in Alego – Usonga

The government has disbursed over Sh47 million to assist the

vulnerable persons in Alego / Usonga constituency, Siaya Deputy County Commis-sioner Joseph Sawe has said. Sawe said that the money was released as cash trans-fer to both the older persons and persons living with se-vere disability in the con-

stituency, with close to 6,000 people benefitting. He was addressing the media in his office to expound on the national government initiatives aimed at spurring the economy in the wake of coronavirus pandemic. The DCC said that be-tween January and April this year, 5,837 old peo-ple received a total of Sh46, 696, 000 as stipend from the national government. He said that 154 persons

living with severe disabil-ity from the sub county re-ceived a total of Sh1, 232, 000/= from the government during the same period. Sawe said that apart from the cash transfer, the government had also released 2,000 bags of rice to help families displaced by floods and other vulner-able members of the society. He said that a team has been appointed to prepare a report on the needs of the 7,500 people who were dis-

placed by floods, losing homes and crops in the wake of rising river Nzoia waters. The DCC said that 2,795 hec-tares of crops were submerged by the floods and the farmers have to start from scratch. “It will take a little bit longer to have the dis-placed people back to their homes, most of which col-lapsed,” he said adding that they were working on a re-port on the building needs of the victims which would be submitted to the govern-ment for possible assistance. On coronavirus, the DCC challenged members of the public to support the war by volunteering informa-

tion of those who sneak out of the lock down areas. He said it was a pity that the public was creat-ing a haven for those who sneaked out of quarantine and other areas under lock down thus exposing them-selves to potential threats. On the recent eight-point post coronavirus stimulus package announced by Presi-dent Uhuru, Sawe called on the locals to be ready to benefit from the government initiative on items such as fabrication of 250,000 desks to schools. “Siaya will not be left out of the stimulus package and we shall ensure fairness,” he said.

About the study

The Corporation has developed a 54.6MW grid connected solar power plant located in Garissa County, approx-imately 15Km North of Garissa Town. REREC is therefore seeking to recruit a contractor for routine cleaning of solar PV panels and vegetation management. The contractor shall be expected to clean the panels using the latest available technology in the market and in conformity with the relevant technical standards, specifications, protocols and regulations and shall be required to demonstrate professional, technical and financial competency to undertake the works under the terms and conditions as shall be set forth herein and in the contract.

About REREC

The Rural Electrification and Renewable Energy Authority (REREC), formerly Rural Electrification Authority (REA), is a state corporation established under Section 43 of the Energy Act, 2019. The Authority’s main mandate is to promote renewable energy and accelerate rural electrification throughout the country in order to provide elec-tricity to all Kenyans as well as contribute towards sustainable socio-economic development of the country in the attainment of Vision 2030 and Big 4 agenda. Main Objective

The objective of the contract is to provide professional and high quality panel cleaning and vegetation manage-ment for the Garissa 54.6MW solar power plant to ensure the plant operates at the most optimal conditions.

SCOPE

The Contractor will be required to carry out the following tasks/activities:

The ongoing disarmament operation in parts of Baringo will continue despite the cur-rent Covid-19 pandemic, the County security team has said.

Speaking inKabarnet after a County Security committee meeting, area County Com-missioner Henry Wafula re-iterated that the operation to mop up illegal guns was very much on course.

“After all, the bandits themselves have been attack-ing even during the Covid-19

period so they should not ex-pect us to wait for Covid-19 to end, we will continue dealing with them either with Covid or not,” assured the county commissioner.

He also warned politicians against politicizing security issues in the county saying, they will face the full force of the law.

“I want to warn the leaders, whatever their position, that I would arrest anyone of them bringing politics into the is-sues of insecurity affecting the county and charge them

in court,” warned the com-missioner.

He also warned those using social media to abuse others

that their days are numbered as they may be sued for con-travening the new cybercrime act.

The Commissioner also out-lined the sectors that are likely to benefit from the national government economic regen-eration program outlined by the President recently. They include health, education, roads as well as tourism and small scale businesses.

The committee through the County Police Commander Robinson Ndiwa also gave a progress update on the ongo-ing security operation saying they recovered 25 illegal fire-arms in Tiaty.

“We have also arrested four criminals and we are call-ing on members of the public that may have fallen victim to cattle rustling and banditry to come and identify them so that they may be prosecuted,”

divulged NdiwaHe said the operation being

carried out was intelligence led and that no innocent member of the public would be harassed by security per-sonnel.

“We have the names of the criminals and we are going after them one by one,” added Ndiwa.

He said that the main focus is on Tiaty area and then they would move to Baringo North and South for the guns purge. He added they have names of suspects whom they are zero-ing in.

The operation to mop up the illegal guns which has been causing residents sleepless nights started on 5th of May.

909 youths have so far been recruited under the Na-tional Hygiene Programme in Makueni County to clean all informal settlements, area County Commissioner Mohammed Maalim has dis-closed.

The youth programme pop-ularly known as “KaziMtaani” has hired youths from Mak-ueni, Mbooni East, Nzaui, Kathonzweni and Kibwezi Sub-counties to cushion the areas cited against the impact of the spread of coronavirus.

Addressing the media in Wote town outside his office in the build up to the Madaraka day celebrations, Mohammed said the youths who have been recruited are both skilled and unskilled and will do clean-ing in the parts identified to reduce the risk of spread of

Covid-19 in the area.“The government has come

up with stimulus economic packages to empower the youth during the coronavirus pandemic. The cleaning ex-ercise will be conducted in 14 informal areas that we have identified in the sub-coun-ties,” said Mohammed.

Among the activities the youths are supposed to do in-clude street cleaning, garbage collection and bush clearing besides other assignments re-lated to improvement of hy-giene standards.

The national government had rolled out the programme on a pilot basis in Nairobi, Ki-ambu, Kisumu, Kwale, Kilifi, Mombasa and Mandera coun-ties that have been said to be coronavirus hotspots in the country.

Maalim warned truck driv-ers that they will be arrested

for carrying passengers in their vehicles saying, this was endangering the people as they may contract the coro-navirus.

In this regard, he asked the multi-agency teams manning the roadblocks to be vigi-lant and inspect the vehicles thoroughly to avert this un-warranted trend on the Nai-robi-Mombasa highway.

At the same time, the county commissioner ap-pealed to the local residents to desist from travelling in trucks as they risked contracting the coronavirus.

“We have taken a truck driver and his loader to the Kenyatta University Isolation Centre after he was tested at Lwakaka near the Kenya-Uganda border and found to be positive. We mounted a roadblock at Sultan Hamud and arrested him and

escorted him in an ambulance to the isolation centre,” said the county boss.

Further, Mohammed re-vealed that in the recent past, many people were sneaking into Makueni from the coun-ties that are under movement restrictions and warned that those found, will be sent back to their counties of origin.

However, the administra-tor decried an emerging trend of complacency among locals who have started ignoring the requirement of wearing face masks besides crowding in market centres in the area.

“We have seen people gath-ering in groups, not observing social distancing and some even not wearing face masks. We will only succeed in com-bating the Covid-19, if people obey the government regula-tions,” said Mohammed.

A NEW RAILWAY LINE AND FENCING OF ITS PROPERTY) IN KISUMU COUNTY

Pursuant to Regulation 21 of the Environmental Management and Coordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project.

The proponent, Kenya Railways Corporation is proposing to rehabilitate it’s infrastructure (MV Uhuru, MV Peeda, fourty four tank wagons, one shunting locomotive, fencing of Kenya Railway land next to the port, Link span, new railway line siding extension from NCPB to the KPC oil jetty) at Kisumu port in Kisumu County to make it a regional economic hub related to transportation, coordination and distribution of goods and services for national and inter-national transit.

The following are the anticipated impacts and proposed mitigation measures;

• Use an integrated solid waste management system through the following options: i) waste source reduction, ii) material reuse and iii) recycling

• Quantify the building materials correctly to avoid wastage • Procure adequate solid waste collection bins with capacity for segregation• Have regular disposal of waste generated• Excess material can be sold or donated to other projects or be used to improve roads within

• Comply with the provisions of The Environmental Management and Coordination Act Cap 387 of the Laws of Kenya and The Kenya Maritime Act, 2012

Air Pollution • All active construction areas will be watered at least twice a day to reduce dust. • All trucks hauling soil, sand and other loose materials shall be covered. • All paved access roads will be swept daily. This includes all paved parking areas and staging

areas at construction site. • Traffic speed of construction/other vehicles will be restricted to not more than 15 mph • Vegetation will be replanted in disturbed areas as soon as possible Comply with Air quality

Regulations, 2014

Accidents and haz-ards at the site

• Provide safety and protective clothing (PPE) to workers • Use machines and appliances that are well maintained and make sure that the handlers are

well trained • Have an emergency response for all kinds of emergencies plan ready at the site at all times • Train workers on safety measures • Store materials that can potentially harm workers and passersby in a safe mode when not in

use • Put up signs and posters to warn people of hazardous material and dangerous appliances

and machinery • Comply with the Occupational Safety and Health Act, 2007

Ten more health offic-ers have been deployed to speed up the process

of Covid-19 testing for long distance truck drivers at the Malaba and Busia border post.

The deployment comes after the trucks made a traffic tailback extending nearly 50 km as they await the manda-tory Covid-19 testing before they cross into the neighbour-ing Uganda.

The team from the Ministry of Health in Nairobi that ar-rived at the border point is ex-

pected to collect samples from truck drivers and take them for testing at KEMRI Alupe and Kisumu county.

Speaking during a consul-tative meeting at the facility, Busia County Commissioner Joseph Kanyiri advised the team to consider extending their services to Busia side which was also experiencing congestion.

Kanyiri noted that some of the drivers left their points of origin without being tested and therefore have to be tested at the border. “The jam stretches from here to Bun-

goma and beyond,” he said, adding that initially, it was four lanes but one has already

been cleared. He stated that the county has two laborato-ries located at KEMRI Alupe

and Busia County Referral hospital.

We cleared the road but the testing is a little bit slow and we are ready to welcome the services you have come to offer with a view to comple-ment us,’ he said.The County Commissioner stated that the Ugandan authorities had is-sues with the manual COVID-19 certificates and verification of Lab results from Kenya.

“We had to plead with them to accept what we have as we plan to generate electronic ones,” he said adding that the County also suffered shortage

of reagents and test kits.Kanyiri explained that the

stock out has made the health team delay in producing re-sults for those who have been tested. “We have two lab tech-nologists at both Busia and Malaba facilities who cannot be able to work for 24 hours as we would have wished,” he said. Bungoma County Commissioner Dr. Abdi Has-san expressed optimism that the presence of the team will hasten the COVID-19 testing process so that smooth trade between Kenya and Uganda can continue.

Kajiado County Govern-ment has received a major

boost in the battle against the spread of coronavirus after a Non-Governmental Organi-zation, Direct Aid Africa, do-nated 50 water tanks.

The organization’s County Coordinator Ibrahim Has-san said, the donation was to compliment the county gov-ernment’s effort in the fight against the virus.

Hassan noted that many public areas in the County like markets, bus stops and

estates do not have adequate water points thus the tanks would ensure all persons ac-cessing those places have ac-cess to running water for hand washing.

He called upon residents of Kajiado to follow the Minis-try of Health guidelines such as regular hand washing with soap, observing social dis-tancing and wearing of masks in public to curb the spread of the virus.

“It is important to continue observing the Ministry of Health guidelines to stop the spread of coronavirus. These

tanks will ensure all persons have access to running water which they can use to wash their hands with soap thus re-

ducing the risk of infection,” said Hassan.

The coordinator revealed that over 200 vulnerable

families in Kajiado Central had received food items to cushion them during the hard economic times brought about by the pandemic.

He further urged the Mus-lim community to adhere to the Government’s directives in the battle against Covid -19 as they observe the final days of Ramadhan and as they wait to mark Idd ul Fitr.

The chairman of the Kajiado County Emergency Commit-tee, Daniel Kanchoricsaid the tanks will be distributed to Namanga, Ngong, Kitengela, Ongata Rongai, Kiserian, Isinya and Kajiado towns which are considered as hot-spot areas. He also said,they will be set up at the entrance of markets, bus stops, estates,

Jua kali areas and at the One Stop Border Post in Namanga.

Kanchori further called upon corporates and well-wishers to join the cause and chip in by distributing food aid to vulnerable families and other items to cushion them from the effects of the global pandemic.

“The virus has greatly af-fected the livelihoods of most residents especially pastoral-ists as livestock markets have been closed. I want to urge corporates operating in the county to exercise Corporate Social Responsibility and help distribute food aid to those af-fected,” he said.

Kajiado County has so far recorded 46 Covid -19 posi-tive cases.

At least 1300 vulnerable households in Homa-Bay County will benefit from the National Government relief fund of Sh250 million to cush-ion them against the COVID-19 pandemic and floods.

Each affected household will get Sh1000 per week to help them boost their pur-chasing power which has been affected by floods and corona-virus in the area.

Speaking to KNA in his of-fice, area County Commis-

sioner David Kipkemei said that the fund will be paid through cash transfer pro-gramme to vulnerable people adding that they are targeting informal sectors within the county.

“The families that were af-fected by floods will also ben-efit from the same kitty by receiving Sh5000 per house-hold in a week,” Kipkemei revealed.

Kipkemei further said that over twenty coun-ties have benefited from the funds which are being rolled

out in the entire country by President Uhuru Kenyatta to cushion the vulnerable com-munity.

“We are expecting that this County will be in the next phase, maybe within this week or next week,” Kipke-mei said.

At the same time ,Kipkemei reiterated that the county has so far confirmed two cases of coronavirus adding that they have quarantined over 142 people, 104 have been released while 38 are still quarantined at Homa Bay KMTC and Sindo

girls respectively.The administrator further

said that they have placed booths at roadblocks that help the health officers to screen people entering the county as a way of preventing the spread of coronavirus in the county.

He also said that they are working closely with the County Government of Mi-gori to ensure nobody enters or goes out of the country through the borders.

“As security team we are not going to relent, if you are found to have travelled from the red

countries into this county be sure of being put under forced quarantine,”Kipkemei said.

He warned the residents against hiding people who have travelled from the hot spot counties and countries saying that the trend is a dis-service to themselves and their families.

“By doing all this it is like you are embracing the virus in your homes hence endanger-ing your lives and the people surrounding you,”Kipkemei said

Amid the partial lock-down and a wide array of containment meas-

ures to curb the spread of Covd-19 disease, this year’s Madaraka Day festivities were modest across the country.

Unlike the previous years where the day was marked with day long celebrations, there was no gathering of people due to the Covid-19 pandemic containment rules.

Madaraka Day is usually a bustling day of celebrations marked with pomp and color

but it was a far more subdued affair this year.

The government had earlier announced that this year’s Madaraka Day celebrations would be marked virtually in the wake of the Covid-19 pandemic.

Members of the public were advised to remain at home and follow the celebra-tions through the electronic and social media.

The Kwale County Com-missioner (CC), Karuku Ngumo who had addressed the media outside his office said the national celebrations

had to be considerably more muted than in previous years.

The CC briefed the media on the Covid-19 preventive strat-egy and economic recovery as the government ponders reo-pening the economy battered by coronavirus restrictions.

The Madaraka Day com-memorates the day in 1963, when the country attained self-governance after decades as a British colony.

The administrator on Wednesday said the prevailing public health situation would-not allow Kenyans to gather in open spaces to mark the day.

Low key Madaraka festivities across Kenya due to Covid -19 pandemic

The government in con-junction with the Food and Agriculture Or-

ganization (FAO) has in-tensified interventions to contain the raging locust menace in the country. Speaking to the press when he toured Turkana County Saturday, Agriculture CS Peter Munya said the Min-istry will add one more surveillance plane to the county to support another one that has been conduct-ing surveillance works. The government will also deploy an additional six vehicles and deploy 200 National Youth Service of-ficers to boost ground spray-ing of the locust hatchlings that have been spotted in 100 sites in the region. “We have gradually con-tained the locust infesta-tation in 27 counties and currently we have made interventions to mitigate the same in the remain-

ing four counties including Samburu, Isiolo, Turkana and Marsabit within the next two weeks which are still affected,” said Munya. The government’s cam-paign to eliminate the de-sert locusts has received a Sh 4 billion boost from the world Bank, while the Na-tional Treasury also already spent Sh500 million in the interventions, added the CS. “The funds from the World Bank will help in the res-titution of livelihoods in the affected areas,” he said However, Munya said that experts have advised that complete elimination of the menace is not possible be-cause of the dangers lurking in neighbouring countries and vastness of the areas, hence the government has intensified surveillance. The CS said the rains that have been experienced in various parts of the country have regenerated pastures and helped prevent food in-security challenge that was looming due to the long pe-

riod of locust infestation. “We have engaged the Kenya Red Cross Society and we ex-pect a report on the extent of damage caused by the locust infestation by June 15,” said Munya, adding that so far there was no cause for alarm. He also reiterated that the government would not im-port maize saying that only a few traders will be allowed to import the commodity to plug the deficit in the country. The CS further blamed the county government for levying cess on farm pro-duce on transit, thus delay-ing food from reaching the markets and causing spoil-age of foodstuffs like fish. “We need to ease that and not focus too much on raising revenue by charging cess on farm produce on transit. We have engaged the chairman of the Council of Governor’s Wycliffe Oparanya and the county’s agriculture com-mittee Muthomi Njuki with a view to sorting out the mat-ter,” added Munya.

The Government has re-ceived a Sh 10 billion concessional loan from

the World Bank to improve governance and management of the marine fisheries and aquatic resources.

Signing the County partici-pation agreements with the 5 coastal counties that are the beneficiaries in Nairobi, Agri-culture and Fisheries Cabinet Secretary Peter Munya said, Kenya Marine Fisheries and Socio-Economic (KEMFSED) Project will promote invest-ment in marine fisheries and coastal aquaculture (maricul-ture), as well as strengthen coastal livelihoods.

The KEMFSED project cov-ers a period of 5 years and its overall goal is to enhance economic benefits and coastal livelihoods from marine fish-

eries and coastal aquaculture while safeguarding associat-edecosystems’ integrity.

The project, he explained, is based on two problem state-ments namely weak govern-ance of marine fisheries that adversely affects the sustain-able generation of optimal benefits for the overall econ-omy and coastal communities and also coastal communities that are poor, have narrow income base, and depend on fisheries for livelihoods which lead to overfishing pressures.

Munya noted that food and nutrition security is para-mount for health and fish provides high and easily ab-sorbed protein, minerals and oils which can reduce mal-nutrition among the popula-tion thereby equipping them health-wise.

noted comes at an opportune time considering fish is the most traded commodity in the world and being labor-in-tensive, generates many jobs.

“Let us promote circular economies in order to maxi-mize the returns from the fisheries as well as protect the aquatic ecosystems”, he said

Munya further said that the Ministry targets to move the 13,000 small scale fishers who concentrated near the shoreline into the deeper wa-ters by building their capacity and training them to venture into the territorial sea and the Exclusive Zones fisheries.

To date, the government has already trained 100 fish-ers in Kilifi and 86 in Lamu so that they can participate in the deep water fishing, the CS said noting that for the other 3 coastal counties, the COVID

19 pandemic interrupted the training but will resume so that all the 5 counties are cov-ered.

The five counties along the Coast that have been selected to benefit from the project are Kwale, Mombasa, Kilifi, Tana River and Lamu.

The project CS Munya confirmed will be officially launched immediately after post-COVID 19 opening ei-ther end of June or beginning of July at the Coast.

Meanwhile, fisheries and aquaculture Principal Secre-tary Prof. Micheni Ntiba said the potential of our marine fisheries which is 300,000 metric tonnes has not been exploited and thus the sup-port from the World Bank and government will be able to transform the marine fisher-ies for the next 5 years.

Several projects mooted by the Lake Region Eco-nomic Bloc (LREB) have

stalled due to lack of regula-tions to operationalize regional economic blocs.

The fate of the projects among them a Sh 2.8 billion regional bank now hangs in the balance even after the 14 member counties contributed millions of shillings from the county allocations for the ini-tiative.

LREB which brings to-gether Kisumu, Siaya, Homa Bay, Migori, Kisii, Nyamira, Bomet, Kericho, Nandi, Busia, Bungoma, Vihiga, Trans Nzoia and Kakamega counties was formed in 2018 to bolster de-velopment in the region.

The counties sought to tap on the regional bank to avail low interest loans to support various initiatives, at the same time support Small and Me-dium Enterprises to spur eco-nomic growth in the area.

Besides the projects, opera-tions at the LREB secretariat in Kisumu have also been greatly hampered by lack of funds.

LREB Chairman Wycliffe Oparanya confirmed that lack of regulations on the regional blocs was to blame for slow implementation of the bank

and other projects.“Initially, we used to con-

tribute Sh 2 million each from our county allocations to fund operations of the bloc but this stopped due to lack of a legal framework,” he disclosed.

Oparanya however con-firmed that the bloc had not

abandoned the projects but was engaged in high level con-sultations with the national government to fast rack the regulations to unlock funding from the county allocations.

Devolution Cabinet Secre-tary (CS) Eugene Wamalwa, he revealed, had assured the Council of Governors that the draft regulations were ready and will be taken to the Na-tional Assembly and Senate for debate and approval.

Addressing the media in Kisumu on Thursday, Opara-nya who is also the Kakamega County Governor rooted for support for the regional blocs saying by counties coming together, a lot of development shall be achieved.

Through LREB, the 14 coun-ties had lined up other projects in infrastructure, Information Communication Technol-ogy (ICT), education, health, tourism, agriculture, trade, industrialization, water, envi-ronment and climate change.

Uasin Gishu County Com-missioner AbdirisakJaldesa has expressed the need to decongest urban centres where truck drivers park their vehicles to avoid the risk of spreading the coro-navirus.Jaldesa singled out Chep-tiret, Maili Tisa and Jua Kali centers where long distance truck drivers stop over for a night as dangerous hot-spots that the virus is likely to spread fast.Following the recent con-gestion experienced at the Malaba border, the number of lorries parking at Jua Kali in Turbo Sub County have more than tripled raising concern that the disease may spread in case any of the truck drivers was in-fected by the virus.Turbo Deputy County Com-missioner Mohammed Mwabudzo said,the county should consider re-opening Salgaa for the trucks to park to contain the situation at

Residents of the coast re-gion are bracing themselves for the expected easing of coronavirus restrictions across the country.Coast Regional Commis-sioner (RC) John Elungata says, the region is prepar-ing for the opening up of the economy, including jump-starting all multi-billion de-velopment projects. Elungata said the antici-pated re-opening of the economy and the removal of a number of restrictions such as the movement of the people will be done alongside the public health interventions.The RC said the national government is set to speed up the construction of a pedestrian bridge across the Likoni channel that con-nects Mombasa Island to the south of the mainland to minimize the use of the ferries to cross the busy

channel. He said the bridge expected to be complete within six months will ease the perennial vehicular and human traffic congestion at the Likoni ferry. The administrator identi-fied the Dongo Kundu by-pass and other key roads as some of the infrastructural projects set for completion. He revealed that roads and other infrastructure that have been damaged in the region during the recent heavy rains will also be re-paired. On tourism, Elungata chal-lenged hoteliers to improve their facilities ahead of re-sumption of business say-ing, the anticipated easing of restrictions will coincide with the high tourism sea-son.
