Driven by strong demandacross its vehicle range – includ-ing SUVs, commercial vehicleand performance cars – Ford’stotal vehicle sales and marketshare in Europe continued togrow in January.For total vehicle and passen-
ger car sales, it was the best Jan-uary for Ford since 2012, selling96,900 vehicles in its 20 tradi-tional European markets, saidFord spokesman Adrian Schmitz.This was almost a 10 percent in-crease compared with January2015, and about 3 percentagepoints better than industrygrowth. Ford market share in-creased by 0.2 percentage pointsto 7.9 percent.Across all of its 50 European
markets, Schmitz said that Fordsold a total of 105,200 vehicles –up nearly 9 percent vs an indus-try growth of just 3 percent –and driving Ford’s market shareup 0.4 of a percentage point to7.6 percent.“The European auto industry

DETROIT (AP) – Computersthat control cars of the futurecan be considered drivers justlike humans, the federal govern-ment’s highway safety agencyhas decided.
The redefinition of “driver’’ bythe National Highway TrafficSafety Administration is an im-portant break for Google, whichis developing self-driving carsthat get around without steeringwheels, pedals – or even theneed for a person to be inside.
Though treating a computerlike a driver for regulatory pur-poses helps Google, its cars havemiles to go before they get on theroad in great numbers. While thesafety agency agreed withGoogle’s “driver’’ reinterpreta-tion in a recent letter, it didn’t al-low other concessions and saidnumerous federal rules wouldhave to be changed to permit thecars.
Google, a subsidiary of Alpha-bet Inc., is testing dozens of pro-totypes in California, Texas andWashington.
The company has suggestedthese types of vehicles could beready for the public in a fewyears.
In written requests over thepast three months, Google askedthe safety agency to interpretfederal code in ways that wouldease the path to market for itscars.
The agency agreed that the carcan be a driver but, in a Feb. 4 re-sponse posted on its website, al-so rejected the company’s claimthat the cars comply with manyrelated regulations including re-quirements for foot or handbrakes.
Google said the requirementwasn’t necessary because theelectronic driver can stop thecars. The government said regu-lations are clear and would haveto be changed to allow that.
“In a number of instances, itmay be possible for Google toshow that certain (federal) stan-dards are unnecessary for a par-ticular vehicle design,’’ PaulHemmersbaugh, the highwaytraffic safety agency’s chief coun-sel, wrote. “To date, however,Google has not made such ashowing.’’
To put their cars on the road,automakers must self-certify thatthey meet federal safety stan-dards and get approval from thetraffic safety agency.
Hemmersbaugh’s letter en-couraged Google to apply for ex-emptions to the federal stan-dards.
It also said for some requests,the agency will have to gothrough the cumbersome federalrule-making process to approvethe cars.
Adding a note of skepticism forGoogle’s design, in which humancontrol would be limited to astart and stop button, Hemmers-baugh wrote the company, might“wish to reconsider its view thata pedal may never be needed inany circumstance, and that thereis not a risk of harm associatedwith a pedal’s absence.’’
Google spokesman Johnny Luusaid the company had no com-ment beyond that it was review-ing the agency’s response.
After several years of caution,federal regulators said lastmonth that they wanted to helpspeed the widespread adoptionof self-driving cars if they proveto be safe.
In January at the Detroit autoshow, Transportation SecretaryAnthony Foxx said his depart-
ment wants to get self-drivingcars on the road quickly and willfast-track policies and possiblyeven waive regulations to makethat happen.
Self-driving vehicles couldeventually cut traffic deaths, de-crease highway congestion andimprove the environment, Foxxsaid. He encouraged automakersto come to the government withideas about how to speed theirdevelopment.
He also said the safety agency,which is part of his department,will oversee development ofguidance for automakers onwhat’s expected of self-drivingcar prototypes and what sort oftests should be used to makesure they are safe.
That policy could eventuallylead to consistent national regu-lations for autonomous cars.Right now, individual states likeCalifornia, Florida and Nevadahave their own regulations.
Safety advocates worry theagency is getting too cozy withthe auto industry when it comesto technology regulations.
On Feb. 10, Foxx called thegovernment’s reinterpretation ofdriver “significant,’’ but added ina written statement that “theburden remains on self-drivingcar manufacturers to prove thattheir vehicles meet rigorous fed-eral safety standards.’’
The federal government isn’tpredicting when autonomouscars will be on public roads inbig numbers, but some automak-ers have said they could be inuse in limited areas by 2020 – andGoogle has been more bullishthan that.
Feds Ponder Rules for Autonomous Cars
DETROIT (AP) – Honda is re-calling about 45,000 newly re-designed Civic compact cars inthe U.S. and Canada because theengines can fail and stall whilebeing driven.
The recall affects 2016 Civicsequipped with 2-liter four-cylin-der engines.
Documents filed by Canadiansafety regulators say that a circu-lar clip around the pistons maybe missing or was improperly in-stalled at the factory.
That can cause a pin on the
piston to rub against the engineblock and possibly cause enginefailure or a fire.
It was unclear if any crashes,fires or injuries had happened asa result of this problem.
Dealers will inspect the pistonclips and fix them if necessary. Inthe United States, dealers can'tsell the affected cars until theyare repaired.
The recall covers about 34,000Civics in the United States androughly 11,000 vehicles currentlyin Canada.

Chevy Goes ‘Midnight Black’
DETROIT (AP) – Toyota’syouth-oriented Scion brand is re-calling about 28,000 FR-S sportscars in North America becausedrivers can take the keys out ofthe ignition without the car be-ing in park.The recall covers cars with au-
tomatic transmissions from the2013 through 2016 model years.Toyota says in some cases, the
mechanism that holds the keyuntil the ignition unless the carsare in park may not have beenconnected before delivery. Thatmakes it possible to remove thekey while the cars are in gear,which could increase the risk ofcars rolling away unexpectedly.Toyota wouldn’t say if the
problem has caused any crashesor injuries. The company saysdealers will check the key lockmechanism. If it doesn’t work,they’ll activate it.
