Welcome to the Washington Association of Sheriffs and Police Chiefs’ 2014 Spring Exposition and Training Conference at the Spokane Convention Center in Spokane, WA!
It is my hope that you will find the conference to be an invigorating professional experience and a means to make valuable personal connections with fellow law enforcement executives. WASPC is a member-driven organization; the choices you make about involvement will enhance your experience with WASPC and the quality of our Association. WASPC is a respected resource and voice for public safety because of the commitment level of our membership and the dedication and professionalism of our staff.
With that, I urge you to continue your commitment to community safety by getting, or remaining, involved in a WASPC committee. WASPC committees are the workforce of the Association and represent a wealth of combined knowledge from Chiefs, Sheriffs, Jail Managers, and other law enforcement professionals. Many WASPC committees meet here at the conference. If you have spent time on committees and wish to get further involved, then please consider serving on the Executive Board. A number of Executive Board positions are open for election during this conference: one Sheriff position, one Chief position, Vice President position (Chief), and Treasurer position (Chief or Sheriff). If you are interested in running for any of these positions or would like to nominate someone, please contact any member of the Nominating Committee. Agenda highlights for the 2014 Spring Exposition and Training Conference include: a packed committee meeting schedule; a sold-out vendor exposition demonstrating state of the art products and services available to law enforcement; training sessions for law enforcement executives and legal advisors; a legislative update; and numerous opportunities for peer networking. Again, it is my hope that you will find the 2014 Spring Exposition and Training Conference to be a valuable experience. general Training Session: Suicide by Cop (SbC)Nationally, 36% of police officer involved shootings are cases of SbC. That number rises to 7 out of 10 when the suspect in the shooting is a recent veteran. The latest research also shows that most mass shootings are actually acts of SbC in which the suspect has no plan to escape. By recognizing cues to SbC, responding officers are better equipped to minimize the risk that these suspects pose to the public. Additionally, agencies are better trained to look for evidence of SbC during investigations of officer involved shootings, which can reduce liability during subsequent civil proceedings resulting from the officer’s use of deadly force. general Training Session: lessons learnedTen days of Terror in Southern California For ten days in February 2013 Christopher Dorner, a disgraced ex-LAPD officer, committed revenge killings of two law enforcement family members then continued his cold-blooded ambushes on unsuspecting police officers, firing hundreds of rounds, killing two officers and severely wounding two others. The Police Foundation commissioned an in-depth review of this horrific event that spanned 5 counties, 22 million residents, and involved thousands of law enforcement personnel. Former COPS Office Director Barney Melekian, and CJTC Director Sue Rahr, who are members of the Police Foundation review team, will deliver this multi-media presentation.
