D. Memorandum of Agreement

Recommend the Board approve a Memorandum of Agreement between the Washington-Saratoga-Warren-Hamilton-Essex Counties Board of Cooperative Educational Services and the Saratoga Adirondack BOCES Employees Faculty Unit: Sick Leave Payment Plan – Francine Torra effective May 14, 2015. 10. 7. Recommend the Board increase one (1) position in the Physical Therapist

B. Staff Resignations for the Purpose of Retirement

1. Recommend the Board accept with appreciation and regret the retirement resignation of Jean Jenkins from a full-time position in the Teaching Assistant area effective June 1, 2015, with the last paid day of work May 29, 2015. Ms. Jenkins will have completed 27 years of service with the BOCES.

2. Recommend the Board accept with appreciation and regret the retirement

resignation of Francine Torra from a full-time position in the Teaching Assistant area effective May 4, 2015, with the last paid day of work May 1, 2015. Ms. Torra has completed over 28 years of service with the BOCES.

C. Staff Resignations/Leave of Absences

1. Recommend the Board accept the resignation of Brian Tindal from a full-time provisional position in the Buildings and Grounds Supervisor area effective May 8, 2015.

2. Recommend the Board accept the resignation of Shannon Brock-Myles

D. Tenure/Permanent Appointments

1. Recommend the Board appoint Jacqueline Goodstal to tenure status in

the Teacher of the Blind and Visually Impaired tenure area effective September 1, 2015.

2. Recommend the Board appoint Anthony Griego to tenure status in the

Physical Education tenure area effective September 1, 2015. 3. Recommend the Board appoint Holly Spire to tenure status in the School

Social Worker tenure area effective September 27, 2015.

4. Recommend the Board appoint Laurie Ellithorpe to permanent status in

E. Staff Appointments

1. Recommend the Board appoint David Ashdown to a full-time, 12-month three (3) year probationary position in the Lead Coordinator for Instructional Technology Programs tenure area effective July 1, 2015 through June 30, 2018. Mr. Ashdown has a Permanent Certificate dated September 1, 2006 in the School District Administrator area. His 2015-16 salary will be $88,900.

2. Recommend the Board appoint Cynthia Locaputo to a full-time, three (3)

year probationary position in the Teaching Assistant tenure area effective April 27, 2015 through April 26, 2018. Ms. Locaputo has a Level I Certificate pending in the Teaching Assistant area. Her salary will be prorated based on step 3 of the salary schedule - $14,517.

Further recommend the Board accept the resignation of Cynthia Locaputo

from a full-time temporary term position in the Teacher Aide area effective April 26, 2015.

BE IT RESOLVED, That the WSWHE BOCES Board of Education authorizes Erie 1 BOCES to represent it in all matters leading up to and entering into a contract for the purchase of and licensing of the above mentioned software/learning packages, and, BE IT FURTHER RESOLVED, That the WSWHE BOCES Board of Education agrees to assume its equitable share of the costs associated with Erie 1 BOCES negotiating the Agreements, and, BE IT FURTHER RESOLVED, That the WSWHE BOCES Board of Education agrees (1) to abide by majority decisions of the participating BOCES on quality standards; (2) Erie 1 BOCES will negotiate contracts according to the majority recommendations; (3) that after contract agreement, it will conduct all purchasing arrangements directly with the vendor.

G. Questar III BOCES OPEB Reserve Distribution

Recommend the Board authorize the WSWHE Board President to sign the Fund Surplus Resolution Agreement and Release form provided by the Questar III BOCES. This release is required by the Questar III BOCES in order for them to release the WSWHE BOCES share of the OPEB reserve funds accumulated in past years by the Questar III BOCES that are now required to be distributed to the entities from whom it was collected. The amount of $940.64 will be repaid to the WSWHE BOCES in the form of a credit against 2015-16 cross contract charges.

H. Amend Architect Contract

Recommend the Board approve an amendment to the contract for architectural services with Griffith Dardanelli Architects, P.C. for services related to the Myers Center Reconstruction Capital Project (CALC-Resource Center Building). Such contract was approved by the Board on December 11, 2013 in the amount of $43,920 and will be increased by $3,950 to $47,870, such increase to cover the cost of the consultant fee for asbestos abatement services not included in the original contract.

Twenty-seven retirees of the Class of 2015 were honored at a retiree reception beginning at 6:30 PM.

The meeting was called to order at 7:09 PM and Gillette Nash led the Board in the Pledge of Allegiance at the Gick Road Conference Center in Saratoga Springs, New York with the following present:

5. On motion made by Mr. Petruska, seconded by Mrs. King and unanimously carried, the Board approved the minutes for the March 11, 2015 regular meeting of the Board of Education.

8.C. As part of the district superintendent remarks, James Dexter presented the

following:

Mr. Dexter thanked Chef Clancy, Chef Cerone, Doug Fleischut, all of the instructors, the Skills USA students, Doug Leavens, and Deb Thompson for all of the great work that went into the Consultant Committee Work Based Learning Mentor Dinner that was held on March 30, 2015.

Mr. Dexter thanked Chef Jones and Chef Young, as well as Jeff Plummer, Bruce Hoffmann, and John Major for a great job done at the Annual Meeting on April 1, 2015. Mr. Dexter also recognized that Elaine Balz had attended the dinner with her daughter and son-in-law and was presented a plaque from the BOCES in appreciation and honor of her husband, Harry.

Mr. Dexter reminded the Board that the Skills USA students were headed to the competition in Syracuse on April 22, 2015.

9.A.1. On motion made by Mr. Petruska, seconded by Mrs. King and unanimously

carried, the Board approved the creation of the Balz Memorial Engineering Scholarship. This scholarship will be awarded to a senior who is graduating from the WSWHE BOCES New Visions Engineering Program and will be continuing his/her education in engineering at the college level. This senior has also demonstrated a willingness to help others through community service and/or participation in his/her fire department or rescue squad.

9.A.2. As part of the same motion, the Board approved the creation of the Maureen VanBuren Memorial Scholarship and Award. This award will be presented to a senior who is graduating from the WSWHE BOCES Early College High School/P-Tech Program who plans to further his/her studies through college or technical school and who exhibits the following characteristics: a strong work ethic, a generous spirit, a true passion for his/her field of study, and a demonstrated dedication for his/her community and family.

9.B.1. On motion made by Mrs. King, seconded by Mr. Petruska and unanimously

carried, the Board accepted a donation of $800 for Odyssey of the Mind T-shirts from Highlander Engineering Services, 182 County Route 44, Argyle, NY.

9.B.2. As part of the same motion, the Board accepted a donation of $100 for Myers Center student awards from Fingerpaint Marketing, Inc., 395 Broadway, Saratoga Springs, NY.

9.B.3. As part of the same motion, the Board accepted a donation of $100 for the Myers Center student awards from Stewart’s Shops Corp., PO Box 435, Saratoga Springs, NY.

9.C.1. On motion made by Mrs. King, seconded by Mr. Petruska and unanimously carried, the Board accepted a donation of 3 diesel and 3 gas engines plus parts from Atlantic Power, 20 Empire Street Blvd., Castleton, NY.

Mr. Devlin has an Initial Certificate dated September 1, 2013 through August 31, 2018 in the Social Studies 7-12 and Elementary 1-6 areas, and a Transitional A Certificate in the Security Operations 7-12 area pending. His salary will be prorated based on step 1 of the salary schedule - $36,472.

11.E. On motion made by Mrs. King, seconded by Mr. Petruska and unanimously

carried, the Board approved the following resolution: Standardize Exterior Locks and Lock Sets

Whereas the WSWHE BOCES leases facilities and grounds space for educational programs and services and the administration thereof, and whereas these spaces require improvements, maintenance and upkeep, and whereas the need for leasing spaces can change from year to year, therefore it is necessary to standardize on the types of improvements, including equipment purchases, to provide connectivity with existing systems and to insure the economy and efficiency to the WSWHE BOCES throughout its useful life. The WSWHE BOCES is hereby standardizing its exterior locks to KeyMark manufactured by Medeco. Such purchases are to be made in accordance with WSWHE BOCES’ purchasing procedure requirements, including bidding if necessary, that are in place at the time of the said purchase.
