TCO No. 2540 Johnson Road West of Macon Road – rescind TCO P 81-106-01

RC20-090 B. Fuller moved, R. Green seconded Pursuant to 1949 PA 300, as amended, Traffic Control Order No. P 81-106-01 on county road Johnson Road in the Township of Saline in Washtenaw County is rescinded based on the results of engineering and investigation. Therefore, we direct that the official signs erected and maintained pursuant to the order be removed. No Parking at any time within the southernly one-half (1/2) of the right of way of Johnson Road from a point two thousand ninety (2090) feet westerly of Macon Road to Macon Road. Commissioner Doug Fuller: Commissioner Fuller thanked every employee of the Road Commission for all their efforts with the Coronavirus situation.

MANAGING DIRECTOR’S REPORT

Sheryl Siddall, Managing Director Sheryl stated that every day for the last three weeks has been COVID-19 virus related. The WCRC staff has been phenomenal in adapting to a constantly changing work situation and some staff working remotely from home. Sheryl gave recognition to our field staff who continues to perform work out on our roadways. The flexibility and dedication from WCRC staff have been outstanding. Sheryl expressed that she is very proud and grateful of all our dedicated workers. Commissioner Green also expressed appreciation of all the work from WCRC staff.

ENGINEERING REPORT Matt MacDonell, Director of Engineering • The Ann Arbor-Saline Road and Wagner Road intersection is closed. The contractor

is performing grading, ditching and storm sewer work. The contractor is making good progress.

• The contractor for the Washtenaw Community College Pathway project continues work.

• We are touching base with all contractors for work this year verifying work schedules and confirming things will be progressing. We are in contact with MDOT for guidance on managing contracts during the COVID-19 situation.

• Bids were received for the Pontiac Trail and 7 Mile Road project and Cadillac Asphalt was the read low contractor.

• The Miller Road and Wagner Road roundabout and bridge project is now advertised on MDOT’s website and bids will be received the first Friday in May.

• Stamford Road was closed in Superior Township due to a sanitary sewer structure and pipe failure which has caused the road to partially fail at the shoulder making it unsafe for travel. The Township has mobilized a contractor and is working to complete the repair.

• The Chubb Road paving project in Salem Township between Five Mile Road and Six Mile Road is resuming work on site.

Jim Harmon, Director of Operations Sheryl Siddall, Managing Director, commented that Jim Harmon has been doing a wonderful job continuing to work with our Townships during this Coronavirus situation.

• Emergent response and routine road maintenance are ongoing coming out of winter with more dry weather.

• Local road agreement development is ongoing with all 20 of our townships and working out accommodations during the virus outbreak.

• Crews are limiting work to essential tasks and duties. The workforce is stable and healthy with no confirmed COVID-19 cases within the organization. The Operations Department converted to the four 10-hour days early this year.

• Mike Bernbeck has been working with Cadillac Asphalt, our county wide asphalt resurfacing contractor, on project scheduling. Eight Mile Road between Tower Road and Pontiac Trail is planned to be closed for resurfacing beginning April 20, weather permitting. Crews will then move to Willis Road between Rawsonville Road and Bunton Road for resurfacing. Both projects are part of the county millage program.

• WCRC produced 869 tons of fresh cold patch on April 1st which will provide adequate summer supply.

• The early delivery and seasonal backfill salt orders were placed on the MIDEAL bulk purchasing program for next winter.

Dan Ackerman, Director of Finance & IT Michigan Transportation Fund (MTF) Receipts– Sheryl Siddall stated that MTF and the First Quarter Budget Review will be discussed at the April 21st Working Session.

Dan Ackerman stated that the current Stay Home, Stay Safe Order from Governor Whitmer will have a significant impact on MTF. MTF for February was $3.1 million, 22% higher than February 2019. The year-to-date MTF is 14% higher than last year. Dan stated that CRA’s current projections are to expect a decrease of 5% to 10% each month the Stay Home, Stay Safe order continues. Finance is looking at budget projections. Dan stated that 2019 was a good year when comparing actual numbers to the budget for the WCRC which will help with any financial challenges in 2020. The presentation of the 2019 financials by Plante and Moran as well as the 2020 first quarter budget analysis will be discussed at the April 21st Working Session. Dan stated that he is confident the WCRC will be in a sustainable financial shape in 2020 even if the Stay Home, Stay Safe mandate continues for several months.

IT REPORT Dan Ackerman recognized Chris Quinter, Systems Administrator, for doing an excellent job helping the WCRC coordinate the technology to make remote meetings possible and to keep the WCRC moving forward during this time. Dan thanked the Board for previous approval of IT expenditures to keep the WCRC functioning at its highest technology level.

1. 2020 Local Bridge Funding Applications The Local Bridge Program funding applications are due to the Michigan Department of Transportation by June 1, 2020. Selected bridges will be funded for the 2023 fiscal year. Each agency requesting funding is limited to five (5) applications. To be eligible for bridge funds, the structure must meet the definition of a bridge, which is defined as a structure with a total clear span length of 20 feet.

Board approval is requested to submit five (5) applications for funding through the Local Bridge Program (LBP) for the following structures:

1. Str 10968 Willis Road over Paint Creek (On-System Replacement Funding) 2. Str 11015 Jerusalem Road over Mill Creek (On-System Replacement Funding) 3. Str 10972 Tyler Road over Willow Run (On-System Structure Removal) 4. Str 10987 Dexter-Chelsea Road (On-System Rehabilitation – Superstructure Replacement) 5. Bundle of bridges for Preventative Maintenance:

a. Str 10990 Sharon Hollow Road over River Raisin (On-System PM) b. Str 11003 Whittaker Road over Stony Creek (On-System PM) c. Str 10983 Plymouth Road over Fleming Creek (On-System PM) d. Str 11004 Whittaker Road over Paint Creek (On-System PM) e. Str 11005 Whittaker Road over Paint Creek (On-System PM)

The Road Commission believes the above listed bridges have the highest chances of being selected for funding in the 2023 fiscal year. The Local Bridge Program will fund 95% of the construction costs of the selected bridges. The Road Commission would be responsible for the design, right-of-way, construction engineering and the local match for the construction costs. If the bridge is located on a local road, the Township or other local source would be responsible for sharing 50% of the local costs with the Road Commission.

Prior to the June 1, 2020 deadline, a current certified Board resolution, signed and dated, supporting the projects will need to be submitted with each bridge funding application.

PROPOSED MOTION: that upon the recommendation of the Director of Operations, and the concurrence of the Managing Director, the Board hereby approves and authorizes the Chair and the Managing Director to sign the 2020 Manchester Township Agreement with the Township’s estimated share being $25,292.70.

3. 2020 Sharon Township Agreement This agreement for Sharon Township includes three solid applications of contract brine on all certified, unpaved local roads throughout the township. The total estimated cost of the agreement is $37,525.56 with the Township’s estimated share being $18,762.78 (see attached agreement).

PROPOSED MOTION: that upon the recommendation of the Director of Operations, and the concurrence of the Managing Director, the Board hereby approves and authorizes the Chair and the Managing Director to sign the 2020 Sharon Township Agreement with the Township’s estimated share being $18,762.78.

4. 2020 Ypsilanti Township Agreement This agreement for Ypsilanti Township includes three solid applications of contract brine on all certified, unpaved local roads throughout the township. The total estimated cost of the agreement is $11,695.86 with the Township’s estimated share being $5,847.93 (see attached agreement).

PROPOSED MOTION: that upon the recommendation of the Director of Operations, and the concurrence of the Managing Director, the Board hereby approves and authorizes the Chair and the Managing Director to sign the 2020 Ypsilanti Township Agreement with the Township’s estimated share being $5,847.93.

5. Miller @ Wagner Road Roundabout and Miller Road Bridge – MDOT Contract No. 20-5118 Staff is requesting the Board to approve MDOT Contract NO. 20-5118. The contract is for the construction of a single lane roundabout along Miller Road at its intersection with Wagner Road, for the removal and replacement of the Miller Road bridge over the Honey Creek and other associated construction costs. The estimated cost of the project is $1,904,469.97, with the Washtenaw County Road Commission responsible for $220,269.97. The project will be funded by state Local Bridge Funds, Federal Surface Transportation Funds and MTF funds. The project has been completed pursuant to WCRC & MDOT policies and procedures and is included in the 2020 WCRC budget.

PROPOSED MOTION: that upon the recommendation of the County Highway Engineer / Director of Engineering, and the concurrence of the Managing Director, the Board hereby approves the MDOT Contract No. 20-5118 and authorizes the Chair and Managing Director to sign the contract for the Miller Road at Wagner Road Roundabout and Miller Road Bridge project.

6. Carpenter Road – Construction Zone Temporary Traffic Control Order To protect workers and reduce problems with drivers speeding through the construction zone on Carpenter Road, from Ellsworth Road to Packard Road, a construction zone speed limit of 35 MPH within the project limits is required for the duration of the project.

PROPOSED MOTION: that upon the recommendation of the County Highway Engineer and the concurrence of the Managing Director, the Board hereby approves a Temporary Construction Zone Traffic Control Order (TCO) to reduce the speed limit on Carpenter Road, from Ellsworth Road to Packard Road, to 35 mph for the duration of the construction project.

7. Parker Road – Temporary Traffic Control Order To provide an alternate route during the Pleasant Lake Road resurfacing project, between Steinbach Road and Zeeb Road, a temporary suspension of the “No Through Trucks” restriction on Parker Road, from Pleasant Lake Road to Scio Church Road, is recommended for the duration of the project.

PROPOSED MOTION: that upon the recommendation of the County Highway Engineer and the concurrence of the Managing Director, the Board approves a Temporary Traffic Control Order (TCO) suspending the “No Through Trucks” restriction on Parker Road, from Pleasant Lake Road to Scio Church Road for the duration of the Pleasant Lake Road resurfacing project.

8. Non-Union Wages

To assure that the Washtenaw County Road Commission continues to remain current with its salary administration program for non-union employees, the Human Resources Manager is proposing the following wage increase for all non-union employees for 2020.

PROPOSED MOTION: that upon the recommendation of the Human Resources Manager, and with the concurrence of the Managing Director, the Board hereby approves the following wage increase for non-union employees:

2020: Three percent (3%) across the board increases effective April 23, 2020.

Staff is requesting the Board to approve the payment of payroll and bills for April 15, 2020.
