SECTION A: NON-TECHNICAL SUMMARY

Advice on completing this section is provided in the accompanying Guidance Note.

A non-technical summary of the application is to be included here. The summary should identify all environmental impacts of significance associated with the discharge of waste water associated with the waste water works. This description should also indicate, where applicable, the hours during which the waste water works is supervised or manned and days per week of this su pe rvision .

The following information must be included in the non-technical summary:

A description of:

- the waste water works and the activities carried out therein, - the sources of emissions from the waste water works, - the nature and quantities of foreseeable emissions from the waste water

works into the receiving aqueous environment as well as identification of significant effects of the emissions on the environment,

- the proposed technology and other techniques for preventing or, where this is not possible, reducing emissions from the waste water works,

- further measures planned to comply with the general principle of the basic obligations of the operator, i.e., that no significant pollution is caused; measures planned to monitor emissions into the environment. -

A description of the waste water works and the activities carried out therein:

The Rathnure Agglomeration is serviced by the Rathnure Waste Water

Treatment Plant (WWTP), which is located at Rathnure Upper, Rathnure.

This plant treats the Waste Water generated within the Rathnure

Agglomeration. The Plant is equipped with a single discharge point which

discharges tertiary treated Waste Water to the receiving water, head

waters o f the Rathnure Stream, a feeder stream which is a tributary of

the Boro River

The sources of emissions from the waste water works:

The only discharge from the Rathnure WWTP is the Primary Discharge

point (SWl), which discharges tertiary treated effluent to the receiving

stream, which ultimately discharges to the Boro River.

There have been no recorded reports of any odour or noise emissions

from the plant following the last upgrade in 2006.

The nature and quantities of foreseeable emissions from the waste

water works into the receiving aqueous environment as well as

f identification of significant effects of the emissions on the r*

environment:

The plant is designed to cater for a population equivalent of 250 P.E. or

15 Kg of BOD daily with a 10AO discharge standard.

The Plant is not equipped flow measurement, thus accurate flow figures

are not available.

There are no known significant environmental impacts from the Primary

Discharge.

I t is not envisaged that the existing plant will be expanded beyond its

current capacity.

The proposed technology and other techniques for preventing or,

where this is not possible, reducing emissions from the waste water

works:

There are no measured impacts on the environment from this plant, thus

there is no need fo r measures.

Further measures planned to comply with the general principle of the

basic obligations of the operator, i.e., that no significant pollution is

caused:

I t is Wexford County Councils intention to continue to operate and

maintain the existing plants to ensure that the above obligations are

met.

Measures planned to monitor emissions into the environment:

Wexford County Council currently monitors the discharge from the

Rathnure Waste Water plant, in accordance with our monitoring regime

(4 times per year). This work is undertaken on behalf of Wexford County

Council by an independent ILAB accredited laboratory. The contract for

this testing is renewed every three years by open procurement. The

current contract is with Environmental Services Limited, Acorn Business

Campus, Mahon Industrial Park, Blackrock, Co. Cork. The current

contract has just been renewed fo r a period of 3 years and thus the

contract will have t o be re-tendered under open procurement regulations

in January of 2012.

SECTION C: INFRASTRUCTURE & OPERATION Advice on completing this section is provided in the accompanying Guidance Note.

C. 1 Operational Information Requirements Provide a description of the plant, process and design capacity for the areas of the waste water works where discharges occur, to include a copy of such plans, drawings or maps (site plans and location maps, process flow diagrams) and such other particulars, reports and supporting documentation as are necessary to describe all aspects of the area of the waste water works discharging to the aquatic environment. Maps and drawings must be no larger than A3 size.

Plant process description

The Rathnure Waste Water Treatment plant was originally constructed in

the late 1980s with secondary treatment only. The plant is designed to

cater for a population equivalent of 250.

I n 2006 the plant was refurbished by the replacement of the RBC unit and

the upgrade of the treatment level to tertiary by the installation of a

polishing reedbed. The overall capacity of plant was not increased beyond its

original capacity.

All flows of Waste Water to the plant are by gravity, flow enters the site

at manhole N o 1, from which flow enters the primary settlement tankage

(site is equipped with 3 number primary tanks operating in parallel ), where

gross solids are allowed to settle (settled sludge is removed and disposed

by a tanker, approximately every 17 weeks). This settlement process

removes approximately 40% of the Total Suspended Solids and 30% of the

Biological Oxygen Demand (BOD) loading.

From the primary settlement tank, liquor flows by gravity to the RBC, the

principle of operation is extended aeration, where the biological activity is

carried out by the biological growth on the surface area of the discs, with

the oxygen being provided by the rotation of each disc, with 1/3rd of each

disc being submerged and 2/3rd of each disc rotating in air at any one time.

The RBC unit is equipped with a settlement zone, where the suspended

humus, resulting from biological activity in the RBC, is allowed to settle.

Settled final effluent is then discharged (by displacement) to the receiving

waters.

The humus sludge settlement zone is equipped with a sloping floor and a

sludge return settlement pump which automatically routinely returns sludge

to the primary tankage.

From the RBC unit the secondary treated effluent is then distributed to a

polishing reedbed, which removes additional suspended solids and remaining

Monitoring Programme Oetails

The programme of monitoring that is being undertaken at the Rathnure

Waste Water Treatment Plant forms part o f the countywide monitoring

programme required under the Urban Waste Water Directive f o r the

annual returns to the €PA. This sampling and analysis is undertaken for

Wexford County Council by an independently accredited laboratory

appointed under a 3 year contract, which was re tendered in February

2009.

The appointed laboratory is responsible for all elements o f these services

and must hold independent accreditation.

The required sampling frequency at the Rathnure Waste Water

Treatment Plant is 4 times per year, evenly spaced out over the year.

The sampling arrangement at the Rathnure Waste Water Treatment Plant

is by means of a Grab sample at the outlet from the reed bed at level

control MH. Access to the level control MH is safe.

Clear and concise information is required to enable the Agency to assess the existing receiving environment. This section requires the provision of information on the ambient environmental conditions within the receiving water(s) upstream and downstream of any discharge(s) and/or the ambient environmental conditions of the groundwater upgradient and downgradient of any discharges.

o Describe the existing environment in terms of water quality with particular reference to environmental quality standards or other legislative standards. Submit a copy of the most recent water quality management plan or catchment management plan in place for the receiving water body. Give details of any designation under any Council Directive or Regulations that apply in relation to the receiving surface or groundwater.

The receiving waters are not designated.

The Primary Discharge point (SW1) discharges to a feeder stream of the

Boro River, the confluence of the stream is some 2.7 Km downstream of

the discharge. There is no nature conservation status on the feeder

stream, however, at the point o f confluence; the Boro River is a

designated Special Area of Conservation (SAC).

The South Eastern River Basin District Report draft sub basin plan for

the Boro, Tributary of the Slaney/ Boro states overall water quality as

"Good", with an objective o f "Protect" and an overall risk assessment o f

"la at Risk".

Given the level of treatment provided at the Rathnure plant, it is highly

unlikely that there is an impact on the receiving water quality within the

Boro River.

o Provide a statement as to whether or not emissions of main polluting substances (as defined in the Dangerous Substances Regulations S.I. No. 12 of2001) to water are likely to impair the environment.

6.2 Compliance with Water Quality Standards for Phosphorus Regulations (S.I. No. 258 of 1998)

Provide details on a programme of improvements, including any water quality management plans or catchment management plans in place, to ensure that improvements of water quality required under the Water Quality Standards for Phosphorous Regulations (S.I. No. 258 of 1998) are being achieved. Provide details of any specific measures adopted for waste water works specified in Phosphorus Measures Implementation reports and the progress to date of those measures. Provide details highlighting any waste water works that have been identified as the principal sources of pollution under the P regulations.

The Rathnure works is equipped with biological phosphate removal to insure compliance with the Phosphorous Regulations (5.1. No. 258 of 1998).
