New Business: Arcadis Change Order Number 1 Ms. McPhearson explained Arcadis was originally selected on a qualifications basis for both the design and construction phase for the two pump station upgrades. Mr. Maurer had asked Arcadis to put a proposal together for the construction phases, since costs for that had not been provided with the original design proposal. Mr. Maurer had reviewed the amendment, his only question was about the rates and whether they were consistent with the billing rates and category used for the design phase, which they are. The cost is based on hours billed, it’s time & material. Kovacs’ value of the construction contract $3.18 million. The percentage includes start-up & commissioning. What Arcadis finds with the little pump stations is that there are complexities and nuances as they get into it. The staging and maintaining of operations becomes complex. The amendment doesn’t include full time inspections, there will be part-time resident inspections, similar to what was done for the Beardsley pump station upgrade. They schedule closely with Kovacs to make sure someone is on site. The Chair noted there are a specific number of hours included in the proposal/amendment, approximately 16 hours per month. Ms. McPhearson stated this could be found on page 7 of the scope, a total of 12 hours over the assumed 7-month active construction period. Active construction has not begun, the pre-award meeting has taken place and are scheduled to have their first pre-construction meeting on July 7th or 8th. Planning is underway, they are actively getting submittals and initial RFI’s to clarify dimensions. Kovacs is anxious to get materials ordered given the pricing and lead time issues of the market. Moved by Palo, seconded by .Regnery o approve the Arcadis Change-Order Number 1 for the for the Reservoir Avenue and Old Town Road pump station upgrades subject to final review and sign-off by the Town Engineer William Maurer. VOTE: Motion CARRIED by unanimous consent.

Beardsley Force Main Update: Ms. McPhearson reported they had just gotten the data back on the test pits. There were two different types of nondestructive testing on the pipe in the two locations, electromagnetic and ultrasound thickness testing. They had done this type of testing in the park previously. The good news is, at first look, the deterioration seen in the park at the invert of the pipe does not appear to be happening at Seltsam where there is a similar condition of the pipe with a flat slope for a long run. So far everything looks good and they will continue to review and brief Mr. Maurer. Their intent is to give a full report at the July meeting.

8 Pam Bar Road, Shelton, CT Sewer Connection: Mr. Von Moody of 8 Pam Bar Road, Shelton, CT was present and indicated he would like to connect to the sanitary sewer system. He is on the corner of Cricket and Pam Bar. There is a pipe to connect to. He went to the Bridgeport WPCA and did get permission to connect. Mr. Maurer has not reviewed the drawings/plans. The clerk shared the plans on her screen with the commission, (See Attached). Mr. Moody confirmed for the commission Pam Bar is a road that is partially in Trumbull and Shelton, by the Coral Drive area. The main is on Cricket Lane and there is a lateral, it is shown in the hedgerow on the drawing. It is approximately 8’ deep. The engineer proposed extending the lateral/chimney. There would be a clean-out on top. North is pointing down on the plan. The main is on the town line. The assessment is based on road frontage but there is a maximum. The property would be assessed. The property is 100% in Shelton. Town attorney confirmed the assessment can be recorded in Shelton. The clerk shared the worksheet for the assessment with the commission, (See Attached). The Chair confirmed the Bridgeport WPCA had approved the connection. It was confirmed there were Trumbull properties connected to Stratford and/or Bridgeport’s sewer system as well as Fairfield’s, there is also another lot approved which is partially in Easton. The clerk noted the assessment will come back to the commission for approval once that process begins. Moved by Regnery, seconded by Palo to approve the 8 Pam Bar Road, Shelton CT sewer connection pending review by the Town Engineer William Maurer and the sanitary sewer assessment. VOTE: Motion CARRIED by unanimous consent.

5975 Main Street Sewer Connection: Mr. and Mrs. Aubrey of 5975 Main Street was present and indicated AT&T has a concrete conduit diagonal across Main Street and the sewer line is on the north bound side of Main Street. They got an easement through his neighbor’s property to connect to Walker Road. The clerk shared the plan with the commission, (plan was included in the agenda packet). This is an existing house, they have been on septic, but the septic is failing. They will go through 4 Walker Road to connect on Walker Road. The Town attorney did not

have any concerns. (Mr. Maurer joined the meeting at 7:39 p.m.) Mr. Maurer indicated Mr. Aubrey has had numerous issues with his septic system and needs to connect to the sewers. This is the only way he can do it effectively. The easement map needs to be filed on the land records and there will be the developer installed unit fee of $2,500. Moved by Palo, seconded by Regnery to approve the sewer connection at 5975 Main Street subject to the filing of the sanitary sewer easement on the Trumbull Land Records and payment of the unit fee of $2,500. VOTE: Motion CARRIED by unanimous consent. 48 Monroe Turnpike Sewer Connection: Continued to the next meeting. The flows need to be analyzed since there is a significant change in use. United Health did have a connection but the units were only 49 v. 267 units, representing a considerable change in the flow. They have to make sure there is capacity.

Bridgeport WPCA 2021/2022 Fiscal Year Budget: Bridgeport WPCA approved their FY2021-2022 budget, their approval included a rate increase which this commission will need to consider at the next meeting. It will be published as a public hearing. The rate was $6.12 and it went $6.28. Mr. Maurer explained Bridgeport originally talked about a rate of $6.21 and now they are at 6.28. There is a discount that was applied in 2020. The commission will consider this at the next meeting. Mr. Maurer indicated Trumbull will receive a 3% discount this coming fiscal year. The Chair indicated it is a 2.6% increase.

Old Business: Old Town and Reservoir Avenue Pump Stations Update: Mr. Maurer explained they have been putting together their submittals and expects to get going by the end of the month. Force Main Continued: Mr. Maurer noted they are working on the design to replace the pipe at Beardsley in the shallow low pitched section and hopes to have all plans together by the fall. They are at 50% design now, probably spring for construction. The issue is the permitting process and easements have to be gotten from the state. Alternate Flow: Mr. Maurer explained there is no new information to share. They are in possession of the EIE (Environmental Impact Evaluation). Comments are due back to the state by July 23, 2021, which was the reason for moving the next meeting to the 21st so the comments could be reviewed by the commission. Ms. Kurtz confirmed she could get the commission something before the meeting. Wright Pierce has reviewed the EIE. Mr. Maurer confirmed they were still waiting to give Stratford information, which was to be done lawyer to lawyer. Attorney Nugent noted the information from Bridgeport had been requested three (3) times. The law is they have a reasonable amount of time and he will send them weekly letters until he gets a response. We have the right to file a complaint with the FOI Commission and go to Hartford for a hearing if they do not get a response. They will be given a little more time Attorney Nugent noted Town boards and commissions do have the option of meeting remotely, hybrid or in-person. We can’t offer hybrid to the boards and commissions because it is a difficult,

time consuming and cumbersome process. Each commission can elect to meet remote or in-person. The commission discussed moving the meeting to the 14th. After discussion the commission agreed by unanimous consent the next scheduled meeting would be Wednesday, July 14, 2021 via Zoom.
