Neo-liberalism and water reforms in western India

Water Group

Background

Policy Reforms

Maharashtra: Demand Driven to Supply Driven (3 différences)

Three reforms –

1. The commercialization of a parastatal body.

3. The concept of self-sufficiency in urban local bodies, and

5. The working of the regulatory body in water

MJP:Maharashtra Jeevan Pradhikaran

Four Steps

Mantra of self-sufficiency: the case of urban local bodies

Mantra of self-sufficiency : ULB

• ULBs are increasingly encouraged to make use of central schemes such as the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) and the Urban Infrastructure Development Scheme for Small and Medium Towns (UIDSSMT), as well as to borrow money from domestic or foreign financial institutions and raise money from the capital market.

Result

• To ban public stand posts and instead have group metered connections.

• As in other locales, many local politicians were not happy with this decision and continued to call for public stand posts for slum populations

• This result in more careful use of available financial resources, it is not clear that such use will necessarily be in favor of the poorer groups in urban localities.
