Establish a community water reference group with the role of advising both Council and the community on water supply and water quality issues in the Mossman/Port Douglas, Whyanbeel and Daintree Village water supplies. 2. Appoint the Chair of Water & Waste Committee as the chair of the reference group and the Division 10 Councillor as the deputy chair. 3. Invite the following to join the group: a. Representative from Port Douglas & Daintree Tourist Association b. Representative from Port Douglas Chamber of Commerce c. Queensland Health d. 4 Community representatives as follows: 1 Port Douglas representative 1 Mossman representative 1 Whyanbeel system representative 1 Daintree Village representative. 4. Provide administrative support to the group through Water & Waste operational budgets.

8 DOUGLAS COMMUNITY WATER REFERENCE GROUP MEETING MINUTES FROM 11 FEBRUARY 2011 B Gardiner: NR : 1/58/13-: #3056695

RECOMMENDATION: That Council 1. Notes the draft minutes of the Douglas Community Water Reference

Group’s 10th meeting held on 11 February 2011. 2. Notes that the final Black and Veatch report, together with a review of cost

and resource implications for Council will be provided to the March Water & Waste Committee.

INTRODUCTION: In order to assist Council in managing the water supply in the Douglas area, Council adopted the following resolution at the September 2008 Water & Waste Committee meeting:

That Council resolve to: 1. Establish a community water reference group with the role of advising both Council

and the community on water supply and water quality issues in the Mossman/Port Douglas, Whyanbeel and Daintree Village water supplies.

The Reference Group has now held eight meetings: in December 2008, February, April June, August, October, November 2009 & May 2010. The minutes of the May meeting are provided to Council for noting.

BACKGROUND: At the ninth meeting of the Reference Group in February 2011 the key agenda items were as follows:

1. Water quality update 2. Presentation from Black & Veatch on the proposed chlorine free trial.

Nine members of the public attended the meeting and participated in a question and answer session at the conclusion of the meeting. The main item on the agenda for the meeting was a presentation from Black & Veatch consultants on the findings in their draft report (copy attached). There was considerable discussion from the Reference Group members and also the general public on the content of the report and the proposed preparatory work and potential subsequent chlorine free trial. COMMENT: The DCWRG passed the following resolution at the meeting on 11 February:

Motion #1: Further to Black & Veatch’s presentation, the Douglas Community Water Reference Group supports the recommendations in principal and urges Cairns Regional Council to act promptly to implement the recommended preparatory works in accordance with the timeframe indicated and commence associated sampling.

Council staff are finalising the review of the draft report from Black & Veatch with a final report due for completion by the end of February 2011. The final report will be tabled at the March Water & Waste Committee meeting, together with discussion of cost and resource implications for Council.

CONSIDERATIONS: Corporate and Operational Plans: Council’s Corporate Plan Goal 4 – Delivering Services and Infrastructure and the following objective are relevant to this report: Objective 4.1 Provide a robust, secure, high quality water supply to meet the growing needs of the community.

Financial and Risk: Administrative support for the Douglas Community Water Reference Group is provided from existing recurrent budget provisions. There are no significant risks with regard to the activities of the Reference Group. Sustainability: The issue of a chemical free water supply is a significant one for sections of the Douglas community. Council has signalled its intent of trying to meet the aspirations and expectations of the community by continuing to review the chemical free water supply options.

CONSULTATION: Black & Veatch presented the findings of their report into the potential chlorine free water supply trial at Mossman on 11 February to a Council workshop. Due to other commitments, a number of Councillors were not able to be present at the workshop. A second workshop will be scheduled prior to the March Water & Waste Committee Meeting should Council desire.

OPTIONS: That Council notes the draft minutes of the Douglas Community Water Reference Group’s 10th meeting, held on 11 February 2011.

4 Introductions of B&V representatives

Presentation from Black & Veatch - Jonathan Clement and James Currie– Refer attachment 2 Questions from DCWRG on presentations RH questioned who actually wrote the report – JC indicated Black & Veatch MG noted ‘source of water is high quality’, a lot better than the Rhine, so why is it a problem? JC noted it’s the balancing of the treatment process, to ensure it is suitable for distribution and the current treatment process doesn’t remove dissolved organic matter. JCL indicated “high quality water’ needs to be put into context. In pristine areas, there are more animals. Microbiological pathogens are of concern to public health. RH – The word pristine is misleading in this scenario as the community refers to their water as pristine. GP – How many samples were taken? 5 minutes could change the sample. JCL noted there is an amount of variability, and it is weather dependant. Need to take samples over a large period of time. TH – questioned which is better, treatment or removal? JC – Indicated both flushing to remove and testing to become aware. BG – First place in Australia to go from Chlorinated to Non Chlorinated and we are being scrutinised. Only get one chance. Noted CRC had met with Qld Health who have indicated they only want us to provide safe water. GP – question to BG – Are you driven to want to run a CF Water Supply? BG – My job is to deliver what CRC say. Personally I find it interesting and unusual. JL – Cairns Water has taken this up and supported the DCWRG in persuading CRC and to get this to where it is today. Without BG & Cairns Water, it wouldn’t have happened. GP – Years ago the Fire Brigade used to flush once a week, why can’t they do the flushing with CRC staff? BG – Catherine Spencer is completing the flushing plan. MG- Keeping the water at high pressure would have prevented backflow. Port pressure has been reduced and concerns that it has caused problems. AU – The pressure was higher and now it has been reduced but now it is not continually pumping and is running more efficiently.

5 General Business RH asked whether the final report will be available to the public. BG advised it will be. On behalf of the DCWRG MG would like to move a motion: Further to Black & Veatch’s presentation, the Douglas Community Water Reference Group supports the recommendations in principal and urges Cairns Regional Council to act promptly to implement the recommended preparatory works in accordance with the timeframe indicated and commence associated sampling. TH seconded the motion and all in DCWRG voted in support. JCL noted there is an advantage going through this process, while chlorinating. All testing will provide a benchmark. Once you have the data, you’ve got credible data. If you go ahead prior to the preparatory works, etc. being done, and fail after a week, you won’t be allowed another shot.
