Wayne Central School District’s Long Range Planning Committee, which is comprised of school planning teams, community members, teachers, and our architect have been working together to assess the needs of the district’s buildings. As the committee moves forward, they are looking forward to receiving community input regarding the upcoming Facilities Preservation Project. Due to the age of the schools within the district it is imperative that we repair and preserve our buildings as well as address safety and compliance issues in order to provide the best possible learning environment for the students of Wayne Central. is project is focused on the restoration and maintenance of our current buildings. General improvements include: roof replacements, improving accessibility, replacing corroding pipes and heating lines, fire alarm upgrades, correcting water leaks, improving security lighting, repaving parking lots and addressing safety concerns in building kitchens. In order to maximize state aid, it is in the district’s best interest to apply for funding before the 2012 state budget is passed. In addition, the project will be funded through E.X.C.E.L. (Expanding Our Children’s Education and Learning) aid and a portion of the district’s capital reserve fund. • Install security cameras at the High School and additional exterior lighting at Ontario Primary School and Freewill

• Replace the public address systems at all of the schools

• Replace deteriorating pavement at Freewill, Ontario Primary School, the Middle School and the High School

• Extend sidewalks to fire exits at all of the schools

• Replace damaged lockers and non-compliant coat hooks at the Middle School and Freewill

• Update restrooms in Ontario Primary and Ontario Elementary schools

• Replace leaking windows and install screens at the High School, Middle School and Ontario Primary School

• Replace corroding water and sanitary lines at the High School and Middle School

• Replace deteriorating heating lines in the High School

• Structural repair due to water damage in the High School, Freewill and Ontario Elementary School

• Replace outdated roofs in all of the schools

• Establish controlled entryways at the High School and Ontario Elementary School

• Replace bleachers in the High School gym so that they are ADA compliant

• Upgrade emergency generators in all of the schools

• Update the fire alarm systems in all of the schools

• Improve kitchen safety and update equipment in the High School, Middle School and Freewill

• Construct a new concession stand with with public restrooms

Facilities Preservation Project cost summary:

The entire Facilities Preservation Project will cost $14,871,896. This will be paid for by New York State Aid ($10,006,975), New York State E.X.C.E.L. (Expanding Our Children’s Education and Learning) money ($864,921), and a portion of the district’s Capital Reserve Fund ($4,000,000). This funding will allow the district to complete the project without raising taxes.

Voting will take place on Wednesday, December 14, 2011 from 9:00 a.m. to 9:00 p.m. in the gymnasium lobby of the High School, located at 6200 Ontario Center Road, Ontario Center, New York, 14520.

Why is the district considering a Facilities Preservation Project now? It is always the goal of Wayne Central School District to promote a safe and inviting student learning environment. Due to the age of the buildings within the district, it is imperative to preserve our buildings as well as address safety and compliance issues.

When will the vote be presented to the community? The vote is scheduled for December 14th, 2011. Doing so would ensure that the district receives the maximum amount of building aid and E.X.C.E.L. funding. Waiting could jeopardize our E.X.C.E.L. funding and lower our percentage of building aid. It is important to submit our project to the State Education Department in order to lock in our building aid and funding at the current rate. If our project has voter approval, the district will have the State’s commitment to the appropriate level of funding.

Proposed changes to building aid and E.X.C.E.L. aid are scheduled to take place when the next state budget is passed, which is typically on April 1st.

How can I be more involved in the decision making process regarding this project? This fall we will continue to host tours of our buildings as well as conduct informational meetings, informal forums, and board presentations that are open to the community. The district is hosting a tour of all of our buildings in November, as listed below:
