Lake Waynoka 50th Golden Anniversary Time Capsule
1970 - 2020 There has been discussion about a time capsule possibly buried 25 years ago somewhere on
Lake Waynoka property. No one seems to have any more information about the capsule
other than one might have been buried.
WPOA decided as part of our 50th
Anniversary celebration that a time capsule would be
created this year, buried at the end of 2020, and opened in 2045. The following items are

WPOA Workshop Summary 6/13/2020
President Beard called the meeting to order at 10am. He reported that several items have been submitted as ideas for the
Board to work on this coming year.
Mgr. Cahall gave reports about the following:
Finances: We are balancing the income and expenses.
Campground: The Pavilion and playground area is open. The Pavilion will not be rented.
Rec Center: Only members with a green card are able to access the Rec Center. We will continue to have monthly
family and adult swim nights.
Lodge: Unlocked during the day. Not renting for large gatherings.
Lounge: Open. Limited number of patrons.
Administration Office: Open for summer hours.
Road Work: Has begun for paving and chip-n-seal.
Insurance Inspection: Went well.
Waynoka Day: Cancelled. Vendors will be receiving refunds.
Personnel: Filling open positions.
Police Station: Collecting bids.
Music on the Green: We hope to have one in July. More info to come after confirmation from the Brown County
Health Department.
Restaurant: Angela’s Curbside Cuisine will be leasing the restaurant for the coming year and will be doing pool
concessions. More info to follow on an opening date.
New Business:
Maintenance is installing 2 swings that were purchased by the WaterSports Club.
The cannon from the Marina was moved to the back gate. Trustee Purdin painted the cannon.
Trustee Crank brought forth the idea of a sand volleyball court.
The Golf Cart Parade is still on for August 8th.

WPOA Board of Trustees Saturday Meeting – 6/13/2020
**Anyone who would like to receive an e-mail blast of the report summaries, on the Friday prior to the meetings, needs
to submit their e- mail address to the Office staff.
**Any updates from the Friday email are indicated in italics of the summary of each report.
**The deadline for submission of information for the monthly newsletter and other media releases is the Monday
following the WPOA meeting at 4pm. The Office staff appreciates the cooperation of all of the clubs to share the events
and activities held at Lake Waynoka.
**Due to the Governor's recommendation of no more than 10 people at a public gathering, the WPOA Board
held its regular meeting on June 13th closed to the public. Social distancing was observed. Hopefully, we will see
more positive guidance for the July meeting.**

Taylor made a motion and Purdin seconded to approve the 5/9/2020 minutes as printed in the newsletter. A yea/nay

Taylor made a motion and Holt seconded to approve the 5/22/2020 Special Meeting minutes as emailed. A yea/nay
vote was taken and the motion passed unanimously.
Taylor made a motion and VonWahlde seconded to approve the 4/18/2020 WPOA Annual meeting minutes as
emailed. A yea/nay vote was taken and the motion passed unanimously.

President’s Report (Charlie Beard): None
Treasurer’s Report (Vern Taylor):
Operating funds
The total operating income for the month of May was $240,000.00.
The total operating expense for the month of May was $144,000.00 with no unexpected expenses.
The operating fund balance at the end of May was $936,845.82.
The operating income for the year at the end of May was $1,381,000.00 and that is 63% of the plan for 2020. The
expected income at the end of May was 65% so the WPOA is 3% under budget.
The operating expense for the year at the end of May was $772,000.00 and that is 36% of the plan for 2020. The
expected expense was 39% so we are 3% under budget.
Allocated Assessment Funds
The income for allocated operating assessments in May was $38,000.00.
Assessment account expenditures in May totaled $4,800.00.
The balance of all allocated assessment accounts at the end of May was $652,146.46.
Invested Funds
Invested reserves at the end of May totaled $480,406.58.
Total cash on hand at the end of May was $2,069,398.86.
Manager’s Report (Paul Cahall):
At the time of writing this report, we are still in a “stay at home” order from the Governor. The future opening and
expanding of association amenities are restricted by those orders. We will expand the use of our amenities when the
restrictions are loosened up.
I have gotten many questions about why we are not allowing guest to pay to come into the Recreation Center and
pools. This is twofold. One, the state is requiring us to track everyone that comes in the facility for tracing purposes.
This is easily accomplished by scanning your member or guest green card. Daily guest would have to be tracked on
paper. Also, since we are limited on the number of people, we do not want to have to turn away a due paying
member because we have too many guests that are using the facility. The black punch cards and red rec center cards
will be extended one year since we are not allowing their use at this time. This way those who purchased them will
not lose their investment without a chance to use them.
Watch the Web Site and Facebook for updates concerning WPOA sponsored and club sponsored events. As these
events change or are canceled, this is where we will make those announcements. We are in constant contact with the
Brown County Health Department for updates on what we can and cannot do.
Paving and road repair has started for the season and should be completed by the end of June. We are budgeted
$200,000 for paving and repair.
The lawsuit filed in Brown County Common Pleas Court. We are currently in negotiations about a
possible settlement with a trial date of 1 February 2021. The lawsuit filed in federal court has been put on
hold pending the outcome of the criminal case in Brown County Municipal Court.

Marine Patrol Marine patrol resumed normal operations on 5/23/2020 with both marine patrol security officers returning from last
year. 87 hours of patrol were conducted between 5-23-2020 and 5-31-2020. They received 5 calls for service and
issued the following warnings: 4- skiing direction, 25- expired decal, 15- no wake, 2- boats parked at wrong dock,
1- overloaded boat. They also located and returned a lost kayak.
Other News from Security/Police In Police News: Officers responded to 48 calls for service last month, calls included 2 traffic crashes, 4 domestic
disputes, 1 theft, 2 traffic citations were issued.
All WPOA decals expire 5/1 every year, this includes boats, golf carts, UTV’s, and vehicles (cars/trucks). Please
renew your decals at the security office if they are expired.
The Ohio EPA Spring Burn Ban has been lifted. Property Owners are still required to notify the Security Office
when they conduct an open burn.
Complaints have been received in reference to golf carts being driven by juveniles and open alcoholic beverages being
consumed while operating golf carts. Both issues are violations of the Ohio Revised Code and may be prosecuted
through the Brown County Municipal Court as misdemeanor offenses. Other Committee Reports:

Long Range Planning Committee (Terry Borgman/Steve VonWahlde):
Rules and Regulations (John Buskey/John Barton/Jenny Ellis): In April, the WPOA Administration tried to secure a
loan through the Coronavirus Payroll Protection Plan but it was turned down by a bank because the Association does not
have stated eligibility to borrow money. Subsequently, the R&R Committee was asked to develop language that would
permit the Board to borrow money under certain conditions. After discussions with the Association’s attorney, it was
determined that such language should be placed in the Restrictive Deed Covenants. The Committee chairs met with the
Board of Trustees in a Special Board meeting on Friday, May 22nd to discuss the topic and the Board unanimously
approved a set of basic principles to allow the Board to borrow money with specific limitations. That information was
forwarded to our attorney, Mr. Jolly, and he was asked to develop specific language for the Covenants. We are awaiting
his response. His response will be shared with the R&R Committee and the Board as soon as received. In May, the
Board asked the Committee to investigate tightening and expanding the rules on cleaning up property around the lake.
The Committee met on June 12th and had a preliminary discussion regarding the existing authority to regulate, possible
required changes and some issues regarding enforcement. The Committee expects it will take several weeks to deliver
its preliminary conclusions.

WPOA Board of Trustees Special Meeting – 5/22/2020
President Beard called the meeting to order at 6:00pm.

Agenda: WPOA Finances
Minutes: The Board met to discuss WPOA financial information and the ability to obtain loans/grants in regards to the
CARES Act and other needs as they arise. Two guests were present from the Rules and Regulation Committee to gather
information for their work on revision drafts. Discussion included fiduciary responsibility, reasons for loans, limitations
on the amount to be borrowed and getting information to property owners.
Adjournment: The motion to adjourn was made by VonWahlde and seconded by Taylor. All were in favor and the
meeting was adjourned at 6:40pm.

Long Range Planning Committee (LRPC) Monthly Report June 2020
• The LRPC met 5/23/2020 to discuss the Lodge, Restaurant and Lounge research study. The WPOA Board asked the committee to be the oversight group.
• The committee is developing an outline of the activities involved in the study. We would like to involve people in the community through the use of focus groups. In the past, there have been surveys (2013) and to ask questions about the community. Survey Monkey was another type of survey conducted in the past.
• The reason this study has been started is the fact that the 5-year plan shows a need to start a remodeling projects 3-4 years from now. The remodeling project could cost a little under $900,000 over the next 30 years on a 43-year-old building (built in 1977). The question asked “is it worth investing that much money in a building that is functional for the next 30 years”?
• The study will allow community input as to weather we should remodel or build a new structure. We have narrowed the research down to four key areas: 1. The functionality of the existing buildings; 2. The building technical structure and how it functions; 3. The building (s) location; 4. The ability to pay for the structure (s).
• We are researching this idea with an open mind and reporting the results to the WPOA Board. If a decision is made, it may take 2 years to complete the research and inform the Board, one additional year to choose how to finance it and another 1-2 years to build a new structure (s). The question is “will it benefit the community homeowners to keep or increase their home and property values be worth the cost. Lake Waynoka constructed a Recreation Center about 10-15 years ago. The community has attracted more homes and the community has grown in value.

Annual 2020 5 Year Forecast Transparency is a goal of the LRPC ( Long Range Planning Committee). A WPOA membership friendly chart of
the projects to be completed, the funds to be expended and the capital assessment funds available are shown on this
one page report.
The LRPC recently completed an annual 5-year look ahead plan for the improvements, lake and roads assessments
accounts. The WPOA Board approved the 2020 - year plan in January of this year and accepted the report in May.
The following four years ( 2021-2024) are subject to change and are re-reviewed one year at a time in January of
the following year. The committee will publish the Lake and Roads Capital Assessment accounts in the next two
newsletters.

2020 Swimming Lesson Schedule: Evening Lessons: July 2. All evening students meet at 5:30pm on the first night and will then be divided into ability groups and given the time they need to report the rest of the days.
Morning Lessons: First Morning Set: July 6-9;13-16. Second Morning Set July 20-23;27-30. Each of these students will report on the first day of the set they are participating in and at the appropriate class time as follows for screening (if not sure, give best guess, the screener will help determine if correct or not) 9:00-9:45am Advanced Students (Lap Swimmers & Deep End, with some review on strokes.) 9:45-10:30am Beginner II (Some laps, all strokes, some deep end, can float well.) 10:30-11:00am Beginner I- Main Pool- (No Swimming skills needed.) 11:00-11:30am Beginner I- Kiddie Pool-(No Swimming skills, willing to go with life-guards.) WRWSD Board of Trustees Saturday Meeting – 6/13/20 President Bridges called the meeting to order at 9:30am.
Roll Call: Present: Beard, Bridges, Buskey, Hagen, LaPlante, Levermore, Redick, Mgr. Cahall
Minutes: The minutes of the 2/24/20 WRWSD meeting were read by Asst. Recording Secretary Maybriar. A motion
was made by Beard and seconded by Buskey to approve the minutes as read. A yea/nay vote was taken and the motion
passed unanimously.
The minutes of the 4/18/20 WRWSD Annual meeting were read by Asst. Recording Secretary Maybriar. A motion was
made by Levermore and seconded by Hagen to approve the 4/18/20 Annual WRWSD meeting minutes as distributed by
email. A yea/nay vote was taken and the motion passed unanimously.
President’s Report: (Jim Bridges): It’s great to be back together.
Treasurer’s Report (John Buskey):
Treasurer Buskey spoke with attorney Tom Mayes about the Fite-Hauck property. We are currently waiting on the
Judge to transfer the property.
In May, we received a certification check from Brown County in the amount of $19,035. We expect to receive
another check sometime in August.
The profit/loss statement is in good shape as people have been able to pay their fees.
There have been 12 new home permits submitted for water and sewer tap installation.
Manager and Plant Superintendent Report (Paul Cahall):
There is an open WRWSD position. An advertisement had been posted.
Reminder: You cannot bury your grinder pump for any reason. This will cause it to fail and the sewer will back up
into your home.
We are accepting bids for the water tower repairs. The initial bids have been more than budgeted. Mgr. Cahall is
going to reach out to Brown County to see if they have any recommendations.
There have been several complaints about midges. The midge eating fish have been hard to come by this year and
are on order. In the meantime, chemicals have been ordered to kill the midges.
8 of 14 yard repairs have been completed.

A motion was made by Buskey and seconded by LaPlante to approve the May 31st financial statement as distributed
by email. A yea/nay vote was taken and the motion passed unanimously.
Board Member Concerns:
Trustee Redick complimented the water app from Master Meter in resolving an issue.
Trustee LaPlante inquired about the low number of lots available and expanding the sewer plant. Mgr. Cahall
explained that the number of homes dictate the sewer capacity, not lots. If current trends continue, we will have to
expand the plant in the next few years.

Adjournment: The motion to adjourn was made by Beard and seconded by Levermore. All were in favor and the
meeting was adjourned at 9:50am.
