The Flexible Initial Rate Selection Feature allows, on a per cell basis, to select the rate at which the packet interactive RAB is established. High initial rate is beneficial to the end user since it will take shorter time before he can reach a high throughput. On the other hand, in areas where coverage for the higher rate is not provided, it is better to select a lower initial rate. This feature makes it possible to select a higher initial rate in areas with good coverage without compromising the performance in areas where coverage for the higher rate is not provided.
With the Flexible initial Rate selection feature it is possible to:* Select the initial packet rate according to the typical applications used* Reduce the time before the end user reach high throughput* Better benefit from areas with good coverage, i.e. take advantage of different coverage strategies in different parts of the network

Included Features
FAJ 121 972 Support for SGSN in Pool
The feature enables operators to create a pool of SGSNs that can be used as acommon resource for serving an area within which a MS may roam without needto change the serving SGSN node. The traffic can be spread among the differentSGSNs in the pool based on parameter settings
The Support for SGSN in Pool feature:* Will increase the availability since the SGSNs in the pool can serve as backup for each other* Will increase the SGSN efficiency because the serving area can be made many times larger which will create less signaling between different SGSNs and the load can be spread among the SGSNs in the pool.
FAJ 121 1094 Traffic Handling Priority
The following features are always required:* WCDMA RAN: FAJ 121 1111 - EUL QoS Scheduler* WCDMA RAN: FAJ 121 1115 - HSDPA QoS Scheduler

This feature allows the operator to* Set different priority for interactive packet data by using the THP value received from the core network* Set a separate priority for interactive packet data with the signaling priority set from the core network
FAJ 121 1128 Transmit Diversity
Transmit Diversity is a technique that improves the downlink radio link performance in terms of capacity and cell edge bitrate. It is applied to commonchannels, dedicated channels and shared channels improving downlink bit rates and capacity.
The benefits are:* Higher downlink capacity* Higher bit rates, especially at the cell edge
FAJ 121 2444 Uplink fast congestion control

Uplink fast congestion control incorporates load information in the fast power control of the WCDMA uplink. For high load scenarios, this results in a more stable system operation with better uplink performance and reduced dropped call rate.
RoT values above the maximum RoT are reduced. This gives improved coverage in the cell with increased retainability for both CS and PS services as result. With an improved predictability of RoT, the need for margins is reduced and a higher EUL throughput can be maintained.
FAJ 121 407 UTRAN Registration Area Handling
With the feature UTRAN Registration Area Handling the use of URA (UTRAN Registration Areas) is introduced and it is supported to have a UE (User Equipment) in URA_PCH state. A URA is an area consisting of one or a number of cells. The URA_PCH state is applicable for the packet interactive/background RAB. For a UE in URA_PCH state the service re-activation time is shorter compared to setting up the connection from idle mode. At the same time the UE requires less signaling and power consumption when in URA_PCH state compared to when on the common CELL_FACH channel. Hence, is possible to keep the UE in URA_PCH state for long time and let the en user benefit from the short service reactivation time.
With the UTRAN Registration Area Handling it is possible to:* reduce the service re-activation time for interactive packet users compared to setting up the connection from idle mode* slightly reduce the speech call setup time* reduce the amount of signaling towards the RNC and the CN in connected mode* reduce the UE battery consumption
FAJ 121 3425 Flexible PM Statistics
RAN O&M - Performance Management feature related to PM Statisticsfunctionality:Possibility to activate counter based scanners with granularity period set to 60 Minutes. 60 minutes scanners can be activated in parallel with 15 minutes scanners.
The operators can define less important counters with long granularity (60minutes)More important counters (used in important KPI reports) with shorter report granularityRNC Node persistent storage - reduced by 75%Module MP load will decrease - file writing once every hourLess frequent file fetching - once every hourOperators can delay HW upgrade even if the amount of counters increases
FAJ 121 1470 Geo-Observability Data
The following features are always required:* WCDMA RAN: FAJ 121 514 - Measurement Function Radio Environment Statistics
This feature provides access to data allowing systematic positioning of RRCmessages thereby increasing network management efficiency and henceimproving network quality and reducing operational costs.
The feature enables position based performance management; benefits include:* Easier dropped call analysis:* Traffic flow analysis* Network planning* Reporting
FAJ 121 1675 GPEH Capacity Increase - Reduced ROP periodicity
RNC GPB board R5 and later is required. The following features needs to be installed and activated: OSS-RC:FAJ 121 173 General Performance Event Handling Trace Tool (optional feature in OSS-RC 12.2 is required) The maximum number of GPEH recording subscriptions in OSS-RC has not been reached. The RNC processors that the GPEH function is realized on are not overloaded.
This feature enables the possibility to increase the level of event intensity andrecording capability as well as reducing the periodicity to 1 minute ROP periods.
This feature allows for more efficient and much faster network analysis, satisfyingthe need to both existing, as well as creating a solid ground for future advanced event based applications, like:* Boosted GPEH capacity satisfies future data demand* Frequent data provisioning with smaller files every minute* Flexible counter resolution possible for EBS based counters
FAJ 121 1444 Real-time Traffic Flow Indicator
With the real-time traffic flow indicator, the operator can quickly assess the trafficstatus after e.g. an upgrade to a later SW version on the RNC.The RNC Element Manager can be used to retrieve the information.
Instead of using the ROP file to verify the status of the RNC, the Real Time Traffic indicator can be used. This reduces the time to verify that the RNC is running and executing normal traffic. Below are some examples of the benefits of using the RNC Real Time Traffic indicators:* The operator has made a SW-upgrade. He wants to check that traffic is executed as expected* The operator has made a reconfiguration in RNC or transport network. He wants to verify that traffic is not impacted* Front office operator is informed that there is a problem in the network. He wants to isolate the problem to a certain RNC
FAJ 121 2527 UE Real-time Trace
For full benefit, ENIQ Events Starter Package FAJ 121 1532 (ENIQ 11) isrequired.UE Real-time Trace can be used without ENIQ Events activated. In this case, data streaming to an external IP host only is available.
The UE real-time trace feature makes it possible to perform IMSI traces for specific users in real-time, such as VIPs etc. The output to a chosen server is in streamed format with immediate access for both real-time and post-processing purposes. The feature provides input to geographical positioning of measurements.
With the UE real-time trace feature RF engineers will have instant access to UE data for traced IMSIs allowing for radio network analysis, including UL/DL signaling as it happens. This means:* Less need to perform drive tests* Increased efficiency in drive testing
