We represent the Northern Panhandle of West Virginia, Brooke and Hancock Counties. The total population of the 2 counties is 54,745.

The counties are part of the Weirton-Steubenville, WV-OH Metropolitan Statistical Area (population 124,454), which is also

included in the Pittsburgh-New Castle-Weirton, PA-WV-OH Combined Statistical Area (population 2,635,228).

Formed in 1993 and chartered as a 501-C3 (private, not for profit) organization, the BDC is the designated economic development

organization for Brooke and Hancock counties. The BDC is dedicated to preserving and creating jobs, encouraging private investment, and reducing the unemployment rate in the northern panhandle. The BDC gets its support from the WV Development Office, WV

Economic Development Authority, USEDA, USEPA, BenedumFoundation, private investors, Brooke and Hancock Counties, and

the cities of Beech Bottom, Bethany, Wellsburg, Weirton, and New Cumberland. The BDC location is the most northern counties of WV located 20 minutes to the Greater Pittsburgh Airport and 40 minutes

from downtown Pittsburgh.

The BDC is designated as the Lead Economic Development agency (LED) by both Hancock and Brooke Counties as well as the State of West Virginia. Most of the municipalities in the two-county region

are dues paying members of the BDC in addition to major employers in the region. The current office makeup in addition to the

Executive Director includes an Assistant Executive Director and receptionist. The BDC utilizes the services of a certified public

accounting firm and outside legal counsel for any legal and accounting tasks. The BDC maintains an annual budget of $1.6M

which is comprised of 66% from projects and land use income and 34% from government funding.

This position reports to a six-member Executive Committee of the Board of Directors. The entire Board of Directors is made up of 15

individuals from the public and private sectors.

The BDC has annual revenues in excess of $1 million.

The Organization

Responsibilities

Responsibilities include, but are not limited to, project management, economic development activities, government relations, public relations, management & supervision of the BDC budget, coordinate BDC Committees, strategic planning, marketing/advertising and grant writing .

Project Management/Economic Development/Management Team• Duties include site development, marketing, prospect handling, developing a retention program, recruiting new industries• Co-Manage projects that result from the above duties

Government Relations• Communicate to local, state and national political leaders business and civic issues, particularly the impediments, to develop in this region and encourage them to support changes that would establish a business friendly environment.• Work with local and state government agencies on various programs including planning, improving infrastructure, providing a modern transportation system, permitting, state funding and job training.

Public Relations• Act as community spokesperson for the BDC.• Promote and speak on economic development• Establish relations with local industries/retention program • Join development associations and establish relationships with development professionals• Responsible for BDC Press Releases• Communicate BDC activities, etc. to the local media and BDC contributors.

• Recommend to the BDC Finance Committee an annual budget.

• Examine and approve normal, day to day business expenditures.

• Assist BDC Finance Committee in fund raising activities.

Preparation for BDC Committees & Boards

• Prepare financial report for the BDC Board.

• Assist BDC committee chairpersons in developing a program of work and scheduling meetings.

• Coordinate presentation of the BDC Staff Report at BDC meetings.

Strategic Planning

• Assist BDC Board in formulating five-year strategic plans for the BDC.

Marketing/Advertising

• Develop a marketing program and promotional materials for Brooke and Hancock counties and specific sites.

Grant Writing

• Write & prepare documentation for various grants.

Qualifications• Proven track record development in economic development or broad related experience in at the municipal, state or federal executive management level experience

• Excellent interpersonal skills with a documented history of working with elected officials and governmental agencies at the state and federal level

• Minimum of 7-10 years of experience at a senior level management position with either a development corporation or
