Background: DHR contacted by OHA/COLA representative in Naples to prepare for the COLA/Living
Pattern Survey (LPS) on 9 August 2019
Facts: COLA/LPS is divided into three parts. (1) Determine local stores in your community where
VMC members are likely to shop (Living Pattern Survey, LPS) (2) Online survey taken by Soldiers (3)
Actual pricing of items in the stores determined in step 1 (Retail Price Schedule Survey, RPS)
USAG PAO was contacted on 26 Aug to post the LPS link to the VMC and DMC webpages (done)
Online Survey: scheduled for 1-30 Sep. Extended to 15 Oct because the majority of 173rd was
training out of the area. Vicenza’s targeted survey sampling size was 1073. At the end of the first
week, 25 had completed the survey (2.3%). On 15 Oct, 35 had completed it (3.26%). S3/5/7 put out
at least two community-wide emails urging Soldiers to complete the survey and it was briefed to
leadership at the CLIF 18 Sep and BOD 2 Oct.
Actual Pricing: After requesting assistance from the community and units several times for volunteers
to help with the RPS, 2 DHR employees were detailed for a week to sample prices throughout the
community
On a similar note, the OHA Utility Expenses Survey for Italy was done 1-31 May 2019 and VMC barely
topped the 10% participation level
