The association provides education & communication on compost benefits & proper use through support of scientific research & legislation aligned with developing and expanding quality compost markets.

• South Coast Air Board: on PR 1133.3 - Green Waste Air Pollution Control Rules (affecting South Coast composters) –

• San Joaquin Air Board: on PR 4566 - Green Waste Air Pollution Control Rules (affecting San Joaquin Valley composters and chip & grind operations

• PR 4566 Compost Industry Working Group: – Matt Cotton, past President of the US Composting Council, and respected
compost consultant, with Integrated Waste Management Consulting, will give some background and be available for our discussion.
• CalRecycle: – Robert Horowitz, Integrated Waste Management Specialist, Statewide Technical
and Analytical Resources Division, who has been engaged in the PR 4566 and 1133 processes, will also present and be available for our discussion

Organic Carbon & Soil Organisms• Compost Contains ~50%
Organic Matter by Weight
• Organic Matter is made of Carbon Compounds so it:
– Provides food (energy) to the soil organisms
– Provides tilth for water infiltration, holding and oxygen penetration
– Sequesters carbon
• Must keep adding to the soil as it is eaten (decomposed) by the soil organisms
• Also it provides Organic Nutrients (“NPK”, i.e. nitrogen, phosphorous and potassium)

Data Use– Generators need to determine “tipping fees”, hauler
relationships and “disposal options”, and waste reporting and permitting.
– Haulers need to determine “tipping fee”, and whether they can make money off the sale, or should they get in the processing business?
– Processor-Producers use it for market development and monitoring (of feedstock and finished products)
– Marketer & Users (customers) Use it to source, sell and deliver quality material
