Des Moines, a large group of us were told to stand in a straight line. This took several minutes, as apparently a few had no clue how to do this simple task. Then, a man with a loud voice told us to “COUNT OFF!” This proved more complex than forming a straight line, a few more of my NEW friends, were mathematically challenged. “1..2...4...5? 1,2,3,4,5..8?” Finally, we made it to 25 (I was #28). The loud voice yelled, “YOU 25, OVER THERE, YOU’RE IN THE UNITED STATES MARINE CORPS!” I thought, “So that’s how you become a Marine? The Proud, The Few, The Chosen!” Fast-forward forty-five years, and serving my second term as Vice President, I came by default the Chapter 299 President and served another year! So that’s how you get to be President? This will be my last message to you as President. I have been truly honored to serve you in this position. Any successes during my tenure, would not have been possible without help and assistance from current and past Board and Officers, especially Bob Jackson - whose thoughts and prayers we extend to him. Most importantly, I thank all members of Chapter 299 for your willingness to STAND TOGETHER again for promotion of goodwill, hope and inspiration to others. Thank You, Thank You and Thank You! PRESIDENT’S MESSAGE APRIL 2015Some many years ago, as I was being “inducted” at Ft. Des Moines, a large group of us were told to stand in a straight line. This took several minutes, as apparently a few had no clue how to do this simple task. Then, a man with a loud voice told us to “COUNT OFF!” This proved more complex than forming a straight line, a few more of my NEW friends, were mathematically challenged. “1..2...4...5? 1,2,3,4,5..8?” Finally, we made it to 25 (I was #28). The loud voice yelled, “YOU 25, OVER THERE, YOU’RE IN THE UNITED STATES MARINE CORPS!” I thought, “So that’s how you become a Marine? The Proud, The Few, The Chosen!”

Fast-forward forty-five years, and serving my second term as Vice President, I came by default the Chapter 299 President and served another year! So that’s how you get to be President?

This will be my last message to you as President. I have been truly honored to serve you in this position. Any successes during my tenure, would not have been possible without help and assistance from current and past Board and Officers, especially Bob Jackson - whose thoughts and prayers we extend to him. Most importantly, I thank all members of Chapter 299 for your willingness to STAND TOGETHER again for promotion of goodwill, hope and inspiration to others. Thank You, Thank You and Thank You!

I challenge you who have not participated with becoming active with this Chapter to do so, or like me, let the Selection Process make you The Few, The Proud, The Chosen!!!

AVVA NEWSMarch 11th, VVA and AVVA Members celebrated St. Patrick’s Day with Veterans at Intouch. Twenty-three vets were showered with necklaces, note pads, pencils, candy bars and cookies. All had a good time.

At the VVA March Membership Meeting, AVVA members distributed Agent Orange pins. VVA members were very appreciative.

Become a Hospice Volunteer through Hospice Compassus’ Veteran-to-Veteran Program. For more information, call Hospice Compassus at 309-757-4760 located in Moline at 3910 - 38th Avenue.

Diana Brooks, Jeanette Laird and Freda Goodwin will be attending the state AVVA meeting in April in Springfield.

On Sunday, 29 March 2015, our Chapter, for the second year, observed National Vietnam Veterans Day (NVVD). 29 March, 1973 has been recorded in history as the day the last combat troops left Vietnam and a more fitting date to honor our brothers would be hard to find since the beginning of our involvement in Vietnam is a bit unclear. With this in mind NVVD has been designated as 29 March by Presidential Order.

This year, as we did last year, we honored all and additionally singled out one of our fallen brothers, Dennis Kellums, USMC, for a special tribute.

On June 9, 1969, ten days before his twenty-second birthday and thousands of miles from home, having been mortally wounded, Dennis died in the arms of his brother Marines. On NVVD, we remembered Dennis and 191 others from the Quad Cites and surrounding area who gave up all their tomorrows in service to America. Every name was read and every name was honored.

In putting a shadow box together with Dennis’ awards and decorations (A&D), we hit the administrative bureaucracy wall while fighting a timeline countdown to the NVVD ceremony. A request was made to the office of IL Senator Neil Anderson, 36th District, to intercede on behalf of our Chapter and expedite the researching of Dennis’ records and securing his earned awards and decorations without benefit of a DD-214. Senator Anderson became personally involved. He also assigned Ken Moffett, Chapter Member and Administrative Aide to Senator Anderson, to run interference and secure the proper A&D for Dennis. As the time grew short, the A&D was secured, shipped and received in enough time where it could be matted, framed and presented in a shadow box to his sister, Mrs. Jane Gray.

The ceremony to honor PFC Kellums, as well as our other fallen brothers, was emotional and conducted in the tradition of the warrior ethos. In the end, to quote our Chapter President Terry Lynch, “Their names will be etched in our hearts as they are etched in The Wall.”

VIETNAM VETERANS DAY – MARCH 29, 2015Vietnam Veterans Day 2015 was commemorated at Memorial Park, Rock Island Arsenal. Mrs. Jane [Kellums] Gray was the recipient of the Honor Flag and Medals and Awards of PFC. Dennis Allen Kellums, USMC from Silvis, Illinois, Killed In Action in Combat Action June 9, 1969 – Republic of South Vietnam.

In other news March 29th, President Terry Lynch attended the opening of the Vietnam War Museum at Rock Island Arsenal on the 50th anniversary of the “official” beginning of the war in 1965. Contained there are Vietnam artifacts and photos. Please take the opportunity to visit the museum.

Secretary’s Report – John Schneck reported that the February B.O.D. and Membership Meeting Minutes where submitted to STS and published in the March issue. Bill Albracht made the motion to accept the Secretary’s report, motion seconded and passed.

Treasurer’s Report – Mike Haney presented the Chapter financial reports, the Balance Sheet, Job Profitability Summary, and a Profitability Summary of Fiscal 2014 and 2015.

Old Business - Stagger Officer & Board Election Positions: Terry Lynch to submit proposed amendment

to membership for the April Business Meeting and Annual Election for ratification by the Membership.EPG Review: STS – Bill Albracht reported that his committee would be meeting with One Step on 12 March to try and find some cost savings. Bill will resubmit an EPG after the meeting. Honor Flight - submitted request for $1,500.00 Bill Albracht made the motion, motion passed. Golf Outing - submitted request for $6,038.18 Bob Brooks made the motion, motion passed. Hammer also donated a $100.00 to the event! Thank you Hammer!!Vet 2 Vet – submitted request for $2,500.00 Bob Brooks made the motion, motion passed.Veteran’s Day Dance – submitted request for $4,600.00 Bob Brooks made the motion, motion passed. Scholarship – Scholarship Committee recommended setup an endowment with the Moline Foundation a 5013C organization. PX – submitted request for $1,200.00 Bob Brooks made the motion, motion passed. State Council Delegates – no EPG submitted. Tabled

till April BODAnnual Meeting - submitted $1,200.00 motion was made by Bob Brooks, motion seconded. Discussion - Bill Albracht made a motion to amend the previous motion. Remove the $1,700. 00 and reduce the amount to $200.00 due to no catering needed for the Business Meeting and Election. Hammer seconded the amended motion and motion passed with one no vote. Trivia Night – tabled until April B.O.D. Grand Prix – submitted $675.00. Bob Brooks made the motion, motion passed. Membership – tabled until April B.O.D.

New Business - Grants & Donations – Terry Lynch submitted a recommendation to the BOD due to Bob Jackson not being able to attend. The committee recommended that the Chapter purchase $200.00 worth of Hy-Vee gift cards for a needy Veteran. Bob Brooks made the motion, motion passed. AVVA – Will be sponsoring a lunch at the In Touch Center on 3-11-15, and will be handing out gifts. Vietnam Veteran’s Day Event – Terry Lynch reminded the B.O.D. that the date is scheduled for Sunday March 29th, 2015 at the Rock Island Arsenal. Election/Annual Meeting – Terry Lynch discussed setting up a catered get together after our Annual/Election Meeting. B.O.D members recommended that we follow the Membership’s vote of not having the catered affair. Vote from Membership

was 54 yes, 1 no. No action could be taken. Options available if no Quorum? – Terry asked what the process would be if we don’t get a quorum? According to the By Laws the current Officers and B.O.D.’s would continue until another Annual Meeting/Election could be held. The Process would have to be redone and the Chapter would have to set up a June Annual Meeting/Election. April B.O.D. Terry Lynch reminded the Board of he next scheduled BOD meeting will be 14 April 2015.

Good of the Order - Lane Evan Dedication and Fundraiser – Terry Lynch informed the B.O.D. of the event and that tickets were$40.00 each. Bill Albracht made a motion to purchase 2 tickets ($80.OO) and have a drawing at our March Membership Meeting. Motion was seconded and passed. Bob Brooks informed the BOD that a committee is working out the details for a 2016 Vet’s Day parade and events. 5K run, and possibly music. Terry Lynch mentioned a Welcome The Heroes Day in downtown Moline, July 24th more information to come. 17 MARCH MEMBERSHIP MEETING - VVA CHAPTER 299 Call to order 1905 by Terry Lynch, President VVA Chapter 299, with the Pledge of Allegiance and a moment of silence for our fallen Brothers and Sisters. 52 Members plus 1 Member that refused to sign in.

Special presentation of a flag set by Walt Nanyez and Bill Long from the Ronald Reagan Breakfast Club. Terry Lynch thanked Walt for the beautifully made flag set and presented him with a coffee mug from Chapter 299.

Secretary’s Report – John Schneck reported that the February B.O.D. and Membership Meeting Minutes where submitted to STS and published in the March issue. Bill Albracht made the motion to accept the minutes, motion seconded and passed. Treasurer’s Report – Mike Haney presented the Chapter financial reports, which were the Balance Sheet, Job Profitability Summary, and a comparison of fiscal year 2014 to 2015.Committee Reports - Membership – Larry Tschappat reported we have 433 members. Larry mentioned that we could send 9 delegates to the National Convention. Honor Guard – Andy Andersen reported that the last qtr. of our year the Honor Guard did 31 funerals and 3 casket vigils. Total Honorariums for fiscal year for Chapter 299 was $3,934.81. The Honor Guard participated in 157 events this last fiscal year. See webpage for upcoming STS for future Honor Guard events.

Grants & Donations – Terry reported for Bob Jackson who is recuperating after surgery. The committee requested that we give $200.00 Hy-Vee Gift card to this needy Marine Corps Vietnam Veteran. Jerry Goodwin made the motion, motion 2nd. , Jerry Goodwin then made a friendly motion to double the request to $400.00. Motion passed. Vet 2 Vet – Frenchy Eaves reported that the Chapter went to the Country House for the February visitation. Visit was well received by the residents. Frenchy reminded the membership of the next visit, which will be the Iowa City VA on April 29th. Breakfast provided by the Chapter at 0700 hrs. at the Machine Shed. Convoy will leave at 0800 hrs. Old Business - Vietnam Veteran’s Day – Terry reminded the Chapter that we will be presenting the program at Memorial Park on Arsenal Island Sunday, March 29, 2015 at 1300 hrs.President Apology - Terry Lynch apologized for not getting the amendment published to change the By Laws to start using a staggered term election of Officers and Board Members.

New Business - AVVA – Dianna Brooks reported that the AVVA had purchased some Agent Orange Remembrance Pins. Then passed out the pins to Chapter members. Thank you to the AVVA members for this thoughtful gift! - EPG ReviewElection Committee – request for $200.00 for

expenses. Motion made by Bill Albracht, motion 2nd, motion passed.Vet 2 Vet – requested $2,500.00 for expenses. MEMBERSHIP REPORT – APRIL 2015As of 1 April, our VVA Chapter 299 has 429 members. This total makes us eligible to send Nine (9) delegates to the VVA National Convention being held in Springfield, IL this summer. It’s well worth your time and effort if you get elected as one of our delegates. Contact me if you would like more information about what it entails.

Our newest LIFE members are: Jim Adrian, Steve Brockway, Robert Pearson, Gary Feldman, Virgil Brus, Ted Dorough and Larry Hout Sr, who won the drawing for our 1/2 price LIFE Membership drawing at the March meeting. Also, our latest 3-year members are: David Clark, Fred Polich, Jim Bott, Dennis Maenhout, Roger Peet, Bob Payne and Dennis Sobbing. And our newest annual members are: Mark Gastmann and Frank Gale. Welcome aboard, guys !!

Once again, I am saddened to report the loss of three more long-time VVA members. Earl Higgins, a LIFE member since 1997, died on 18 MAR 15 and Jim Lavell, a LIFE Member since 2008, died on 23 March 2015. I was also informed that George Wood passed away on 15 AUG 14. ***** OUR LEGACY TO OUR BROTHERS ***** At our annual election meeting on 21 April 2015, we will elect new leadership and we will vote on one of the most important issues that this Chapter has ever faced…our legacy. As we all are moving forward in age, we are faced with the realization that at some point, we will have to deal with the dissolution of our Chapter and the distribution and allocation of assets that we have worked so very hard to attain and preserve.

At several previous Chapter membership and Board meetings, it was decided that our Chapter should initiate a Vietnam Veterans

Scholarship Fund (VVSF) for local area colleges, universities and skilled labor apprenticeships. We are in our first year and the program has become the high point of our community involvement with our young returning veterans - for you see, you must be a veteran to apply.

The Scholarship Committee has concluded its research and the recommendations will be made at the April meeting. The membership will be asked to approve moving a significant portion of our Chapter’s assets to establish the VVSF. The VVSF will be administered and managed by an area philanthropic foundation

and will invest and allocate our assets and administer the VVSF to the Chapter approved selected and rotating area schools and apprenticeships.

A program of this magnitude and depth will go on in perpetuity and will be our Chapter’s legacy and a lasting tribute. It will be from Vietnam Veterans to our brother veterans. As such, it needs a professional hand at the helm and that is why we will be asked to entrust an established foundation that will safeguard and allocate our Chapter’s funds. Once they are

transferred to the selected foundation, the monies will be put to work and will not be available to the Chapter.

The time is right, the research and investigation has been done and all that is left is to confirm our legacy. The VVSF will help our returning veterans in their quest to become a positive force in our community and our Nation.

THE U.S. POSTAL SERVICE REMEMBERS VIETNAM WAR MEDAL OF HONOR RECIPIENTS The US Postal Service will dedicate the Vietnam War Medal of Honor prestige folio forever stamps during a ceremony at the Vietnam Wall on the National Mall May 25. The announcement comes in advance of the 50th anniversary of the beginning of the ground war in Vietnam, according to a March 5 USPS release. Nearly 3 million service members fought in the conflict and 58,000 Americans were killed. A total of 258 Vietnam veterans were awarded the nation’s highest honor for combat heroism, the Medal of Honor, states the release. “The prestige folio stamp sheet depicting many of the nearly 50 living Vietnam War recipients will be previewed later,” states the release. “The folio, which lists the names of all 258 recipients will be modeled after the World War II and Korean War Medal of Honor prestige folio stamp sheets issued in 2013 and 2014, respectively,” states the release. – Submitted by Member, Chief Master Sgt. Thank Those That Have Served - Consider Others Stepping Up

For the first time in a very long time, we have an incredible new crop of Chapter Members stepping up to take on the role of Chapter Board of Director[s]. This important job has been dominated year to year by several Chapter Members who have served numerous consecutive terms without a break. Now there is opportunity to permit those incumbent Directors to stand down, take a breath and recharge. Together they have over a half-century serving on our Board of Directors. I applaud their sacrifice ! This election season provides a set of circumstances to get new blood, new ideas and other Chapter Members to step up and step into the role of leading our Chapter through the coming year. The choice to do so resides within the Membership and their votes.

We have nine new candidates running for the Board of Directors. All but three have never held an elected position. Our new “Young Guns” are as follows: Louie Alongi, Jim Bell, Steve Brenner, Mike Ellis, John Katherman, Jim Kirschbaum, Jim Loveless, Tom Skorepa and Danny Weatherspoon. Although Fred Swim is currently a Director and running for re-election, he is still in the “new” category, serving one term.

I ask our Chapter’s Membership to consider allowing the stalwart “old guard” to take a much-deserved break by electing some of our other Chapter brothers to take the helm and guide us through the next year. The foundational, financial, institutional and Constitutional issues have been well established to provide sound guidelines for new Board Members.

To avoid conflict or accusation of ‘the pot calling the kettle black’ I also open up my non-elected position as editor to any Member with aspirations to write articles, compose monthly periodicals and research a variety of Veteran related issues to convey their opinions. - JH

VETERAN ORGANIZATIONS HELP A VIETNAM VETERANAs Chapter 299 editor for a long time, many requests and submissions arrive on a daily basis. As a result my hide has thickened considerably. A request I received in February 2015 knocked the pins out from under me.A good friend, an old friend, USMC Vietnam Veteran Steve had been hospitalized since December 14th – mid-March in need of a heart transplant that he could not receive due to the adverse effects of Agent Orange Exposure and its limits to the efficacy of anti-rejection drugs. To make matters worse, Carol and Steve’s 33-year young son, Andy, died unexpectedly February 16th. Expenses became monumental.What is the replacement value of a broken heart, the literal organ and the emotional tie? I reached out to those I hoped would respond and herein I thank you.A salute to M.A.V.A. Washington – The Department of Veterans Affairs is updating the way it determines eligibility for VA health care, a change that will result in more Veterans having access to the health care benefits they’ve earned and deserve.

Effective 2015, VA eliminated the use of net worth as a determining factor for both health care programs and copayment responsibilities. This change makes VA health care benefits more accessible to lower-income Veterans and brings VA policies in line with Secretary Robert A. McDonald’s MyVA initiative, which reorients VA around Veterans’ needs.

“Everything that we do and every decision we make has to be focused on the Veterans we serve,” said VA Secretary Robert A. McDonald. “We are working every day to earn their trust. Changing the way we determine eligibility to make the process easier for Veterans is part of our promise to our Veterans.”

Instead of combining the sum of Veterans’ income with their assets to determine eligibility for medical care and copayment obligations, VA will now only

consider a Veteran’s gross household income and deductible expenses from the previous year. Elimination of the consideration of net worth for VA health care enrollment means that certain lower-income, non-service-connected Veterans will have less out-of- pocket costs. Over a 5-year period, it is estimated that 190,000 Veterans will become eligible for reduced costs of their health care services.

In March 2014, VA eliminated the annual requirement for updated financial information. VA now uses information from the Internal Revenue Service and Social Security Administration to automatically match individual Veterans’ income information, which reduces the burden on Veterans to keep their healthcare eligibility up to date. That change better-aligned VA’s health care financial assessment program with other federal health care organizations.

CATERING – HOG ROASTER UPDATEAs of the November 2013 the Catering Crew for Chapter 299 wrapped up the year with 4 Events that occurred after publication. On December 11th they met at the Viking Club to internally assess the year and make rough plans for going forward into Year 2015.The Viking Club held their annual Open House Sunday December 21st and the Catering Crew provided a minimum 4 Volunteers to help with this event. The Viking Club provides a staging area for Chapter 299 to do all the prep and clean up work throughout the year.

The Roaster and its utensils were all stowed away and put “in mothballs” in December 2014. The Roaster and the Crew will take a respite from all Catering Activities until early Springtime 2015.As always, your editors request more Member Volunteers for our Chapter’s largest fund raising vehicle. Whether you can pitch in to help stage an event at the Viking Club in Moline, assist with clean up there after an event or pitch in for any amount of time at an event, The Catering Crew needs help. If you can only spare an hour or two a few times during the Roasting Season, those hours will be greatly appreciated by the hard working – core group. Please consider Volunteering this year. The War against Terror has receded from the headlines, but it is not over. Not for those of us at home and certainly not for the men and women in uniform still fighting for us in Afghanistan and around the world.

Sadly, for too many of the troops who have returned to their homes and, in many cases, their civilian lives here in the Quad-Cities, the battles they waged on our behalf have not receded from their memories. Worse, too many of these men and women feel as though they must fight alone against the mental trauma and stress that are the hidden and damaging costs of their service.

Gold Star mother Teri Johnson and the growing Jason’s Box organization she founded have joined with UnityPoint Health - Robert Young Center, and other dedicated troop support organizations and individuals to ensure our local heroes know that their service is valued and that they do not stand alone.

Jason’s Box continues its efforts to educate the community on warning signs of Post Traumatic Stress Disorder and Traumatic Brain Injury. In addition, they are developing a new Battle Buddy program housed in a headquarters where Q-C veterans can find assistance in reclaiming their lives.
