proposal by n group of senators calling fo r the army to be filled entirely by \'oiunteers and the pay scale to be increased. What would t his mean? IL would mean the United States would hove a merrenn.ry nnny guarding its shore. And what would happen if 11. high ranking general offered to pay his army more if t hey would follow him a nd take over the Un ited States? T h is probnbly ~ould never happen but with an army such tts this . it is possible bc­caue you would not ha,·e soldiers who did not want to be soldiers nnd t he promise of money can lure many people to one's point or ,•iew.

What should be done? The lottery appears to be the answer : not. a lottery that. would rover lhe years from 18-26, but one covering all males for the first lwo years a fte r their grnduntion from high school or from their 18th to 20th birthdays. This way the d raft would be facin g some­one for only two years instead of eight; 1md it would come al :i time when most people haven 't really made up their minds about. what t hey want to be or 'do.

If a person goes to college righ t after h igh school a nd his name is selected in the lottery, he wou]d fin ish the semester a nd then report for duty. No local d raft boards would make decisions on whethe r someone · was u nfit for service. Only the district office where the person takes his physical examination wouJd judge whethe r he is fit.
