Needs Assessment1.What is the learning problem or opportunity? There is a need for e-learning technology integration into training of Holy Cross Hospital personnel on the correct use of Electronic Medical Records Systems (EMRS).

2.What is currently available?Holy Cross Hospital has previously been using paper file patient records. The hospital recently acquired an Electronic Medical Records System (EMRS).

3.What should be available?Training must be designed. A trainer should deliver and monitor staff Web-based training in Holy Cross Hospital.

Page 3: Web based tutorial on electronic patient records system training

Needs Assessment (Cont.)4.Explain the gap analysis between what is available and what should be available.Holy Cross Hospital staff has not been trained on the correct use of EMRS. The hospital should train the medical staff to be able to implement and use EMRS accurately.

5.What is your recommended solution for filling the gap?Web-based training needs to be designed to properly train hospital personnel on the correct use of EMRS.

Instructional Goal•What should the learners be able to do after successfully completing this instructional plan?

•The main instructional goal for this Web-based training states that, after successfully completing the Web-based training on the correct use of EMRS, hospital personnel will be able to use EMRS to access, enter, and review information in electronic patients’ records accurately, efficiently, and effectively.

Performance Based Objectives (PBO)Use “ABCD” for creating objectives

A – audience – Who is the learner? The learners for this Web-based training will be the

medical and clerical personnel from Holy Cross Hospital in Chicago, IL, which includes a total of 147 employees, three general administrators, six department managers/supervisors, 18 clerical employees, 92 nursing staff, and 28 doctors. Due to the large amount of personnel that needs to be trained on EMRS, training will be divided into three weekly sessions of three hours per day. The first week training group will include 52 trainees. During the last two weeks, there will be 46 members of the nursing staff in each training group. Each group will be divided in two training sessions, one from 8:30 to 11:30AM, and the other from 1:00 to 3:00PM.

Page 6: Web based tutorial on electronic patient records system training

PBO (Cont.)B – behavior – What is the expected

measurable behavior? After completion of the first week of

training, at least 45 of the 52 (85%) trainees in the first group will be able to use EMRS effectively, efficiently, correctly, and accurately

After completion of the last two weeks of training, at least 39 of the 46 (85%) trainees in the last two groups will be able to use EMRS effectively, efficiently, correctly, and accurately.

Page 7: Web based tutorial on electronic patient records system training

PBO (Cont.) C – conditions – What are the conditions under

which this PBO will be accomplished (the criteria for evaluating the students’ performance)?

Trainees’ performance on the correct use of EMRS will be assessed during training and after completion of training.

During training, trainees will answer online assessments and oral questions asked by the trainer. Their answers will be documented and graded.

Trainees will also access simulated virtual electronic hospital patients’ records and practice accessing, entering and reviewing information. Their performance will be documented and graded by the trainer.

After completing the required week of training, on the last day of the week trainees will have a practice laboratory, where they will practice with virtual patient records.

They will practice accessing, reviewing, and entering information. Their performance will be documented and graded.

Page 8: Web based tutorial on electronic patient records system training

PBO (Cont.)• D – degree of accomplishment – What

is the degree of accuracy that the learners need to accomplish?• During the practice laboratory,

trainees will be able to use EMRS to access, enter, and review information in electronic patients’ records with at least 85% of accuracy. This will be measured through observation of their performance, through online assessment, and through answering oral questions asked by the trainer about the use of EMRS.

Page 9: Web based tutorial on electronic patient records system training

Summative Assessmentand Learning Outcomes• In order to confirm that instructional design goals, performance-based objectives, and learning outcomes are being achieved, students will be assessed throughout the training, as well as during the practice laboratory on the last day of training. Trainees’ class performance and test rubrics will also be designed. Results of all rubrics will be reviewed, analyzed, quantified, rated and averaged to evidence achievement of the Web-based training instructional goals, performance-based objectives, and learning outcomes.

Tutorial IntroductionWith Electronic Medical Records Systems (EMRS) you can:Deliver higher quality of care with real-time information and

collaboration between clinicians. This can reduce readmission rates and improve chronic care management and patient satisfaction.

Save money by deploying widely-used commercial off-the-shelf (COTS) platforms and solutions that can offer shorter learning curves for both technologist and user needs.

Improve collaboration and productivity by streamlining day-to-day patient and citizen care and clinical administrative activities.

Enhance automationImprove the availability of patient informationIncrease collaborationSimplify integration of health care automation tools.

Benefits of using EMRS: Improve QualityConnect the healthcare ecosystem so that healthcare

professionals have the information and knowledge they need to do their jobs most effectively, and patients have the knowledge they need to participate most effectively in the care they receive.

Enhance capture, aggregation, and presentation of healthcare data within an organization to provide the right data to the right people in the right way at the right time.

Offer customized performance management platforms that provide key performance indicators and/or incorporate real-time clinical and business intelligence to meet organizational goals and key quality metrics from private and public payers as well as outside organizations.

Improve and expand preventive and disease management programs through automation and communications tools, such as chronic condition management programs like diabetes outreach and education.

Benefits of using EMRS: Increase accessibilityImprove collaboration between health

professionals as well as between patient and provider.

With Microsoft technologies, healthcare providers can enhance education and outreach programs to promote preventive care, improving its effectiveness.

Customize a solution to fit each organization’s technology needs as well as economic realities.

Benefits of using EMRS: Improve efficiencyEnhance workflow and data consolidation,

visualization, and availability, improving quality and efficiency of clinical care in addition to improving patient satisfaction.

Provide automated solutions that can replace manual and/or redundant entries so that resources can be focused on patient care and citizen services.

Connect health professionals and patients so that they have the right information they need, decreasing redundant documentation, actions, and clinical testing.
