Accommodations

Taoyuan campus:

There are 2400 dormitory units available for students on campus and off campus. Normally, female international students live in an on-campus dorm. Accommodation for female students is a 4-person room (a room shared by 4 female students); beds, desks, book shelves, closet, wash basin, shower room, bathroom, air conditioner and Internet are provided in every room. Kitchen, laundry room, TV room are available on every floor. Male international students have the option to live in the on-campus (4-person room or 6-person room) or off-campus (2-3persos room) dormitories. Off-campus dormitory is 15-20 minute walk from the university campus. Beds, desks, book shelves, closet, wash basin, shower room, bathroom are provided in every room. Coin-operated washing machine and dryer are normally located on the roof.

Taipei campus:

There are about 1300 units available in Taipei on-campus dorms. There are two types of rooms: 6-person rooms (no bathroom inside) and 4-person rooms (with bathroom). Beds, desks, book shelves, closet, air conditioner and Internet are provided in every room. Common room and TV and newspaper are provided on each floor.

Shuiyuan dormitory:

The location is close to Youth Park, 15-min walk to MRT Guting Station. The commute time from Guting Station to Jiantian station is 15 minutes. Fee: 15,000NTD for half a year (including winter or summer vacation). The charges for basic utilities and Internet connection are included; however, air conditioning must be paid separately. Type of room: 4-person rooms (no bathroom inside) with small refrigerators in each room.

In all dormitories, on- and off-campus, curfew will be implemented from 23:00pm to 6:00am of the next morning. Dormitory supervisor will call the roll at 23:00pm to maintain safety. Dormitories for couples or families are not available.

Ming-De dormitory:

The dormitory is located near Taipei MRT Ming-De station. All rooms are equipped with desks, chairs, closets, bathroom, and Internet cable, and each floor is equipped with a public drinking fountain and coin-operated washing machine. Dormitory fee for 4-person room is 30,000NTD per semester, 24,000NTD for 6-person room per semester.

【Important Information】

1. Students must sign an academic year contract. Residents who wish to move out from the dormitory must file a student report and refunds will be dealt in accordance with MOE regulations after the report is approved. Residents who have filed and received approval on applications for continuing tenancy, do not have to vacate their luggage and personal belongings during summer vacation.

2. Students should prepare a bed quilt, pillow, and mattress on their own, or students may purchase a new set from the Taishin dormitory. Taipei dormitory will provide related information for residents’ selection and purchase.

3. Cash deposit for keys of NTD 500~1000 per person is required when a resident checks in to the dorm.

4. Please indicate the campus, dorm, and recipient clearly if you need to send your luggage to the dorm by post.

5. Due to university regulations, the duration of residency for both on-campus and off-campus dorms is limited two academic years.

Private Apartment or Studio

If a student prefers not to live in campus accommodations, private apartments and studios are available for rent near the MCU campuses. Students who want to rent a private apartment or studio will be assisted upon arrival. A one-bedroom apartment with bathroom costs about NT$5,000-8,000 a month, not including utility payments. In general, an apartment is furnished with a bed, table and closet. Private apartments or studios usually require a one-year contract. Getting to campus, may require 15-30 minutes of walking from a neighboring area. Buses from Taoyuan campus to Taoyuan city and Taipei city are available from 8:00 to 22:00 (Bus schedules are subject to change.), for a modest fare.

MING CHUAN ON-CAMPUS STUDENT DORMITORY POLICIES

1. Students who have been admitted to live in the dormitories must stay for a complete school years. Exceptions will only be made because of dropping out of school, serious illness, or a moving (parents move to the country or city where the school is located).

1. From 11 p.m. to 6 a.m., students should not leave the building without the permission of the Dormitory Supervisor or On-Duty Military Officer.

1. Every night from 10:30 p.m. to 11:30 p.m., each student must be present in his or her own dormitory room for attendance record. If a student is absent and has not signed out, the school will notify the parents or the guardians of the student. If a student fails to check-in three times, he or she will be penalized.

1. All students need to respect the rules of the dormitory. Student who do not live in the dormitory are prohibited from entering the building. Especially, students are prohibited from entering dormitories of the opposite gender. Male students are strictly prohibited from entering female students' dormitories and vice-versa.

1. Students should take good care of their personal belongings because the school is not responsible for students' losses.

1. No cooking, drinking, gambling, quarrelling, fighting and no pets are allowed in the dormitory. Behavior that endangers faculty, staff and students will not be permitted.

2. From 11 p.m. to 6 a.m., students should not leave the dormitory without the permission of the Dormitory Supervisor or On-Duty Military Instructor.

3. All students need to respect the rules of the dormitory. Student who do not live in the dormitory are prohibited from entering the building. Especially, students are prohibited from entering dormitories of the opposite gender. Male students are strictly prohibited from entering female students' dormitories and vice-versa.

4. Students should take good care of their personal belongings because the school is not responsible for student's losses.

6. Students are responsible for the facilities and they will be fined if the facilities mentioned above are damaged.

7. No hangings which include paintings and posters are permitted on the walls or on the closet doors.

10. No pets are allowed in the dormitory.

11. Smoking is strictly prohibited inside the dormitory.

13. Students are only able to use the television from 8 a.m. to 11 p.m.

14. Guests should leave the dormitory before 11 p.m. as they are prohibited from sleeping overnight in the dormitory.

15. Utilities including water and electricity need to be paid every month.

16. Students will be punished according to the dormitory policy if they break the rules. Besides the regulations above, students must also comply with the school regulations.

Using HEALTH SERVICES on campus

Both Taoyuan and Taipei campuses have health clinics (Ming Chuan Campus Health Service: MCCHS) to provide basic medical care, education and to promote a healthy environment for students, faculty and staff. Services include: Health Education Service, Health Seminars, and Health Programs via Television, First Aid Training Programs, Health Check- up Programs for Teachers and Students, Basic Treatment of Injury, Loan Services of First Aid Kits, Crutches and Wheelchairs. Professional doctors provide medical consultation from On Taipei campus, medical consultations are offered from 12 pm to 2 pm on Monday and Friday, 10 am to 1 pm on Tuesday and Wednesday, 2 pm to 5 pm on Thursday. On Taoyuan campus, medical consultations are offered from 2pm to 4 pm from Monday, Tuesday, Thursday and Friday, 11:30 am to 1:30 pm on Wednesday.

Taoyuan Campus Affiliated Dispensary: We have launched a health service connected with the Bureau of National Health Insurance since September 12th 2012,which provides professional service and convenience to faculty and staff members, labors and students. Furthermore.

Beginning September 2014, the university has hired dieticians on two campuses to supervise and monitor restaurant food hygiene, assist to promote campus health education and disease prevention, provide nutrition counseling and hold kitchen hygiene seminars for workers.

If disease or injury occurs while students are on campus, students are requested to go to MCCHS for basic medical treatment such as rest, dressing, observation, or diagnosis by school doctor. For further details, please see the flow chart.

Student Safety Handbook

Individual Security Protection

Walking

1. Follow the traffic rules.

2. Avoid staying out late at night.

3. Avoid scanty clothing if you are female.

4. Avoid walking alone and stay in areas where there are other people.

5. Carry your handbag in such a way that it is away from traffic or where people are walking.

6. Pay attention to the people and the environment around you while walking on the street.

Taking Taxis

1. Avoid taking a taxi on your own. Call the taxi dispatcher to request a taxi and write down the taxi’s registration number.

2. Request the driver to take a route with which you are familiar. Make note of any change of route.

3. Make sure nothing appears out of the ordinary and that the windows and doors can be opened, and that the door handles can be moved normally.

4. Make note if the taxi driver appears intoxicated or talks in a strange way.

5. Carefully choose conversation topics with the taxi driver, avoiding sensitive topics, or conversations about money.

Using public transportation

1. Keep an eye on your personal belongings.

2. When the vehicle is crowded, stay close to other female students.

3. Do not lean against the doors.

4. Mind the opening and closing doors and approaching vehicles when getting on and off.

Riding a Scooter

1. Before riding a motor scooter, make sure it is in good running order and that maintenance has been done on it.

2. Follow traffic regulations. There are many cameras installed around Taipei City that monitor traffic.

3. Park the motor scooter legally to prevent it from being towed away.

4. Ride the motor scooter slowly and keep a safe distance from other vehicles.

5. If a motor scooter accident happens, keep calm, notify the police, and do not leave the scene of the accident.

Part-time Jobs

1. Look carefully at job advertisements, ensuring that all the relevant information about the employer and the nature of the work is included.

2. Have another person accompany you to interviews.

3. Make sure the tasks you are required do and the environment in which you are required to work are safe.

4. Do not be misled by offers of a high salary.

5. Be a responsible student and do not allow a part-time job to affect your studies.

6. Dress appropriately while working.

7. Refuse to accept inappropriate requests that are not related to work.

8. Be very careful regarding invitations from unfamiliar colleagues.

Traveling

1. Pay attention to the weather changes and do not go to dangerous places.

2. Make sure to leave detailed itinerary information with family and friends and keep in contact with them during the trip.

3. When entering places like hotels, KTV, and theaters, note the emergency exits and related safety equipment.

4. Do not dress in scanty clothing or wear too much jewelry.

Renting an Apartment

1. Make sure the rental location is in a safe area.

2. Make sure the building is structurally safe and note any cracks in the structure. Ensure structure is legally constructed.

3. Ensure the emergency facilities are in good working order, and that the emergency route is clear.

4. Read the rental contract carefully before signing.

5. Make sure the residents living around the area are not involved in questionable activities.

Going to public places

1. Be very careful with personal belongings.

2. To avoid sexual harassment or theft, avoid crowded places when possible.

3. Be aware of suspicious people hanging around the area.

4. Check the location of the emergency exit and equipment.

5. Do not drink or eat food given to you by strangers.

6. Avoid spending long periods alone in stairwells, restrooms, parking lots, or in corners.

7. Lock the car doors immediately after getting in a car.

Personal Safety Protection

1. When going on a date with someone for the first time, have someone accompany you.

2. Tell your family or friends where you will go, with whom you will go, and the time you anticipate returning home.

3. Be aware of your clothing and behavior.

4. Avoid drinking alcohol, leaving drinks unattended, and accepting drinks offered by strangers.

5. Fully understand what you will be doing and where you will be going.

6. If something unexpected happens during a date, call family or friends.

7. Avoid dating late at night or going to an unfamiliar environment.

8. Care should be taken when making friends over the telephone or the Internet.

Applying for Jobs

1. Be very careful about tricky job advertisements in the newspapers.

2. Check the company’s reputation and working environment before attending an interview.

3. Take someone with you to an interview.

4. Tell your family the interview time and location before going.

5. Only give a photocopy of personal identification, not the original document.

6. Do not drink too much alcohol in social situations related to work.

7. Do not take dangerous jobs.

Being Attacked

1. Be alert to potentially dangerous situations.

2. Keep calm when facing an attacker.

3. Try to get the attacker to put down his weapon(s). After that, try to fight back when given the opportunity.

4. Remember the appearance of the attacker.

5. Be familiar with how to use self-protection equipment.

Getting Assistance

1. Be calm and do not say anything that might provoke the other person further.

2. Protect your head, neck, chest and face.

3. Escape the situation if possible.

4. Call for help loudly.

5. Call the police, the drill room at (02)28829595, or call 110.

6. Go to the hospital for a health check-up and take pictures of any wounds.

Traveling Safety Protection

Swimming

1. Do not swim alone.

2. Be familiar with the conditions where you plan to go swimming.

3. Do not stay in the water too long.

4. Keep calm if you suddenly get a cramp in the water.

5. If someone is struggling in the water, find a rod or pole to assist them.

Mountain Climbing

1. Plan ahead carefully and check the weather and mountain conditions before going.

2. Do not go on your own. Leave a detailed schedule with your family or friends.

3. Carefully prepare your equipment.

4. Be aware of poisonous insects or snakes and bring along appropriate medicine.

5. Make sure you are in good physical condition before climbing.

6. Listen to weather reports frequently and pay close attention to any change in the weather.

7. Be careful not to get separated from your companions. Maintaining your body temperature is your first priority.

8. Do not seek for help alone. Take a companion with you.

Camping

1. Make sure the environment of the camping ground is safe before going.

2. Carefully plan your destination and your means of transportation, and carefully prepare camping equipment, food and water, and medical supplies.

3. Arrive at the camp ground before sunset.

4. Avoid staying near sandbars, plateau or swamps, under large rocks, near large trees, or near cliffs.

5. Pay attention to the weather forecast and leave the camping ground quickly if the weather worsens.

Hiking

1. Stay on well-maintained walking trails.

2. Wear appropriate clothes and comfortable shoes, bring enough water, and protect the skin from sunburn.

3. Avoid walking through dangerous places.

4. Do not go hike alone.

5. Watch out for insects and snakes.

Fire Safety Protection

When a fire occurs:

1. Call the police and keep calm.

2. Call 119, giving the correct location, the current conditions, and leave a contact number.

3. In general, water or a wet quilt can quickly extinguish a fire.

4. For fires caused by oil and chemicals, please use the fire extinguisher to put out the fire.

5. If a fire occurs while cooking, use the lid of the pot or a wet quilt to extinguish the fire.

6. Do not approach an area which is on fire.

7. Please be highly alert in the areas where water and fire engines don’t have easy access.

8. Do not enter buildings that have been marked with danger signs.

The methods for escaping

1. Carefully note escape routes.

2. Avoid inhaling smoke from the fire.

3. If you need to pass through an area filled with thick smoke, cover your mouth and nose with a wet towel or handkerchief, and keep as low a profile as possible.

4. If the doorknob or the door is too hot try to think of another exit through which to leave.

5. Before opening a door, feel it with the back of your hand to make sure it is not hot.

6. Do not use the elevator when a building is on fire.

Finding Shelter and Waiting for Rescue

1. Cover the gaps around the doors to prevent smoke from coming in.

2. Make a phone call or wave a flashlight to ask for help.

3. Close the door and turn off the air conditioning system.

4. Stay in a place where you can be easily seen, such as on a balcony, nearby the window, or on the roof.

5. Do not give up calling for help; keep calm and think of a way to escape.

Things to Note When Entering Public Places

1. Note the location of the emergency exits.

2. Make sure the fire door is working well.

3. Pay attention to the location of the emergency equipment, such as the fire extinguisher, fire hydrant and so on.

4. Note the emergency exit routes nearby.

Earthquake Protection

Preventative Measures

1. Conduct an earthquake drill with your family every half year, following the three steps, Duck, Cover, and Hold.

2. Keep in contact with friends or relatives who do not live in the nearby area but who might be able to assist in a time of need.

3. Maintain the structure of a building.

4. Attend a first-aid course and learn how to use the fire extinguisher correctly.

5. Share your “earthquake plan” with your family.

6. Prepare at least three days worth of imperishable food.

7. Prepare contact and medical information cards for your family members who do not speak Mandarin.

8. Choose a safe location in each room in a building as it is difficult to rush to another room in the event of a strong earthquake.

9. Store copies of your important documents in a safe place.

10. Arrange more than one emergency exit.

11. Prepare extra cash and change so you can withdraw money from the ATM machine if the power goes out.

12. Prepare batteries, clothes, sleeping bags, and flashlights.

When an Earthquake Occurs

1. If you are in bed, stay calm, remain in bed and use the pillow to protect your head.

2. If you are outdoors, remember to crouch down in an open space.

3. If you are in the car, do not brake suddenly. Drive to an open space, and avoid stopping on or under a bridge.

4. Step away from heavy furniture, electronic appliances or shelves and decorations.

5. Do not enter spaces where many things are stored, such as the kitchen or garage.

6. Do not take the elevator.

7. Keep calm and avoid hurting yourself while rushing toward the emergency exit.

8. If you are on a higher floor, find a safe place to wait. Do not rush downstairs if it is dangerous.

9. Unplug all electronic appliances if possible.

10. Open the door immediately to prevent it from being stuck.

After an Earthquake has Occurred

1. Check for any injuries caused by the earthquake.

2. Check if people around you are injured.

3. If there is something burning, try to put out the fire and immediately turn off the gas.

4. Do not touch any lines which have fallen on the ground.

5. Examine building’s structure to ensure it is still safe. Remain outside the building if it is not safe.

6. Listen to radio broadcast announcements.

7. Call the emergency center if an emergency situation arises.

8. If you get stuck in a confined place, keep calm, wait for the rescue, and call for help if possible.

Extracurricular Activities Section, one section of Student Affairs Office, is in charge of MCU students' on-campus and off-campus activities.
