1 Introduction

EXPO 2020 hosted by Dubai will be a festival of human ingenuity. Collaboration and partnerships are

the key drivers behind the new development. As the first World Expo to take place in the Middle East,

Africa, and South Asia and the first to be hosted by an Arab country, the opportunity to connect with

one of the most dynamic, young, and fastest growing region in the world is immense. Expo 2020 Dubai

will take place from 20th October 2020 – 10th April 2021 and will showcase and explore what is possible

when people connect, and new ideas are formed. The Government of Pakistan through Commissioner

General of Pakistan for EXPO-2020 wishes to assess the general capability of your organisation to

provide Construction services on the Pakistan pavilion project. The following questionnaire, when

completed, allows consideration on your approach, including safety, quality assurance and compliance

with the strict requirements for specialist subcontracting. Questions relate to the specifics of the

project, and the specific requirements in respect of statutory duties, health and safety competence and

resource planning, in addition to general commercial and business arrangements etc.

3. The completed document should be sent to the addressee indicated.

Participants are invited to prequalify for the services of Main Construction Works, including Exhibition

Fit-Out Works, Content Development Design and Production Works, for the proposed project “Pakistan

Pavilion – EXPO 2020 in Dubai, UAE” as described herein.

2 Proposal Details

2.1 Project Information

2.2 Project Description

Aptly located within the Opportunity District of EXPO 2020 Dubai, the Pakistan Pavilion will represent a

beacon of progress and prosperity to nations around the world. With a breathtakingly diverse

landscape, Pakistan is home to 4 out of 10 of the highest peaks in the world. Scaling some of the world’s

tallest mountains require strength, grit and a clear strategy – all representative of Pakistan’s emerging

economy which have been architecturally captured in the pavilion design.

Pakistan embraces diversity through its unique and vibrant cultures and ethnicities spread across its

five provinces making up Pakistan’s social fabric. The progress and prosperity of its people are heavily

dependent on social and economic progress, through education, innovation and cooperation – all

representative of the purpose of the World Expo and in line with the EXPO 2020’s theme of connecting

Minds, Creating the Future.

Recognizing the strong bilateral relations between Pakistan and the UAE, the pavilion has been

designed with modularity and flexibility in mind which allows it to be part of EXPO 2020’s legacy

initiative through which it could potentially be transformed into a Pakistan Culture & Heritage Centre

contributing towards education and innovation.

The pavilion’s main function is to house Pakistan’s exhibits that will promote its unique and vibrant

cultures, its outstanding development and stature in economy, energy, logistics, infrastructure, realty

sector and human resource. Its architecture is based on the country’s topographical assets and cultural

values and is uniquely formed from the concept of the mountains in Pakistan.  The project is planned

on a 3,449.97 m2 of land, and has an approximate built up area of 3,200 m 2 and a building height of 16

meters.

2.3 Application and Proposal Submission

The prequalification of the participants is to be submitted wholly in accordance with the requirements

herein:

3 Pre-Qualification Stage

3.1 Format of Prequalification responses

The pre-selection phase includes minimal requirements for participation and pre-selection criteria that

will be evaluated both qualitatively and quantitively. Please prepare your responses to correspond to

the order of the pre-qualification questionnaire provided in Appendix A. The scoring checklist is

provided in Appendix B.

3.2 Eligibility of Main Contractor, Sub-Contractors and Selection Requirements

During the prequalification, firms are requested to include specialist sub-contractors for part of the

services and works to be provided. Therefore, the general contractor indicates how sub-contractors

have been pre-qualified and provide full details of the scope of services and resources that are available

and how sub-contractors will be integrated into the General contractor’s overall organization. The

client reserves the right to ask for change of one or more sub-contractors, if justified according to the

common objective (quality, price and timing).

3.3 Expense of Preparing the Proposal

The Client shall not be responsible for, nor pay any expenses incurred by any participant in the

preparation and submission of the Pre-Qualification documents.

3.4 Language

The language of the project, all correspondence, and subsequent agreement shall be English.

Part 4 – Conflict of Interest

In this submission, you must disclose to the Client any potential conflict of interest that might compromise your performance. If such a conflict of interest does exist or if organisation or any Directors or Partner or any other person who has powers of representation, decision or control have been convicted of any offences (such as corruption, bribery, fraud or conspiracy to defraud) been insolvent or bankrupt, the Client may, at its discretion, refuse to consider this submission.

You shall not pay or give any fee, commission, rebate or anything of value to or for the benefit of any the Client staff nor will you do business with any company knowing the results might directly benefit any the Client staff or representatives. You must disclose whether any staff employed by the Client or its representatives have any potential conflict of interests and/or, regardless of monetary value, any personal financial relationship or interest in your company or your affiliated entities and the nature of such interest. APPENDIX BThe intention of Pre-Qualification process is to select the firm that present the best combination of experience, capacity and competence to perform the job. The Client will examine and review the documents submitted, call references and others who have worked with the firm. The following Evaluation Criteria shall be used for evaluation of the applicant firms. Some mandatory qualifications and certifications are listed in Part-A and Quantitative Technical Assessment is mentioned in Part – B of the Appendix. A successful firm must fulfil Part-A requirements upto the satisfaction of the Client and should secured a minimum of 70% marks in Part-B.
