This position has a flexible duty station location preferably within 1 ½ hours of a major airport, and within commuting distance of a Forest Service office location. About the Enterprise Program: The Enterprise Program operates in a fee-for- service business model as an agile branch of the Forest Service delivering highly skilled on-demand services supporting land and resource management activities. Enterprise is a national program organized under Washington Office, Business Operations. The Program was created to support increased productivity and effectiveness through applying business practices within the Forest Service infrastructure. Enterprise employees are nimble and able to supply rapid response services across all levels of the Forest Service. This is particularly advantageous to the agency when specialized skills are not otherwise available or when workload exceeds capacity, which also greatly benefits the taxpaying public. The program is currently comprised of over 250 employees stationed nationwide, and is growing. Enterprise Program

Position/Title: Forestry Technician or Forester - Timber Sale Administration.

Position Series/Grade: GS-0462-7/8/9/10/11 or GS-0460-7/9/11. One or more positions may be filled.

Engineering, Technology, Communications, Biology, Range, Timber, Watershed, Forest Planning, Special Uses, and Fire, Fuels and Aviation Safety.

Services to all levels of the agency from the field to the Washington Office, in addition to external partners.

Enterprise Program Timber Services is outreaching to determine the potential applicant pool for Timber Sale Administration positions, and under which series (460/462) and grade (7/8/9/10/11) there may be both interested and qualified applicants. These positions are located in the Washington Office, Business Operations, Enterprise Program, Timber Services, with a virtual duty station.

Duties would vary depending on experience level, and would range from delegations as a Forest Service Representative (FSR) to a Sale Administrator or Harvest Inspector.

Reviews the contract and related pre-sale data such as: preliminary logging plan, environmental assessment report, appraisal, etc. Determines that all prerequisites to contract work are taken care of such as, but limited to, advance deposits, delegations of authority, road construction and timber cutting coordination, improvement locations, operating schedule, logging plan preparation, scaling arrangements, and environmental protection measures. Reviews plans and schedules with purchasers to assure common understanding of conditions and responsibilities.

Throughout the life of the sale, is responsible for the continuing field inspections and control of purchaser’s operations such as falling, skidding and yarding, loading and hauling. Determines whether utilization, slash disposal, and erosion control are adequate. Documents all findings for the sale record. Takes appropriate action to correct deficiencies and assesses penalties when needed. Insures that stream courses and other land features are protected.

Advises purchaser’s field representatives of adequacy or inadequacy of operations and achieves compliance with contract terms, including safety and employment requirements.

Determines when log hauling may be allowed on system roads under construction, agreements, and monthly reports of progress. Initiates requests for payments, bond changes, or cooperative work. Reviews timber sale statement of account and maintains controls to insure that all payments and deposits are made.

Coordinates sale administration duties with other unit’s timber and related activities. Keeps supervisor informed of major problems.

Insures that all contractual obligations are met before making final inspection and recommending sale closure.

This position requires extensive travel, working with a large, diverse group of people, and field work in rugged terrain.

The selected applicant(s) must possess highly developed skills in communications and human relations in order to maintain good working relationships with customers and other team members. Incumbent must have knowledge of Forest Service policies and procedures. Enterprise Timber Services is an extremely busy group and the incumbent must be energetic, responsible and self-starting!

Enterprise Program emphasis is on partnerships and the delivery of seamless customer service to their clients. The incumbent must be flexible to change on a daily basis. Enterprise is funded totally from project work, which can cause priorities to change rapidly, depending on customer needs. While “enterprising” is demanding, it is also exciting.
