RESOLUTION NO. 108-20
RESOLUTION OF THE TOWNSHIP OF VOORHEES EXPRESSING DISAPPOINTMENT IN THE LACK OF FEDERAL STIMULUS FUNDS AWARDED TO THE TOWNSHIP OF VOORHEES AND REQUESTING CONSIDERATION FOR THE
AWARD OF FUTURE FEDERAL STIMULUS FUNDING
WHEREAS, on Friday, March 27, 2020, the United States House of Representatives and
United States Senate passed S.3548, a $2.2 Trillion “Coronavirus Aid, Relief, and Economic
Security Act” also known as the “CARES Act”; and
WHEREAS, one of the stated intentions of the CARES Act was to provide immediate
relief to individuals, businesses, agencies, and governments, such as the Township of Voorhees
(“Township” and/or Voorhees”), to assist with the severe negative financial consequences of the
COVID-19 pandemic; and
WHEREAS, the Township is located in Camden County, New Jersey and has a
population of approximately 30,000, with its major employment sector predominately in the field
of health care; and
WHEREAS, Voorhees is a veritable mecca of health care facilities and hosts more long-
term care establishments (14), than any community in Camden County including an entire
section of State Highway Route 73 identified as the Voorhees “Medical Mile”, including the
Virtua Hospital Voorhees Medical Campus with 370 patient beds and over 2,500 employees; and
WHEREAS, financial assistance is desperately needed to protect the significant health
care resources Voorhees has to offer; and
WHEREAS, as of Monday, April 21, 2020, the aggregate number of confirmed positive
COVID-19 cases in Camden County increased to 2,090 and 85 total fatalities, including 150
confirmed positive COVID-19 cases and 18 fatalities in Voorhees; and
WHEREAS, given the large number of medical facilities in Voorhees, the number of
positive COVID-19 cases continues to increase exponentially; and
WHEREAS, the Township implores our duly elected representatives at all levels to
consider Voorhees Township for funding given that there is no other community in South Jersey
that has a greater need for financial assistance than the municipality with the most medical
facilities in all of Camden County; and
WHEREAS, priority for funding should be predicated upon health care and related needs
and not a nebulous formula based on population; and
WHEREAS, the aforementioned impacts will likely result in the Township significantly
reducing expenses in an already bare bones budget, and to seek additional revenues through
various methods including the amount to be raised by local purpose taxation in the 2020 budget;
and
WHEREAS, $82.2 million of the $2.2 Trillion stimulus bill has been allocated to the
State of New Jersey along with various counties and municipalities with populations of at least
50,000, but no funds were granted to those most in need within Voorhees Township.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Township Committee of
the Township of Voorhees, County of Camden and State of New Jersey as follows:
1. The provisions of the WHEREAS clauses set forth above are incorporated herein by reference and made a part hereof.
2. The Mayor and Township Committee expresses its profound disappointment that the Township’s financial needs, and those of every other New Jersey municipality with fewer than 50,000 residents, have not been accommodated to date within the $2.2 Trillion CARES Act; and
3. The Mayor and Township Committee expresses unabashedly, to its elected Federal Representatives, U.S. Senator Robert Menendez, U.S. Senator Cory Booker, and Congressman Donald Norcross, its strong desire that any future stimulus or aid account for the needs of Voorhees Township to help minimize the impact of this crisis on its already overburdened citizenry and property taxpayers.
4. The Mayor and Township Committee direct that a certified copy of this Resolution be transmitted electronically to the offices of U.S. Senator Robert Menendez, U.S. Senator Cory Booker, Congressman Donald Norcross, the Honorable Phil Murphy, Governor of the State of New Jersey, Senate President Stephen M. Sweeney, State Senator James Beach, Majority Leader Louis D. Greenwald, Assembly Speaker Craig J. Coughlin, Assemblywoman Pamela Lampitt, and the Clerk of the Camden County Board of Chosen Freeholders for dissemination to the Freeholder Director Cappelli and all other Freeholders.

RESOLUTION NO. 109-20
AUTHORIZING THE RELEASE OF RECAPTURED SEWER CONTRIBUTION FUNDS COLLECTED BY THE TOWNSHIP OF VOORHEES PURSUANT TO A DEVELOPER’S
AGREEMENT FOR SEWER IMPROVEMENTS WITH VIRTUA WEST JERSEY HEALTH SYSTEMS INC., AND THE TOWNSHIP OF VOORHEES
WHEREAS, the Township of Voorhees (“Township”) entered into a Developer’s Agreement for
Sewer Improvements with Virtua West Jersey Health Systems, Inc., (‘Virtua”) for Block 233, Lots 1
through 12, 2.01, and 6.01 and Block 228, Lots 7 through 11 and 11.01, 13 through 18; and
WHEREAS, the Township has adopted certain amendments to its Zoning Ordinance creating a
Medical Campus Overlay Zoning District affecting property situated in the Township; and
WHEREAS Virtua is a provider of medical services and acquired certain lands within Voorhees
Township and has developed said lands and construct thereon a mixed-use medical campus facility in
accordance with the regulations set forth in the Ordinance; and
WHEREAS, Virtua received General Development Plan (GDP) approval for the Project (“GDP
Approval”), pursuant to the New Jersey Municipal Land Use Law, N.J.S.A. 40:55D-1 et seq., on October
10, 2007 and Preliminary and Final Major Site Plan Approval for Phase I-A of the Project on November
7, 2007 (“Site Plan Approval”); and
WHEREAS, the Project was constructed in a portion of the Township that was previously served
by a pumping station, which accepted sanitary sewer flow from sewer service drainage areas DA-14, DA-
15 and DA-16 (the “Sewer Service Area”) as shown on the Township’s prior “Sanitary Sewer System
Plan”, undated, prepared by Churchill Engineers; and
WHEREAS, the Township prepared a planning document for future sewer service in the area of
the Project, dated January, 1998 and revised May 21, 1999, and prepared various grant application plans
and specifications for improvements to the Township’s sewer collection system in the vicinity of the
Project, including Contract 1998-1 for a new pumping station, dated January, 1999 and Contract 1998-2
for a new force main, gravity interceptors and sewers, dated January, 1999; and
WHEREAS, development of the Project required the construction of a new pumping station and
a force main to convey sanitary wastewater from the Project to a point of connection to the Township’s
sanitary sewer system on Centennial Boulevard at the manhole to which the prior Cooper Road Force
Main discharged, identified as the Dutchtown Road Pumping Station and Force Main; and
WHEREAS, the Township’s Conceptual Study concluded that the Dutchtown Road Pumping
Station and Force Main be designed and constructed to convey the sanitary sewer flow from the Sewer
Service Area in its entirety; and
WHEREAS, in order to proceed with development of the Project, Virtua agreed to design and
construct, at its expense, a new pumping station and force main having a maximum peak flow capacity of
approximately 2,500 gallons per minute (“gpm”) which yields an estimated overall average daily flow
capacity of 1,440,000 gallons per day (“gpd”) (the Dutchtown Road Pumping Station and Force Main)
which conveys all sanitary wastewater generated from the Sewer Service Area, including all wastewater
from the Project, to a point of connection to the Township’s sanitary sewer system on Centennial
Boulevard, and Virtua also designed and constructed (at Township expense) the Dutchtown Road Gravity
Interceptor between the Cooper Road Pumping Station and the Dutchtown Road Pumping Station (all of
which collectively are referred to as the “Developer Sewer Improvements”); and
WHEREAS, Virtua agreed and actually designed and constructed at Virtua’s expense (subject to
a maximum limitation set forth in the Agreement) a gravity interceptor between the Cooper Road
Pumping Station and the Dutchtown Road Pumping Station (the “Dutchtown Road Gravity Interceptor”);
and
WHEREAS, the Developer Sewer Improvements has benefitted other development projects in
addition to the Project, so that, in accordance with the terms of the subject Agreement and pursuant to
applicable law, Virtua is contractually entitled to permissible reimbursement from the developers of such
other projects based upon a formula identified in the Developer’s Agreement for Sewer Improvements;
and
WHEREAS, the Township has collected said reimbursement which shall be transferred to Virtua
as a part of the recapture obligations set forth in the Agreement and amendments thereto.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Township Committee of the
Township of Voorhees, County of Camden, and State of New Jersey that in accordance with the above-
referenced Developer’s Agreement for Sewer Improvements and amendments thereto hereby authorize the
payment of recapture funds collected by the Township in the amount of $19,627.22.

Deputy Mayor Mignogna stated that we are mourning the loss of Deputy Mayor Jason Ravitz’s father and we are keeping him and his family in our thoughts and prayers. She added that we are also keeping Mayor Mignogna in our thoughts and prayers as he is waging his own battle against COVID-19. She added that he is passionate and dedicated to his family and community and he is working hard on his own recovery at hone and we are looking forward to his recover. Deputy Mayor Nocito updated the community on the current numbers of positive cases and deaths of Voorhees residents.
Committeeman Platt also expressed his condolences to the Ravitz family. He added that Steve Ravitz was a great humanitarian and philanthropist who will be sorely missed. Our best to Mayor Mignogna. He added that we need to maintain social distancing as we are not seeing the improvements here yet in New Jersey.
Committeewoman Fetbroyt echoed the condolences to Deputy Mayor Jason Ravitz and although she has only known him a short time, she is acutely aware of the pillar Steve Ravitz was in our community and she will continue to keep Jason and his family in her thoughts. She also stressed the importance of continued social distancing and compliance with the CDC guidelines. She expressed her gratitude to Chief Bordi and the first responders.
