The month of September for the UAP Del Pilar- Bulacan was a very productive month for both the officers and members. Various projects were implemented that poster strong collaboration not just with our colleagues and industry partners but with various NGOs and LGUs within the province. This is only an indication that we are seriously taking an action for our profession to be known to the public not only through our technical expertise and capacities but also through or service oriented projects that help local communities.

To initially sum up, we have participated to various local events spearheaded by the Province, city and municipalities. We were finally approved as an NGO/PO partner of the Provincial Government of Bulacan, City of Malolos and the Municipality of Marilao.

As a thought to fonder by David Bly, “Striving success without hard work is like trying ti harvest where you haven’t planted”. We are now reaping what we sow; we are now savoring what we are striving for. But our journey for excellence is just starting.

With humble heart, passion to serve, strong determination and dedication, it won’t be easy. For others, it may be too much, for some it maybe not enough. In taking the lead is a very tedious task. You may one day gain more but lose some. You maybe the best for a time, then got lost too in the middle.

We as Chapter presidents are not superior. We are not only robots. We tend do our task responsibly. We are motivated to be of service to others or to someone else. To take in-charge wherever and whenever necessary, and that means not all the time.

Our oath is to perform all our duties and responsibilities cautiously and diligently. We are your leaders for this current time but not forever. We can make use the most of this time to be a good example for leadership, excellence and service. But our dear members, kindly help us fulfill our task with your commitment and duty as members. We cannot do it alone. Together we can do more and better. Building and rebuilding our community and society can’t be done by one person and one time only. But it is possible for nothing is impossible if we are all in this fight for greatness together, united , active and proactive.

ACTIVITY NO.1Title of Activity COORDINATION MEETING for the SAVE

ITBAYAT Project Date September 5, 2019

Objective of the Activity

To attend an emergency meeting for the proposed “Save Itbayat” project called to aide Itbayat Island to recover and rehabilitate after severely devastated brought by the twin tremor; To discuss possible projects and collaborate with the UAP Emergency Architects and Sentro ng Arkitekturang Filipino on how to restore or rebuild the damage IP house in the island; and To extend or provide whatever help the chapter can do for the island and its people initial recovery.

A meeting was held to look for possible assistance that the UAP could offer to help the Island of Itbayat recover from the damaged caused by the twin earthquakes and typhoons they happen to experience for the past two months. To shed light a little, the rehabilitation effort for the full recovery of the island became a bigger challenge to all responding agencies due to its geographical location and weather condition. Further, technical expertise and help was seek by concerned citizens of the province of Batanes to resolve emerging issues on the restoration of damaged house especially the house of those Indigenous People affected by the said disasters.

To participate and attend the 17th Annual Badminton Tournament of Architects Badminton Federation with other Badminton fanatic architects and industry partners; To foster sportsmanship and camaraderie among colleagues and To keep physically fit and healthy by engaging oneself through sports.

The regular badminton practice got more exciting with a sumptuous dinner in celebration of the month of September Birthday Celebrants led by the Chapter VP for Operations, Ar. Maricris Cruz.


ACTIVITY NO.3Title of Activity PANYAPAK PARA SA ITBAYAT Project Date September 8-9, 2019

To initially respond to the call for “Save Itbayat” project called to aide Itbayat Island to recover and rehabilitate after severely devastated brought by the twin tremor; and To provide 1,000 pairs of slippers for the children/students of all public schools within the Island of Itbayat. .

With the help of chapter members, family, officemates and friends, the chapter was able to raise funds and bought 1,000 pairs of panyapak transported to the island of Itbayat, Batanes. In close coordination with Ar. Clarisa Galvez-Cano.

To join the Bulacan Singkaban Festival Opening Parade 2019; To foster camaraderie among colleagues and strengthen the professional organization; and To promote the importance of architecture profession in the community.

The UAP RDA2a joined the Singkaban ng Bulacan 2019 with the UAP Del Pilar -Bulacan chapter as host to spearhead and carry out this activity together with BOYSEN Paints and other UAP Chapters of the district. The opening parade is the start of month-long activities and celebration for the festivities of the province.

The Singkaban Festival will now be an official activity to be conducted by the District Council along with other activities of the organization. The chapter facilitated the decoration of the Singkaban Float with the help of creative and talented Singkaban Makers of Hagonoy, Bulacan. With the ati-atihan drums group the parade was more exciting and enjoyable for all the architects who joined the parade. Candies were and Boysen -shirts were given to onlookers and passersby.

For this year’s celebration and opening ceremonies, Senator Cynthia Villar was invited to become the guest of honor. The Provincial Sangguniang Members led by the Honorable Vice Gov. Wilhelmino Alvarado and under the leadership of the Honorable Gov. Daniel Fernando the event was a huge success.

TRIVIA: The month-long Singkaban Festival is being held annually to highlight the history, culture and tradition of the now 439-year-old province of Bulacan.

“Singkaban,” is a Filipino word for decorated bamboo arch, it is used as a welcome signage of a town, city or village in the country. It is widely used as decoration during town fiestas in Bulacan. Like the characteristic of the bamboo, Filipinos will stand up against the wind. It is stronger than steel and harder than rock. In the celebration, Singkaban also refers to “Sining at Kalinangan ng Bulacan” (Arts and Culture of Bulacan). The Singkaban is a manifestation of Filipino creativity in transforming plain bamboo into a work of art.

To provide documents as requested by the Bulacan Provincial Arts, Culture and Tourism Office Project for the Singkaban 2019 Sineliksik E-book Project;

To attend and grace the opening of the exhibit of the UAP Del Pilar-Bulacan Chapter entitled “ Mga Pamanang Gusali ng L:alawigan ng Bulacan; and

To promote and advocate the value or importance of Heritage Structures within the province of Bulacan.

Sineliksik is a project initiated by the Provincial Heritage, Arts, Culture and Tourism Office (PHACTO). For the second phase of this documentary project, E-book will be published consisting of various documentation made by different individual and organizations that features the various fields such as of Philippine arts, architecture and culture that can be found in the province.

The Chapter was requested by PHACTO for the assistance on providing data on Bulacan Heritage Structures. These structures were documented by the group of researcher architects for the project under the NCCA-UAP documentation in years 2000-2005.




Ar. Robert Benedict Hermoso, Executive Director of UAP Sentro ng Arkitekturang Filipino explained to the Honorable Vice Governor Willy Alvarado the importance of these heritage structures to the province. Vice Gov. Alvarado led the opening ceremonies of the exhibit and graced the E-book launch of Sineliksik. The UAP Del Pilar Chapter was one of the contributor of the content topic for heritage structures in the province through the researched documents of the NCCA-UAP archiving documentation project in 2004-2005.

SANGUNIANG PANLALAWIGAN 2nd and FINAL DELIBERATION , CITY of MALOLOS and MARILAO on the CHAPTER’S NGO ACCREDITATION APPLICATION

To attend the Sanguaniang Panlalawigan second and final hearing for the accreditation of the Chapter as NGO partner of the Provincial Government of Bulacan.

The UAP Del Pilar- Bulacan Chapter, as represented by me and the Chapter’s Vice President for Programs and Projects, Ar. Imelda M. Trance and other civic organizations attended the second and final hearing of the Sangguniang Panlalawigan ng Bulacan for the approval of our application to be accredited as an NGO/PO partner of the Provincial Government. Through the Bulacan Provincial Sanggunian Legislative Backstopping Committee hearing, we were asked to discuss some information, our goals and objectives as well as our major projects that the chapter have been doing for the Province and for our profession. The Honorable Board Member Alexis Castro delivered his manifestation of support and attestation for the Chapters activities and projects.

The UAP Del Pilar-Bulacan Chapter’s application for NGO accreditation paper for LGU Marilao was already approved while the final documents for the accreditation approval for both the City of Malolos and the Province although approved on the second and final hearing was yet to be released. We were informed that a ceremonial awarding of the Accreditation certificates will be scheduled to formalize the accreditation. The chapter is now crafting a petition paper once again for the full implementation of RA 9266 to all cities and municipalities within the province.
