MEDIA RELEASE BRISBANE UNDERGROUND CIRCLE LINE PROPOSAL by Martin Knox February 12 th , 2019 The paper attached has been prepared as a private endeavour intended to stimulate constructive discussion and solution to Brisbane’s growing transport problems. Each point below is elaborated at the corresponding number in the paper attached. SUMMARY PURPOSE 1. Every citizen of Brisbane should have reasonable access to public transport services. 2. Brisbaners’ access to public transport is the worst of all Australian capital cities. 3. Brisbane has 6 modes of transport coordinated by 3 levels of government. IS A HUB NEEDED? 4. A hub would be a juncture for frequent and efficient public transport anywhere in Brisbane, allowing easy access, rapid transit and fast exit of passengers. 5. At Southbank growth of traveller movements and interconnection of services is compounding congestion.

The paper attached has been prepared as a private endeavour intended to stimulate constructive discussion and solution to Brisbane’s growing transport problems.Each point below is elaborated at the corresponding number in the paper attached.

SUMMARYPURPOSE

1. Every citizen of Brisbane should have reasonable access to public transport services.

2. Brisbaners’ access to public transport is the worst of all Australian capital cities.

3. Brisbane has 6 modes of transport coordinated by 3 levels of government.

IS A HUB NEEDED?

4. A hub would be a juncture for frequent and efficient public transport anywhere in Brisbane, allowing easy access, rapid transit and fast exit of passengers.

5. At Southbank growth of traveller movements and interconnection of services is compounding congestion.

6. Public transport routes to and from this hub are unequal to different parts of the city and the shortfall partially infilled by transport in private cars and taxis.

7. Current development of cross-river rail and Metro bus duplicates services along a transport corridor while neglecting many under-serviced locations.

8. Most travellers without corridor access must rely on cars, congestion-free roads, inexpensive parking or safe cycling.

9. City growth has been planned without sufficient development of public transport infrastructure.

10. Public transport services are being duplicated, rather than emancipated, without sufficient integration of planning.

WHAT POPULATION PATTERNS?

11. Development of high density satellite sub-cities could reduce per capita infrastructure costs significantly.

12. A polycentric metropolis of ‘palmate’ suburban clusters is desirable.

13. Six transport oriented development hubs (TODs) have been nominated with potential for devolution and regeneration of the CBD.

WHAT SHOULD HAPPEN FIRST?

14. A Brisbane Transport Authority (BTA) should be instituted to prepare an Integrated Transport Strategy(ITS) for 3 levels of government and 6 modes of public transport.

15. Brisbane City growth, in the CBD, in clusters and in the suburbs, should be suppressed until an ITS is implemented.

WHAT UNDERGROUND RAILWAY?16. A new Brisbane transport hub of an underground railway is proposed.

17. A Circle Line should have a diameter large enough for future growth in population numbers.

18. Table 1 compares 6 alternative ‘circle’ lines for Brisbane.
