Minutes of Meeting Held on Monday, February 25, 2019 The regular meeting of the Missouri Housing Development Commission was held on Monday, February 25, 2019 at 1:30 p.m. at Harry S Truman Office Building, Room 490-492, 301 W. High Street, Jefferson City, MO 65102. Those present were:

The first order of business was approval of the minutes of the Regular Meeting held December 10, 2018. A motion was made by Commissioner Miller and seconded by Commissioner Elliff. The motion passed unanimously with a vote of 6-0.

Chairman Bay advised there were no items to report from the Chairman.

The first report of staff was recommendation for selection of Bond Counsel. Ms. Lappin explained that proposals were received from Gilmore & Bell, P.C. and the Hardwick Law Firm, LLC (joint proposal), Kutak Rock LLP with Clayborn and Associates, LLC as co-bond counsel and Pugh, Jones and Johnson, P.C. Staff recommended Gilmore & Bell and the Hardwick Law Firm to serve as co-bond counsel for a period of three years with one additional two-year renewal option. A motion was made by Commissioner McDowell and seconded by Commissioner Elliff. The motion passed unanimously with a vote of 6-0.

Ms. Lappin requested approval for a Single Family Market Rate Administrator. MHDC received proposals from three qualified firms: George K. Baum & Company, Hilltop Securities Inc. and Raymond James & Associates, Inc. Staff recommended the selection of Hilltop Securities Inc. as Single Family Market Rate Program Administrator to serve for three years, with one additional two-year renewal option. A motion was made by Commissioner Miller and seconded by Commissioner McDowell. The motion passed unanimously with a vote of 6-0.

Ms. Beer requested approval of recommended allocation of HOME Repair Opportunity (HeRO) program funds. A motion was made by Commissioner Elliff and seconded by Commissioner McDowell. The motion passed unanimously with a vote of 6-0.

Mr. Whitson requested approval of the recommended agencies for 2019 Missouri Housing Trust Fund funding. A motion was made by Commissioner Miller and seconded by Commissioner McDowell. The motion passed unanimously with a vote of 6-0.

After inquiring of Commissioners if there were other matters for the Commission to take up, and upon hearing none, Chairman Bay made a motion to adjourn. The motion was seconded by Commissioner Miller. The motion passed unanimously with a vote of ayes.

Missouri Housing Trust Fund

FY 2020 Allocation Plan

General Information:

The Missouri Housing Development Commission (MHDC) is charged with the responsibility of

administering the Missouri Housing Trust Fund. The state Legislature created the Missouri Housing Trust

Fund in 1994, pursuant to RSMo 59.319. Monies in the fund shall be used solely for the purposes

established by RSMo 215.034 - 215.039.

Missouri Housing Trust Fund monies shall be used to provide housing and housing services to individuals

and families with incomes at or below 50 percent of the area median income. Fifty-percent of the funds

must be used for individuals and families at or below 25 percent of the area median income.

Establishment of Funds:

The Missouri Housing Trust Fund is supported by a recording fee of $3 for each real estate document

filed in the state of Missouri. Therefore, the amount of funds that can be allocated by MHDC is dependent

upon the level of real estate recording activity.

Allocation of Funds

Grant Type Allocation:

MHDC has identified the following grant types as categories to meet the needs of Missourians:

1. Housing Assistance: available to organizations that provide housing assistance to literally

homeless individuals and families

2. Emergency Assistance: available for organizations that provide housing assistance to individuals

and families at immediate risk of becoming homeless

3. Operating Funds: available for organizations that provide housing or housing services for the

purpose of paying salaries and benefits necessary for operation of the organization. Priority will

be given to Operating Funds requests that are paired with another MHTF grant type

4. Home Repair or Modifications: available to organizations that provide housing services for the

payment of certain repairs or modifications of homeowner-occupied single-family homes

5. Construction / Rehabilitation: available for organizations that provide housing for the purpose

of payment of costs of new construction or modification or rehabilitation of existing facilities

It is the purpose of the Missouri Housing Trust Fund to serve the greatest housing and housing service

needs in the state with attention given to the lowest-income residents in the areas where those needs exist.

These established grant types allow the Missouri Housing Trust Fund’s limited resources to be dedicated

to services that best serve the population in greatest need.

Cap on Funds Requested:

Applicants may not request funds in excess of $150,000 per grant type with a maximum of $300,000 per

entity, per grant cycle.

Nonprofit Allocation:

As mandated by the Missouri Housing Trust Fund legislation, 30 percent of the Missouri Housing Trust

Fund allocation will be set aside for proposals sponsored by nonprofit organizations. Any funds

recaptured will be reallocated at the discretion of MHDC.

Emergency Solutions Grant Program

2020 Allocation Plan

General Information:

The Missouri Housing Development Commission (MHDC) is responsible for administering the Missouri

State Allocation of the Department of Housing and Urban Development (HUD) Emergency Solutions

Grant (ESG) Program funds granted to MHDC by the Missouri Department of Social Services (DSS).

These funds are provided through a federal grant from the Department of Housing and Urban

Development (HUD) under the Emergency Solutions Grant (ESG) program, as amended by the Homeless

Emergency Assistance and Rapid Transition to Housing Act of 2009 (HEARTH Act), the Missouri

Department of Social Services under the Temporary Assistance for Needy Families (TANF) Program, and

from other funding sources as they become available.

FY2019 Funds Available:

The Missouri Housing Development Commission, in conjunction with the Missouri Department of Social

Services will make an amount of up to $3,307,300.00 available to Missouri applicants for program year

2020 distributed geographically according to this Allocation Plan.

Grant Priorities

The purpose of the Emergency Solutions Grant Program is to support programs within Missouri

communities that prevent homelessness and rapidly return households who experience homelessness to

stable housing. These funds should be targeted and coordinated with other homeless services in the

Continuum of Care. HUD regulation states that at least 40 percent of an ESG allocation must be spent on

Rapid Re-housing and Homelessness Prevention activities and that no more than 60 percent of the

allocation can be spent on Emergency Shelter and Street Outreach activities. The eligible activities for

which funding is available are as follows:

1. Rapid Re-Housing: to assist individuals and families who are “literally homeless” under the HUD

definition of homelessness to transition quickly into permanent housing and to achieve housing

stability through financial assistance and services.

2. Street Outreach: to provide essential services such as case management and engagement for

unsheltered homeless individuals and families.

3. Emergency Shelter: to provide essential services for shelter participants or for shelter operations.

4. Homelessness Prevention: to assist individuals and families who are imminently homeless under the

HUD definition of homelessness to prevent homelessness and to regain stability in their current

housing or other permanent housing through financial assistance and services.

*Administration and HMIS activities are also allowable activities

Geographic Allocation

MHDC will endeavor to award funding in each geographic area as identified below, subject to the quality

of the applications received and the applicant’s ability to meet eligibility criteria. In the event that

insufficient applications are received within a geographic area, any remaining funds will be allocated to

other regions. Any funds recaptured will be reallocated at the discretion of MHDC.

ESG funds are geographically allocated by Missouri Continuum of Care (CoC) in an effort to coordinate

homeless assistance funds with the needs of each CoC and are based on requested and awarded funds for

previous program years.

Notice of Funding Availability (NOFA)

Purpose:

The Missouri Housing Development Commission (MHDC), in collaboration with the Missouri

Department of Social Services (DSS), hereby notifies interested organizations of the availability of

Emergency Solutions Grant (ESG) funds to provide housing assistance to homeless or nearly homeless

Missourians in an amount up to $3,307,300.00. The funds will be allocated in a competitive process in

accordance with the Allocation Plan. The allocation of FY2019 funds will be awarded for program year

2020 pending an executed ESG contract from DSS, if any.

Deadline: Applications for funding will be accepted by MHDC in the Kansas City office until 5:00 p.m. on

Friday, August 16, 2019. All applications received after the deadline will not be considered for

funding. The anticipated funding period for program year 2020 will run November 1, 2019 to

November 30, 2020.

Requirements:

Applicants must be a city/county that has submitted a letter of intent or non-profit entity eligible

to conduct business in Missouri, be an entity in good standing with the state of Missouri and

provide housing or housing services. Funding will not be awarded to individuals.

All proposals must be submitted on the current year’s application form posted on the MHDC

website (www.mhdc.com) and in compliance with the 2020 Application Guidance also posted on

the MHDC website. The 2020 Application Guidance should be reviewed before completing and submitting a proposal.

Applications must comply with the following restrictions on funding requests:

o Entitlement cities/counties receiving an ESG allocation directly from HUD are eligible to

apply for up to $50,000;

o Cities/Counties are eligible to apply for up to $50,000 per sub-grantee totaling $150,000;

o Direct non-profits are eligible to apply for up to $50,000 per grant application;

o Direct non-profits that serve multiple counties within a Continuum of Care may apply for up to $50,000 per county up to $100,000.

Submission: Both a hard copy and an electronic copy are required to be submitted.
