OVERVIEW

The Department of Public Works Street Division is responsible for weed control in the City.

This program covers all aspects of weed control: mowing, spraying, weed eating, and safety.

These are all necessary elements in maintaining a comprehensive program such as this. Teammembers are always looking for new and innovative ways to increase the weed control service weprovide to the citizens of Greeley.

The Weed Control Team and supervisors take great pride in their job and the appearance of ourCity. This is evident in the quality of work they perform.

The information found within this Plan should help to provide a greater understanding of ourWeed Control Plan.

OBJECTIVES

The objective of the Department of Public Works, Street Division, Weed Control Program is: (1) To provide and maintain a high level of quality weed control along all main arterials, right ofways, bike paths, detention ponds, city owned ditches, lots and easements, and (2) To controlweeds so that they do not exceed 12 inches in height as per City ordinance.

This objective provides for an attractive City, as well as arterial entryways into the City. It alsoprovides a smooth flowing surface drainage system.

This plan is accomplished through a combination of spraying, weed eating, and mowing. Alldesignated mowing and spraying areas will be done a minimum of three times per season or asrequired due to seasonal growth patterns.

The Street Division maintains 226.83 acres along main arterials, right of ways, bike paths,detention ponds, City owned ditches, lots, and easements with more being added annually. Thereare over 6 miles of irrigation ditches and 148.1 acres of state highways within the City limitstotaling 374.9 acres.

The Street Division sprays over 118.5 acres, and 228.35 curb miles along main arterials, right ofways, bike paths, detention ponds, city owned ditches, lots and easements.

Some major changes were made by the Street/Drainage Division to improve the effectiveness,efficiency, and quality of the Weed Control. The City was mapped into six Districts, identifyingall areas maintained, which enables team members to know the number of acres mowed andsprayed, thus simplifying record keeping and maintenance.

The analysis of weed control contained in this plan is based on the most cost effective andefficient delivery of service. There are other factors which are considered in Weed Control. TheWeed Control Team must first consider the level of service which would be acceptable, i.e.mowing only, to mow or not to mow, spraying only, and to spray or not to spray. There aresafety and environmental issues which must be considered before making these decisions, such as: sight restrictions at intersections and team member safety. Environmental issues include types ofspray and application of spray.

The Weed Control Team is also available to other City agencies upon request for specific areas ofconcern, i.e. Josephine Jones Park, Police Pistol Range, and Building Inspection Division.

The Weed Control Plan consists of four categories: spraying, weed eating, mowing, and safety. There are detailed training steps in each category as well as the use of hands on and visual aid.

1. WEED CONTROL POLICY

The Weed Control Policy of the City of Greeley Public Works Department provides guidelines forthe control of all noxious weeds along main arterials, right of ways, bike paths, detention ponds,and city owned lots and easements. To control weeds so that they do not exceed 12 inches inheight as per City ordinance.

Equipment used to maintain this policy include two flail mower tractors, one herbicide spraytractor, and a weed eater team.

1) Flail mowers are to be set to a cut height not to exceed 4 inches.2) Spray used in this program shall be mixed at a rate to meet national guidelines: A) Round-up -- 2.5 gal. in 150 gal. water B) 2, 4-D -- 3.5 gal. in 150 gal. water C) Activator 90 -- 1 ½ qts. in 150 gal. water

The weed control team shall not enter any privately owned properties unless instructed to bysupervisor or administrative authority. All properties maintained by the Weed Control Team shallbe covered a minimum of three times a year or as requested or specified.

This policy applies to all employees involved in weed control operations.

2. ORDINANCECITY OF GREELEY

HEALTH AND SAFETY -- SEC. 9.16.070

9.16.075 Formation of advisory commission.

There is hereby established a Plant Management Advisory Commission, the purpose of which is todevelop a recommended management plan for the integrated management of designatedundesirable plants and recommended management criteria for undesirable plants within the City. (Ord. 43, 1994 ss. 2)

9.16.076 Members; terms; replacement and removal

(a) The Plant Management Advisory Commission shall be comprised of five (5) members whoshall all be land owners in the City.

(b) The terms of the members of the Plant Management Advisory Commission shall be for three(3) years, except that the initial terms of two (2) of the members shall be for two (2) years.

© The City Council shall have the power to appoint the members of the Plant ManagementAdvisory Commission and to remove any member for cause. (Ord. 43, 1994 ss. 2)

9.16.077 Powers and authority

The Plant Management Advisory Commission shall have the following powers and duties:

(1) The Commission shall develop a recommended management plan for theintegrated management of designated undesirable plants and recommendedmanagement criteria for undesirable plants within the City. The management planshall be reviewed at regular intervals but not less often than once every three (3)years by the Commission. The management plan and any amendments madethereto shall be transmitted to City Council for approval, modification or rejection.

(2) The Commission shall designate undesirable plants which are recommended tobe subject to integrated management, in addition to those plants listed in Section9.16.080.

(3) The Commission shall recommend to City Council that identified land ownersbe required to submit an individual integrated management plan to controlundesired plants upon such person’s property.

(4) The Commission shall perform other such duties as may be prescribed by CityCouncil or as defined further in Commission bylaws. (Ord. 43, 1994 ss. 2)

9.16.080 Control of weeds and fugitive dust.

(a) No owner, tenant or agent of any lot, block or parcel of ground within the City shall allow orpermit weeds to grow, or remain when grown, on such lot, block or parcel of ground, or on oralong a sidewalk or street adjoining the same or in the alley behind the same, but such weedswhich are over twelve (12) inches in height shall be cut close to the ground and kept so cut. Theweeds further designated in this Section are hereby declared to present a threat to the economicand environmental value of the land within the City and it is hereby decreed that no owner, tenantor agent allow any such plant growth to occur on any lot, block or parcel of ground, includingthose areas adjoining public rights-of-way:

(1) Tumbleweed (salsola iberica).

(2) Puncture vine/goat head (tribulus terrestris or cenchrus pauciflores).

(3) Field bindweed (convolvulus arvensis).

(4) Sandbur (cenchrus longispinus).

(5) Leafy spurge (euphorbia esula).

(6) Knapweed-diffuse (centaurea diffusa).

(7) Knapweed-Russian (centaurea repens).

(8) Knapweed-spotted (centaurea maculosa).

(9) Canada thistle (cirsium arvense).

(10) Musk thistle (carduus nutans).

(b) In relating to the preventive measures required in Subsection (a) above, the means used andthe application of such must be approved by the sanitation officer, and may include but are notlimited to watering, fencing, soil windrowing or trenching, use of dust palliatives, surfacetreatment with penetration chemicals, refutation or other methods of equal or greatereffectiveness in reducing air contamination and the spread of fugitive dust. 9.16.090 Weed; abatement; notice.

(a) If any owner, tenant or agent in charge fails to cut weeds, as required in Section 9.16.080,within (5) days after notice, the administrative authority may have the weeds cut by an employeeof the City or pursuant to subsections (b) and © of this Section by a private individual or firm, andcharge the cost thereof to such owner, tenant or agent, together with an additional twenty percent(20%) for inspections and other incidentals.

(b) If the administrative authority determines that employees of the City are not available to cutweeds pursuant to the provisions of this Section, the administrative authority may contract for theweed removal from a private individual or contractor from its bid list. Said list will be developedeach year after the administrative authority solicits bidders who meet certain minimumqualifications, demonstrate possession of adequate liability insurance and agree to be available ona rotational basis to the City for the purpose of performing weed removal services.

© The administrative authority shall provide in its original notice to the owner, tenant or agent incharge the current billing rate for the City to cause the removal of the weeds, if the condition isnot corrected within five (5) days from the date of serving, posting or mailing such notice. Further, such notice shall state that the property owner shall be responsible for payment to theCity in the amount of the contracted service or cost of City employee labor and materials and thatsuch payment will be a condition precedent to maintenance of action at law to recovery of theCity’s cost in abatement. 9.16.100 Payment of abatement costs.

In the event the weeds on any lot, block or parcel of ground, or along the sidewalk or streetadjoining the same or the alley behind the same, are cut by order of the administrative authority,the whole cost of cutting such weeds, together with twenty percent (20%) for inspection andother incidentals, shall be paid to the Director of Finance within thirty (30) days after the mailingby the Director of Finance to the owner of such lot, block or parcel of ground, by certified mail,notice of the assessment of such cost. 9.16.110 Failure to pay a lien.

Failure to pay an assessment as provided for at Section 9.16.100 within such period of thirty (30)days described therein shall cause such assessment to become a lien against such lot, block orparcel of land and shall have priority over all liens, except general taxes and prior specialassessments and the same may be certified at any time after such failure to so pay the same withinthirty (30) days, by the Director of Finance to the County Treasurer to be placed upon the tax listfor the current year, to be collected in the same manner as other taxes are collected, with a ten-percent penalty to defray the cost of collection, as provided by the laws of the State. FLAIL MOWER OPERATIONS

OPERATIONS

Flail mowers are used as this minimizes material thrown into traffic or pedestrians.

The team communicates with other team members for daily assignments, check all fluid levels intractors, and grease flail bearing, check mower for safe operation, travel to assigned area in acourteous manner checking weed growth in unassigned areas, report any problem areas, andcoordinate with other tractor (if together) as to best possible procedure.

The flail mower operates in the following manner: gently lower flail, engage PTO shaft, and raiseRPM to operator's suggested speed. Tractor shifting ranges vary in accordance to height,thickness, and moisture content in the weed patch that is being mowed. Mowing will be done in aback and forth motion, overlapping to pick up weeds that tires may have rolled down. It isimportant to cut as close as possible to obstacles in mowing areas such as: trees, bushes, signposts, fence lines, and property lines etc. The maximum cut length should not exceed four inchesin height.

When the area being mowed is complete, follow these steps: disengage PTO, and recheck areavisually to see if the area is completely mowed in a clean and even fashion. If patches exist wheremower couldn't reach, document and give list to weed eater team. Move to the next area andbegin.

FLAIL OPERATIONS

1.) Proper pretrip inspection of tractor and flail mower.

2.) Grease flail mower bearings, PTO shaft, and u-joints.

3.) Check underside of flail making sure all mower teeth are there and no debris is wrapped around mowing cylinder or bearings.

4.) Start tractor, raise mower making sure it raises in an even fashion. Lower mower to seethat both sides set down evenly. This insures that all teeth will wear evenly.

5.) Proceed to predetermined area to be mowed.

6.) Engage PTO and throttle to specified RPM (1540). Set mower down, and mow a short length. Disengage PTO, stop tractor, and check area that was mowed to see what heightyou are mowing.

7.) Maintain desired height--no less than three inches, no taller than four inches--proceedmowing.

8.) A back and forth motion works for best results overlapping about six inches to cut weedsthat tractor tires will smash down.

9.) After a section is mowed, visually check area completed to make sure any weeds mowercan reach are not standing. If not, move to next section.

10.) At the end of shift, park tractor, set mower down, and engage park brake.

11.) Fill out proper paper work--post trip inspections, work order, and what was completedduring the shift. Also state any problems or difficulties occurred during the shift.

12.) Training on upkeep of mower will also be provided such as: sharpening and changing ofteeth, how to tighten and change belts, how to repack or change bearings, and raise andlower mower setting

WEED SPRAYING OPERATIONS

OPERATIONS

The City of Greeley uses two types of non-restricted herbicides--Roundup and 2-4-D. Thesechemicals are the least hazardous that we can use and still achieve the quality results needed to becost effective and efficient.

1. Round Up is a direct contact spray. It will kill all plants that it comes in contactwith (not a grown killer). It has very little odor and very little drifting qualities.

2. 2,4-D is a broad leaf weed killer which will not harm grasses, and will driftconsiderably at any time. 2,4-D has a more offensive odor than Round Up. 2,4-Dshould not be used on windy or breezy days.

3. Activator 90 is a supplemental chemical added to both herbicides to act as a wetting agent and increase adhesion to the plants.

The Weed Spray Team and Mow Team communicate daily to coincide daily routines to insurethere will be no overlapping in schedules resulting in wasted chemicals or time.

Spring is when a great deal of time is spent on spraying. Spraying is done along all main arterials,right of ways, bike paths, detention ponds, city owned ditches, lots, easements, and statehighways. In addition, cracks in the pavement where curb and gutter meets pavement, and cracksin sidewalks are also sprayed.

Summer spraying usually consists of covering all areas two to three times, depending on seasonalweed growth. Detention ponds are sprayed once annually unless growth patterns dictate a 2nd or3rd application.

Back pack sprayers will be used where high volume traffic makes spraying with a tractor a hazard. A back pack sprayer will be used in the following areas: (1) Downtown Alleys, (2) 10th St.Islands from 23rd Ave. to 43rd Ave., (3) 23rd Ave. Islands from Reservoir Rd. to 32nd St., (4) U.S. 85 Bypass from 8th St. to 18th St., and (5) 34 Bypass 8th Ave. to 11th Ave.

SPRAYING OPERATIONS

Pretrip tractor and sprayer, checking all nozzles and hoses on sprayer, grease spray pump assembly one time per week.

Start Tractor: Assure proper operation of tank/pump assembly.

Tank Filling: Wear all necessary safety clothing/equipment. ADD desired herbicide, taking care not to splashADD bonding agent, taking care not to splashADD water to desired concentration

Travel to spraying locationEngage proper gear rangeEngage P.T.O., set throttle to 540 R.P.M.

Hand Spraying: Squeeze handle to apply, taking care not to over spray desirable plants (flowers,trees, etc). Be aware of drifting spray if windy.

Boom Spraying: Open left, center, right valves as needed for boom application. Adjust boomheight to match growth. Boom angle is adjustable for embankments.

Total amount of herbicide, bonding agent, and water used daily.

Fill out proper paperwork --- post trip inspection, work order, and what was completed duringthe shift. Also, state any problems or difficulties during the shift.

WEED EATER OPERATIONS

OPERATIONS

Weed Eater Team consists of 3-4 seasonal team members. Maintenance list has been developedto help communication with seasonal team members.

Communicate with supervisor or mowing team to find out daily assignment. Check weed eatersfor faulty equipment. Make sure team has string, oil gas mix and proper tools to complete dailyschedule. Check safety equipment such as: chaps, shields, and gloves for faults. Load all toolsand machines in box of truck and proceed to predetermined area. Put on all safety equipment,start up weed eaters and begin.

Weed eaters will be designated to cut all weeds growing where the flail mowers cannot reach. Check all fence lines and property lines. Check around all bushes and shrubs, flower beds, andtrees. Clean up around all traffic control posts. Check along gutters and sidewalks if existing.

When completed, give area visual check leaving no weeds standing, and proceed to the nextdesignated area.

PREPARING FOR THE SEASON

Personnel TrainingAll seasonal people hired to be on the Weed Team go through a training session. They are shown films onthe proper use of equipment and tools involved in job details. They will have hands on training, as far as theproper use of weed killing chemicals, and how to do minor repairs of weed eaters and where to weed eat.Safety will also play a major role in early employment training.

They will also become familiar with other weed control procedures and equipment. They will also be shown thelimits of spraying and mowing. Training procedures help them be confident in their job duties.

1. Safety equipment: cloths, gloves, safety glasses, and/or shield, ear protection, hats (optional), chaps,steel toed boots, and orange vests.

2. How to handle weed eaters properly and make minor adjustments and repairs.

3. Proper care, daily maintenance, and check points on weed eater.

4. How to string a weed eater and what kind of string works best.

5. Proper mixture of fuel and oil.

6. How to weed eat properly around objects and keep distance from each other.

7. Where to weed eat: corners, behind mowers, fence lines, around poles, and specials.

8. Communication with #375 and flail mowers.

9. Three people in truck (max)--no one riding in box.

10. Proper signing if necessary--Mowing Operations Ahead.

11. Proper use of truck lights to warn traffic. Also, placement of vehicle.

PREPARING FOR THE SEASON

Preparing EquipmentIn the winter months the weed team shall inspect the condition of all equipment used in this program. Trafficwarning signs must be clean and stands must be operable. Tractors, weed sprayers, flail mowers, and weedeaters shall be ready to operate when the weeds begin to grow.

Tractor Checks Include:

• All lights function properly• Tires in good shape• Three point hitch has no cracks in framework• P.T.O. shafts for signs of wear• All fluids are changed according to PM Service Guidelines• All safety devices are clean and in good condition

Weed Sprayer Checks Include:

• Check all hoses for leaks or cracks• Storage tank for holes or cracks• Broken or plugged spray nozzles• Proper pressure generated from pump• Frayed cables• Cracked or broken pulleys• Syphon valve for water recourse

Flail Mower Checks:

• Dulled or broken teeth• Wore or loose bearings• Cracks in frame or mower housing• Mower roller has no cracks or holes visible• Rubber deflector isn’t tore• All power take off shields are installed• Nuts and bolts are tight• No cracks or tears in belt• All grease zerks accept grease

MaterialsHerbicides should be stocked for coming season. Include 2,4-D, GlyFos (Roundup) and Activator 90. Safetyequipment should include rubber gloves, vinyl apron and a respirator.

Flail mower stock include replacement cutting teeth, hangers and pins, various nuts and bolts, mower shaft androller bearings, mower belts. A restocked tool box as listed in equipment section.

Weed eater stock includes string, cutting blades, and spark plugs. Good supply of 2-cycle oil. All safetyequipment such as chaps, gloves, safety glasses or face shields, and earplugs. A restocked tool box as listed inequipment section. All materials should be ordered and stocked at beginning of season and restocked as needed.

Revising the Weed Control PlanMany sections of the Weed Control Plan require annual revisions. Members of the Weed Control Team shallupdate this program using the following checklist as a guideline.

1997 ACCOMPLISHMENTS

The mowing team was able to reduce the cost per acre mowed by $5.27 to a cost of $32.69 per acre. Weattribute this reduction to the purchase of a new two gang tractor mower. The team mowed 1,354 acres in 1997. The program also had over 18 acres added on to the program in 1997.

The spraying program was in a developmental stage last year, but made great strides. The cost per acre had aslight increase due to the price increase in herbicides used in this program. We sprayed defined areas with 2,4-Dat a cost of $63.00 per acre, and other areas with Round-up at a cost of $37.00 per acre.

The Weed Eating Plan consists of one full-time maintenance team member and two seasonal team members. It isan excellent program and enhances the overall appearance of the City. The cost of this program was significantlyreduced from 1996. This reduction is related to the purchase of two new weed eating machines, and the fact thatwe kept the same two team members all summer.

The overall cost on the Weed Program was reduced by almost $12,000. We attribute this reduction to thepurchase of better equipment and advancing knowledge and proper training of the team members. The programis a direct reflection on its team members. The team understands its mission and all members involved take greatpride in accomplishing their goals.

The division used round Up to spray weeds that are growing in the streets, sidewalks, around poles, andfence lines on all main arterials, detention ponds, ditches, and snow lots. In addition, the division used 2-4-D to control weeds and bull heads allowing the grass to grow. Both chemicals are environmentally safe. Starting in 1995, the division tracked acres sprayed with 2-4-D and miles of streets sprayed with Round Upfor better cost accounting and tracking.

3. Weed Eating Program

The Division utilizes seasonal employees to weed eat all City right-of-ways, detention ponds,ditches, around corners, and Highways 34 & 85. It is an excellent program and enhances the overall appearance of the City.

With the increase in service, the division stayed under budget, and the overall appearance of the City is thebest it has ever been. Inspection has seen a significant reduction in City related weed complaints, and thedivision received less than 25 calls regarding weed control.
