Executive Summary
This project is being implemented to redesign the current website of San Jacinto College.
The purpose is to update the site to include new technologies such as blogs, video, voice,
etc.; to create a more user-friendly environment for our users; to utilize the full
capabilities of the district SIS and web integration, streamlining business practices; and to
have a more aesthetically pleasing site for our users. Launch for the newly designed site
will be January 2011.
Project Overview
Project Purpose A survey was sent to a random group of students, faculty, administrators, and
community members to gain feedback on their thoughts of the current San Jacinto
College (SJC) website. It was found that the site was viewed as difficult to
navigate, not pleasing to the eye, and did not function as expected – i.e. when
registering for classes, the website did not talk well to the SIS.
The web committee made the decision to redesign the website to address the
issues brought forth by the survey results, ensuring that our current customers,
potential students, and others in the community were left with a positive
impression of the college, and that necessary processes worked properly and
efficiently.
Emphasis will be made on the SIS/web integration, navigation, and aesthetics as
the redesign project progresses.
Project Scope
Scope Content
Some of the current functionality of the site will be kept, while others will
be enhanced or added. Plans include the following enhancements and
additions:
Course registrations will be made via the web and integrated immediately into the school’s SIS, to create a more interactive site.
Home page will contain intuitive and logically categorized links to all aspects of the site.
Colors and graphics will be changed to fit the updated and professional atmosphere of the college campuses.
No division or department will continue to have its own website. All entities will be connected to and housed within the SJC website.
Library resources will be more prominent in the layout of the site.
A course finder will be added that will be easier to use and more intuitive for students.

Virtual desktop capabilities will allow faculty and staff to access their work computers with more ease than previous means.
A new logo will be implemented to better represent the college and community.
A three-click rule will be put into place when possible.
Text will be kept to a minimum, and graphics will be put into place to make the site more appealing.
Links to the students’ online system in which they access grades, personal information, etc.; email; technical support, and Blackboard will be placed on the home page for easy access.
The above plans are subject to change as the redesign gets underway.
More may be added as indicated in sections below.
Scope Management
As the scope of the project has been created above, plans will more than
likely change as the project progresses. To manage those changes, a web
committee will be formed. This committee will meet monthly to discuss
the progress and make decisions concerning the site.
When making decisions the committee members must consider impact on
budget, users, designers, and timeline. All proposed changes must be first
approved by a majority of the committee, then by the VP of Educational
Technology.
All changes will be documented and signed with the approval of the above
individuals. This documentation will include the type of change, date of
change, who approved the change, and the impact on schedule and budget.
Communications will be made by the project manager to all stakeholders
after each proposed change.
Project Objectives
Business Objectives
It is expected that with the improvement of integration between the SIS
and the website that business processes will be streamlined, thus making
them more efficient and saving the college money.
It is expected that customer service will improve when the new processes
are in place, and this will be measured using a post redesign survey with
the same individuals as the original survey. Using the virtual desktop will
keep faculty and staff closer to their work environment when desired, with
less frustration. Students will experience a more user-friendly
environment when searching for and enrolling in courses. And all will be
happier not having to dig so far down to find the information they are
seeking.

All of the above will work together to reduce tech support calls, freeing
our technicians to perform other duties as well, thus reducing production
costs.
Information Technology Objectives
By integrating new Web 2.0 tools into the redesigned website, we will be
welcoming more collaboration with our users. These technologies will not
only provide this, but will allow our IT staff to become more astute with
the new tools as well.
Blogs will become the norm for departmental pages. IT staff members
will be assigned to maintain and monitor these interactive pages. All will
be trained in WordPress MU, and will be expected to research plugins,
themes, etc. and work together in order to keep the sites standardized and
consistent.
Department blog leads will meet on a regular basis to share new ideas and
discuss any issues that may arise during the monitoring of the sites. The
web committee will be kept apprised of all discussions, and will be the
decision making body of the blogs.
Voice board, wikis, and other Web 2.0 tools such as social networks will
be treated in the same way, and will have decisions made accordingly.
Project Execution Objectives
The expected launch date of this project is January 1, 2011. Although this
date has been selected, it is realized that circumstances may cause this
goal not to be satisfied. Knowing this, it is the desire of the college and
the project coordinator to assure every effort is made to complete the
project on time and on budget.
Factors that may affect the adjustment of this date include, but are not
limited to:
Change in personnel
Other important projects taking priority
Disaster related closures of the college
Changes in technologies
Licensing issues dealing with softwares and/or pricing
Budget cuts mandated by the state
Any or all of these issues can cause a delay in the project’s
accomplishment. If any should occur, it will be the responsibility of the
web committee to adjust the project plan accordingly to alleviate any
overall delay if any way possible.

Assumptions
It is assumed that training will be required by IT personnel both during and
following the redesign of the website. In addition, training materials will need to
be created to provide overviews for students, faculty, and staff. Different learning
styles must be taken into account when creating these training materials to
determine the types of materials created, and how to disseminate once the new
site is launched.
It is also assumed there will be resistance for some users, thus creating the need
for supplemental technical support for the first few weeks of the launch. Phone
support will be needed for extended hours to accommodate the additional calls
coming in with questions about the functionality of the site.

Dependencies The redesign of the college website is dependent upon the continued plans of the
school year. Any interruption in normal school functions such as unexpected
closures will affect the scope, cost, and completion of this project.
Facilities and Resources
Facilities and resources are in place for this project, as the functions needed will
be performed by existing employees as part of their annual Individual
Performance Plans. No additional office space, computer equipment, software, or
hardware are expected to be needed.
Support Activities Support will be required from the Marketing department of the college to
communicate the upcoming changes in the website. In addition to that, the
training department of the Educational Technology division will be asked to
provide all training materials as they become necessary. The project manager will
work closely with these two areas to assure timely delivery and consistency in the
tasks at hand.
Risks
Risks Regarding Project Realization
As with any project, risks exist. These include the possibility of key
personnel leaving their position at critical times during the project; budget
cut mandates that may prevent the completion of the project; disaster
dangers causing the school to close for a lengthy period. As these are not
expected occurrences, such incidents should be planned for in advance.
Risks Regarding the Product/Service
In addition to the above risks that could cause the project to not be
realized, technical issues could also be the culprit. As technology
constantly changes, we must understand that there can be serious
adjustments to the technologies involved that could cause the project to
halt, either temporarily or permanently.
A major part of this project is the integration of the schools SIS, which is
driven by SCT Banner. If major changes should be made in this software,
it would require major adjustments in the technical plan of the website.
This could also halt, either temporarily or permanently, the progress of the
project.

Communication Plan
Steeering Committee and Tollgate Meetings
The web committee will meet on a monthly basis. They will receive reports from
the core project team at these meetings, and make decisions based upon the
progress of the project, or lack thereof. In addition to progress, the core team will
also provide budget reports to assure the costs are staying within the proposed
limits. If legitimate reasoning is presented, this committee will vote to allow or
disallow any increase in budget.

Project Core Team Meetings
The Project Core Team will meet every morning at 8:00 AM throughout the
project. During this meeting, everyone will be expected to present a “15-5”
report. This report will take no longer than 15 minutes to prepare, and 5 minutes
to present the individuals’ activities of the past day. Once the 15-5s have been
presented, the project will be adjusted accordingly to any activities dictating
change.
As stated in Section 4.2, all reports will then be presented to the web steering
committee for further discussion and decision making.
Information Meetings
Information meetings will be held throughout the project to inform end users and
stakeholders of the progress of the project. In order for this project to be
successful, these individuals must feel the impact on their jobs with the college is
being considered. Input from these meetings will be used during the project core
and web committee meetings to determine additional adjustments needed in the
project.
Review Meetings Review meetings with key IT and technical employees will be held on a monthly
basis at a minimum. Although some of these individuals may not be involved in
the redesign or implementation of the new website, they will certainly need to be
informed of any and all functionality. As the new design will affect many areas
of the college, it is vital to keep everyone abreast of the new technologies being
integrated, and the impact it will have on the network.
Appendix A: Project Plan and Schedule
Background
Goals. The goals of this project are to: o Promote a new look and feel to the SJC website, while
incorporating the recently revised college seal and logo o Create a user-friendly, functional, business producing site that
benefits all users o Create a site that can be used to promote the community that
supports the college as well as the college itself o To share information with current and prospective students in a
way that creates a positive experience as they enter, use and leave the site
o To provide a repository for our faculty, staff and administrators for various tools needed to carry out job duties

Promotional Fit. The website should complement and work together with all marketing strategies being used by the college, including television, radio and print media.
Deadlines. Scheduled launch of the website is January 1, 2011. Deadlines will be created in the project timeline to insure this launch date is achieved.
Funding. The college CFO and Board of Directors has approved all budgeting requests for this project. Periodical meetings for various committees involved in the project will work to assure the budget remains within its limits.
Measurement. The resulting benefits of the newly designed site will be proven with budget improvements and survey results.
The sole mission of the newly designed website is to create a more user-friendly environment for our users; to utilize the full capabilities of the district SIS and web integration, streamlining business practices; and to have a more aesthetically pleasing site for our users.

Web Policy - San Jacinto College
Mission Statement - The mission of San Jacinto Community College District is to deliver accessible, affordable, high quality post-secondary education programs designed to meet the needs of the citizens of Southeast Harris County. The primary focus of the College is helping students to achieve their personal and professional goals, create seamless transitions among educational levels, and to prepare students to enter the job market or transfer to senior institutions. Through its programs and services, and partnerships with industry, the College supports the economic growth of the community and the region.
Purpose
The purpose of the Web Policy of San Jacinto College is to ensure the College’s presence on the internet and its use of web resources is consistent with the College’s mission, values, brand, programs and services.
The College’s presence on the internet represents the College to its students, faculty, staff and community (“users”). The ease of availability and use of web resources and the limitless nature of the internet encourages users to create and share information as it relates to the College’s instructional program, its operations and its governance functions.
It is the very nature of the use of web resources that leads the College to develop this Web Usage Guideline.
Definition of official and non-official content
Official content communicates official information about the services, requirements, or curriculum of the College, or one of its programs or offices, and is maintained for that purpose by an academic department, admissions or administrative office. This includes information posted on any of the web resource regarded as official by the College. Official content includes text, image, graphic, video and sound media.
Non-official content is regarded as personal homepages and the pages of student organizations.
Definition of official web resources
For the purposes of this guideline, official web resources are defined as licensed or open source resources and services, available on the world-wide-web that freely allow the dissemination or sharing of official content about the College to the public. These resources include but are not limited to the following:

Pages Pages will be created by each department as indicated to represent information
pertinent to potential customers/clients they may affect. Requests for pages to be
included as a part of the official college website may be submitted to [email protected].
All pages must contain “last updated” information to assure users of accuracy and relevance; and contain a link to the college’s home page.
Aesthetics The website color scheme will include only official logos of the college, and the colors will
be neutral and subtle to help direct the focus to our services. No more than six colors
will be used, and tests will be performed on a variety of displays, resolutions and
platforms to assure consistency.
Page Standards All pages will be designed by the Marketing Department to match style sheets of existing
site. Content submitted will be subject to editing and arrangement to allow conduciveness to these standards.
Home Page Guidelines The home page of the SJC website should be free of clutter, making it user-friendly and
intuitive. It should provide a link to all pages via drop-down menus or other means of
linkage. The home page should provide all users with contact information to the
college’s campuses and technical support.
Content Standards All content submitted must be deemed useful to users, in that it will help improve their
performance in appropriate academic discipline. It is suggested to include helpful links
to learning sites pertinent to the discipline involved. Any links provided will be held to
the same standards as pages within the San Jacinto College website domain. Some suggested links are:

Content Structure
All content will be organized into groups in logical hierarchies, with related information kept together. Labels will be clear, short, consistent, and easy to identify for the end users.
Navigation
Conventional practices will be used when creating the navigation of the site. Hyperlink text will appear as a different color than surrounding text. Unless text is a hyperlink, underlining will be avoided. Pages will be consistent in appearance with the main navigation appearing on the left side of the page, the search feature in the upper right corner, and additional global navigation at the bottom of the page.

Roles and responsibilities
Maintenance of standards
The College has designated a web usage steering group that is responsible for the maintenance of web and publishing standards, definition of requirements, change control approval and resolution of escalated issues. This group consists of individuals in the Web Development, Marketing and Testing offices of San Jacinto College.
Creation and maintenance of official content
Official content is created by the Web Development team as well as individual departments. Each department will designate a representative to be responsible for writing and submitting content. These individuals' names will be kept on record in the Markenting Office, and will be the only individuals allowed to submit content. Once official content is developed it is reviewed, approved and published by the College’s marketing department. It is the responsibility of the Department Chair to notify the Marketing Department of any change in employment of said individuals.
Monitoring standards and publishing content
The College’s marketing department is responsible for maintaining representation of the College’s brand, compliance with regulations and College standards for official web resources and content. The marketing department is responsible for publishing content on all official web resources.

Maintenance of systems and data
The College’s ITS department is responsible for maintaining the systems that support the availability of official web resources and data. This includes the content management system, access to official third party resources, publications database and Banner. ITS will also assist in the modification or creation of websites as approved by the web usage steering group.
Enforcement
The College reserves the right to remove official and non-official content and web resources that does not comply with this and any other College policies and guidelines. Violations of this guideline may result in suspension or loss of the user’s access privileges and/ or repair costs charged to the Department where the user is employed. Additional administrative sanctions may apply, up to and including expulsion, termination of employment or contractor status with the College. Civil, criminal, and equitable remedies also may apply.
