By Courtney Poppell Special to The News

VERNON — On April 13, our Yellow Jacket Battalion Drill Team left to go to the State Drill Meet for their fi rst time ever.

They left Vernon High School at 8 in the morning, arriving at Lakeland around 5 in the afternoon. They had a nice dinner at Golden Corral and then topped off the night with a swim in the hotel pool. Saturday morning started bright and early with all cadets dressed and ready for the State Drill Meet. The Yellow Jacket Battalion Team competed in eight different events against 95 schools from all over Florida.

They participated in Female Armed Squad, Female Unarmed Squad, Unarmed Platoon and Armed Platoon before stopping for lunch. Afterward, they fi nished up their part of the competition by participating in Male Unarmed Squad, Male Armed Squad, Male/Mix Armed Squad Exhibition and Female Color Guard. Our cadets practiced long and hard for this competition and put their best foot forward.

We are very proud of all their success this year and wish them all the luck for next year. We also thank our chaperone, Ms. Laura Sheehan, for all of her help and support in this event. A special congratulations goes out to Paige

Pope, Kody Carromero, and Seth Ward, our 9th grade Let 1’s, for their outstanding job in commanding at this drill competition. The cadets who participated were Dre Bacon, Dean Bollinger, Destiny Brady,

Kody Carromero, Eric Clark, Nathan Dunn, Lane Evans, Paige Pope, Carolyn Poppell, Courtney Poppell, Matt Rowe, Julie Sheehan, Maegen Sheehan, Seth Ward and Linsi Wilkerson.

From Staff Reports

CHIPLEY — The Washington County Drug Task Force, consist-ing of the Chipley Police Depart-ment and the Washington County Sheriff ’s Offi ce, with assistance by probation offi cers with Depart-ment of Corrections, has reported multiple arrests as narcotics in-vestigations that have spanned several months have concluded.

According to the report, the investigation included the sale of marijuana, crack cocaine and controlled substances as well as a collaborative effort between task force investigators and the De-partment of Children and Families that resulted in the arrest of two following evidence that children

in both cases had tested positive for the presence of methamphet-amines after expected exposure to methamphetamine labs.

“The success of this roundup is due, in large part, to the exten-sive, cooperative effort of three agencies,” said Washington Coun-ty Sheriff Bobby Haddock. “We have consistently made it a prior-ity to utilize these relationships to ensure both the safety of our community and specifi cally the protection of our children.”

Arrested were:Gregory Alexander Creamer,

19, of Chipley, charged with sale of a controlled substance (prescrip-tion drugs)

Ellen Ussery Flemming, 51, of Chipley, charged with sale of

crack cocaineAngela Denise Barkley, 24,

of Chipley, charged with sale of crack cocaine

Mario Anteze Keith, 32, of Chi-pley, charged with sale of crack cocaine

Tony Edward Peterson Jr., 33, of Caryville, charged with sale of crack cocaine (two counts)

Derek James Dearman, 27, Chipley, charged with sale of mar-ijuana and violation of state pro-bation (sale of marijuana)

Tracey L. Zimmerman, 37, of Chipley, charged with child abuse (exposure to methamphetamine labs)

Lamar Joelee Rhodes, 37, of Chipley, charged with child abuse (exposure to meth labs)

“You will recognize some of the names from this roundup as be-ing habitually involved in illegal drug activity,” said Chipley Police Chief Kevin Crews. “The illegal drug network, even in rural areas, is complex, and our narcotics of-fi cers work tirelessly to not only affect lower level dealers, but ulti-mately cut it off at the head.”

The following individuals are at large and are being actively sought at the time of this release:

Philip Lamar Potter, 42, of Chi-pley, for sale of crack cocaine

Wendell Keith Watford, 50, of Chipley, for sale of crack cocaine

Anyone with information on il-legal drug activity contact them at 638-TIPS (8477) or by email at [email protected].

From Staff Reports

CHIPLEY — Florida’s season-ally adjusted unemployment rate was 9.0 percent in March 2012, the lowest since January 2009, accord-ing to a report from Chipola Re-gional Workforce.

There were 836,000 jobless Floridians out of a labor force of 9,282,000. The March 2012 rate fell 0.4 percentage points from the month ago rate of 9.4 percent; this was the largest over-the-month decline in the state’s jobless rate since October 1992. The March

2012 rate was 1.7 percentage points lower than the year ago rate of 10.7 percent. The U.S. unemployment rate was 8.2 percent for March.

Florida’s seasonally adjusted total nonagricultural employment was 7,328,700 in March 2012, an increase of 10,800 jobs over the month. The number of jobs in the state was up 89,000 over the year.

The counties that make up the Chipola Regional Workforce region all showed a decline in unemploy-ment, with Washington County showing the largest decrease of 0.6 percentage points.

the technology.Gainey traces his

family’s roots in Wash-ington County for several generations.

“I love Washington Coun-ty, and our family enjoys all that the county offers,” he said. “It’s important that this legacy is protected for our children and for years to come. This is home, and I want to help keep our county one of which we can be proud.”

The website for the Clerk of Court is designed to keep the citizens of Washington County informed and to help assist the citizens in conducting their business with the clerk, according to the news release. Of-fi cial records, along with payment of traffi c fi nes and citations, are paid to the Clerk of Court, and the use of credit cards calls for se-cure, state-of-the-art equip-ment and technology.

Child support is collected by the Clerk of Court, with noncustodial parents and employers paying in part online with credit card, and this case payment history is available online. These are all compelling reasons for the county records to be kept secure, with identity theft and fraud very large risks in the process, Gainey said.

Gainey said he has kept abreast of the technology so vitally necessary to keep these records and transac-tions secure, and he has a thorough understanding of the management neces-sary to facilitate running the clerk’s offi ce.

“The Clerk of Court en-joys a seasoned, competent staff,” Gainey said, “and I look forward to be able to work with that group of peo-ple in accomplishing what the department needs over the next several years.”

For more information about Malcolm Gainey, visit www.GaineyforClerk.com.

“I have been an instruc-tor for over 20 years, teach-ing for the Highway Patrol and also teaching law en-forcement classes for North Florida College in Fort Wal-ton Beach. I have conducted hundreds of safety and drug prevention presentations to schools and other organiza-tions in Washington, Bay, Holmes and Jackson coun-ties,” Brown said.

Brown has served on the Washington County School District Advisory Council, as well as on individual school advisory councils.

“I have been a mentor to students in Washington County for several years and am currently mentor-ing for the Take Stock in Children program. I have also been a volunteer coach for many years.

“I am presently an in-structor for the Washington County Health Department, where I am teaching class-es to all levels of students in Washington, Holmes and Jackson counties,” Brown said.

Brown is a board mem-ber of the Washington County Council on Aging and the Family Community Outreach Committee.

He and his family attend Shepherd’s Gate Church in Sunny Hills, where Brown serves as an Elder.

“If allowed to serve as your board member, I will ensure a quality and equi-table education for all chil-dren,” Brown said. “I will value community input and improve transparency in the district. I will address budget challenges equita-bly, and I will be proactive in planning all aspects of the school district.

“Our children are our greatest and most impor-tant resource,” Brown said. “The success of our schools in creating an educated workforce is key to all of us.”

SPECIAL TO THE NEWS

Cadets from Vernon High School went to the state drill meet for the fi rst time on April 13.

“I have seen times when people change things on us.”

Member Zenna Corbin noted that Chipley Auto Parts qualifi ed for $18,000 in grant funds for their project.

“What happens if the person he wants to do the work can’t, and he has to go with a higher bidder?” she asked.

Everett said when a project’s cost changes, it still can be covered by the grant if the board approves the changes,

but he reiterated that the CRA should be kept apprised of the situation.

“That is all I am saying, if things change, they should come to us and let us know,” Everett said. Because the grants are paid with tax dollars, Ever-ett said he wanted the board to be the best possible gatekeepers of the pub-lic’s money.

“I want us to keep things as tight and transparent as possible,” he said.

STATE OF FLORIDA DEPARTMENT OF EN-VIRONMENTAL PRO-TECTION NOTICE OF INTENT TO ISSUE PERMITThe Department of En-vironmental Protection gives notice of its intent to issue a permit to Skies Pipe Co., Inc., H Lamar Sikes, 6445 Dunlieth Place Pensa-cola, Florida 32504 to operate a sand and limestone mine where sand and limestone are mined from an open pit. The on site opera-tions consist of mining activities for sand and limestone on the entire property, excluding buffers and setbacks areas. The facility is lo-cated at latitude 30°26’28.94’’N, longi-tude 85°42’6.86”W on 3164 Highway 20, Chipley, Florida 32428 in Washington County. The intent to issue and application file are available for public in-spection during normal business hours, 8:00 a.m. to 5:00p.m., Mon-day through Friday, ex-cept legal holidays, at the Department ‘s Northwest District Of-fice, 160 W. Govern-ment Street, Suite 308, Pensacola, Florida 32502-5740, at phone number (850) 595-8300.A person whose sub-stantial interest are af-fected by the Department’s proposed permitting decision may petition for an ad-ministrative proceeding ( hearing) under Sec-tion 120.569 and 120.57, Florida Stat-utes. The petition must contain the information set forth below and must be filed ( received by the Clerk) in the Of-fice of General Counsel before the end of the time period for filing a petition for an adminis-trative hearing.Petitions filed by any persons other than those entitled to written notice under Section 120.60(3), Florida Stat-utes, must be filed within fourteen days of publication of the no-tice or within fourteen days of receipt of the written notice, which-ever occurs first. Sec-tion 120.60(3), Florida Statutes, however, also allows that any person who has asked the De-partment for notice of agency action may file a petition within four-teen days of receipt of such notice, regardless

of the date of publica-tion.The petitioner shall mail a copy of the peti-tion to the applicant at the address indicated above at the time of fil-ing. The failure of any person to file a petition or request for an exten-sion of time within four-teen days of receipt of notice shall constitute a waiver of that person’s right to request an ad-ministrative determina-tion (hearing) under Section 120.569 and 120.57, Florida Stat-utes. Any subsequent intervention ( in a pro-ceeding initiated by an-other party) will be only at the discretion of the presiding officer upon the filling of a motion in compliance with Rule 28-106.205, Florida Ad-ministrative Code.A petition that disputes the material facts on which the Department’s action is based must contain the following in-formation, as indicated in Rule 28-106.201, Florida Administrative Code:(a) The name and ad-dress of each agency affected and each agency’s file or identifi-cation number, if known:(b) The name, address, and telephone number of the petitioner; the name, address, and tel-ephone number of the petitioner’s representa-tive, if any, which shall be the address for serv-ice purposes during the course of the pro-ceeding; and an expla-nation of how the petitioner’s substantial interests will be af-fected by the determi-nation;(c) A statement of when and how the petitioner received notice of the Department’s decision;(d) A statement of all disputed issues of ma-terial fact. If there are none, the petition must so indicate;(e) A concise statement of the ultimate facts al-leged, including the specific facts the peti-tioner contends warrant reversal or modification of the Department’s proposed action;(f) A statement of the specific rules or stat-utes the petitioner con-tends require reversal or modification of the Department’s proposed action; and (g) A state-ment of the relief sought by the peti-tioner, stating precisely the action petitioner wishes the Department to take with respect to the Department’s pro-posed action.Because the adminis-trative hearing process is designed to formu-late final agency action, the filing of a petition means that the Department’s final ac-tion may be different from the position taken by it in this notice. Per-sons whose substantial interest will be affected by any such final deci-sion of the Department have the right to peti-tion to become a party to the proceeding, in accordance with the re-quirements set forth above. Mediation under Section 120.573, Flor-ida Statutes, is not available for this pro-ceeding.As published in the Washington County News April 28, 2012
