PROGRAM: The Lacey Fire District 3 by Chief Steve Brooks

Chief Brooks highlighted events of the past year andexpects call frequency to increase with communitygrowth. Last year there were over 11,000 calls for helpdue to medical or fire emergencies. The unincorporatedarea of the County is now Class 3 status.

Steve recommended voting in favor of the proposition for increased funding to theFire District. The District hasbenefited from Federal Grant Fundsduring the 2013-2015 period, butthere is no reason to expect it willcontinue beyond 2015. The Districthas been operating very efficientlyon a reduced property tax levy inplace but more will be needed tomaintain service levels andaccommodate future growth. Sherwin Cotler represented the Community NeedsCommittee reporting where last year's funds had been distributed inJune and how they would be spent. $1,000 went to each of the followingorganizations:GRUB (kitchen garden projects)Catholic Community Services (supportive housing)Safe Place (food, clothing, medical needs and clothing)Behavioral Health Resources (improve the reception/waiting area)Thurston County Food Bank (summer lunch and kids program)Community Youth Services (high risk homeless and troubled youth)Lacey Boys & Girls Club (carpeting project)The Crisis Clinic (floor repairs in the volunteer room)Olympia Free Medical Clinic ($1,730 for medical clinic services to needy individuals)

Ken Parsons introduced former Exchange Student from Australia, Glenda(formerly Horwell) Roff and husband Paul. Glenda gave ashort but moving talk about how much she appreciated theopportunity to attend school here 27 years ago and visit again.

Overlook Project near the Deschutes River (Steadman Road).Jim Spaid announced the upcoming meeting of interested members atthe site with officials Monday, July 21st at 10:30AM. If you want to attendand be involved, call Jim and let him know at 360-584-3595.

PROGRAM: Forty Years in Rotary by Ken Balsley Ken related his positive experiences in Rotary,then explained what happened to bring about theevents: Ken wanted to be involved in Rotary initiallybecause he felt the organization would help build aLacey community. Perfect attendance for forty years because hevisited many other club meetings to learn abouttheir activities and how they worked. Sponsor of at least 96 Rotarians as heencouraged all the local business people to be apart of Rotary and the community. Club President during a year women first joined the Club and Interact Clubs werestarted involving the youth; and then he further emphasized the Polio Plus campaignfor Rotary International. Club Board Member for 13+ years because he enjoyed being involved. Heightening awareness of Rotary by starting the Hawks Prairie Club - in Lacey tohelp garner support for the active and retired military presence near Lacey. District Governor because he believed he was best qualified. He modified hisinterviewing style on the radio during that year to honor the principles of Rotary'sFour-Way Test. Ken is a valuable resource of our Club and the Rotary organization. He would liketo see more resources committed to developing Rotary's leadership throughtraining and preparation of new members.

Lori Flemm won the prize of chocolate peppermint roca for her count of thenumber of (200) times Ken Balsley said "I" in his talk.

ANNOUNCEMENTS:

Tim Shute reported four thank-you notes had been received from localorganizations for donations our Club sent to them as part of the outreachprogram.

The Lacey Rotary Picnic is scheduled for August 14th, 5:30pm, at theLacey Community Center near Woodland Creek.

PROGRAM: Rotary Grant Proposal for Water Project onRemba Island, Lake Victoria, Kenya, Africa. Tim Shute and DustinWilson shared the presentation:

Tim reported that Remba Island is a rocky place withoutpercolating soil, residing there are 11,000 people who relyon fishing for survival, lacking sufficient safe water andadequate toilets. Throughout the world, 780 million peoplestill need clean drinking water and better toilet facilities toreduce disease like HIV, cholera, diarrhea and dysentery,killing up to 1.8 million children a year.

Dustin has prepared, coordinated and forwarded forapproval, the grant proposal to Rotary International. TheRotary grant will help fund the second phase of the waterproject providing expanded distribution of filtered lakewater and adding more composting latrines. The firstphase was completed, and is pumping lake water to tanks,through membrane filters to distribution points, but lackssufficient access to benefit all the inhabitants.

The second phase, costing $68,000, will be paidprimarily by the grant, but also funded by other RotaryClubs, District 5020, and the Cool Jazz Clean Water(CJCW) event held each year. The Cool Jazz event

will be providing $15,000 toward Remba Island and already supports about 20 waterprojects like this with 40% of their income. Tim and Dustin thanked our Club forstrongly supporting CJCW and Rotary International thereby helping the people onRemba Island. Lacey Rotary Club is the International sponsor club with the Kisumu-Winam Club as the host club for the project.
