Monitoring is required to ensure that construction is in compliance with (1) the Memorandum of Agreement (MOA) for Southern California Edison’s (SCE’s) Advance Utilities Relocation Phase of the Purple Line Extension Project – Segment 2 – Between the City of Beverly Hills and the Los Angeles Metropolitan Transportation Authority (City Agreement No. 384-17), (2) the MOA for the Third Party Advance Utility Relocation Phase of the Purple Line Extension Project – Section 2 - Between the City of Beverly Hills and the Los Angeles Metropolitan Transportation Authority (City Agreement No. 648-17) and (3) the Agreement titled "Demolition and Public Right-of-Way Use Permit for the Los Angeles County Metropolitan Transportation Authority and its Contractor to Clear All Buildings and Existing Improvements at 9430 Wilshire Boulevard, Install Noise Monitoring Equipment and Sound Walls for Future Construction and a Laydown Area for the Wilshire/Rodeo Station of Section Two of the Purple Line Extension Project" (Agreement dated June 5th, 2018). The following information summarizes the ICM monitoring activities that occurred at the Segment 2 site (Rodeo Station site) during the week of March 17, 2019 – March 23, 2019. Construction activities were not conducted on March 17 or March 23, 2019. Construction activities during the week included demolition in the N. Canon yard; sorting, processing and hauling demolition debris; stucco wall repair in the Ace Gallery yard; and canopy removal and fence installation along Wilshire Boulevard. In addition, CSDA acousticians were on site conducting acoustic surveys on the Beverly Hills High School campus. EI ICMs were present during all construction activities and conducted routine noise measurements at selected noise monitoring locations as well as compliance checks in accordance with the MOAs and associated attachments, exhibits, traffic closure notifications, and traffic management plans. At the conclusion of each work shift, daily monitoring reports were prepared by each ICM. Attachment A (Daily Monitoring Reports) provides detailed daily monitoring reports and photographs of construction activities. VIOLATION SUMMARY During the week, EI ICMs identified no violations during construction activities. Demolition work at the North Canon yard was halted by the ICM on March 19th per article XVII until adequate noise mitigation measures were implemented, work was allowed to resume on March 20th. CONCLUSION To date, 49 violations have been issued, four (4) of which have been rescinded since the beginning of construction of the Purple Line Extension Project – Segment 2. Project construction activities are ongoing and EI ICMs continue to monitor all construction activities applicable to the MOA on a daily basis.
